in cattle markets; Ban sale of dry meat; and introduces stringent conditions in slaughter
houses
in Maiduguri.

Boko Haram insurgents have devised a new
means of using “unscrupulous middlemen” to
crudely sell stolen cattle at the Gamboru cattle
market in Maiduguri with proceeds used to fund terror activities, Borno Governor, Kashim
Shettima announced Friday.

He spoke while inaugurating a new
management made up of representatives of
the Nigerian military, police, the Department of
State Security, civilian JTF and Government
officials who have been assigned to take full
charge of the market and henceforth scrutinize
sources of all cattle, delay slaughter of certified
cattle for claims while the Government placed
a ban on imports of cattle through various
routes as well as sale of dry meat across the
State.

Shettima, whose written message was read by
Secretary to the Borno State Government,
Usman Jidda Shuwa at the inauguration of the
new management committee, said the
insurgents resorted to the new order because
they now lack capacity to attack and loot
banks, towns and other traditional methods of
sourcing funds for their murderous activities.

“Our security agencies have reasonably
established that most of the cattle being
traded at the markets were the direct proceeds
of cattle rustling perpetrated by Boko Haram
insurgents which were sold at prohibitive costs
to unsuspecting customers through some
unscrupulous middlemen who use underhand
ploy to deliberately disguise the transactions as
legitimate."

The money realised from such transactions
would then be channeled to fund the deadly
activities of the insurgents.
“Consequently, the insurgents, through these
nefarious transactions, felt they had discovered
new sources of resuscitating their already
battered and degraded infrastructure, with a
view to recommencing their atrocities, which
have since been irredeemably halted by the
Military.

“We are indeed very grateful to the gallant and
professional resourcefulness of our security
agencies who, through their relentless pursuit
of the insurgents and incredible intelligence
gathering techniques, have identified the
nature and type of serious security threats
posed by the trading activities at these cattle
markets and appreciably staved off such
threats by foreclosing all commercial transactions at these places” the Governor said
explaining that the discovery led to the
temporary closure of the market by security
agencies in the State.

As a result of the situation, Shettima said, he
was putting in place a committee made up of
representatives of the military, the Nigerian
Police Force, the Department of State Security,
youth volunteers involved in counter
insurgency operations popularly known as the
Civilian JTF, Government officials and credible
representatives of unions of traders and
Butchers to takeover the markets so that
activities in the market would resume due to
public demands for meat but under a sanitized
system.

“In addition to the overall management of the
cattle markets, the Committee is to devise
strategies to ascertain the source of all cattle
being traded and slaughtered at the Cattle
markets; ensure that a mandatory period of
three to four days are observed on all cattle
sold before they are sent to the slaughter
house in order to enable interested parties to
inspect them. This is to give opportunity to
those whose cattle have been rustled to make
claims and counter claims; certify all cattle
traded at the markets to ensure that all pre-set
conditions have been met before they are
slaughtered” the Governor said.
Shettima announced a ban on importation of
cattle into the State for the time being.

"In order to facilitate the work of the
Committee and achieve the desired outcome,
importation of cattle to the State Capital
through all routes by all sources, other than
the Cattle traders Association is hereby
suspended for two weeks from the date of this
inauguration.
“In the same vein, the sale of dried meat has
been banned as it has been observed that
criminal elements resort to this method to
legitimize their dubious activities which
ultimately end up in funding the activities of
the insurgents. Furthermore, all trading
activities at the Gamboru cattle markets,
Dusuman, Shuwari and Ngom are suspended
until further notice in line with the
Government’s determined commitment to
ensuring that no public place is turned into an
avenue for funding of nefarious activities of the
insurgents,” he noted.
The Governor said he would hold members of
the committee responsible if trading of stolen
cattle continues in any market.
“Let me reiterate that considering the caliber
of the members of this Committee, I have no
doubt in my mind that you will discharge this
responsibility within your utmost ability. I will
therefore hold you personally and severally
responsible for any omission or commission in
the effective discharge of this onerous
assignment. I enjoin you to live up to the
expectation of the Government and people of
the State”.
The Governor presented cheques of N100m to
leadership of the cattle traders and Butchers to
serve as bailout to thousands of law abiding
traders who have been thrown out of business
following steps taken by Government to close
cattle markets. The members are to use the
funds to purchase legitimate cattle that are to
be subjected to investigations by the new
management committee of cattle markets.

