Local Government Creation Bill 2013: Osun Set To Create 27 New Councils * COST-EFFECTIVE COUNCILS * PEOPLE-ORIENTED COUNCILS * DEVELOPMENT-BASED COUNCILS Governor of the state of Osun, Ogbeni Rauf Aregbesola has on Monday, at the floor of the state House of Assembly, presented an Executive bill for the creation of 27 additional local government areas in the state. Delivering a speech which he titled: Making Government Count at The Grass Roots, the Governor said the move is in fulfilment of the administration's belief in giving happiness to the greater number of people as they can easily ascertain the needs of the people. He noted that many of the local councils are too large to be able to take care of the needs of the people at the grass roots. While stating that the proposed new 27 local councils will co exist with the existing ones, Ogbeni Aregbesola stated that they will be known as local council development areas or local counties. Ogbeni Aregbesola explained that in accordance with section 7 and 8 of the amended Nigerian constitution, a Local Government Creation Committee headed by a former speaker, Hon. Mojeed Alabi had earlier been set up after which a review committee headed by the Secretary to the State Government, Alhaji Moshood Adeoti was set up to review the job of the first committee. He said Chairmen and Vice Chairmen of local councils, when created, will be elected from among the Councillors in the area and the head of local government administration henceforth will be a civil servant who is not not more than Grade level 14 in the local government and would be called Council Manager. This parliamentary characteristic is to reduce the cost of governance and ensure smooth running of government at the local level. Local Government Planning Board for each LG will be constituted to serve as advisory body for the new council areas. The board will not be an implementation body and would not be involved in the day-to-day running of the councils. He added that any civil servant that is more than grade level 14 in the local council will henceforth be redeployed out of the local government to the civil service saying the aim is to make the local government work more efficiently, bring government closer to the people and re engineer the system. In his response, the Speaker of the State House of Assembly, Rt. Hon. Najeem Folasayo Salam stated that the move is to aid rapid development of the rural areas in the state saying it is also a move at delivering the campaign promises of the administration. He described the proposed creation of additional twenty-seven local government areas in the state as a way to bring about unprecedented development at equal pace to the people at the grass roots level. The Speaker who said that the new councils if created will not constitute a burden on the existing thirty local government areas in the state noted that they will serve as platform of effective and all inclusive governance at the grass roots. Expressing the satisfaction of the state parliament with the way the state is witnessing massive development in all sectors under the leadership of Governor Aregbesola, Honourable Salam promised that the House would look into the bill and facilitate its quick passage into law. The 2013 Good Governance Award: How Osun Carted Away Two Awards (Urban and Rural Infrastructural Development; Youth and Sport development) - CHANNELS TELEVISION The 2013 Good Governance Award has been held in Lagos, Nigeria’s commercial nerve, with Governors Theodore Orji, Liyel Imoke and Rauf Adesoji Aregbesola winning two awards each. Osun State Governor, Rauf Adesoji Aregbesola, won the Best Governor in Urban and Rural Infrastructural Development award. The Governor of Abia State, Theodore Orji won the award on the State With the Most Improved Security. The Edo State Governor, Adams Oshiomhole, won the Transparency in Governance Award Receiving the award on behalf of the Edo State governor, the state’s Chief of Staff, Patrick Obahiagbon, said that the award would spur the governor to continue to unleash the ‘Tsunami of developmentalism’ in the state. Other awards won were Best State in ICT award which was won by the Cross River State Governor, Liyel imoke and award on the Fastest Growing State Economy, won by the Ogun State Governor, Senator Ibikunle Amosun. The government of Osun and the leadership of the Christian Association of Nigeria Friday night reached a truce over the disagreement on the re-classification of schools for which a section of the leadership of the association had expressed concerns. Sources at the meeting informed that the parley which lasted for about three hours, witnessed the two parties stating their positions with explanations from both parties. At the beginning of the meeting, a position paper was said to have been given to the Governor which contained all areas of concerns by CAN especially on the ongoing reforms of schools and the Sukuk bond which the state recently took. In the presentation by CAN read out by a representative of the association, the association said it has concerns over suspicions that the administration had intentions to erase Christian values in schools through its many policies. Also the Chairman of CAN in Osun, Mr. Elisha Ogundiya, said the association’s apprehensions were based on what is believed to be the surreptitious moves by the administration to Islamise the state by removing Christian practices from the schools. Specifically, CAN allegedly asked the governor, why of all funding instruments available in the world, the state government would go for an Islamic bond which gives them the suspicion that schools might be prevented from observing Christians ideals in the future. In allaying the fears of the CAN leadership, Governor Aregbesola called on his Deputy who also doubles as the Commissioner for Education, Mrs. Grace Titi Laoye-Tomori, and the Commissioner for Finance, Dr. Wale Bolorunduro, to explain issues bordering on education and finance respectively. Tomori was quoted as telling the Christian leaders that none of the policies of the administration are schemed against any faith. She said the re-classifications that are ongoing are meant to give Osun children better and more functional education regardless of their religious backgrounds. She told the meeting that government, in embarking on its reform