Nigerian Airspace Management Agency, NAMA, is to
deploy its newly procured N1.7 billion mobile air
traffic control towers to Muritala Muhammed Airport
Lagos and Nnamdi Azikiwe International Airport,
Abuja.

The Minister of Aviation, Senator Hadi Sirika who
made the disclosure in Lagos while commissioning the
two mobile control towers procured for NAMA, said
that the control towers will also be deployed to other
locations where the Nigerian airspace lacks
conventional control towers as contingency .

The Nigerian Civil Aviation Regulation Part 14
demands that Air Traffic Management Agencies should
have contingency strategies and plans in the event of
malfunction of conventional control towers as flights
cannot be stopped. This is also in compliance with
ICAO Annex 11.

Speaking at the commissioning of the two control
towers, Sirika said: ”The cost of these two mobile
towers is N1.7 billion and it is geared towards
improving the safety of our operations which we take
as key activity here in our ministry. The intent and
purpose of the ministry and what we are doing is to
ensure safety and efficiency of our sector without
degrading and de-emphasizing issues of security and
comfort”.

“How very safe you depart point A and land at point B
is our primary concern and is of primary importance.

So this is an extension to that intent and purpose and
so the amount of 1.7billion has been spent to procure
these mobile towers, we would use it in Lagos and
Abuja and if need be we would take them to locations
where they do not have conventional control towers.”

” They are so equipped, so modernized, so efficient and
so very alive. It has everything that a control tower
should have, it has real-time weather, we have all of
that approach and departure procedures and
everything else and overflight that ensures smooth
flight operations and air traffic management”.

While thanking the President for approving the
procurement, the minister said: “So I am glad that
NAMA has been proactive on this request and that Mr
President has been gracious and generous enough yet
again to allow us to do this procurement and spend
this amount of money in the interest of safety”.

Sirika further said that, “In addition, the Managing
Diirector of NAMA just reminded me of the fact that
during unusual times such as pandemics, this will
come in handy when you have to create physical
distancing and so on and so forth or when you have to
operate in difficult circumstance; this is the solution to
that.”

” You know we have been approving money and
procuring things for air traffic management the last
time we did about 13bn on other aspects so we are
working but some of these things are things
passengers don’t see but are very important for our
operations and very important for safety of our
passengers.

“ All of the monies and energies expended in things
that passengers don’t see because they are not
terminal buildings and are remotely positioned but this
is what keeps us going and keeps us all safe,” the
Aviation Minister added.

A nutritionist, Simbiat Oladoja, has said that eating
some African food such as Ofada rice, oha soup, and
unripe plantain could aid weight loss.

Oladoja told the News Agency of Nigeria (NAN), in
Abuja, that fruits and food that were in season were
cheap and helped one to lose weight.

She said the scope of eating fruits and vegetables in
season was a strategy as most fruits and vegetables
and even food in season were cheap.

According to her, healthy eating involves eating what
nourishes your body, which includes fruits and
vegetables.

“Complex carbohydrates like oats, beans, lean proteins
such as fish, chicken, healthy fats and oils from
avocado, and olive oil are good.

‘‘Buying locally available food will be cheaper as well,
unlike buying foreign fruits and foods, which are
usually expensive.

“There has been a lot of misconception about healthy
eating and people tend not to understand the nutrition
logic of healthy eating.

“Healthy eating is not about strict restrictive eating or
starving yourself to achieve any weight goal.”

Instead of spending a lot of money to get drugs and
taking expensive measures in order to lose weight.”

There are African foods that can aid weight loss, these
are, Spinach, brown rice also known as Ofada rice,
sweet potatoes , water leaf, walnuts, Beans, Avocado,
Oats, unripe plantain .

‘‘Local vegetable soups like bitter leaf soup, Oha soup,
efo riro , citrus fruits like lemons, oranges are low in
calories but contain plenty of fiber, which aids weight
loss.”

“Herbal leaves and spices like moringa, ginger, garlic,
onions, scent leaves, all aid weight-loss as well,” she
said.

She added that the healthiest way to lose weight was
to visit a registered dietitian/nutritionist, to get
professional advice and a personalised plan that would
suit you.

Oladapo said that the nutrition logic to weight-loss
does not mean you go hungry, you just need to
maintain certain number of calories, adding that the
number of calories your body losses leads to weight
loss.