Osogbo –A leader of pan Yoruba socio-cultural group, Afenifere, Chief Olu Falae, yesterday escaped death by the whiskers when a mobile policeman along Akure-Ilesha Express way fired a gunshot at his car. Falae, according to reports was on his way to Ile-Ife to join other members of the pan Yoruba socio-cultural group, Afenifere on a courtesy visit to Ooni of Ife, Oba Adeyeye Ogunwusi when the incident happened. A visibly disturbed former Secretary to the Federal Government, SFG, who narrated his ordeal to newsmen in Ile-Ife before the Afenifere’s meeting with Oba Ogunwusi said he narrowly escaped death in the hands of the policemen. He explained that his car was shot at at Ile-Oluji junction. Falae was recently kidnapped in his Akure home by Fulani herdsmen before he was rescued by the security agents. He expressed shock over the shooting at his car by the policemen, asking; “When was I kidnapped that they want to kill me now?’’ He added: “I was coming from Akure approaching Ilesa and I saw some vehicles ahead of me. There was a bullion van in front. The vehicles ahead of us were overtaking the bullion van so we too followed. “I nearly passed them when I heard a shot and subsequent bang on my car. We stopped and we saw that they actually fired at the car. “They didn’t stop. We stopped at Erin-Ijesa and complained to the police at the check-point that we were fired at by some policemen escorting a bullion van at Ile-Oluji junction. Chief Falae who expressed fear over continuous attack on him said; “I don’t know why I was kidnapped recently, why I was arrested in 1997 and locked up for two years and now shot.” When contacted, the Osun state command of the Police image maker, Mrs Folashade Odoro said the command was yet to receive official report on the issue. The Personal Assistant to Chief Falae, Captain Moshood Raji confirmed the incident saying; “Yes it is true, they shot at the car as we drove pass them between Ikeji Arakeji and Ipetu in Osun State as others did . ‘’There were three vehicles including an Hilux van which was carrying the policemen, the bullion van and the pilot vehicle. “Chief Falae’s Sports Utility Vehicle, SUV, drove pass the pilot car, so one of the policemen fired a shot at our car . Nobody was injured. Chief Falae and everybody is fine. “ He added that Chief Falae reported the matter to police authority in Akure. Also reacting, Afenifere’s spokesman, Mr Yinka Odumakin, described the situation as: “Tragic and symptomatic of the lawlessness and depravity in our society”. “Good that Papa's security details have the clues that will be useful in tracking the fellows in the bullion van. They must be made accountable.” Ooni charges Afenifere to work for Yoruba unity During the meeting, the Ooni of Ife, Oba Adeyeye Enitan Ogunwusi, charged the leadership of the pan Yoruba socio-cultural group, Afenifere to give priority to the progress of Yoruba land irrespective of their individual political differences. Speaking in Ile-Ife, yesterday, Oba Ogunwusi who expressed dissatisfaction over disunity among Yoruba, urged the group to put the interest of Yoruba first in all their activities. His words, “Despite how powerful and influential we are in Yoruba land, we have allowed politicians to cause disunity among us. In his address, the leader of Afenifere, Chief Reuben Fasoranti, assured the monarch of the group’s readiness to support any course that can promote unity in Yoruba land. Fasoranti whose speech was titled “A Gift to the Yoruba Race”, described the recent visit by Oba Ogunwusi to prominent monarchs across Yorubaland as a challenge to the group. He said; “In the last few weeks, you have stepped out of your throne to pay epoch making visits to your brother Obas and in the process put an end to historical animosities, age-long rivalries, petty disputes and perennial conflicts. “Kabiesi, we want to prepare you for some of the challenges you may confront in the good task you have set for yourself as the enemies of our nation who have been happy in our disunity would not fold their hands and see us come together. They will want to put all manners of strictures on our way and spanners in the work.’’ Monarch, Ashafa make case for Yoruba language Meantime, the Ooni Ogunwusi and Senator Olugbenga Ashafa representing Lagos East have called on the Federal Government to revisit the country’s education policy to prevent extinction of indigenous languages in Nigeria. Specifically, Ooni said indigenous language is the beauty of culture and moral values and promised to convene a stakeholders conference on the status of Yoruba language in Nigeria. Ogunwusi, and Ashafa made case for the promotion of Yoruba language during the International Mother Tongue Day organised at Ife city, Hall Ile- Ife Osun State.

ABUJA—THE Senate was, yesterday, told by the Islamic Development Bank , IDB, that Nigeria was spending 80 percent of its total revenues to service debts. It also ranked Nigeria as one of the countries in the world using the largest percentage of its revenues for debt payment. According to IDB, this act explains why the nation bleeds economically and this requires urgent expansion. Disclosing this yesterday when he visited the Chairman, Senate Committee on Foreign and Local Debts, Senator Shehu Sani, APC Kaduna Central, resident representative of IDB in Nigeria, Abdallah Kiliaki, said though Nigeria’s debt Gross Domestic Product, GDP, ratio was low at 17 percent, resources being used to pay the debts were enormous, going by percentages taken on a yearly basis. This was even as the Chairman, Senate Committee on Foreign and Local Debts, Senator Shehu Sani, APC Kaduna Central, declared that Nigeria’s total debts owed by the states and Federal governments currently stood at $60 billion. According to IDB’s representative, if Nigeria must save itself from getting suffocated by such huge debt servicing with limited resources, there is urgent need for Federal Government to expand the scope of its resources through diversification of the economy into other critical areas, especially agriculture, on the template of value addition from production, to processing and to export. He said: “My visit is very crucial, because we need to look at the debt profile of a country before we give it new contractual sort of financing.”

