A delegation of environmentalists from Anambra State has praised the “greening initiative” of the Lagos State Government

Members of the team, led by Anambra State Leisure Parks & Street Beautification Managing Director, Mrs. Ify Atogu, said they were highly impressed with what they saw in the state.

Atogu spoke as the delegation concluded a week-long tour of Lagos State Parks and Gardens (LASPARK). The visit was to understudy LASPARK’s activities. The delegation also joined its host in planting trees.

Atogu said the tour was at the instance of Governor Willy Obiano, who directed them to come and study the way Lagos was beautifying its environment with a view to replicate same in Anambra, and improve the performance of their agency. She described Obiano as a man “with open mind to development; lover of beautiful environment”.

Atogu, who joined the LASPARK crew in its tree planting exercise in Imota Local Council Development Area, Ikorodu Division, Lagos with her team, said she had learnt so much from LASPARK, especially in the workers’ commitment and passion for the job. She promised to take the experience home and encourage her workers to imbibe same.

The Imota tree planting exercise was part of the LASPARK’s tree planting initiative to aid the actualisation of the agency’s set target of planting 10 million trees in the state by 2020.

The exercise, which was led by the Agency’s General Manager, Mrs. Bilikis Adebiyi-Abiola, said the event is part of the activities to usher in the annual tree planting campaign holding next month.

She explained that the choice of Imota Local Council Development Area for the exercise was borne out of the fact that the area had been a strategic partner in the cause of propagating the culture of tree planting in the state. The LASPARK chief said the same exercise had been successfully launched in Ikeja and Epe divisions, adding that it is also to ensure that the local community takes active part in the state greening programme.

“This project is vital to our collective survival because trees are life, therefore, the life of every tree planted in this community today counts. We must own them and see them as means to an end,” she said. According to her, the exercise was also in line with the millenium development goals (MDG 7), aimed at ensuring environmental sustainability.

She noted some of the importance of planting trees to include oxygen production; balancing of eco-system; reducing the effect of flash floods; filtration, as trees absorbs and reduces pollutants, provides amenity, aesthetic value and historical continuity. Trees also increase the value of properties and undeveloped land by more than 30 percent.

Adebiyi-Abiola therefore, urged Imota community to take the survival of the trees as a challenge in order to ensure that all the ”efforts of today do not amount to futility’.

Imota Local Council Development Area Chairman, Wasiu Agoro, assured the Agency that ‘all the trees planted will survive and animals will not eat them”. He said the founders of the community knew the importance of trees; hence, it has become trans-generational to preserve tress in the community.

The National Youth Service Corp (NYSC) zonal co-ordinator, who represented the state co-ordinator, Mr. Charles Obiakolo, urged all Corps members within Ikorodu, especially Imota to protect the trees.

While the Babaloja of Imota market appreciated the agency for choosing the community for the exercise and promised the co-operation and protection of the trees by all members, the Iyaloja of Imota market, Mrs Saidat Taiwo also commended the agency for the exercise and assured the agency that trees planted within the community will be well protected till maturity.

The long running case between Guaranty Trust Bank and Innoson finally had its day in the Supreme Court, and although there have been some wild tales on what transpired, here is the factual story of how it went down.

Even before the doors of the Supreme Court had shut for the day, what was meant to be a simple directive by the Apex Court on the case between Guaranty Trust Bank and Innoson had been turned on its head, with false versions of the Court’s directives spread online and across social media.

It began with the claim, contained in Press Release circulated by Innoson, that the Supreme Court had ordered “GTB to Pay Innoson’s N14Billion Judgment Debt into an Interest Yielding Account.” The records of the Apex court show no such thing, instead it asked both parties to return to the Court of Appeal, Enugu Judicial Division, for a hearing on GTB’s appeal scheduled for the 14th of June, 2018.

GTB has also released a statement on the actual events of the day at the Supreme Court. “The attention of GTBank has been drawn to false, mischievous and malicious statements circulating in the news and social media in respect of a purported directive by the Supreme Court of Nigeria to the Bank to make payments to one of its debtor Customers,” the Bank said in an official statement. “There was no directive or Order issued by the Supreme Court of Nigeria to the Bank to make any payment to any of its debtor Customers. We again reiterate that there is no iota of truth in the falsehood being peddled by desperate and mischievous elements and the General Public should disregard same in its entirety,” the Bank added.

In fact, the Supreme Court simply directed GTB and Innoson to return to the Court of Appeal for a hearing of the Bank’s substantive appeal on the matter. It is actually in the tradition of the apex court to issue definitive rulings only on Fridays, and what it delivered today was more or less a directive. However, court feelers say this is actually a win for GTB as it grants what the Bank has always wanted—and what Innoson has consistently stalled, which is for the Court of Appeal in Enugu to hear the Bank’s appeal.

