A second outbreak of the deadly Ebola virus has struck the Democratic Republic of the Congo, even before an earlier outbreak in a volatile eastern region has formally ended. The Congolese health ministry said Monday it had identified six cases of the Ebola virus in Equateur Province, a region along the Congo River on the border with the Republic of the Congo. Four people have died. The Equateur Province was the site of a relatively small Ebola outbreak in 2018, which infected 53 people and killed 29. That outbreak was brought under control when health officials rapidly deployed a vaccine to several towns and villages, including Mbandaka, a trading port on the Congo River. The new outbreak appears unrelated to another conflagration that erupted in North Kivu Province, along Congo’s eastern border with Uganda and Rwanda, in 2018. That incident became the second-worst Ebola outbreak in modern history, fueled by violence and unrest in a war-torn region where about a million people are displaced. The World Health Organization said the health ministry had identified 3,406 cases, and 2,243 had died. Days before the health ministry was set to declare the end of the North Kivu outbreak, several new cases were detected in the region. No new cases have appeared for several weeks, and the last patient stricken with the virus has been discharged from the hospital. The new outbreak adds to an already perilous moment for the Democratic Republic of the Congo. The health ministry is already dealing with the world’s largest measles outbreak, and the ministry said Monday it had identified 3,195 confirmed coronavirus cases. Most of the coronavirus cases, 2,896, have hit Kinshasa, one of Africa’s most populous cities. The Ebola virus now poses another challenge to health ministry officials, who will race to contain it before anyone infected can board a boat or ferry on the river. Mbandaka is about 200 miles from Kinshasa, raising the risk of an outbreak in a densely-packed urban core that would further strain an already-stretched health system. https://thenationonlineng.net/second-ebola-outbreak-hits-congo/ |

President Muhammadu Buhari has written to the National Assembly to seek a fresh $5.513bn external loan to finance the revised 2020 budget. Senate President, Ahmed Lawan, read the letter to lawmakers during plenary on Thursday. In the letter, the President explained that the loan will be used to finance the deficit in the 2020 budget and support critical projects from the State and Federal Government. According to President Buhari, the Federal Government is also planning to raise money externally and internally. The external loan is $5.513 billion; $3.4bn will come from the IMF, $1.5 from the World Bank, $500m from (AfDB), and $113m from the Islamic Development Bank (IsDB). The President further noted that the assumptions in the 2020 budget are no longer attainable given the slump in oil prices and lower demand for crude oil caused by the COVID-19 pandemic. He also presented a revised 2020 Appropriation Bill and 2020-2022 Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) to the Senate. President Buhari is asking the Senate to give an expedited passage of the revised 2020 budget and MTEF because of the urgency of the situation. The Senate has, however, suspended its rules and commenced the second reading of the revised budget, the MTEF, and the FSP. https://www.channelstv.com/2020/05/28/breaking-buhari-seeks-fresh-5-513bn-loan-to-finance-revised-2020-budget/ |

A man, identified simply as Joel, has lost his life after he was allegedly refused treatment by the Isolo General Hospital in Lagos State over fear of being a COVID-19 patient. It was gathered that Joel slumped on Sunday while playing football and was rushed to the hospital, but he was allegedly refused treatment on the fear that he might be a COVID-19 patient. A family friend of the victim, identified simply as Amaka, who narrated the incident on Twitter, alleged that the nurses on duty claimed that they were busy and refused to attend to Joel. She tweeted, “The medical system failed my family friend today and I’ll never get over it. He was said to be playing football in the field this morning and slumped and stopped breathing, he was immediately rushed to the Isolo general hospital in other to get attended to fast, getting there, they refused to let him in because they said they don’t know if he has Coronavirus! “His family members kept begging and begging because time was running and he wasn’t getting any better, he was still not breathing…The nurses still insisted on not attending to him, because according to them, they have their plates full. They had to return him to the car and resulted in prayers. “In tears, his elder sister still went back in and requested to see any doctor on duty, after so much argument a doctor came out, heard the whole story from the nurses on duty and without taking a look at him in the car or bringing him in to check him out, the doctor then certified him dead and asked them to transfer him to the mortuary. His mother collapsed on the spot…This life is so unfair. “Bro Joel like I will always call him, you will forever be missed, I have known you to be the calmest and humble person ever since I was a toddler, it was so unfair for you to pass on just like this, but God knows best. Keep sleeping on till we meet again.” When contacted, the Chief Medical Director of the hospital, Dr Godwin Akhaboa, who stated that the facility was not in the habit of rejecting patients, said the victim was brought in dead. “There are parameters to look at before certifying a patient dead and no doctor will say a patient is dead without checking those parameters. It’s never done; no nurse or doctor will do that. The patient had a cardiac arrest on a football field and he was brought in dead,” Akhaboa said. https://punchng.com/man-rejected-by-lagos-hospital-over-covid-19-fear-dies/