OWERRI—Uneasy calm now reigns in Orlu as the whereabouts of a prominent medical doctor in Orlu, Dr. C. I. C. Ogbuokiri, and his wife, Theresa, remains unknown since the duo were abducted by kidnappers in the town. Although news about the kidnap remained sketchy at the time of going to press, one of the stories that made the rounds was that the man and his his wife, were being driven to the church when a commercial tricycle operator brushed their vehicle. It was also gathered that when the driver alighted from the vehicle to see the extent of the damage, gun-totting hoodlums arrived the scene, ordered the Ogbuokiris into their waiting vehicle and sped away to an unknown destination. Another story that was weaved around the kidnap saga was that they were returning from the church and decided to visit and condole with the widow of Dr. Godwin Dibe, who died recently. The story also had it that as they were waiting at the gate of the Dibe family to be opened, the hoodlums swooped on them and took them away. An unconfirmed story had it at press time that the kidnappers had made contact with members of the Ogbuokiri family and demanded a staggering N100 million as ransom. Some people who spoke on strict grounds of anonymity, lamented bitterly that kidnapping and armed robbery were gradually but steadily resurfacing in the state. “There is hardly any day that will pass now, without the news of one form of serious crime or the other being heard. We are no longer safe in the state, despite the impression the governor and his aides have been giving to the outside world”, the woman said. She passionately appealed to the state government and the security agencies to double their efforts in securing life and property in the state. All efforts made to reach the mobile line of the Police Public Relations Officer, PPRO, Mr. Andrew Enwerem, a deputy superintendent of police, for comments proved abortive as his line could not be reached at press time.

Ahmed Mansour Karni, a 4-year old child, will be spending the rest of his life in prison following a court ruling in western Cairo on Tuesday. The little boy was convicted in absentia for several charges, including murder, reports Ventures Africa. Going by the timeline of events that led to the alleged crimes the youngster is being convicted for, Karni was about 2-years old at the time, as they occurred two years ago during the riots and demonstrations of January 3 2014. But his name was on a list of over a hundred people “wanted” for murder, disturbance of the peace and damaging state property. Prior to the ruling, a defense attorney, Faisal al- Saud, who said that Karni’s name ended on the list by mistake, presented the child’s birth certificate to the court, but it appears the material was not transferred and that the presiding judge did not review the case. “The child, Ahmed Mansour Karni’s birth certificate was presented after state security forces added his name to the list of accused, but then the case was transferred to the military court and the child was sentenced in absentia in an ensuing court hearing,” said the lawyer. Although Karni’s birth certificate proves that he was born in September 2012, the court indictment states that the child is guilty of murder – four counts, attempted murder – eight counts, threatening security forces and vandalizing property belonging to the Egyptian Health Administration and vehicles belonging to security forces. How can a two-year old commit these crimes? In response to Karni’s ruling, Egyptians took to social media blasting the government and the clearly dysfunctional legal system, accusing them of corruption and injustice. An angry Egyptian lawyer, Mohammed Abu Huraira, said that the court decisions can’t be appealed; he issued a response to the ridiculous judgement saying, “On the eve of injustice and madness in Egypt, a four-year old child was sentenced to life imprisonment. He is accused of disturbance, damage to property and murder. The Egyptian scales of justice are not reversible. There is no justice in Egypt. No reason. Logic committed suicide a while ago. Egypt went crazy. Egypt is ruled by a bunch of lunatics.” A history of unfair trials When former army chief, Abdel Fattah el-Sisi, was elected president in 2014, he made a pledge to the UN General Assembly to uphold judicial independence, freedom of expression, and the rule of law but, in practice, el-Sisi has failed to walk the walk. Instead, his government extended the jurisdiction of military courts to try civilians and gave room for human rights violations by security forces. According to Amnesty International, the Egyptian judicial system is deeply flawed. Mansour Karni is not the first child to receive such an unfair and unjust judgement, courts throughout Egypt sentence children to life imprisonment and even death in contravention of both international and Egyptian law. Hundreds of activists have also been sentenced to death after unfair trials on false charges. Judges fail to follow due judicial processes, as in the case of little Ahmed Mansour Karni, with some trials proceeding in the absence of the defendants and their lawyers. “In many cases, courts convicted defendants despite an absence of substantive evidence against them. The Public Prosecution, increasingly, did not seek to determine individual criminal responsibility, instead bringing identical charges against groups of accused and relied heavily on reports and testimonies by police and security forces…”