The Bank’s appeal of a 2013 High Court judgment gotten by Innoson had stalled at the Court of Appeal for the past two years due to the pending motions filed by both parties at the Supreme Court. On Thursday, 7th of June, 2018 the Apex Court finally sat on the matter and asked both parties to withdraw their motions and return to the Court of Appeal, because GTB’s appeal at the lower court had not been heard.

“The implication [of the Supreme Court Directive] is that both parties are going back to the court of appeal for the Bank’s substantive appeal to be heard,” a source in one of the legal teams of the parties said. “The court said it won’t hear any applications and asked all parties to withdraw their applications.” One of the applications that was withdrawn and struck out by the Supreme Court is the plea filed by Innoson on 27th of February, 2015 askingfor the court to order GTB to issue a money guarantee to the court. This is interesting because it means that, rather than rule for the Bank to pay Innoson 14bn as the latter had claimed, the apex court struck out that particular request.

Back to the Appeal Court

Following the directive by the Supreme Court, the substantive appeal filed by GTB will now be heard at the Court of Appeal, Enugu Judicial Division, on the 14th of June, 2018.This appeal has been repeatedly delayed by the Innoson camp using moves such as itsmotion filed by on October 3, 2017to prevent the appeal from being heard. Back then, the Court of Appeal had expressed surprise that Innoson (the Judgment Creditor) is not desirous of allowing the appeal to proceed.

Again, in the proceedings of 24th October 2017 in CA/E/275/2015 between same parties, the same Prof. Mbadugha appearing for Innoson and other Respondents had scuttled proceedings when he refused to proceed with Appeal even though it was clear that the Appeal was ripe for hearing and opted to pay costs. Prof Mbadugha said to the courts: “I ask for an adjournment even though all motions have been taken… I offer N50,000.00. The Appeal Court responded; “This application for adj. has no basis, but in the interest of justice it is hereby granted. The appeal is ripe for hearing. Cost of N100,000.00 to the Appellant against the Respondents. Appeal adjourned to 17/4/18 for hearing.”

However, following today’s hearing at the Supreme Court, it seems all hurdles have been cleared for GTB’s substantive appeal to be heard by the Court of Appeal.

Foremost African lender, Guaranty Trust bank Plc has debunked a news report circulating on social media alleging a Supreme Court judgement ordered the bank to Pay the sum of 12 billion naira to Innocent Chukwuma, the CEO of innoson motors within fourteen days.

This is contained in a press release and obtained by FINANCIAL WATCH Thursday, while reacting to the report, Erhi Obebeduo the company secretary said “The attention of Guaranty Trust Bank Plc (“the Bank”) has been drawn to false, mischievous and malicious statements circulating in the news and social media in respect of a purported directive by the Supreme Court of Nigeria to the Bank to make payments to one of its debtor Customers”.

“The Bank’s Customers and the General Public are hereby kindly urged to disregard these false statements as nothing could be further from the truth. There was no directive or Order issued by the Supreme Court of Nigeria to the Bank to make any payment to any of its debtor Customers”.

“The Bank as a highly responsible corporate citizen will in accordance with its culture and tradition refrain from making comments about on-going litigation matters and will continue to focus on using legal means to recover its bad debts. It must be emphasised that the Bank remains undeterred in its recovery drive against recalcitrant debtors”.

“We again reiterate that there is no iota of truth in the falsehood being peddled by desperate and mischievous elements and the General Public should disregard same in its entirety”.

“The Bank remains committed to providing best-in-class customer experience to all its valued Customers”.

Milost Global Inc, a New York- based private equity firm which recently terminated a recapitalization deal with Nigeria’s unity bank has diverted its funding to Ibeto Cement Co. Ltd., a privately owned Nigerian producer of the building material with $850 million in financing.

Bloomberg report said Milost will provide $500 million in equity and $350 million as debt to the Nigerian cement maker, Milost said in a statement on its website, citing a “binding” agreement by the two parties.

Bloomberg said: “Calls for comment didn’t go through on numbers listed on Ibeto’s website for its corporate office in the southeastern city of Nnewi. There was no immediate response to an emailed message. The company operates a cement-bagging facility in the southern city of Port Harcourt and is currently rehabilitating Nigercem, a former state-owned plant in the southeastern town of Nkalagu, which it acquired”.

The announcement of a deal with Ibeto is coming weeks after Nigerian company Japaul Oil & Maritime Services Plc said it was pulling out of a $350 million funding deal with the U.S. firm, citing what it called “red flags.”

