We have a very old big pear tree in our compound.
This is just my thought. Some branches of old trees might be weak due to termites or being weighty as a result of growing to one side. Then gravity sets in when breeze comes it gives way.

Another is the way we harvest roots of trees for medicinal purposes. This weakens the tree’s support so when breeze blows it will definitely give way.

Not everyone of those 3 million people needs the rice palliative.

Abuja is a rich city full of rich people who can personally buy tonnes of rice to feed the poor populace there without feeling the pinch.
I agree with you on this. There are rich people in Abuja. That being said, it means about 12,000 people will be interested in the palliative. That makes sense. One bag of rice per head. If most of the rich people among them decide to support the government with additional bags then it could be 2 bags per head. Wow! The thing really favour Abuja residents and their families.
