Grace needed many factors to go worldwide out which I will give you 2:

1. An example of man's failure at self righteousness (Demonstrated through Israel and the law)

2. A language and means for the message to spread across the world (The Greek language and the spread of the Roman empire provided this platform). If Grace was introduced for example at the time of Moses, the Israelites would have personalized it the same way they did the law. The language barrier would also add to the factors that'll support the personalization. But God introduced grace at a time when almost everybody was speaking Greek and therefore people of different nations could understand one another using one language - Greek.

God wants to reveal Himself to the whole world, not just Israel. So, the world had to be ready.

Those who lived before grace came are guided by the law of God written on their minds.

The law is an everlasting law but the mode of its administration and its justice system is not everlasting. Thous shalt not commit adultery is still a law today. But how the the justice is administered has changed.

Jesus demonstrated it that sinful men cannot continue administering justice to fellow sinners. 'He who has no sin among you should cast the first stone."

It's the High priest. All Jesus had to do was to tell them to take her to the High Priest. The Jews didn't bring the woman to Jesus to bring Him against the Roman government but rather, she was brought to Jesus to so that He can come into conflict against the Jews. The Jews would be the first to stone Him if He had said nobody should touch the woman. The Pharisees knew that Jesus won't order the woman to be stoned. So, they wanted to bring Him in conflict with the Jewish population. Thank God for divine Wisdom which Jesus possessed immeasurably.