programme, had taken cognizance of the religious sensibilities of all stakeholders even when she said that the government’s re-classifications only concerns schools owned by the government. She reminded them that 38 years ago, a law had taken over schools from all Islamic and Christian missionary organisations adding that as government committed to standards of education, government would not fold its arms and watch the rot that had culminated in the turning out of ill-educated citizens. She reminded the Christian leaders that as a devout Christian herself and one who is serving in an administration that is dominated by Christians who play pivotal roles in their various denominations, it is impossible for Christians to be short-changed through any policy of the administration. Bolorunduro, who, according to the source at the meeting, explained the concept of the Islamic bond to the Christian leaders, said Sukuk is the best funding instrument for now which is the lowest interests adding that the only condition is that it cannot be used to fund any project that will promote indecency, prostitution, and any other vices that Islam abhors. The Commissioner for Finance reminded the Christian leaders that the same vices that Islam condemns are those that are not acceptable to Christianity telling them of the need to find out more about Sukuk to discover its merits. The Governor, in his intervention at the meeting, was quoted as asking the Christian leaders not to restrain themselves from asking any question giving them anxieties. According to the governor, the reform and re classification became necessary so as to secure and guaranteed the future of the state's school children. WE’RE READY TO WORK WITH GOVT FOR SUCCESS IN EDUCATION REFORMS –CAN "We have repeatedly made it clear that the interest of children and their future majorly informed government's policies on education. "It is not in the policy and plan of government to deprive any person, group or religion of their rights in the process. "I have listened to CAN and understand your concerns as religious leaders and I assure you that this government cannot wish you or your interests away the way we cannot wish other religious groups away, Aregbesola said. The State Government of Osun has scored another feat in its march towards redeeming the image of education as the state was placed 2nd position in the Junior Secondary School category of a mathematics competition organised as part of year 2013 Annual Conference of the Mathematical Association of Nigeria. According to a press statement signed by the Permanent Secretary in the Ministry of Education, Mr. Lawrence Oyeniran, the competition which was competed among all secondary schools in the Nigeria took place in Asaba from the 1st – 6th September, 2013. The Statement therefore enjoined all stakeholders in the education industry to co-operate fully with the government in its march towards the total repositioning of education in the state. |

Omisore's lies exposed: For how long would Omisore continues to lie and spread falsehold, all because he wants the sympathy of the people and apparently redeem his image? I read a news that said Police disperse crowd at Omisore's rally held in Osogbo on Sunday. As at 2pm, on that day, I was at the Technical School area and I saw the Omisore's supporters singing and chanting political songs. Akogun Lere Oyewumi who is the chairman of National Population Commission spoke at lenght at the rally. The rally was peaceful and the Omisore's supporters had there day. My question is: When did the police disperse the crowd? Was it after the rally or before the rally kicked off? Omisore just want to force the people of Osun sympathise with him, while in the real term, he has no credibility to sell his personality to the people. Ordinary, I was not expected to react to the falsehood because I am not the PPRO, but I must set the record straight and tell the world the truth, so that the outside world will not believe in the falsehood and to at least defend the State Commissioner for Police. No amount of lies, deciet and presidential influence can get Omisore the Osun governorship seat. He has lost his chance in 2001 and he has lost it forever. Please my readers, who kill Bola Ige? |
Information reaching 247ureports.com indicates that the governor Chibuike Amaechi and his supporters have concluded plans to decamp from People Democratic Party to All Progressive Congress. This was reliable gathered from a source who said such plans were concluded during a meeting with the governor and his cabinets in Port Harcourt on Monday 23, September, 2013. He further revealed that Amaechi and his supporters as a result of the seeming resolve of President Jonathan to fight back via some deceive actions to assent himself in the last couple of days. Efforts made by President Goodluck Jonathan to shield some obvious truths during the fifth Media Chat held last night on national television, have been exposed by P.M.NEWS painstaking investigation. Contrary to the President’s claim in the televised media chat that prior to the emergence of the Peoples Democratic Party, PDP, as the ruling party at the centre in 1999, there was no mobile phone, the truth, according to P.M. NEWS finding, is that mobile cellular services made their debut in Nigeria in 1993 with a “national” service operated by NITEL and a smaller Lagos service operated by Mobile Telecommunications Services (MTS). The two companies, with a joint subscriber base of 12, 500, offered voice services over an analogue E-TACS network, as well as basic value-added services such as voicemail and paging, from three switches (in Lagos, Enugu, and Abuja). Also, in 1995, MTS closed its operations due to failure to pay interconnection charges to NITEL. M-Tel subsequently emerged as Nitel’s mobile service provider. NITEL introduced the 090—phonelines. This was, however, analogue, very expensive and was reserved for the very few. It indeed was a status symbol, but it had limited coverage. Furthermore, Multi-Links, a private limited liability company was incorporated in Nigeria in 1994 to provide telecommunication services. It only got “a Unified Access Service Licence with an initial 10 years validity and with an option to renew for a further five years to enable it further expand its services and provide a wide ranging bouquet