The Lagos State Head of Service,
Hakeem Muri-Okunola, Tuesday told
the Judicial Panel of Inquiries on Police
Brutality that injuries recorded in the
aftermath of the Lekki shooting were
predominantly fractures, machete
wounds, and minor cuts.

In his testimony, he gave oral, visual,
and documentary pieces of evidence in
respect to the Lekki shooting incident.

“These are some of the pictures of the
hospitals that we visited,” he said,
pointing at a projector showing visuals
of when the governor visited injured
#EndSARS protesters at the hospitals.

“In this Reddington hospital, these
individuals were injured in that axis,
some of them alluded to being injured
in a stampede of running, falling over
each other.

“Predominantly, there were about 13
people injured in Reddington Hospital,
Admiralty Way. The General Hospital
also had 12 patients. The doctors in
charge said there was one of those
patients that were being moved to
LASUTH, who had more severe injuries
from machetes’ wounds.

“At the time we were there, most of the
injuries were all in the nature of cuts,
bruises from machetes’ wounds, and
stampede. Nobody at the hospitals said
they were shot at.”

Earlier, the lawyer representing the
#EndSARS protesters, Adeshina
Ogunlana, argued that it is the
responsibility of the state governor,
Babajide Sanwo-Olu, to come forward
and testify.

But the panel chairperson, Doris
Okuwobi, a retired judge, said the
governor is not “compellable” because
he has been conferred immunity by the
Constitution under section 308.

In his testimony, Mr Muri-Okunola
noted that there has been controversy
about the actual number of alleged
deaths at the Lekki Toll incident. He
added that since October 22, 2020, many
of the people reported to have been
killed, including Nollywood actress,
Eniola Badmus, refuted their rumoured
deaths.

He listed the names of those rumoured
to have been killed to include Stephen
Becky, Iraby of Oto-Auch and Joshua
Ogbodo.

Others are “Anthony Chechukwu
alleged to have been shot by soldiers at
the Lekki tollgate has been confirmed
to have died in a motorcycle accident
and Lucia Adu who was claimed to
have died at the Lekki Toll Gate was
confirmed to have been killed in an
accident involving a stationary truck on
20th October 2020.”

Chronology

Mr Muri-Okunola, who gave a
chronological order of events from 8
October to 20 October 2021, said the
“protesters congregated in two major
hotspots” in the state, Alausa
Government House and the Lekki Toll
Gate.

On October 9, 2020, the state’s Deputy
Governor, Obafemi Hamzat, alongside
other officials, spoke to the protesters
who converged on the Lagos
Government House in Alausa, on their
rights to demonstrate peacefully and
shared foods and drinks with the
protesters, he said.

He noted that on 13 October, Mr
Sanwo-Olu again visited the protesters
and went “straight to the airport” to
present their five-point demands to
President Muhammadu Buhari and the
then Inspector-General of Police,
Muhammed Adamu and a ” statement
was released by the spokesman of the
President, Femi Adesina that the
Nigerian Government had agreed to the
five-point demand of the EndSARS
protesters.”

He said some days later, some “guerilla
protesters” hijacked the “noble”
demonstration which prompted Mr
Sanwo-Olu to announce a curfew.

“Violence escalated throughout the city
of Lagos, with hoodlums infiltrating
and… the peaceful protest of this
decentralized movement of #Endsars,”
he said.

“Across the city, young men were
manning makeshift checkpoints and
barricading major roads and stopping
cars on routes across the city. They
were not carrying the placards and
signs that had characterised earlier
peaceful protests. The lives of both
protesters and the rest of the citizens
alike were put in danger.

“Around 10.00 a.m. on the 20 of
October 2020, the only police station
was set on fire by suspected hoodlums
who had hijacked the EndSARS protest
in a reprisal attack fuelled by the
alleged shooting of one of them by a
policeman, hoodlums who had carted
away ammunition looted from various
police stations around the city
unleashed mayhem around the city
while destroying properties, mugging
innocent citizens and threatening the
lives of everyone that they came in
contact with.”

The Head of Service said Mr Sanwo-olu
confirmed two deaths, one of which was said to have
died as a result of blunt force trauma at Reddington hospital.

‘Shots were fired’

During cross-examination, Mr Muri-
Okunola confirmed that he heard that
military men from Bonny Camp were at
the Lekki toll gate and based on video
evidence they were armed and “shots
were fired.”

