Just to mention: there is actually no more that 2 tiers in Nigeria's federal structure. Just the centre (Fed) and States (Fed units). The 3rd tier so called is actually an appendage of State (by constitutional provision), actually departments (outposts) of State govt., forget what the LG chairmen think or wish. The community govt is not another tier really. Forget the tiers or tears

In all your suggestions, you still failed to suggest areas for the augmentation of Enugu state funding apart from our dependence on "Abuja oil money" as you mentioned in one of your posts. I thought you might like to start with development of natural resources like coal as a way of boosting our state government coffers and therefore enable us to develop both the rural and urban areas of the state. Go back to where we started and dwell on the points you raised.

It is clear that you have a very little understanding of governmental organisation structures, and that is why you advocate the establishment of the fourth tier of government when the third is almost completely useless. You even talked of empowering the fourth tier to carry out projects with funding from the state purse, well, as we still cannot make the LGA to work, what makes you think that a bunch of community administrators can do better? Which laws will bring them to book if they decide to embezzle funds? Have you ever heard of the name CDC under Chimaroke Nnamani? How did they fare?

Another place I need to look at is the area of wastage of funds, how could you have a third tier of government drawing salary and budget from the federal or state and then bypass them and want the fourth tier to now do the work of developing the interior? Why waste the funds paying them for doing nothing at all?

In conclusion I think we all have the fourth tier in our various communities, and we have been using them for smaller developments in the way of self help projects. The new governor can always plan his rural development thrust to achieve the needs of the masses.

Rapid Rural Devt: It is possible
Analogy: An Indian in Lagos, on seeing a big crater developing on one of the many federal roads and filled with filthy water, asked in wonderment “so where is government?” Right now, absolutely no govt in our communities is a fundamental flaw (different from govt presence o) –Igwe (govt appointed agent/spy), Town Union (self-enacting CBO, not known to govt, no accountability to govt so no funding)

A: -put the missing tier of govt in every community (4th tier, but its actually the 3rd tier), Community Government (CG) elected by community in open elections and tenured (I suggest 3yrs)
B: -Channel funds (LG and State) directly to CGs for maintenance of infrastructure and government services –schools, maternity, water schemes, road repairs, etc. while direct labour agency of State handle bulk items and interventions –new school blocks, government quarters, bridges, etc.
(Over 437? autonomous communities receiving N1m every quarter =437million (equals subvention to ESUT). I know precisely what N4m in a year can achieve when in direct control of our village heads who will augment it with counterpart contribution of free labour and materials (sand, gravel, laterite, etc.)). Talk of multiplier effect.
C: Support and strengthen CGs to identify and establish ventures on common community lands/assets (palm/cashew plantations, quarries, sharp sand mines, fast-growth forestries, fisheries, etc.) as sources of IGR.

[Principality of Monaco comes to mind: second-smallest independent state in the world; occupies just under two square kilometres, 36,371 population]

It is not about size, treat every community as an economic unit within the State and every CG will maintain a current account with State Govt.
Enablers:
-Enugu marketing company: stop marketing Thailand rice to Enugu and begin buying up and Marketing Enugu products (from the CGs) to the world (just like produce boards)
-DLA (Direct Labour Agency): a pool of skilled/unskilled craftsmen on govt payroll readied for intervention in every community (real VEC)

Sir, Spyder, all the issues you raised are cogent. I have promised to be of good behaviour in the board (always) wink. I have therefore adopted some additional codes of conduct to walk the talk:

1st, no looking back - the past is history, so is Chime. Forward ever, nkiru ka. All I will be here for will be ideas for the future (sharing that is)

2nd, no mention of names -Cime, Chima, Ekwere all distract from the core concept. I will only acknowledge and give credit as due.

You worried that some of the ideas being so out of touch with reality that I wonder if you mean well for this state. I sure mean well for our dear State. I simply believe that we cannot continue to do things the same way and expect a different result. That said, BuddahMonk, I thank you most honestly and I promise you that I will visit the Anambra board. You just confirm to me the heading or the url. But don't be disappointed if I say the truth, which is, I may not be able to contribute much. Reason: I don't really know the State that much. I was born in Enugu, all my school and I live in Enugu now. Remove about eleven years I spent outside, mainly in Lagos, I now the issues like the back of my hand. But I can only boast of few nights spent in Onitsha and only 1 night in Awka.

So, as I hate theorists and generalists, I would hate to be hated for bringing generic and hypothetical concepts to your board, but visit I will, and I promise that if I see where I could make positive impact, I will not hesitate.

Chime's urban beautification programme, to be is too elaborate, too expensive and has not allowed the government to achieve good grades in other very important and strategic areas. But the sad part is, it is not being executed with frankness. 9th Mile and Emene are part of Enugu but you see horrible sites just 3minutes drive from the fringes of the Enugu City centre, why?

