They have always believed they will never loose any election or case in court hence, they always put an ambiguity in the law or constitution. They forgot to pursue 25percent in Abj. Let me give you an example..

In any govt establishment in Nigeria (State or Federal), if you get an approval for 1M to do something. The PS will collect in cash, the Director will collect in cash..all these are not traceable which makes it difficult for EFCC and ICPC. The money that was meant to develop or establish some group of people have gone down the drain. We blame the govt of doing nothing.

But the few months of the policy, those I mentioned were scared to drop their accounts for such money. They either let go or find a third party. Don't forger, if kamala burst, they money will be traced and refunded. Now, the programme will be done as expected.

The only problem is that, everything in Nigeria is political. And policy with political undertone will never work. It will fail.
