The list of the inaugural members of the National Food Security Council has been released by the federal government following President Muhammadu Buhari’s approval for the constitution of membership for Council. FINANCIAL WATCH gathered the President gave the approval on Friday, days after he announced the intention of the Federal Government to establish the council. Senior Special Assistant to the President on Media and Publicity, Mr Garba Shehu, revealed this in a statement by him in Abuja. According to the statement, the council which will be inaugurated on Monday is to be chaired by the President while its members will include the governors of Kebbi, Taraba, Plateau, Lagos, Ebonyi and Delta states. Other Members are the Secretary to the Government of the Federation, the Chief of Staff to the President, the National Security Adviser and seven cabinet ministers. The ministers to be represented are that of Agriculture and Rural Development; Finance; Interior; Industry, Trade and Investment; Water Resources; Environment; as well as Budget and National Planning. The National Food Security Council will also have as members, the Chief of Defence Staff; the Governor of the Central Bank of Nigeria; the Directors-General of the Department of State Services and the National Intelligence Agency, as well as the Comptroller-General of the Nigeria Immigration Service. The broad objectives of the Council will include developing sustainable solutions to the farmers–herdsmen clashes, as well as climate change and desertification and their impact on farmland. The Council also aims to address the issues of grazing areas and lakes, rivers and other water bodies; oil spillage and its impact on Niger Delta fishing communities; piracy and banditry; agricultural research institutions and extension services and the problem of smuggling. During the launch of a book on banking reforms earlier this week, the speaker of house of representative, Hon. Yakubu Dogara raised some serious concerns on how the banking institution in Nigeria stifle small businesses, he decried the look warm stance of the “lenders” on funding small and medium enterprises (SMEs). One of the bedrock of any economy is the small business sector, not only do they create innovative products; they also create employment opportunities for the teaming population. So any economy that ignores this all important sector is heading for high rate of unemployment which leads to high crime rate, kidnapping, fraud and illegal acquisition of wealth. The banks which are supposed to play their role as the lenders have unfortunately misplaced the priority. Enter access bank credit card for students Earlier today access bank’s executive director on Personal Banking Division, Mr. Victor Etuokwu unveiled a credit card for students of tertiary institution in the country which he described as teaching young people how to be responsible borrowers. To understand what a credit card means let me first give a simple explanation; ‘A credit card is a payment card issued to users (cardholders) to enable the cardholder to pay a merchant for goods and services based on the cardholder’s promise to the card issuer to pay them for the amounts so paid plus the other agreed charges’. This means that the card holder can spend above what he/she has and pay back later with interest. Who needs a credit card more? In a working society there is obviously nothing wrong with issuing a credit card to students, afterall developed countries do it but this is Nigeria where we struggle to do the right thing. As I wrote earlier on in this piece, small business holders hardly ever get a business loan from money deposit banks; this is because of the impossible requirements like collateral securities, expected business turnover you can have before accessing the loan as well as getting references and guarantors. Although access bank did not explicitly state how they will recover the credit from students, but why give loan to students who are not yet working while ignoring entrepreneurs who could use the credit facility to create jobs for these students when they graduate? This scenario is a classic case of misplaced priority in my own opinion. The heart of the matter For a bank where it is almost impossible to access loan as an entrepreneur to create a credit card for students, I really want to follow up on this product to see how it goes. When you critically look at this product, it has a better chance of working out with entrepreneurs than students who most of the time has no means of paying back. I think the bank should go back to the drawing board and create products that will help small businesses succeed in the country, not only access bank but all the commercial banks in Nigeria. It is easier for politicians to secure loan in banks for nomination form than for SMEs to get funds from banks, as serious as this practice is to the economy of this country, there is little or nothing done to find a midway. Final verdict The access bank credit card for students is dead on arrival, if the bank truly want to create “responsible borrowers”, let them start