Well, removing subsidy means refineries would be able to set their prices...meaning that it would become more profitable to refine at home, and more private investment would result into domestic refining...more refineries, at the cost of private companies, not at government cost. Plus subsidy money would be saved, not thrown on subsidizing fuel for everyone in West and central africa.
