The Osun State House of Assembly and its Oyo State counterpart, are now set to resolve the ownership crisis rocking the jointly-owned Ladoke Akintola University of Technology, Ogbomoso and its teaching hospital, Osogbo.

Mr Timothy Owoeye, Speaker, Osun House of Assembly, made this disclosure at the plenary session of the state Assembly in Osogbo on Tuesday.

According to him, stakeholders and all other parties involved should maintain caution until the matter is resolved amicably.

The house will initiate a meeting with the Oyo State House of Assembly to find a lasting solution to the crisis, therefore, we urge caution on both sides.

We also urge all parties to stop the media war on both social and conventional media.

The two visitors of the institution; the governors of Osun and Oyo States, will meet and visit the institutions to make sure the ownership matter is quickly resolved.

Workers at the institutions and people of both states are advised to remain calm as the Assemblies and the governors will work out a lasting solution to the crisis.

We have the constitutional power to legislate on the ownership issue and to review the laws and bills that established the institutions.

The House and the visitors have the power to resolve the issue; therefore, people should remain calm till we find a lasting solution,” he said.

The News Agency of Nigeria recalls that the recent ownership crisis emanated from accusations and counter-accusations from the Oyo and Osun governments on their financial obligations to the institutions.

An undergraduate of the Federal University, Oye Ekiti, on Monday narrated to a Lagos State Special Offences Court how a suspected cultist, Tayo Bakare, allegedly raped her.

Bakare is standing trial on eight counts bordering on conspiracy to commit robbery, robbery, deprivation of liberty and rape.

The 19-year-old victim alleged that Bakare, on August 27, 2017, in the Ikotun area of Lagos, ordered her to remove her clothes, took her nude pictures with her phone and had forceful sexual intercourse with her.

The 300-level student, while being led in evidence by the prosecutor K. A. Momoh-Ayokambi, stated that 24-year-old Bakare pretended as a family friend and lured her to a hotel, where he allegedly raped her, adding that the defendant threatened to kill her.

She said, “I don’t know the defendant before the incident and prior to that day, I had planned hanging out with a family friend, one Miss Faith. But I had no idea that her phone had been stolen and that the person, who stole the phone, was the one chatting with me on WhatsApp.

So, we fixed a date and place to meet. I came to Oshodi to meet her but it was the defendant I met holding Faith’s phone. And he said Faith asked him to come and pick me and I followed him and he took me to a hotel in Ikotun.

He said my friend was inside the room and we went inside. When we got in, I sat on the bed and he then told me that everything was a setup; that my friend set me up for him.

He thereafter locked the door and told me that he was a cultist and a member of the Badoo group in Lagos. He then ordered me to bring out all the items in my bag and placed them on the bed. I hurriedly obeyed.

He asked me to give him money and I begged him not to harm me but to allow me call someone to transfer money to me to give him. I had my two ATM cards and N2,000 cash with me.

He began threatening to kill me if I didn’t give him money. He, thereafter, ordered me to take off my clothes and face the wall. He also ordered me to unlock my phone, which I did, and he took nude pictures of me. And right after, he sexually abused me.

When he finished, he told me to go to the toilet and wash myself so that I wouldn’t get pregnant. But while I was in the toilet, he locked me inside and ran away with my items. He took away my two phones – an Infinix and a Samsung – and N2,000, but left my bag and clothes on the bed.

I had to call for help and someone, who was passing by the room, unlocked the door. I had to explain what happened to a woman I met in the hotel and she assisted me with N500 to transport me to my house.

She added that she narrated the incident to her parents, who reported at the Ikotun Police Station, and the police arrested her friend for allegedly setting her up.

The victim, however, told the court that she later found out that her friend, Faith, was not an accomplice but rather a victim of Bakare.

She added, “The defendant robbed Faith and used her phone to chat me up. The defendant was, however, caught when he used my own phone to send a message to our family group chat. When I saw it, I immediately asked my close friend, Joan Mary, to privately chat with him and play along.

He was responding to Mary’s chats using my phone. He later asked Mary to come and meet him at the Sankoll Gardens, Idimu. That was when we alerted the police and the defendant came out around 10.30pm to meet my friend. But unknown to him, police officers, who pretended to be customers, were waiting for him in the hotel.

