Politics › Senate Threatens To Issue Arrest Warrants For Lai Mohammed, Sylva, Others by Luckydubby7(op): 4:06am On Jun 12, 2020 |
By Henry Umoru – Abuja The Senate has threatened an arrest warrant for the Minister of Information and Culture, Alhaji Lai Mohammed, the Minister of State, Petroleum, Timipre Sylva and Minister of Power, Engr. Saleh Mamman over their continued refusal to honour its invitation to answer audit queries against them. Addressing Journalists in Abuja, Chairman, Senate Committee on Public Accounts, Senator Matthew Urhoghide, Peoples Democratic Party, PDP, Edo South vowed that the Senate will not hesitate to invoke its exclusive right to issue the warrant, just as he said that it has become a very ugly situation where heads of Ministries, Departments, Agencies, MDAs of government charged with public functions, vehemently refuse to give an account of the expenditure made by them. He said that the Committee has no choice but to compel the defaulting agencies to appear before it in line with Section 89 of the Constitution if they persist in their behaviour. Also to be arrested over their refusal to honour invitations extended to them by the Upper Chamber to answer queries of 2015 expenditure as presented to the Senate by the office of Auditor General for the Federation are the Minister of Women Affairs and Social Development, Mrs Pauline Tallen, her counterpart in the Ministry of Solid Minerals Development, Arc. Olamilekan Adegbite and the Chairman, National Population Commission, NPC. According to Urhoghide, the MDAs that have failed to honour the invitation of the Committee, include the Ministry of Information, Culture and National Orientation; Ministry of Petroleum Resources; Ministry of Power; Ministry of Women Affairs; Ministry of Solid Minerals and the National Population Commission (NPC). He said, “Over a month ago, we wrote to them to come and answer the audit queries raised against them by the Auditor-General of the Federation in its 2015 Audit Report. But they have deliberately and irresponsibly failed to honour our invitation. Their failure to appear before this Committee amount to outright disobedience to constituted authority.” Urhoghide who lamented that the hindrances caused by the failure of the agencies to appear before the panel is part of the reasons why Nigerians often accuse the National Assembly of not discharging its duties, said, “It is only in Nigeria that people will spend government’s money and fail to show up to defend their expenditure.” America is too big to fall, but can implode According to him, heads of the agencies give excuses that are not tenable for not honouring the invitation, just as he said the excuse the Ministry of Information and Culture gave was that the consultants handling the consultancy projects and the contractors for the year 2015 are not available due to the restrictions occasioned by the coronavirus. On the part of Ministry of Petroleum Resources, the Ministry stated that the failure to honour the Senate’s invitation was due to the meeting of Directors of African Petroleum Producers Organisation scheduled for Thursday, 11th June 2020, the same day of the Committee‘s Public Hearing, just as the Ministry of Power said that it was still producing documents for the Hearing. For the Federal Ministry of Women Affairs and Social Development, it stated that it was seeing the query for the first time and needed time to get a copy of the query and prepare relevant documents for its appearance before the Committee. On the part of the Federal Ministry of Solid Minerals Development, it said that it needed more time to prepare adequately National Population Commission, just as the National Population Commission said also that it needed more time to prepare adequately. https://www.vanguardngr.com/2020/06/senate-threatens-to-issue-arrest-warrants-for-lai-mohammed-sylva-others/ |
Jobs/Vacancies › 39.4 Million May Be Jobless Before Year End, Says FG by Luckydubby7(op): 3:45am On Jun 12, 2020 |
Envisages N185bn monthly shortfall in federal allocation Olalekan Adetayo, Abuja The Federal Government has raised the fear that except something urgent is done, about 39.4 million Nigerians may be jobless by the end of the year as a result of the impact of the COVID-19 pandemic. It also expressed the fear that millions more may slide into extreme poverty before the pandemic ends. Vice-President Yemi Osinbajo painted the gloomy picture on Thursday while presenting the report of the Economic Sustainability Committee to the President, Major General Muhammadu Buhari (retd.). Buhari set up the committee on March 30, 2020 in response to what was then becoming a threat of the most severe economic downturn in the country’s history, largely caused by the pandemic. Its terms of reference include to develop a clear economic sustainability plan in response to challenges posed by the COVID-19 pandemic and to propose monetary policy measures in support of the plan. Others are to provide a fiscal/monetary stimulus package, including support to private businesses and vulnerable segments of the population, among others. Presenting the report to Buhari, Osinbajo noted that the lockdowns and social distancing measures put in place to curb the spread of COVID-19 