from the small business sector that needs it. After dominating Nigeria’s telecom and pay-TV sectors, South African leading lender, the Barclays Africa Group, has announced plans to make a grand entry into Nigeria’s banking industry seeking to increase her market share in Africa. FINANCIAL WATCH gathered that the Barclays Africa Group which signified its intention to look towards Nigeria as a new market in order to dominate the African banking market may be reeling out strategies to acquire one of Nigeria’s Tier2 banks. The planned entry which was made public last week by Barclays Africa group has been described by industry watchers as a welcome development. During a presentation in South Africa, Maria Ramos, the chief executive of Barclays Africa, said the lender aims to enter Nigeria as a new market, as it seeks to raise its share of the African banking market to 12 per cent from 6 per cent over the medium term. The south African bank currently seating on number two spot by market value reported a 4 per cent rise in annual profit, thanks to a substantial decline in impairments, normalised diluted headline EPS, the primary measure of profit in South Africa that strips out one-off items, came in at 1,837.7 cents in the year ended December, compared with 1,769.4 a year earlier. Barclays Africa Group Limited is 14.9 percent owned by Barclays Bank PLC and is listed on the Johannesburg Stock Exchange with current operations in Botswana, Ghana, Kenya, Mauritius, Mozambique, Seychelles, South Africa, Tanzania, Uganda, and Zambia. A top banker in one of the Tier 2 banks in the country said the Barclays Africa Group have been speaking with some banks in the country with the view of acquiring one with a strong corporate governance structure. The source, who declined to name the banks, said naming the banks speaking with Barclays Group may interfere with the discussions that are ongoing. “Barclays have been speaking with some banks for more than a year now and there are indications that the group will come up with their choice very soon. One thing that is certain here is that good corporate governance structure will be criteria for the acquisition” our source said. Anor Anyanwu, former Executive Director of Mainstreet Bank, said the planned fresh entry of Barclays Group in to the country will serve as re-entrance for the group as Barclays had recorded giant strides the last time it was here. “The Union Bank we have today was formerly Barclays Bank. If the group is planning a fresh entry into the country, I will say it is a welcome development. It also a pointer to the fact that companies outside the country are beginning to see Nigeria as a good place to do business”, Anyanwu stated. Cyril Ampka, an Abuja-based economist, said the move will once again move Nigeria up on the list of countries with ease of doing business. His words: “We have been clamouring for investors to come into the country and this is one of such responses. A customer of the First Bank Plc on Friday caused a stir at the Alagbaka branch of the bank, disrupting banking activities and destroying equipment worth millions of naira. The bank customer whose name could not be ascertained was said to have entered into the banking at about 1 pm to complain that his account was wrongly debited by the Bank. According to the source, the man complained at the Customer Care unit of the bank about his account but the explanation given by the unit did not go down with him and descended on the bank official beating him blue-black. He said, ” After leaving the customer care desk, he went straight to the counter where he started destroying many computers with an iron rod. He also smashed one of the money counting machines and ordered all the workers to get out of the bank immediately. ” He started shouting ‘I will bring down this bank. Everybody should leave now, I am a citizen of this country, why will they deduct my money without any explanation, f**k everybody here,” The banking activities were halted for about 40 minutes while some customers of the bank ran away from the bank for their safety. Some officials of the bank also rushed out of the banking hall, while the some of the bank officials closed work for the day over the incident. It appears the commissioner for happiness in Imo state is really working hard as Imo state has topped the chart in the use of condoms in South-Eastern states according to a UNICEF report released recently. This was disclosed by Mrs Maureen Zubie-Okolo, a monitoring and evaluation specialist with United Nation Children’s Fund (UNICEF), at a briefing on Saturday in Enugu. Okolo gave these statistics while unveiling the Multiple Indicator Cluster Survey to journalists at the event. The official explained that Multiple Indicator Cluster Survey was carried out in 2016/2017 by the National Bureau of Statistics (NBS) in collaboration with UNICEF and it is to be used in assisting the government in policy formulation. According to her, the report revealed that Imo State has the highest number of condom users with a 75.9% followed closely by Anambra with 66.0% and 57.6% for Enugu.