When he met my friend, he tried to force her into crossing the road in order to take a bus to another location. But my friend began screaming and he took to his heels. He removed his shirt and ran off but was caught by the police and taken to the Ikotun Police Station, where he confessed.

When he was searched, the officers found only one of my phones on him and he told them that he sold the other one immediately after he robbed me.

The presiding judge, Justice Abiola Soladoye, adjourned the proceedings till November 19 for the continuation of trial.

THE administration of President Muhammadu Buhari earned N16.647 trillion from the oil and gas industry in its first tenure, from May 2015 to April 2019.

According to data obtained from various reports of the Central Bank of Nigeria, CBN, the country’s earnings from the petroleum industry was from crude oil and gas sales, royalties, Petroleum Profit Tax, PPT, and other sources.

The money was earned by Nigeria only and does not include earnings by oil and gas companies operating in the country. The total oil revenue represented the amount that was later shared to the Federal, State and Local Governments after the inclusion of non-oil revenue, as well as after other deductions and transfers.

However, from the reports, it was observed that the amount earned by Buhari in the first four years of his administration was 43.6 per cent lower than the N29.514 trillion earned by the administration of President Goodluck Jonathan from May 2011 to April 2015.

Giving a breakdown of oil revenue recorded during the Buhari administration, the CBN reports stated that from May 2015 to December 2015, oil revenue stood at N2.3 trillion; in 2016, 2017 and 2018, earnings from the industry stood at N2.693 trillion, N4.109 trillion and N5.63 trillion respectively, while from January to April 2019, the country earned N1.882 trillion.

On the other hand, the administration of President Goodluck Jonathan earned N29.59 trillion from the petroleum industry, broken down into N6.321 trillion from May 2011 to December 2011; N8.094 trillion, N6.809 trillion and N6.793 trillion in 2012, 2013 and 2014 respectively, while from January to April 2015, the administration recorded oil revenue of N1.497 trillion.

The amount earned by the Buhari administration in its first tenure represented 61.42 per cent of the country’s budgets for 2015 to 2018. Specifically, between 2015 and 2018, the Federal Government’s total budgets stood at N27.1 trillion.

In 2015, 2016, 2017 and 2018, the Federal Government’s budget estimates were N4.5 trillion, N6.06 trillion, N7.44 trillion and N9.1 trillion respectively.

Commenting on earnings from the petroleum industry during the Buhari administration, the immediate past president of the Nigerian Association for Petroleum Economists, NAPE Professor Omowumi Iledare, argued that the money was better utilized.

A man on Monday drove a body to a police station in northern California and claimed he killed four people, authorities said.

The dpa quoted police spokesman Josh Simon as saying, at a press conference, that the man was arrested by Mt Shasta Police, near California’s northern border with Oregon, who in turn alerted Roseville Police, some 300 kilometres south of Mt Shasta.

He showed up at the police department in this car, with the body,” Simon said.

Roseville Police said in a Facebook post that the man “claimed to have murdered individuals at his residence in Roseville.

One of the possible victims was inside his vehicle at the Mt Shasta Police Department in Siskiyou County and other victims were at an apartment in Roseville.

Simon told journalists that police believed “the suspect and victims were known to each other.

The news medium also reported that police said the only suspect was in custody and that there was no likelihood of any ongoing threat.

In order to achieve Universal Health Coverage for Nigerians, the Managing Director of Flying Doctors Nigeria, Dr Ola Brown, calls for more investment in the health sector.

Brown said until there is a large investment in the sector, access to healthcare for all may not be possible.

She said this last week, at the sideline of Ease of Doing Business in Nigeria,’ a programme organised by the Presidential Enabling Business Environment Council, PEBEC, in partnership with the Lagos State Government.

Addressing concerns on five percent allocation to primary healthcare emergency and it’s impact so far, Brown said: “The budget of National Health Insurance Scheme, NHIS, in England is almost $200 billion and the population of the United Kingdom, is just $65 million.

Nigeria’s federal budget for health care is $1billion and the population is almost 200 million.

That means that if the UK was to give us one year budget, they can fund our budget for 200years.

We need to donor more money into the health ciiare, until we get a large investment in the healthcare with every single person in every single place begins to feel it,” Brown explained.

Also responding to high import duties for medical equipments, she said: “We need to look at the duties on medical equipment, and see how we can bring which ever taxes or duties down to zero and that would make people to be able to bring more medical equipment in Nigeria.