of services covering Digital mobile fixed telephony, ISP, VAS and payphone, Full international gateway and National long distance services,” on 6 November, 2006, from the Nigerian Communications Commission, NCC. Prior to its expansion, it already introduced the 01- 775-lines into the market. President Jonathan further claimed that since the emergence of the PDP, the country has witnessed improved standard of living. Surprisingly or maybe in the attempt to cover up the party’s failure at the federal level, he failed to state that many of the statistics churned out yearly do not correctly reflect the true prevailing situation in the country. Last year, for instance, the National Bureau of Statistics (NBS) raised an alarm over an increase in the country’s poverty rate. The United Nations has also said that with 60,000 Nigerian children infected with the Human Immunodeficiency Virus (HIV) last year, the country has the highest number of children with the virus in the world. Jonathan also claimed that the Federal Government had only been assisting the striking lecturers of Nigerian universities in terms of payment of arrears as, according to him, the universities are supposed to be self sustaining, getting their pay from their internally generated revenue. But P.M. NEWS findings have shown that his claim is false as it is not in conformity with the 2009 agreement the union reached with the Federal Government. According to the details of the report released by an implementation committee in November 2012, and obtained by P.M. NEWS, there was nothing to indicate that allowances or even salaries would be paid the lecturers through their internally generated revenue. The report even made provision for grants for the lecturers to enable them attain more professional qualifications and degrees. The report was signed by both parties from the government and ASUU. Many Nigerians this morning further slammed the President for mentioning that the ASUU strike was political. According to them, the statement is unpresidential since the union has a justifiable reason for embarking on the industrial action. Again, another obvious lie the President told Nigerians was that he had not declared his ambition to contest for the presidency in 2015. He also denied seeing any of his billboards campaigning for his election, stressing that it was illegal to declare since the electoral laws of the country had not permitted it. Nigerians have not forgotten the recent campaigns by Dame Patience, the President’s wife, both in Port Harcourt, the Rivers State capital and the recent Abuja rally which brought thousands of PDP women together. Apart from this, the President’s body language has shown his desperate interest in a second term in office. His loyalists and handlers have also, several times, given Nigerians the reason to believe that Jonathan is interested in contesting in 2015. Analysts also believe that his ambition is the reason for the crises that have engulfed the PDP and torn the party into two. President Jonathan claimed that his administration had fought corruption and that it is not even a major problem in the country or a major consideration for investors who want to do business in the country. In contrast to this claim, however, Nigerians and the international community have always lamented the high evel of corruption, especially in recent times and the inability of the government to check it. There has also been a complaint that the rate of oil theft has never been as widespread and as frequent as it is now. This is even as the President has awarded contracts for the monitoring of the country’s waterways. The secrecy with which the Nigerian National Petroleum Corporation, NNPC, operates has also been a major point in the criticism of the present administration regarding the huge fraud being perpetrated in the petroleum industry. At the last count, Transparency International rated Nigeria the 8th most corrupt nation on earth. This was in July this year, when it released the 2013 Global Corruption Barometer, which grouped Nigeria along with Zambia, Paraguay, Venezuela, Mexico, Russia, Zimbabwe, Liberia and Mongolia as the leading corrupt nations in the world. Most informed analyses have always singled out corruption as the fundamental problem inhibiting Nigeria’s march to progress. Blackberry has reported a second quarter net loss of $965m (£600m) following a slump in sales. The company warned investors last week that it would report a loss of up to a billion dollars, due to poor sales of its new smartphones. It also announced 4,500 job cuts in a bid to stem those losses. Earlier this week Blackberry agreed to be bought by a consortium led by Fairfax Financial, its biggest shareholder, for $4.7bn (£3bn). Blackberry said it would continue to explore other options while negotiations with Fairfax continued. The company’s financial problems came to a head this year following disappointing sales of its new Z10 smartphone. Sales were so poor that Blackberry had to write off $934m in the second quarter to account for the weakness. Disappointment Released in January – after many delays – the phone has failed to enthuse consumers. The firm reported total sales of $1.6bn compared with $3.1bn in the same quarter of 2012, a near 50% fall. “We are very disappointed with our operational and financial results this quarter and have announced a series of major changes to address the competitive hardware environment and our cost structure,” said Thorsten Heins, Blackberry’s chief executive. In the second quarter, Blackberry said it sold 3.7 million Blackberry smartphones. That compares with 7.4 million shipments in the same period of 2012. To put that into perspective, Apple sold nine million of its new iPhone 5S and 5C models on the opening weekend of sales. Decay In a research note, Colin Gillis from the brokers BGC, said the results were “startling weak”. He said the company’s plan to focus on corporate customer, might fail. “While we applaud the decision to focus on retooling the company into a niche enterprise focused business, it seems years too late. “Just as the consumer business has crumbled, the enterprise business is also in decay in our opinion. “Given the negative news flow from the company, enterprise customers are likely to shy away from committing to a struggling platform,” Mr Gillis said. |
