(Bloomberg) -- Ghana’s currency dropped past 10 to a dollar for the first time as investors await a financing deal with the International Monetary Fund. The cedi has dropped more than 38% this year making it the worst performing currency after Sri Lanka’s rupee among 150 economies tracked by Bloomberg. “Ghana’s assets are facing pressure and this is common across high-yield emerging markets,” said Yvette Babb, a Netherland’s based fixed-income portfolio manager at William Blair International “The move, however, has been particularly pronounced in Ghana.” Investors have dumped the cedi and the nation’s bonds this year as concerns about the impact of a global slowdown in demand for commodities such as cocoa have risen. Those movements fed an inflationary surge and pushed Ghana to begin talks with the IMF in July over an assistance package of as much as $3 billion. The yield on Ghana’s tranche of notes due 2026 rose 49 basis points to trade at 25%, a record, by 9:43 a.m. in Accra. “We obviously had supporting comments from the IMF MD over the weekend, however technicals remain weak in Ghanaian credit and local currency,” Babb said. “There is no marginal bid for Ghanaian bonds with the street showing a lack of appetite for paper, so when the market sells off, the moves in Ghana’s credit are exacerbated” The West African nation’s central bank earlier this month increased its benchmark interest rate by the biggest margin on record to 22% to slow the decline. The pastor of a megachurch in the Dallas-Fort Worth area has stepped down after he was confronted over inappropriate messages between himself and a woman who was not his wife over Instagram. Matt Chandler, the lead pastor at The Village Church in Flower Mound, Texas, announced his departure on Sunday, telling his congregants that the messages were not "romantic or sexual" but rather that the "frequency and familiarity" of the interactions — including what he called "crude jokes" that were "unbefitting" of someone in his position — were driving his decision to step down. He said that elders in his church believed the messages were "unguarded and unwise" and that they "revealed something unhealthy in me." “We cannot be a church where anyone is above the Scriptures and above the high heavenly call into Christ Jesus,” Mr Chandler said in his address. “The Word of God holds me to a certain standard. And I fell short.” The Dallas Morning News reports that Mr Chandler is also the president and chairman of Acts 29, which works as an international church planting group. The organisation said Mr Chandler will not longer participate in speaking engagements on its behalf. |

CNN- Brad Lendon After United States House Speaker Nancy Pelosi visited Taiwan in early August, the Chinese military staged some of its biggest ever military exercises around the island. Chinese warplanes swarmed across the Taiwan Strait and the People’s Liberation Army (PLA) even fired missiles over Taiwan, the democratically ruled island that the Chinese Communist Party claims as its sovereign territory despite having never controlled it. Those Chinese military exercises set what some analysts and officials feared might be a “new normal” across the strait: A more permanent PLA presence ever closer to Taiwan. US officials, meanwhile, vowed Washington would stay the course and Chinese intimidation tactics would be challenged. On Sunday, the US Navy sent two guided-missile cruisers through the strait, which China now claims as its “internal waters.” The US and others maintain the strait is international waters under the United Nations Convention on the Law of the Sea. It was the first time in at least four years the US Navy had sent two cruisers through the strait, said Collin Koh, research fellow at the S. Rajaratnam School of International Studies in Singapore, who has been keeping a database on the transits. “Having two instead of the usual one vessel to do this mission is certainly a ‘bigger’ signal of protest against not only Beijing’s recent military exercises around Taiwan following the Pelosi visit, but also in response to Beijing’s attempt to subvert the legal status of the waterway and the longstanding freedom of navigation rights through the area,” Koh said. That the US warships made the transit Sunday was no surprise. They have made dozens of such voyages in recent years, and US officials had said transits would continue. What was surprising to analysts was the muted response from Beijing. The Chinese military’s Eastern Theater Command said it monitored the two ships, maintained a high alert and was “ready to thwart any provocation.” Even the state-run Global Times tabloid, known for its often jingoistic and staunchly nationalist editorials, said the presence of the two cruisers brought “no actual threat to China’s security.” Related video: United States shows unwavering support for Taiwan; navy chief raises concerns over China developments, not just in Taiwan but also the China India border. Past transits have elicited a stronger response. After the destroyer USS Benfold went through the strait in July, Col. Shi Yi, spokesman for the PLA’s Eastern Theater Command, described the US as the “destroyer of peace and stability in the Taiwan Strait.” While earlier this month, the Chinese ambassador to Washington, Qin Gang, called on the US to halt naval transits, saying they intensify tensions and embolden “Taiwan independence separatist forces.” “If there’s any move damaging China’s territorial integrity and sovereignty, China will respond,” Qin told reporters in Washington in response to a question on possible upcoming transits. Koh, the analyst, noted Beijing’s comparatively tame statements Sunday. “Why didn’t the Chinese go beyond that given their earlier strong opposition