Milost in March ended talks to provide $1 billion to Nigeria’s Unity Bank Plc alleging threats by some suspected shareholders. The lender denied entering a binding agreement with the private equity firm, saying talks were only preliminary.

Few days after it conducted a test for applicants seeking to join the Nigeria Police Force, JAMB is set to conduct a similar test for the Federal Road Safety Corps (FRSC).

JAMB’s Head, Media and Information, Dr Fabian Benjamin, made the disclosure in an interview with the News Agency o on Sunday in Lagos.

Benjamin said that the patronage by FRSC resulted from the success the board recorded in the recent conduct of recruitment test for the police.

“The corps marshal was at the board a few days ago, where he expressed confidence in the conduct of such third party examination by the board.

“He solicited for a partnership with the board to conduct the corps examination coming up soon.

“The examination is for three cadres – officers, marshal inspectorate and road marshal assistant cadres,” Benjamin said.

He advised the prospective candidates for the examination to adhere strictly to instructions to avoid unfounded speculations.

“The board still finds it hard to believe speculations trailing the police recruitment examination that candidates were examined in Arabic alongside other subjects.

“Such rumours are not only misleading, but malicious and wicked.

“Let me state clearly that the candidates were tested on only English Language and nothing more,”

The spokesman said that JAMB would continue to be transparent in examination conduct, adding that it would always give candidates equal opportunities.

According to him, the board has been equipped with human and materials resources to conduct hitch-free examinations for recruitment, promotion and other selections in the most transparent manner.

“It is because of the confidence that organisation such as the EFCC, West African College of Surgeons and others have in our process that we conducted similar examinations for them in the past,” Benjamin said.

Following representations made by some civil society groups, the Economic and Financial Crimes Commission (EFCC) has set machinery in motion to probe the controversy surrounding the $16 billion allegedly spent on power projects during the administration of former President Olusegun Obasanjo.

The anti-graft agency may invite two ex-ministers, former top officials of the defunct Power Holding Company of Nigeria (PHCN), present and past officials of the Niger Delta Power Holding Company and all the people recommended for investigation by a committee of the House of Representatives.

A team in EFCC was already collating facts and figures at press time yesterday.

But a top source, who spoke in confidence, said the move was not targeted at ex-President Obasanjo.

According to findings by our correspondent, the EFCC might conduct a forensic and comprehensive investigation into the alleged $16 billion power projects.

The scope of the investigation includes the total cost of the projects, how much was withdrawn from the Excess Crude Account (ECA), the total number of contracts awarded, the extent of compliance with due process and the status of the execution of all the projects.

A top source, who spoke in confidence yesterday, said: “We are looking into all the allegations and issues surrounding the power projects.

“We will conduct a comprehensive and forensic probe to ascertain the true status of all the projects.

“This investigation will actually ascertain how much has been spent so far.

“We have many figures being bandied about as follows: $16 billion, $13.278 billion, $10.3 billion, $8.4 billion and $8.55 billion.

“This is not an investigation aimed at ex-President Olusegun Obasanjo or anybody. We have to step in to set the records straight.

“Already, a team is collating facts and figures on these projects as part of the preliminary level/ bend of the investigation.”

Responding to a question, the source added: “We will retrieve the report of the House of Representatives Committee which investigated the power projects.

“The House actually recommended 18 top former public officers, including two ex-ministers, for investigation by anti-graft agencies, especially EFCC and ICPC.

“Many salient issues were raised for investigation by the House

Committee, which was headed by Hon. Ndudi Elumelu.”

The issues raised by the Elumelu Committee were as follows:

All NIPP payments were made without following due process

No meaningful progress was made in the execution of power contracts

Officials rushed to pay contractors in full even before engineering design for the projects have been completed and approved

NIPP contracts were not only overpriced in comparison with PHCN contracts, they were also wide off the mark

Widespread evidence of systematic over-scoping of projects in order to inflate costs both in PHCN and NIPP

NIPP Distribution EPC contracts were awarded at costs averaging about 10 times the norm when compared to PHCN contracts.

The Ndudi Elumelu Committee was put in place by the House on January 31, 2008 to look into how much was spent on power projects.

In its report, the committee said that about $13.278 billion was spent on power projects between 1999 and 2007.

The committee recommended termination of 13 contracts and review of 10 projects.

About 15 contracting and consulting companies were asked to be investigated by the appropriate agencies.

The Lagos State Government said on Friday that the Federal Government’s school feeding programme had yet to take off in the state because of some logistics.