had had a severe negative impact on farms and factories as well as on trade, transport and tourism. He said the federation might experience a shortfall of about N185bn monthly in the amount available for allocation to the three tiers of government. The Vice President said, “Several projections, including those done by the NBS on behalf of the Economic Sustainability Committee, showed a severe downturn in our oil earnings, as a result of which, even with oil price at $30 a barrel, we would still have a shortfall of about N185bn every month in the amount available for allocation to the three tiers of government. “They showed that unemployment may rise to 33.6 per cent or about 39.4 million people by the end of 2020, if we fail to take prompt preemptive measures. “They showed that millions more will fall into extreme poverty before the pandemic ends; and that GDP may fall to between -4.40 per cent and -8.91 per cent, depending on the length of the lockdown period and strength of our economic response.” In the report titled ‘Bouncing back: The Nigerian economic sustainability plan,’ Osinabjo said the committee recommended that the government embarked on mass job creation to cushion the effect of COVID-19 pandemic. He added, “We have therefore recommended that we must carry out mass programmes that create jobs and utilise local materials.” The committee also recommended the expansion of the Social Investment Programme through an increase in the number cash transfer beneficiaries, N-Power volunteers and sundry traders enjoying small and micro loans through the MarketMoni and TraderMoni schemes. Talking about implementation which he said was critical to the success of the plan, Osinbajo said the committee recommended that each minister would be responsible for supervising the implementation of plans situated in their respective ministries. https://punchng.com/39-4-million-may-be-jobless-before-year-end-says-fg/ |
Politics › EFCC Releases ₦5.7 Billion Out Of ₦7.9 Billion Seized From Okorocha To Imo State by Luckydubby7(op): 8:23pm On Jun 11, 2020 |
The Economic and Financial Crimes Commission (EFCC) has told a former Governor of Imo State and Senator representing Imo West Senatorial District at the National Assembly, Senator Rochas Okorocha, to get ready for his day in court.
Speaking at the commission’s zonal office in Port Harcourt, Rivers on Thursday, the Zonal Head, Usman Imam, said N7.9bn belonging to Imo was seized from the former governor during EFCC investigations.
Imam, who has been in charge of the ongoing probe of the former governor, said the commission returned over N5.7bn to various administrations in Imo to pay salaries and pensions of workers.
He said: “I started the Imo state case in Enugu and upon my deployment to this zone, the investigations of corruption allegations against the former Governor of Imo State, Rochas Okorocha, was transfered from the Enugu zone to Port Harcourt for further investigations.
“Within the period, the commission succeeded in freezing about N7.9bn in different accounts. All the monies that were released to Imo State government were from the N7.9bn recovered from Okorocha. The monies were released in batches.
“N2.7bn was released in March for salaries. In the PDP government of Emeka Ihedioha, excess of N2.5bn upon series of writings and our insistence of monitoring it, was released to pay salaries and pensions because they were monies recovered from the state so it has to go back to the state.
Then the government of Emeka left and this government came, we had a remnant of the money in excess of N2bn. We were able to release N514milion just last month because excess of about N1.8bn is encumbered with a court process. Contractors went to court and targeted the funds. The process is lingering. They still have excess of N1.8bn that is not released”.
Apart from the money recovered from Okorocha, the EFCC zonal boss said the senator’s assets were also identified in Imo and Abuja and seized by the commission.
He said the commission filed a court process for interim forfeiture of the assets confiscated from Okorocha.
He said: “The investigation has got to an advanced stage and we are expecting that on conclusion, we are going to arraign the former governor.
“It is in the course of investigations that we targeted his assets. Some are in Imo, Owerri and some are in Abuja. We marked these properties in Abuja and we have filed court processes for interim forfeiture of these assets. The target is to conclude the investigations and he will have his day in court”.
Imam explained that since he assumed the leadership of the zone in January, the commission has recovered N291.8million, 847,983 US Dollars, 390 pounds, 10,900 Euros and 500 CFA.
He said the commission also froze over N1.1bn in the accounts of Bluekey Technologies allegedly operating a ponzi scheme and defrauding over 8,926 victims of over N4.4bn.
He said the EFFCC further secured interim forfeiture of 96 trucks, vessels and barges while 226 drums of automotive gas oil and 1million litres of suspected crude oil were finally forfeited to the Federal Government.
Imam explained that the son received 441 petitions, successfully investigated 262 with 159 awaiting legal advice and 20 others charged to court.