Also, I do feel that the medical equipment available globally is actually a bit too expensive for what people can afford.

For example, the ventilator that we use,is $50, 000. Now what fees are you going to charge a patient to use that machine.

So what is happening in India is that they have been designing their own equipment that is far cheaper and because of that, that’s part of the reasons why health care is so cheap in India.

So that requires investment in education and research so that we can start designing our own equipment that is far cheaper than what is available else where.

Meanwhile, Flying Doctors Nigeria is a company into the business of moving patients from areas where the health care is not so good to better areas of help care.

Giving her opinion on emergency medicine, Brown said emergency medicine is such an important component of health care because it ensures that people can get to the right medical facility that can take care of them within the right time frame, thereby preventing deaths and disability for young and active members of the population.

Enugu State Police Command has frowned at the indiscriminate mounting of roadblocks by vigilante groups in some parts of the state.

The command said the duty of such security apparatus is complementary and should not include mounting of sand bags on the roads to harass motorists and cyclists.

Reacting to an enquiry by Vanguard about harassment of road users along Nsukka- Enugu Ezike Road, especially at Iheakpu Awka, Ibagwa and Obukpa among other areas by members of the local security outfit, Neighbourhood Watch, the state police spokesman, Ebere Amaraizu, said it was illegal for civilians to set up roadblocks for purposes of extorting road users.

Amaraizu, said “This is not part of the mandate given to them. They should play complementary roles in ensuring the safety of the locals and not mount sandbags on the roads. They are not the appropriate authorities to mount roadblocks.

This is even as the locals are complaining of alleged exploitations by the said vigilante groups who insist on collecting money before allowing the motorists and cyclists to pass their checkpoints.

A secondary school teacher, Augustine Ali, condemned the development and said that something should be done urgently by appropriate authorities to stop the anomaly.

Ali, who said he had been harassed severally by the operatives of the neighbourhood watch along the same route, alleged that they would always demand money before allowing him to go.

A traditional medicine dealer, Peter Asogwa, from Igbo-Eze South Local Government Area of the state, said that they beg road users for money, adding that “the group do not use force on the people.

He, however, said that they delay road users in an attempt to convince them to give something along Uzo-Uwani axis where he traverses for his business.

Ali who said he had been harassed severally by the operatives of the neighbourhood watch along the same route, alleged that they would always demand money before allowing him to go.

A former governor of Kaduna State, Senator Ahmed Makarfi, has asked organised labour in the country to always hold government accountable rather than fighting for “money, money.

Makarfi gave the advice in an interview with journalists during the 36th Plenary/AGM of the Unity Schools Old Students Association which held at the Federal Government College, Kaduna on Saturday

He said, “I had challenged, even before I became a governor, Labour leaders I knew that if they talked of money, money, money, they would end up with money that was not going to be useful.

Rather, hold government accountable. Demand for good governance, demand for infrastructure, demand for security, demand for a lot of things that are expected from government, a living wage which will be minimal.

But if you are always asking for money, somebody gives you N10 and takes away N30 for example, how do you benefit?

Makafi, who is a member of the association, added, “When you hear of wage increase in serious economies, it is by 1, 2, 2.3 per cent because it is not about the money; it is about what the government should provide. But here in Nigeria, we have freed government from providing those things and said no, give me, I can provide for myself when it is not possible.

The Minister of Water Resources, Adamu Suleiman, who is also a member of the association, lauded the nation’s founding leaders for establishing the 104 unity schools across the country.

He said, “There is no state that I go to in this country that I don’t see my classmates that will host me and be ready to give me his bedroom to sleep. We are very happy with the concept.

But we need to redraw the map; we can go back to the original concept of unity schools. These days, admission is a little bit skewed towards catchment areas.

In her keynote presentation on the ‘Role of USOSA in enthroning good governance for national development,’ a former acting Secretary to the Government of the Federation, Dr Habiba Muda Lawal, said the future of Nigeria depended on good governance.

USOSA, with its network of membership, human capital and goodwill across every neighbourhood, states and local governments of Nigeria and with unique access to the instrumentalities of official power of governance as well as private sector, religious leaders, civic and other sources of influence can work with the government of the Federation to provide a better system of education for the Nigerian child to thrive in a modern economy, that will eventually translate into national development,

Earlier, the President General of USOSA, Lawrence Wilbert, stressed the need for citizens’ contribution to good governance and urged leaders to take care of the many defects in 1999 Constitution.