But you see, that where we depart, in general term, yes infrastructure, yes. But in specifics, what infrastructure?

The most crucial infrastructure in Enugu City is not traffic lights -it is expansion of water supply infrastructure. There is no enough water in the city and it is growing. No single new source of water for Enugu city in 8years.

Thats just an example. Infrastricture for rocket launch is infrastructure, but is it what is needed.

I asked a fellow here to list out in his thots 5 most crucial issues facing an Enugu man and I will list mine so we compare. He ran away. It is when we have listed and prioritised the issues impinging on our growth to prosperity that we can assess whether the re-paving and paining is what our government should be doing at this point in time.

So, i won't accept the generic infrastructure and begin to heap praises when there is no water here and our parents in the village are dying of hunger. Enugu has been blessed with people that can decipher things and that are capable of deeper reasoning

I don't think it is a good way of exchange to be second-guessing one another. Your antics are not new to me. I have worked well and dealt with many your type. So I will break the jinx.

First to show you I am ok (a dim ok):

In market woman's parlance, enabling environment means anything put in place by government to enable individuals, communities, businesses, other organisations (the legal populace) to actualise their potentials. It is in form of policies, laws, physical and other infrastructure, regulation, access to resources, -simply any act of State to enhance viability of the population and composite elements of the given society

Here, I do not want to make any presumptions on your thought proces but it will help if you can in your own words first define what you understand is an enabling environment as concerns governance and how that relates to your State. It is then and then only can one understand your policy proposal to enhance this environment which you"deem non existence" in your state.

Next of course is development of the hinterlands which constitutes over 80% of the land mass of the State and where over 60% of its population reside. Right now, our hinterlands are resource-rich "wastelands" because of lack of concerted effort to integrate them into the mainstream economy of the State.

VEC is hog wash!

It was supposed to serve as a plank-form for enactment of the right governance framework to usher in genuine locality administration. Alas, it became more political inclined which I don't have a problem with, but I have a problem with it being used for eye service -to give villagers the impression that government cared and would come to their aid, meanwhile, nothing mege!
As Spyder gleefully shares pics of cleaned up roads in Enugu core centre, the road to Umaga, Ezimo, Obinofia, Nachi, Ugwuoba are rotting under compete neglect

These two areas could have been uplifted in the last eight years, which had the highest oil revenue. Apparently, talking about the fast-fading latest oil boon in Nigeria, Enugu has squandered that "little" thing it gets on fancy -a non-regenerative urban beautification that has no end. All we have to show is painted and re-paved Enugu City centre (Emene no follow o!). I had thot people with little have more sense.

Please indulge me again so that we can delve into the nitty gritty of your proposal.
Lastly I was reminded in elementary school that individuals make up a village,town,city,country and it does not take all of them to shift the course of their place of abode...its on you, me anyone out there. We the people are the government not some ghost.

Fine, I'm happy I got you where I wanted you.

First, I stated that it is unforgivable for people to come to this form todefend Enugu government on the basis of smallness of federal allocation it recieves. I called it a self-inflicted injury. I stated it and you highlighted it, the steps to be taken to grow the State's economiy, in pracyical terms, as has been seen to work in Anambra State, just nearby.

Second, I concurred with a position taken here that the current governments total neglect for the rural areas was suicidal and that an integration of our rural economies to the mainstream should be central to the State's development strategy. And that I have some thoughts (real go-to-market ideas) we could begin to share here and now.

So please stop waiting for government to feed you, because it wasn't meant to...it is not their role to feed you, clothe you or find you a wife or husband.

If you really care about the poor in your state. Then start a large company to employ them and stop waiting for someone to do it for you.

When I was discussing expanding the economy, I was talking about the role of State, and not for me to be fed. I was precisely discussing the 'environment' -the enabling environment, Sir.


There is a fundamental flaw in your pitch and I fear it may not be fixed b'cos I read you as a theorist.

For the umpteenth time, we allow the State to drift when we fail as a people in the role of civil society in shaping government action. We cannot leave them alone. We have to be part of policy debates, public presentation of draft statutes, public finance and appropriation reviews, etc. That is is how it works best.

In your first post, you said you failed to see the most essential ingredient being the role of the individual (You and I). I left it because it was unfortunate that you failed to see it in the ensuing act of engaging in debates that is capable of transforming public policy. If we had progressed to discuss rural development, perhaps the next commissioner for rural development could pick a few points.

But you chose to debate out of context. That is what, in the olden days, was termed op. Now op, especially here means original poster. I actually meant the old "out of point"

Now if you wish to switch the discussion to how individuals can excel, fine, but it is a different topic and I would most likely take a different pitch than asking Enugu kids to emulate Ford or George Soros when we lack the enabling investment plank form.