On the challenges of the commission, he said: “Fighting corruption comes with its peculiar challenges. The corrupt are not going to fold their hands while you retrieve what they had stolen. They would fight back.
“This has come in the form of sponsored media attacks. A blogger, one Dikeocha Chukwuebuka, who caused the zone serious blushes by posting fake pictures of purported overcrowded EFCC cell was arrested and currently under prosecution.
“Other challenges are non-cooperation,m and delayed response to this commission’s enquiries by some agencies; logistic challenge in investigating oil bunkering cases and inadequate office accommodation for staff”.
“In spite of the challenges, the zone remains committed to actualising the mandate of the commission, which is to eradicate corruption in Nigeria”. https://thenationonlineng.net/efcc-releases-5-7bn-out-of-n7-9bn-seized-from-okorocha-to-imo/

By Bisi Oladele, Southwest Bureau Chief The University of Ibadan (UI) has confirmed Edo Governor Godwin Obaseki graduated from the institution. The university, in a statement by its Registrar, Mrs Olubunmi Faluyi, said Godwin Nogheghase Obaseki, studied Classics. According to the statement, the Governor gained admission to the university in 1976 and graduated in 1979 with a Second Class Honours (Lower Division). “Records of his admission and graduation are intact in the archives of the university.” the statement said. Some opposition leaders in the state’s chapter of the All Progressives Congress (APC) have been accusing Obaseki of presenting a fake certificate, saying he did not graduate from the premier university. The UI statement will draw the curtain on the supposed certificate scandal crisis. Obaseki has been in a running battle with his predecessor Adams Oshiomhole over the second term ticket. The latter, who is the National Chairman of the APC, has vowed to ensure the governor does not get a second term in office. https://thenationonlineng.net/breaking-obaseki-is-our-alumnus-says-ui/ |
Politics › COVID-19: Slash Workers’ Salaries, Ali Ndume Tells FG by Luckydubby7(op): 10:41am On Jun 10, 2020 |
A lawmaker representing Borno South in the Senate, Mohammed Ali Ndume, has advised federal and state governments to slash the salaries of workers. He said this on Monday in an interview uploaded by Channels TV. According to him, workers’ salaries can be cut since they are yet to resume fully. This, Ndume said, was a means of sacrifice from the workers. He, however, recommended that palliatives should be given to the workers to supplement the salary cut. He said, “Government should critically look at the personnel and recurrent expenditure which consumes about 70 per cent of the budget. Money should be pumped into capital. “People should make sacrifices. This is the time to look at issues critically. But as I said, When I talk like this – and make my opinion – people look at it and call me all sorts of names. But I try to express myself. “I think there should be more sacrifice, especially on the personnel side. How can you sustain the same personnel and overhead costs when even the work that you are doing… most people don’t go to the office now, and they are being paid fully for the month. “Is there any justification for that? If you cannot work because of the pandemic, then you should be given palliatives and be paid less.” The PUNCH reports that the Federal Government had asked civil servants below Grade Level 14 to stay at home. The Head of Service of the Federation, Dr. Folasade Yemi-Esan, in a memo to all heads of Ministries, Departments, and Agencies on April 30 said, “Officers on GL 14 and above and those on essential services are hereby directed to resume work with effect from Monday, May 4, 2020, in the first instance. “Offices are to open three times a week – Monday, Wednesday, and Friday – and close at 2:00 p.m. on each day.” https://punchng.com/covid-19-slash-workers-salaries-ali-ndume-tells-fg/?amp=1&__

Politics › Lawan: We Passed Buhari’s $5.5 Billion Loan Request To Save 20 Million Jobs by Luckydubby7(op): 5:15am On Jun 08, 2020 |
The passage of the $5.513 billion loan request by President Muhammadu Buhari will save 20 million jobs, President of the Senate Ahmed Lawan said at the weekend.
Dr. Lawan explained that the national Assembly did not give frivolous approval.
He said Nigeria was able to get concessionary, multilateral or bilateral loans with very favourable conditions of one per cent, 10 years or 20 year moratorium.
He also claimed that over 400 bills are being processed in the national assembly to add value to Nigerians’ lives.
He said there has been less friction between the Legislature and the Executive because a Special Committee is working behind-the-scene to avert feuds as it was between the two arms during the Eighth Assembly.