He said, “Many informed speakers, writers and scholars, have argued compulsively that Nigeria’s socio-political economy has to be tinkered with to give Nigeria any chance of survival.

It is now widespread knowledge that Nigeria’s political leaders actually have no other choices but to take another look at the many defects that have been exhaustively pointed out in the 1999 Constitution.

Lagos State Government has declared a state of emergency on various dilapidated highways and carriages.

Governor Babajide Sanwo-Olu on Sunday at the Lagos House Marina, ordered massive construction work on critical roads and highways across the state, beginning from Monday (tomorrow).

The governor’s directive followed the conclusion of his series of meetings with eight multi-national engineering firms, which began a few weeks back, a release signed by his Chief Press Secretary, Gboyega Akosile, states.

After his final meeting with the contractors on Sunday, which lasted for about three hours, Sanwo-Olu declared the commencement of major construction work on the identified highways considered critical to the reduction of traffic congestion in the State.

The Governor said all the eight engineering firms had been given the mandate to immediately mobilise their equipment on the sites and commence major construction works on the identified roads.

He said: “This afternoon, we have just concluded meeting with various reputable construction companies and all of them have been given the brief to immediately commence major construction work in various parts of the State. The exercise will begin tomorrow with palliative work on the selected roads, which are both on the Island and mainland divisions of the State.

The contractors have been given the mandate to start mobilising their equipment to their respective sites without further delay. Their activities must first give our people an immediate relief on the affected roads so that there can be free flow of traffic even during the rehabilitation work.

To complement the major construction work on the highway, Sanwo-Olu said Lagos State Public Works Corporation (LSPWC) would be carrying out repairs of 116 inner roads across the State. This, he said, would be in addition to over 200 roads already rehabilitated by the corporation in the last three months.

The Governor said he was not unaware of the pain experienced by road users in the past few days, which was compound by persistent downpour. He appealed to residents to bear with the Government while efforts were being made to assuage their pains and bring permanent relief to them.

He said: “We expect the rains will begin to subside in this month of October and this is why we are mobilising our contractors to immediately start the major construction work on the identified highways and bring permanent relief to residents.

I am giving all Lagosians the assurance that the contractors will start the construction in earnest and will deliver on the terms of agreements reached with them.”

Sanwo-Olu said officials of the Lagos State Traffic Management Authority (LASTMA) will be working round the clock to control traffic on the areas where the construction would take place.

Special Adviser on Works and Infrastructure, Engr. Aramide Adeyoye, listed some of the critical highways and roads to be constructed to include Ojota stretch of the Ikorodu Road, Motorways-Kudirat Abiola Way, Apogbon Highway, Babs Animashaun Road, Agric/Ishawo Road and Ijede Road in Ikorodu, and Lekki-Epe Expressway from Abraham Adesanya to Eleko Junction.

She added that there would be massive re-construction work on a network of roads in Ikoyi, Ikeja GRA and Victoria Island.

The contractor deployed by the Government included Julius Berger, Hitech, Arab Contractors, Metropolitan Construction, Slavabogu Construction, China Civil Engineering Construction Corporation (CCECC), Rajaf Foundation Construction, and RCF Nigeria Limited.

A Fulani herdsman arrested by police in Bauchi State with an AK-47 rifle and a pistol on Wednesday said he was using them to protect himself.

Sadiq Mohammed, who spoke to reporters while being paraded at the Police Headquarters in Bauchi, said the guns were not his.

The father of two said, I have had these guns for 11 years. I have got them since I was in Plateau State. The man who first bought this gun is dead. He was killed, so I took it.

I have never killed any person with these guns but I’ve been using them to protect myself and my cows from people who may want to attack me and steal my animals.

Any time I take my cows to Plateau State, I use the guns to protect myself while moving with them.

The suspect said he and his colleagues were losing their cows to rustlers, hence he opted for guns to protect himself and his animals.

Mohammed said there had been occasions when he was forced to use the guns to ward off cattle thieves.

He said, “I have had times while rearing my cattle in the bush that people attacked me and I opened fire on them to scare them away, and when they ran away, and I also escaped with my cows.

I don’t have a licence to own a gun, the real owner was killed while we were rearing our cows some years ago, so I took the gun (AK-47 rifle) and it became mine. I was using it to protect myself.

