Somebody disburses funds allocated to him by the party on behalf of his political party for the purpose of political campaign and you arrest him for prosecution because "he should have known that the money given to him was stolen". Then arrest & prosecute the party heirachy that gave him the funds. E.g, Adamu Muazu & GEJ.

E.g, If Lagos-Ibadan expressway was to cost 10billion, today it attract an additional 2 billion based on inflation & Nigerians bear the cost.