to Washington’s professed intent to continue such transits?” he said, offering three possible factors. Firstly, Beijing may be wary of “international blowback,” as any attempt to curtail US Navy navigation through the strait could be seen as threatening the rights of vessels from other nations to go through the waterway. Secondly, after the Pelosi visit to Taiwan, Beijing suspended key military communications channels with Washington, raising the risk of misunderstandings during any PLA Navy-US Navy interaction. Thirdly, there are other areas where Washington and Beijing do cooperate, and China may not want to strain those, Koh said. “It doesn’t make sense to provoke further heightened tensions that can potentially escalate into a clash,” he said. Carl Schuster, a former director of operations at the US Pacific Command’s Joint Intelligence Center in Hawaii, suggests a fourth possibility. “I think (Chinese leader Xi Jinping) is going to avoid any action that might strengthen the Republicans’ and other China hawks’ chances in the upcoming elections. He doesn’t want a House and Senate that may enact legislation that more strongly supports Taiwan, or limits Chinese investment and influence in the US,” Schuster said. Meanwhile, he said, the use of two cruisers in the latest strait transit might not be seen so much as a statement, but as reasonable military planning. “Given China’s threats and recent missile firings into international waters … it does seem prudent to have two warships transit those waters together,” Schuster said. And expect the US Navy to go about business as usual with regular transits of the strait, he said. “Under international law it is international waters and so there is no official dispute on its status,” he said. “The US Navy transit makes that statement quietly and effectively.” |

California votes to ban new gas car sales by 2035 By Ella Nilsen, CNN Updated Aug 25, 2022 (CNN) - California air regulators voted Thursday to approve stringent rules that would ban the sale of new gasoline cars by 2035 and set interim targets to phase the cars out. The measure is a historic one in the US, and would be one of the first such bans worldwide. It has major implications for the US car market, given how large California's economy is and that several states are expected to implement similar rules. "This is monumental," California Air Resources Board member Daniel Sperling told CNN. "This is the most important thing that CARB has done in the last 30 years. It's important not just for California, but it's important for the country and the world." The board's new rules would also set interim quotas for zero-emission vehicles, focusing on new models. Starting with 2026 models, 35% of new cars, SUVs and small pickups sold in California would be required to be zero-emission vehicles. That quota would increase each year and is expected to reach 51% of all new car sales in 2028, 68% in 2030 and 100% in 2035. The quotas also would allow 20% of zero-emission cars sold to be plug-in hybrids. The rules would not impact used vehicles, allowing them to stay on the roads. The rules won't be immediate, and will go into effect in 2026, Sperling said. Multiple states are expected to follow suit. Already, 15 states including Colorado and Minnesota, as well as states on the Northeast and West Coast followed California's previous zero-emission vehicle regulations. California doesn't have an exact count of how many of those states will adopt the 2035 ban on new gas vehicle sales but expects the "majority of the states to follow," said Alex Stack, a spokesperson for California Gov. Gavin Newsom. New York, Oregon, Washington state and Rhode Island officials confirmed to CNN they plan to adopt California's rule through their own rule-making process, while New Jersey and Maryland officials said they were reviewing California's decision. Public comment in Washington state on a similar plan will start September 7. "This is a critical milestone in our climate fight, which is why Washington is poised to institute these same requirements by the end of the year," Washington Gov. Jay Inslee told CNN in a statement. "We look forward to partnering with other states and the Biden Administration to rapidly reduce the country's primary source of greenhouse gas emissions." New York State Department of Environmental Conservation Commissioner Basil Seggos told CNN in a statement that California's Thursday vote "unlocks New York's ability to adopt the same regulation." Sperling said that if most of these states follow California's lead, it could transform the US auto industry. "This is a big part of the US market," Sperling said. "Even if the feds don't move on a regulatory perspective, a big chunk of the country will be moving forward." Sperling added the process of drafting the rules had received "surprisingly little debate" and pushback from car companies, a signal that companies themselves are embracing the move to zero-emission vehicles. Several companies including Ford and GM have already announced ambitious plans to move toward zero-emission cars, trucks and SUVs. "The car companies see what's happening in China, in Europe," Sperling said. "Many of them have already made announcements about how they're converting totally to electric vehicles." Thursday's vote is the culmination of years of work; in 2020, Newsom signed an executive order mandating that all vehicles sold in the state must be zero-emission by 2035. "What these new standards do is set the roadmap to get there," California Lt. Gov. Eleni Kounalakis told CNN's Kate Bolduan on Thursday. California also got a boost from the Biden administration, which reinstated California's longtime ability to set its own vehicle emission standards earlier this year.