Lawan said: “We are not doing that in a frivolous way. We are very mindful, we are very patriotic on the way and manner we grant or endorse these requests and we are also very meticulous. Our Committees on Foreign and Domestic Loans have gone through all the papers to ensure that there is justification for those loans. And in fact, in the Senate, we didn’t pass all the loan requests.
“We passed only the request for $5.513b. There was $1.5b request for states. We could not see the justification and we said no. So, it was not everything that was requested that was was granted by the Senate.
“I want to assure Nigerians that we would always be guided by the need for our country to be prudent; by the need for our government to be prudent and efficient in the deployment of resources. And of course in the process, we should also explore other means of funding our projects like the partnership with the private sector. All we need to do is to create the environment for the private sector to participate.” Lawan explained that the loans were necessary to complete important infrastructural projects.
He said: “Well, we have a shortfall of almost $14.2b funding gap for 2020 Budget. And with COVID-19, came so many negative things that have visited adverse outcomes on our people. We didn’t make hay while the sun shone when we had our crude selling for over $140 per barrel in the past.
“We didn’t diversify the economy, we didn’t invest in the real sectors of the economy and most of the resources were frittered.
Now, we have come to a point where we have to address the infrastructure gap that we have but the resources are so low. Crude at one point was selling for $10 and $11 per barrel, especially when this COVID-19 thing started around March.
“We have very significant projects that we need to put in place like the Second Niger Bridge, the Mambilla Hydro-Power Project; the East-West Road, Lagos-Ibadan Expressway, Lagos- Kano Rail Line; Port Harcourt-Maiduguri Rail Line and so many other projects that are as well important. But we don’t have the money.
“Tell me, if you don’t have the resources and you still needed these projects because with some of them you can pay back what you owe once they are operational. Would you because you don’t want to obtain the loans, you will say let me abandon these projects. Or, you will say I will take the loans but I will ensure that all the loans I take and every other resource I put on these projects are properly, efficiently and prudently applied and deployed.”
He said if the loans were not approved, the nation’s economy may slip into recession.
He added: “For us in the National Assembly, we are conscious of the fact that this economy, as affected by COVID-19, if it persists, you could lose over 20million jobs in this country.
“The economy could go into serious recession probably up to -4% or even -5 % of the GDP. So, you need to have the resources to invest so that the economy does not go into recession and also to ensure that people don’t lose their jobs.
“Therefore, when the Federal Government was able to get concessionary, multilateral or bilateral loans with very favourable conditions of maybe 1%, 10 years or 20 year moratorium, what can you do? You cannot run away from your challenges.
He explained the rationale behind the creation of Special Committee to reduce the friction between the Legislature and the Executive.
But he also clarified that the National Assembly will never compromise its mandate.
He said: “I am pleased to say that we have done so much. The Senate started and remains united. We are bi-partisan and this is obvious and we have been working with other arms of government very closely in such a manner that our productivity level in the Senate is higher than most previous sessions. And that is to say that it is because we have more time to be focused and concentrate on delivering legislative interventions as may be required from time to time.
“We need not spend any time on unnecessary Executive-Legislature conflict and bickering. Certainly not obviously before the public. We have given this kind of environment; we have done significantly very well compared to most of the previous sessions.
“Here, I am not talking about the number of bills passed because we were doing everything fine until COVID-19 pandemic from February to June. Unfortunately with the COVID-18 pandemic effects, it is clear that everybody is working far below his capacity whether as an individual or as an institution. This is because of the situation that requires lockdown, easing of lockdown and the National Assembly and the Senate cannot be different.
“Certainly, we sit at the moment once in a legislative week or sometimes at best two days in a legislative week. That is not the way it should be but because of the current situation, there is hardly anything anybody could do until the situation of COVID-19 becomes easy and better for us to go full blast and full operation.
“But, I am happy to say that, at least, given all these difficult situations, the Senate has done fairly well. We have over 400 bills in different stages of legislative processing. And of course, we have done so many confirmations compared to any other Senate in one year. We have done about 27 or 28 confirmation requests from the Executive arm of government. And we consider that very significant because this is the way to make government efficient when you have the governing boards, the governing councils and the management in place as against an individual, probably a Minister, or someone who could take advantage of no governing board or management to run government organisations.
“So, we are very happy with what we have done so far. Let me also say this. In order to sustain the relationship that enhances our productivity, we have a Special Committee. This Special Committee is between the Executive and Legislative arms of government that works behind-the-scene. It is not an official body, you don’t see it, you don’t hear it but it is very effective and efficient.