The state government said it was still assessing FG’s N70 feeding rate per pupil which it described as unrealistic, just as it has begun training of environmental officers who would screen the food vendors before the commencement of the programme.

Dr Idiat Adebule, the Deputy Governor and Commissioner for Education, said this in Alausa at a media briefing to mark the 3rd anniversary of Gov. Akinwunmi Ambode’s administration.

She said there was need for proper planning and assessment to ensure adequate meals for the pupils.

The News Agency of Nigeria (NAN) reports that President Muhammadu Buhari had during 2014 electioneering promised free daily meals for public primary school pupils across the country.

In fulfillment of the promise, the administration in 2016 introduced the National Home Grown School Feeding Programme (NHGSFP) which has commenced in some states.

The deputy governor said: “’Let me state categorically that the number of students in Lagos State schools is about the students in five to six states put together. We just have to plan properly to ensure no student is left out.

‘“The Federal Government feeding rate per student is N70 is not realistic. After thorough assessment, we realised that we will need more than N70 to provide adequate meal per student.

‘“I’m happy to announce to you that we have engaged the office in charge at the federal level as well as the State Ministries of Agriculture and Health.

“Last Tuesday, we commenced the training of environmental officers who will screen food vendors to ensure adequate hygiene and prevent any form of infection.

“The process that will kick-start the school feeding programme in the state is ongoing and we will commence soon.

‘“Lagos State is not known for shoddy programmes and we are gunning for nothing but the best.”

Reeling out the achievements of the government in the year, Adebule disclosed that the state government had given out N40 million as car loans to 491 teachers, while N30 million housing loan was also approved for 38 teaching staff members.

On child abuse, Adebule said 57 cases of rape and child abuses were reported and were being handled in different courts across the state.

Also as part of efforts to promote literacy among adults, she said more than 20, 488 adults had been enrolled as at March 2018 with the centres increasing from 250 to 798.

“The Gov. Ambode led-administration is targeting to ensure that 95 per cent of residents can at least read and write.

“Our vision is to be a model of excellence in the provision of quality education for the attainment of self-reliance and the socio-economic development of the state,” she said.

Purpose of the The Job

Key Accountability, Duties & Tasks

Based on the assessment of existing competencies as well as identified learning/training needs in staff members’ PERs, assist in designing and implementing innovative and focused staff development strategies capable of delivering real performance gains to UNICEF Nigeria within available budgets. Implement cost-effectively the approved range of courses by mobilizing internal resources (including UNICEF e-learning courses)- AGORA, for their execution with the thrust coming from the incumbent and thereby reducing dependence on external consultants. Lead and manage the interface between external training providers and UNICEF Nigeria, ensuring that the training given meets staff needs and contributes to the acquisition/development of competencies required for an effective implementation of the Country Programme.
In consultation with the Supervisor, the Chairperson of the Learning and Staff Development committee (LSDC), the Chief of Operations and Chiefs of Programme Sections, develop best practices in all aspects of staff development, performance management and constantly evaluates the effectiveness of training programmes to determine challenges and areas of improvement. Assist in securing specialist advice, guidance to line management on training and development and to ensure that learning becomes an integral part of staff development.
Develop appropriate relationships for staff development between the Country Office and Zone/Field Offices that promotes learning/training/coaching initiatives and would shape a learning culture in UNICEF Nigeria.
Identify and establish Training infrastructure (through consultation with the Country Management Team and OLDS/NYHQ) appropriate to the delivery of a range of quality services in the area of programme management, in particular.
Prepare induction/orientation programmes for all new staff and facilitate the implementation and monitoring of such programmes. Develop learning/training programmes for existing employees to ensure that staff are given appropriate training opportunities that contribute to their professional development.

Contribute to providing or, at least securing, through internal and external resources, guidance and coaching services to staff in work related areas, career development, interpersonal relations and other issues that could be of real interest and concern to staff.
Keep and maintain up-to-date staff personal training history and record for career planning purposes and administration. Provide on-going updates to established training programs already in place.
Review at the end of year the Office’s achievement with regard to the annual learning/training plan and activities, highlighting success, weaknesses and challenges; and draft a report including recommendations for consideration in the preparation of the Annual Management Plan, as well as submission to the regional office.

Qualifications of the Successful Candidates

Education:

University Degree in Human Resources Management, Business Administration, Social Sciences or related field with specialized training in Learning and staff development.

Work Experience:

At least two (2) years of progressively responsible professional work experience at the international level in managing and delivering training and staff development programmes for multinational organizations.
A good knowledge of Research on Training/Learning and Staff Development would be an asset.
Language Proficiency:
