From my experience. The Civil Service Commission recruits their own staff yearly and present them to the state government for employment into their section in Government.
Civil Service Commission rare benefit from direct government recruitments.
I.e Amosun can't recruit from them but they need his approval to absolve their recruits.
So they don't get allocation for the exercise.
However, I think 12k is a lot for a government recruitment exercise.
12K can start a business for some people.
Why will they risk it on Job uncertainty?

$1bn is not much if you know the cost involve in such construction. Contractors fee, consultants, transportation of raw material, human resources etc. Building a house can be cheap but then building a solid house is something else. More importantly, we get to save lives on a quality road. Live is worth $billions and more.