However, he said the police and the
army general in the state said that their
officers were not deployed to the Lekki
tollgate on 20 October 2020.

There are still controversies over the
role of the army in the shooting at the
toll gate. After armed soldiers opened
fire at the protesters, the army, while
appearing before the panel in
November last year, said their men only
fired live ammunitions and that no one
was killed. The position contradicted its
earlier claim that soldiers had nothing
to do with the shooting at the toll gate.

The army has since stopped appearing
before the panel.

The Senate has confirmed Faruk Yahaya as Nigeria’s Chief of Army Staff.

The confirmation was sequel to the adoption of a
report presented by Aliyu Wamakko, Chairman of
the Senate Committee on Defence.

In his presentation, Mr Wamakko said Mr Yahaya
met all the requirements expected of him and that
there was no petition against his nomination.

He also said the nominee was cleared by the State
Security Services (SSS).

“He was questioned on ethics, Nigeria’s war on
terror and banditry. The committee was satisfied
with the robust interaction with the nominee.

“The nomination is in line with section 217 of the
constitution. The committee did not receive any
petition and he was cleared by the State Security
Services.

“The nominee presented his credentials. The
committee is satisfied with his general performance.
The committee recommends that general Faruk
Yahaya be confirmed as the chief of staff,” he said.

In his contribution, Ali Ndume, the Chairman of the
Committee on Army, asked the Senate to speedily
confirm Mr Yahaya so he could carry out his
functions without any hindrance.

“I want the Senate to expeditiously confirm him so
he can be decorated to do some of the things he is
not able to do because he is in acting capacity,” he
said.

Mr Yahaya was thereafter confirmed as the army
chief after his nomination was put to a voice vote.

Mr Yahaya, a major general, was appointed on May
27 to replace Ibrahim Attahiru who died in an air
crash alongside 10 other officials of the army, on
May 21 while on an official trip to Kaduna State.

Until his appointment, the new army chief was the
Theatre Commander of Operation Hadin Kai, the
counter-insurgency operation in the North-east.

The Independent National Electoral
Commission (INEC) said on Monday in
Abuja that it would deploy 5,346
personnel to 2,673 registration centres
for Continuous Voter Registration (CVR)
resuming nationwide on June 28.

Its chairman, Mahmood Yakubu, made
the declaration at the presentation of
INEC Voter Enrolment Device (IVED)
and the online registration portal for
the exercise at a meeting he held with
media executives.

IVED is an Android tablet to be used in
place of the existing Data Capturing
Machine used for CVR in previous
exercises.

Mr Yakubu said before now INEC had
1,446 registration centres where it
registered 14. 2 million voters between
2017 and 2018.

“Learning from the experience of what
happened, we have now almost
doubled the number of those centres.

“Our hope is that unlike 14.2 million we
registered in the previous exercise, we
are targeting a minimum of 20 million
registrants this time. It will take the
number of registered voters to about
100 million,’’ Mr Yakubu said.

He said that the majority of the 5,346
personnel to be deployed would be
INEC officials, while ad-hoc staff would
be used where the Commission lacked
the required number of personnel.

He said the Commission was working
with ‘stakeholders’ for the security of
personnel and equipment to be
deployed.

Mr Yakubu disclosed that the design for
both the online portal and IVED were
done by INEC engineers, taking into
consideration Nigeria’s peculiarity,
including weather, for its durability.

He said registrants would be able to
know where machines for registration
are located via the portal.

He also noted that the Commission was
working on ensuring that Permanent
Voters Cards (PVCs) for internally-
displaced persons were reproduced for
them so as not to be disenfranchised,
adding that many would have lost their
cards while under siege.

Mr Yakubu also said PVCs for newly-
registered voters would be produced on
quarterly basis after the registration,
noting that the list of the registrants
would be displayed at the registration
units for claims and objections.

Presenting the online portal and IVED,
INEC’s Director of ICT, Chidi Nwafor,
said the portal was designed to serve
various needs of eligible Nigerians for
the registration.

These, according to Mr Nwafor, include
new registration, review of registration,
and review of personal details or voting
centres, PVCs replacement or collection.

“As a new voter, you can pre-register
online, or as a registered voter, you can
revalidate your voter registration,
request to update your information or
transfer your voter registration to
another polling unit,” he said.

He said that registrants could register
their details online before going to the
nearest registration centre selected by
them for photographs and fingerprints
to complete the exercise.

Mr Nwafor said the portal was designed
in a way that once an intending voter
completed the online registration, an
appointment for physical registration
would be generated by the portal for
the registrant.

He added that any registrant who could
not meet up with the appointed date
and time could reschedule the
appointment via the same portal.
He said the portal also made provision
for people to contact the Commission in the event of
challenges during online registration.

He noted that a registrant had 14 days
to complete the online pre-registration
and a year to complete the whole
process.

He advised registered voters to make
use of the portal to identify polling
units or centres nearest to them.

Mr Nwafor also assured that the
Commission was putting adequate
security in place to protect the device
and the portal against hacks or
cybercrime.

He also said that concerns about
underage voter registration would be
taken care of as those that registered
online would still visit the registration
centre before the process could be
completed.

The media executives in a communiqué
issued after the meeting suggested that
the CVR be devolved to INEC LGA
Council offices based on thorough
appraisal of security situations and
related factors.

They also recommended that the CVR
be gradually devolved to other
designated registration centres
nationwide after assessments of
security situations and other factors
relating to safety of personnel and
materials.

They tasked relevant stakeholders,
especially political parties, traditional
institutions, religious leaders and Civil
Society Organisations to mobilise all
eligible registrants to participate in the
CVR.

On March 30, a former Nigerian minister announced
on Twitter that he had taken the COVID-19 vaccine.
Strange news! For over a year since the virus was
first detected in Nigeria, his name, Femi Fani-
Kayode, rang a deterrent bell of anti-vaccination.

Apart from his many political jabs against the ruling
party, fraud allegations and their resultant court
cases, Mr Fani-Kayode had before that date, played a
leading role in the league of COVID-19 vaccination
opposers and confronters.

At one time, he described the vaccine as a ploy to
create a new world order, at another he tagged
vaccination an exercise that would result in the
deaths of millions. To further dissuade his followers,
he would tweet unconfirmed information and
conspiracy theories being peddled against the virus.

A regular reference for journalists, Mr Fani-Kayode
was once described by a fact-checker as one who
makes “bogus statements, capitalising on his large
social media followership to spur the spread of
disinformation and misinformation.”

All reports on his conversion (those encountered in
the course of research for this report) made
references to his earlier comments on the virus but
none made pragmatic efforts in measuring the
former minister’s previous disparaging comments on
his followers.

On Twitter, the announcement was greeted with
mixed reactions. To some, it was only a matter of
time, they knew all along he would be vaccinated for
travel access. To others, mostly those who refused to
be converted alongside him, another soldier in the
fight against vaccination had deserted. A few
questioned his advertent mislead of many followers.

The numbers before conversion

One of the first notable, misleading COVID-19-related
tweets by Mr Fani-Kayode was on March 29, 2020,
when he claimed that the virus was a ploy to create
a new world order and get the United States
President, Donald Trump, out of power. Elections in
the U.S. were about seven months away then.

“One of the many objectives of the Illuminati & those
that are behind the coronavirus pandemic & the
emergence of a New World Order is to get
@realDonaldTrump out of power in this year’s pres.
election by sparking off a massive recession &
crashing the American &world economy,” he
tweeted.

The tweet as of Monday, June 14, had garnered
6,904 retweets, likes and comments and thousands
of duplication across many platforms. Some fact-
checking efforts were deployed to counter these
claims but not long enough, Mr Fani-Kayode released
two more fearsome tweets about COVID-19 vaccines.

On April 30, he warned Nigerians not to take
vaccines which by then were in the trial stages. In
doing so, he made three unfounded, totally false
claims. Firstly, that vaccination would result in
millions of deaths; secondly, that Nigeria was about
to enact a law to make vaccination compulsory for
all, and thirdly, that the vaccines are meant to
depopulate the world.

The first of these three claims conform with the
popular misconstrued comment of Robert Young, an
alternative medicine practitioner, who at a meeting
of a conspiracy theory group said that vaccination is
a chemical warfare to depopulate the world. The
video was widely shared by many but a fact-check
revealed that the comment was made earlier in
2019, before the detection of COVID-19, in respect of
the different vaccines given to children in the first six
years. Despite the fact-checking efforts, Mr Fani-
kayode still shared the video in January 2021.

Two days later, on May 2, Mr Fani-Kayode tweeted
again , “@WHO are set to begin Covid 19 vaccine
trials in our country. EVIL! Not only have our people
been turned into Guinea pigs to test Gates’ killer
vaccine but our leaders are also passing a law which
will make the use of that evil vaccine compulsory.
What a mess! I weep for Nigeria.”

Some of his tweets may, at this period (with multiple
vaccine roll out in many countries) come as laughing
items, but they were sacred voices of caution when
they were made. They were tweeted when a large
part of Nigeria was on lockdown enforced to curtail
the effect of the virus.

The lockdown notwithstanding, over 200 people,
including Abba Kyari, the then Chief of Staff to the
President of Nigeria, Muhammadu Buhari, had died
of the virus ; confirmed cases were in total of
thousands; patients were treated in isolation centres
with close monitoring; worse still, researches on the
virus had not reached advanced stages, hence,
conspiracy theories held sway. In short, it was a
time of panic and tweets by Mr Fani-Kayode readily
reinforced people’s fears and biases.

How then did a panic monger convert?

The conversion and the dangers inherent in peddling
falsehood
Against the nature of his comments, Mr Fani-Kayode
announced on March 30, 2021, that he had taken a
jab. “Despite my initially strong reservations I bowed
to sound logic and superior reasoning and took my
Covid 19 vaccine today,” he wrote in a thread of
tweets.

He went further to explain the ‘sound logic’ and
‘superior reasoning’ to include persuasions from his
political associates and the fact that his hero, Donald
Trump, had taken it, despite his initial opposing
stance.

As of the morning of Monday, June 14, his
announcement tweets had a total of 1,173 likes,
comments and retweets; a less than 10 per cent
faction of interaction when compared to four of his
falsehood spreading tweets examined in this piece.

This confirms the concerns of some researchers who
have discovered that a good percentage of people
who come in contact with false information don’t
care about the follow-up fact-checks. A recent
survey by Zignal labs showed that 86 per cent of
Americans who read news articles on social media
do not always fact-check.

Not done, the ex-minister still used the opportunity
of his vaccination to peddle falsehood about
vaccines.

He wrote in the thread, “The Covid vaccines we are
taking in Nigeria are not Bill Gates’ vaccines and
neither are we being used as Guinea pigs. These
ones are tried & tested, have already been approved
& have been administered successfully throughout
the world. This is the Oxford Azrazeneca brand.

“There is a world of difference between what we are
being given in Nigeria & the exploratory vaccines
that @WHO had wanted to test Africans with which
we spoke against & resisted last year. Most
importantly Bill Gates& his foundation have no
connection with Oxford Azrazeneca.

“I would not touch anything Bill Gates with a barge
pole for obvious reasons. Mark it.”

One notices that he recounted some of his earlier
misinformation about the vaccines but not all that
came in contact with the falsehood are impressed.

One of his followers replied sarcastically; “I praise
your patriotism for agreeing to be one of our guinea
pigs. Well done.” Another wrote; “nonsense” with
rolling eyes emoji.

Perhaps this reply captures the question you might
readily want to ask; “You got convinced by your
sister and friend. What about the thousands you
convinced and made to see the vaccine as devil
products?”

The Minister of information and
Culture, Lai Mohammed, has asked the
House of Representatives to include
internet broadcasting under the control
of the Nigerian Broadcasting Commission
(NBC).
The request was contained in his
submission at the public hearing into a
bill to amend the Nigerian Broadcasting
Commission Act organised by the House
Committees in Information, Ethics and
Values.
Mr Mohammed said all online and
internet broadcasting entities should be
included in section two (c) of the bill.
Section two proposes to give NBC the
powers to “receive, process and
consider applications for the
establishment, ownership of radio and
television stations including…….”
“I want to add that internet
broadcasting and all online media
should be included in the bill,” Mr
Mohammed said.
The bill, if passed with the
recommendation of Mr Mohammed,
online broadcasting entities will have to
get approval from the NBC before
operating.
They would also be mandated to act
within the control of the Nigerian
government.
Opposition
The Executive Director of the Institute
of Media and Societies, Akin Akingbulu,
opposed the inclusion of online digital
platforms, saying it would further stifle
the civic space.
“The inclusion of the following among
categories of broadcasting services
licences will be injurious to the civics
space, freedom of expression and
media freedom in Nigeria,” he said.
Mr Akingbulu said the NBC Act fails to
provide independence of the regulatory
body.
He recommended that section 23, which
gives the information minister powers
to participate in the making of
regulations should be expunged.
He argued that the involvement of the
minister will turn NBC into a tool for
political interference.
“The power to give directives to the
commission, vested in the minister of
information in section six should be
removed and replaced with powers
which include policy formulation for
the broadcasting sector, the negotiation
of international agreements,
notification of the policy direction of
government and ensuring that the
independence of the commission is
protected at all times,” Mr Akingbulu
stated.

Also speaking on the bill, the
International Press Centre (IPC) and
Centre for Media Law and Advocacy, in
a joint presentation called for stronger
independence of the regulator.
The Executive Director of IPC, Lanre
Arogundade, who presented on behalf
of the groups, said “the conduct of the
NBC overtime presents it as an
extension of the office of the minister
of information which rarely acts
independently.”
Buhari govt stifling civic space
The present administration appears to
be exploring all avenues to regulate the
media, particularly online media.
On June 4, Mr Mohammed announced
the ban of Twitter, a few days after the

Nation newspaper and signed by the
then acting NBC’s director-general,
Armstrong Idachaba.
The Twitter suspension and the moves
to censor social media have been
criticised by many Nigerians, civil
society organisations and the
international community, which believe
it would stifle freedom of expression
and shrink the Nigerian civic space.
The lawmakers of the ruling All
Progressives Congress have also made
efforts to regulate social media with
draconian laws.

As skeletal preparations begin for the
2023 Presidential election, campaign
posters of Kogi State governor, Alhaji
Yahaya Bello, surfaced in major streets
and strategic locations in Abuja, today.
The poster which read “2023 For
President: Yahaya Bello for a
generational change,” was seen by our
correspondent at the streets leading to
the Transcorp Hilton Hotel, Sheraton
Hotel, federal secretariat, and the
Federal Ministry of Justice.
In what appeared a big statement of
intent, the posters were equally pasted
on surfaces close to the All
Progressives Congress, APC,
Secretariat, Blantyre Street, the National
University Commission office, both in
Wuse II District of Abuja as well as the
every busy Garki II District.
The poster was sponsored by Nigeria
Youth Awareness Group, NYAG, 2023.
Vanguard reports that a fortnight ago,
Governor Yahaya Bello alluded to be
under pressure from people of All walks
of life, to run for the highest office in the
land
.
In the past few months, Nigerian
celebrities, drawn from entertainment
and sports circles, visited the governor,
praising his leadership quality to high

Bello’s posters are the latest in a series
of presidential campaign posters that
have emerged in recent weeks in Abuja,
following quickly on the heels of those
of former Lagos State governor, Asiwaju
Bola Tinubu and immediate past Senate

A campaign poster of former Vice
President Atiku Abubakar and former
Central Bank governor, Chukwuma
Soludo on a joint ticket also emerged
; but was quickly dismissed by the
former who insisted that his major
preoccupation was how to get Nigeria to
work amidst growing insecurity of lives
and property.
With the APC yet to make its stand
known on the zoning of the 2023
Presidential ticket, Bello may elect to go
the whole distance including picking the
nomination and expression of interest
forms to vie for the exalted office at the
appropriate time.

The House of Representatives
committee investigating the status of
recovered loot has summoned the
Chairman of the panel that investigated
arms procurement from 2007 to 2015,
John Odey, a retired air vice-marshal,
over the $459 million falcon eye project.
The committee on Tuesday also
summoned the management of RTCom
Nigeria Limited, the company that
executed the project, which is a
maritime surveillance infrastructure for
the Nigerian Navy.
The panel, set up by President
Muhammadu Buhari to audit
procurement of arms by and for the
Nigerian military between 2007 and
2015, submitted a third interim report in
2016.
Mr Odey and RTCOM were summoned
to explain the circumstances
surrounding the transfer of N6.1 billion
to the NSA account.
Mohammed Jafar, who represented the
Office of the National Security Adviser at
the hearing, said the ONSA was not
involved in the recovery of loots.
When queried about the transfer of
funds in and out of the recovery
account, he urged the committee to
summon the Odey-led committee.
Mr Jafar, who is the Director of Finance
ONSA, had said the account was a post
no debit account, but the committee
discovered some transactions from the
account.
“If it was a post no debt, why was there
movement in the account? The ‘in and
out’ shows that there were
transactions,” Sada Soli (APC, Katsina),
a member of the committee, said.
Responding to the question, Mr Jafar
said: “The committee had the mandate
to audit all the defence procurements
and expenditures. The committee
commenced its tasks at ONSA and had
members drawn from various security
and intelligence agencies, including the
EFCC. During the audit, a recollection
account was opened in the Central Bank
of Nigeria for the deposit of recovered
funds.

“The account was designated NSA
funds recovery account, by the time the
committee was rounding off its tasks,
the total amount recovered was
N9billion and $7.4million, and they were
deposited in the CBN account. This
account was a post no debit account, as
such, no withdrawal was authorised or
made from that account.
“On the issue of N6.1billion paid to NSA
in August 2017 and later returned in
January, it was for the falcon eye
project, the contractor is RTCOM. The
project was awarded in 2014, before this
administration. The total amount for the
project was $459 million.
“The NSA met that project ongoing
when the investigation started, they
invited them for contract verification
exercise. At that point, the money was
paid to us, not on request.
“The same amount was paid back to the
company when the committee cleared
them.”
Mr Jafar also explained that the
Osborne Tower loot is not with the
ONSA.
“NSA coordinates the activities of
security agencies but does not
participate in the recovery of assets,
unless when the president directs
otherwise.

“I am not aware of the amount. The
money with us is not from Osborn
Tower. Let me give you the background.
At the heat of crisis in NIA, Mr President
directed the committee, headed by the
Vice President, Yemi Osinbajo, the then
Minister of Finance, Kemi Adeosun and
National Security Adviser, Babangana
Monguno. In the course of that
investigation, I was tasked to go and
take over the office of finance in the
NIA, in the interim by the Vice President.
“They said all the funds there, I should
count them and document them
properly. The one that I actually took
over, I was asked to move that money to
the NSA and keep—It is not that the
money was looted, that I should keep
the money until they are done with the
investigation. So I went to the account
and took over that money. When they
concluded their investigation, Mr
President directed that we should return
the money. That was the money we
returned and I have presented the
certificate.”
The Chairman of the House committee,
Adejoro Adeogun, gave the directive for
both Mr Odey and RTCOM to appear.

Nigeria’s electoral body, INEC, has fixed date for
the conduct of the 2022 governorship election in
Osun State.
According to the commission’s statement which
gave details of “Timetable and Schedule of
Activities for Osun State Governorship Election”, the
election is fixed for July 16, 2022.
The timetable, signed by Rose Oriaran-Anthony,
INEC Secretary, said notice of elections and every
other build ups would begin on February 15, 2022.
She said that collection of Form EC9 (formerly
CF001) and EC9B (formerly CF002) for the election
by political parties on INEC website would be on
February 16, 2022, adding that February 16 to
March 12, 2022 is fixed for political parties to
conduct their primaries and resolve disputes that
may arise from them.
“The tenure of the Governor of Osun State will
expire on the 26th November 2022. Pursuant to the
provisions of Section 178 (1) and (2) of the
Constitution of the Federal Republic of Nigeria,
1999 (as amended) and Section 25 (7) and ( of
the Electoral Act, 2010 (as amended), the earliest
date for the Election into the office of the Governor,
Osun State, shall be the 28 June, 2022 and the
latest date for the Election shall be 27 October,
2022.
“By virtue of the provisions of Section 178 (2) of
the Constitution and Section 25 ( of the Electoral
Act, Election into the office of a. State Governors
shall hold not earlier than 150 days and not later
than 30 days before the expiration of the term of
office of the last holder of the office.

“The Commission is by virtue of Section 30 (1) of
the Electoral Act, expected to issue Notice of the
Election not later than 90 days before the date of
the Election.
“This is in exercise of the powers conferred on
INEC by the Constitution of the Federal Republic of
Nigeria, 1959 (as amended) and the Electoral Act,
2010 (as amended) and of all other powers
enabling it in that behalf,” the notice read in parts”,
part of the statement read.
It also listed March 25, 2022, as the date for the
publication of personal particulars (EC9) and April 8
as the last day for the withdrawal/replacement of
candidates by political parties.