With hope that you will retool and refocus on what will be beneficial to very many, can we now discuss "the role of government which IS TO PROVIDE ENABLING ENVIRONMENT". Or would you, in your usual character, say it is entirely up to me? Retool and the discussion will become useful. How can government perform its role, which is, to provide the right environment for private enterprise to thrive? How can next government in Enugu State improve the overall competitiveness of the State in the global market place? And lets see whether the answer will be macadamized thoroughfare and patachy, overpriced made in China traffic lights basically dumped on hapless ignorant people whom you wish to continue to be ignorant so that the fleecing of our commonly owned wealth will continue endlessly.

1. William Boeing like in Boeing aircraft employs 250,000 people
2. Microsoft as in bill gates employs over 150000 people
3. Toyoda as in Toyota cars employs over 300000 people.

The list is too long
But the uniting factor is that they created the "common wealth" you are screaming about without the government and now when they sneeze the government listens.
You know nothing stops anyone from besting the list above, but first one have to roll up their sleeves and grab the shovel or whatever and get to work with mininal noise.

You know quite well that I decided to take it easy with you. Comparing apples to oranges is a crafty tool of disinformation.

Nothing, hear me loud, NOTHING, can substitute the role of the State. I was interested in how to better focus the role of State. Mind you, Enugu has an economy that is dominated by State. So better society is much plausible if those in charge of State craft are properly focused and primed to serve the people.

Now you have listed American success stories, which are naturally in America that has remained the world no 1 success story. Toyota brand named after the city of Toyota in Japan is agreat success story of Asia's greates success story, Japan.

In each of the examples you gave, there is a nexus with a government that is able to carry its own weight. For instance, would you also list out the number of schemes that US Govt has for supporting entrepreneurs and budding entrepreneurs, not venturing into a vibrant venture capitalism sector that basically hunts down upstarts with great idea. An earthquake occured in Japan, destroying major arterial roads and the over 200km road was fixed within a span of 10 days. Your government is still telling stories on East-West Road, Enugu-Onitsha Road, Okigwe Port Harcourt Road, etc. and your solution to it all is leave them alone.

Just like we were told then, as biafrans, that we could defeat well-armed federal troops with cutlasses and clubs. Bros, if you were part of Ojukwu's propaganda machine headed then by Chukwumerije with late ace spin doctor radio announver, Okon Okon Ndem, pls say so. But the shocker for you is that it is over 45years dated. It won't work in modern day society.

It will help for us to define and agree the role of the State. I do not agree with you that all we need to do is to leave government alone to do what it pleases. That is not what happens in the US. Get your facts right.

Right here, I was of the belief that the nice pics courtesy of goodman Spyder880 could be put in context, in the right frame as a lopsided effort of a team that could have done much better.

Now, you won't go far tutoring me or anyone about how to be self reliant. Reason, you sound clearly as a salaried worker and your examples are rusty -why pick the Rockyfellas, the Boeing and Microsoft when you can mention Peace Mass Transit that has over 2,000 buses on different routes all over Nigeria. Who are you trying to intimidate by your google search, eh?

But just before we finally leave them, I give you a case study of two States -Akwa Ibom and Enugu. Of all the differences in their financial status, etc. there is one uniting set of factors. They are States where the incumbents have pursued pipedreams for their people and backed it with heavy meadi blitz. Akwa Ibom -uncommon transformation; Enugu -massive (Enugu) urban infrastructure upgrade. Meanwhile unemployment poverty rates in the States continue to sky-rocket. Elitist -Elitism, you choose. Whats the reward? When it was time to call on the people, the people were on the other side. How come the uncommon transformer is fighting in trenches trying to get a successor in and how come Chime of Enugu is failing woefully in holding an ordinary State Chapter of the Party intact. Go also to Ekiti and find out why a PhD holder sitting governor was upstaged by a man that started as a bus conductor.

The choice remains ours

Take spyder the producer of this thread for example he does not depend on the government for his livelihood. He goes out there and bring home the bacon.
You have identified the states resources, why can't you use your own intellect,connections and other resources to exploit those resources in your State Enugu and employ these "teeming unemployed" people in the state. Am sure your kind is what the state really needs. To bring home the bacon. If you haven't got the news yet. Here it is. Governments do not produce jobs but enabling environment for people like spyder to prosper

Yea, sure. This is quite smart. Instructive too. We should bring ideas of what we can do as individuals.

If you say that and mean we should leave government alone, I say, em em em. Well, should we leave government completely out? And me, ordinary me nwa Omeje begin to exploit coal deposits in Ezimo, Limestone/Cement in Amechi-Idodo, Gas in Ugwuoba and so on? Okay I get the drift -leave government alone... don't even utter a word and let them do whatever they like with our common wealth -like dealing with items that don't come anywhere near the real needs of the people. Perfect!

Well, crazy Amaechi once said that those in government steal public funds because we, the public, allow them.

Now I am confused. I thought it was global best practice for civilians (civil society) to hold government accountable. In fact before then, help in shaping policies and programmes of government.

Now it is clear that I have just been taliking to myself.