I know that carrying a gun without a licence is an offence, but because of the way things are in our place that is why I rear my cows with the gun. So long as I am with my cows, I don’t put my gun away, I am always with it even if I am sleeping.

Former President Goodluck Jonathan has said that the four-year tenure practised by Nigeria was quite a short period, for a president in a developing country, who wants to change the country to do much.

He also wondered why countries would every four years, waste money conducting elections.

He stated this when he spoke at the constitutional term limits summit in Niamey, Niger Republic, on Wednesday.

He said, “When Professor Wade (Senegal) was in his last tenure he changed the constitution and extended the term limits from five to seven years. He thought he would win the election. But Macky Sall reduced it to five years. We must commend dynamic leaders like that.

There is no need for one person to sit for 14 years doing what? The country is not your personal estate. Countries are free to amend their laws. Just like the president of Niger Republic said, different nations have different ways of doing things, so it is better they have their own way of doing things. I agree with that.

Most countries in Africa emulate America – that is a stable country, and take “four, four years” like Nigeria, Kenya and Ghana.

Four years is quite a short period for a country that is developing for a person who wants to change the country to do much. In Nigeria, we just finished the election and some people are already talking about 2023 election. It is distracting.

That is why some people come with the idea of a single tenure; so a president can sit down and plan all his programmes for the good of the country.

We are too distracted with these elections. Why must we waste money every four years to elect a leader? Those are the things that agitate our minds.

The National Democratic Front (NDF) has challenged political elites from the northeast to provide basic infrastructures in their communities.

The group also urged the lawmakers to quit shying away from their responsibilities under the guise of attacks by Boko Haram insurgents in the region.

Marking Nigeria's 59th Independence in Abuja on Tuesday, October 1, the pro-democracy group in a press conference called on the region's political class to wake up to its responsibility in the war against terrorism.

The secretary-general of the group, Bolaji Abdulkadir, said some politically embittered persons have continued to empower terrorists, gloriously endorsing their activities.

Also reacting to claims by a member of the House of Representatives, Ahmadu Jaha, on the activities of Boko Haram in some local government areas in Borno, the group urged politicians to focus on carrying out their responsibilities as lawmakers in Nigeria.

In addition to refusing to accept responsibility for re-arming Boko Haram terrorists, it appears politically embittered persons have continue to empower terrorists in the region.

They have even scaled up their support to now include endorsement of the terror group by ascribing invincibility to its fighters while demonizing the army that is sacrificing much to restore peace and security to the troubled area," Bolaji said.

The group also called on politicians in the northeast to unanimously volunteer information that will assist the military and security agencies in decommissioning of the terrorist cells that enjoy political support and protection.

Bolaji said it is critical for this to happen since these cells that enjoy the protection of politicians are key tools for recruiting new members for the terrorists.

Also reminding the lawmakers of the roles in the society, Bolaji said: "They need to focus on building infrastructure, schools, hospitals, good roads and facilities that will help rebuild the economy of the region."

"This will also help to return people in liberated communities back to their farms so that they can again become productive to themselves and to the overall economy," he added.

It was previously reported that an Abuja-based lawyer had debunked claims that the Chief of Army Staff, Tukur Buratai, never called for a spiritual attack against the members of Boko Haram terrorists in the northeast.

Emmanuel Ugochukw said Buratai never stated that insurgency in Nigeria can only come to an end through prayers.

Operatives of the Advanced Fee Fraud Section of the Abuja Zonal office of the Economic and Financial Crimes Commission, EFCC, on Monday, arrested more ‘Yahoo boys’.

The agency has arrested dozens of suspected fraudsters in recent weeks.

The latest raid was at the residences of suspected internet fraudsters at Flats 1 and 3, Life Camp Extension Estate, Abuja.

A statement by the commission said the operation was carried out following information regarding their alleged criminal activities.

Those arrested were Raphel Chibuzor, Oyewumi Adewale, Onyeogheni Isioma Progress, Ayo Abiodun Richard, Oloyede Faith Damilare and Ibrahim Yusuf Waziri.

Some of the items recovered from the suspects include mobile phones, laptop computers, a Toyota Highlander SUV and Toyota Corolla car”, the statement said.

They will be charged to court as soon as investigations are concluded”, it added.