“The members are the Senate Leader, the House Leader, the Senior Special Assistant to the President on National Assembly (Senate), the Senior Special Assistant to the President on National Assembly (House); the representative of the Office of the Attorney-General of the Federation and relevant committee chairmen when there is a bill that has to do with an area a committee oversights.
“And this is a conscious decision between the Legislature and the Executive that whenever there is going to be a bill that is significant and could cause misunderstanding, the Executive should bring that bill, we will sit down to let them explain to that committee and let them work on it. Where the legislators feel this is too obvious we cannot accept this and this is the way we think it should be, we will argue and then we will have the bill that will eventually come to the National Assembly.
He said the creation of the Special Committee does not erode the Principle of Separation of Powers between the Legislature and the Executive.
He added: “The Principle of Separation of Powers is what establishes and sustains government. I believe in it strongly. I also believe that separation of powers should also be considered along checks and balances.
Regarding the proposed e-voting by the Independent National Electoral Commission (INEC), Lawan said the National Assembly was expecting details from the electoral body.
He said: “This is something we need to sit down with INEC, because INEC is the operator of the electoral environment, and anything it thinks is necessary for us to operate during this time of COVID-19 challenge, we should look into it but before then, we believe that the electoral environment should be as dynamic as it is, should receive our attention that will make it possible for elections to hold and outcomes to achieve the integrity that we will have the confidence of voters. I don’t want to comment too much on what INEC said because they need to explain to us what they mean by e-voting, the scope, what type of technologies they are going to deploy, how they are going to do it. I don’t want to comment further on that so that I don’t cause unnecessary debate about it.
“We want to do constitutional amendment as well as amendment of the electoral act to further make the process better and we want to see a situation where all pre-election matters are determined before the elections, that’s to say that if there are issues regarding the primaries by political parties and their candidates, then such legal matters should be settled, before anybody is presented for election so that you don’t go with pre-election problems or matters into the general election.
“We want to ensure that in our constitutional amendment, local government autonomy is further entrenched because we’ve lost it, we don’t talk about local governments anymore like they don’t exist. This is a tier of government that can do a lot to help us to deal with small and local issues. We believe that we should work to ensure that local government autonomy is protected by the constitution. We have a lot of interest in ensuring that we carry out constitutional amendment as well as working on the electoral act.”
On the controversy trailing the proposed renovation of the National Assembly complex, he said the estimated cost has been reduced from N37b to N9.2b.
He added: As for National Assembly renovation, how I wish I am not a member of the National Assembly so that when I talk about it, people will not read meaning into it. This guest house leaks but this is personal to me, nobody is talking about it. But that National Assembly represents Nigeria, it tells our story; it is Nigeria personified. Go round the National Assembly, even from outside start from the Dome, you will be ashamed of Nigeria.
“The National Assembly renovation was misunderstood. Sometimes, you allow criticisms so that you give people the feeling that this is a democracy. People criticized it, we took it calmly and we assumed that we need to educate Nigerians about it.
“First of all, it is not a National Assembly building; it is the Federal Capital Development Authority’s building. National Assembly is to be accommodated by the Federal Government of Nigeria. If tomorrow, the location or our accommodation is changed to the International Conference Centre, that is where we are going to stay.” https://thenationonlineng.net/lawan-we-passed-buharis-5-5b-loan-request-to-save-20m-jobs/

We started seeing covid19 patients protesting in Niger, Gombe, Kano to mention but a few, In Nigeria here, some state reported cases differed from ncdc daily reports. If you check the record of Britain and USA, they'll give you a breakdown estimate of those who might have died in homes or remote areas alongside the daily records. . But sir don't vex ooo, if I may ask u here now, do you know your covid19 status? If u do, how about all the members of your family? Do you educate and advice them to go for test? |

Investnow2017: This pandemic has revealed so much about Nigerians than I would ever have known. I now know why we are where we are. Some comments here stink and are abhorable. And from the tone of English some of these are literate but certainly not educated. I say so because if they were they would certainly know the implication of their expressed uninformed and jaundiced opinions. If the govt is corrupt does that detract from the glaring reality of the ravaging pandemic? Some said the govt is playing politic with it. How does that detract from the danger of the contagion? Some said malaria is worse but is malaria contagious? It is very, very sad, and this abysmal ignorance has led to the explosion of this virus in the world right now. I hope Africa gets out of it soon. . . All these grammars didn't answer the questions some of us have been asking since February, March, April, May and June counting. Who is deceiving who? |
