Preparing for a contentious round of elections, Nigeria announced Tuesday a set of voting-day restrictions that would halt the movement of all but the most essential traffic in the West African country. With the exception of fire trucks and ambulances, officials decreed a “total restriction” on vehicles beginning when polling stations open at 8 a.m. March 28 and lasting throughout the day, when residents of Africa’s largest economy are scheduled to vote for a new president and parliament in Nigeria’s first nationwide elections since 2011.

Election-day travel restrictions aren’t uncommon in Nigeria, which has been rocked by political violence in previous years. But this election may prove particularly sensitive, as President Goodluck Jonathan jockeys for a second term amid criticism that his government has done too little to fight Boko Haram insurgents.

Nigerian officials postponed the elections for six weeks after its original February date over security concerns. The move worried international observers, and Jonathan’s chief rival said the election delay “gravely compromised” the independence of its election process.

On Tuesday, reports emerged that more than 400 women and girls had been abducted from Damasak, a village in Northern Nigeria that has been recently liberated. Government officials have yet to comment on the reports.

“Adequate security logistics and manpower have been strategically deployed to achieve a most conducive electioneering atmosphere,” Inspector General of Police Suleiman Abba said in a statement. “Policemen for election duty have been properly trained, briefed and sensitized on their roles.”

Despite the ban on motor vehicles, the elections are expected to draw a major turnout. Nearly 80 percent of voting age citizens reported in a recent survey that they plan to vote. Polling suggests that the results remain too close to call. A round of gubernatorial elections, scheduled for April 11, will be subject to the same travel restrictions.

The opposition All Progressive Congress party and its supporters are expected to dispute the election results after polls have predicted the tightest presidential campaign in Nigerian history.

“The possibility of a disputed outcome is very much there and it could be very dangerous,” said Jennifer Cooke, director of the Africa Program at the Center for Strategic and International Studies (CSIS) in Washington. “If there are allegations of rigging – even if it’s unproved – political tensions are so high and polarization is so deep right now, that could very well lead to violence.”

Allegations of ballot rigging is a dangerous narrative in Nigeria’s presidential election, and Jonathan is no stranger to such accusations. Jonathan secured an outright victory in his last presidential election against Buhari, a former military dictator, by winning about 59 percent of the vote. But the win was hotly contested in the north and post-election violence killed 800 people in 2011 and 75,000 others were forced to flee their homes.

Last month, Jonathan decided to postpone the presidential election from February 14 to March 28 because the Nigerian military said it couldn't ensure voter safety, particularly in the northeast, where Boko Haram militants have taken hold. The delay prompted further suspicion from Jonathan's critics of vote rigging.

But security forces have claimed some success against the terror group in the last six weeks, and electoral officials said they have had more time to distribute voting cards. As of Tuesday, about 82 percent of registered Nigerian voters had collected the cards required to take part in Saturday's election, Reuters reported. Attahiru Jega, chairman of Nigeria's Independent National Electoral Commission, said the commission is fully prepared and nothing can stop it from holding “flawless or near perfect elections” this year, the Daily Post in Nigeria reported.

Life in northern Nigeria has changed little under Jonathan. Electricity access remains limited and many people still live in mud and thatch houses. Modern energy sources are needed in these rural areas to improve health, education, transportation and commercial development, according to the Solar Electric Light Fund, a Washington-based nonprofit.

Jonathan, a 57-year-old southern Christian from the petroleum-rich Niger Delta region, could stifle post-election violence in the north by providing the region with real economic benefits such as building roads, raising incomes and improving electricity. Jonathan must also address the national security crisis by continuing to eliminate the Boko Haram insurgency in the northeast, which has killed and displaced thousands of Nigerians.

“He’s going to have to do more than tokenist public appearances,” said Darren Kew, an associate professor of conflict resolution at the University of Massachusetts Boston and the executive director of the Center for Peace, Democracy and Development.

Nigeria is Africa's largest economy and lead oil producer, generating about $70 billion in state revenue each year -- more than two-thirds of which comes from exports in gas and oil. But very little revenue trickles down to help the rural population because more than 70 percent of the federal budget is spent on the salaries and benefits of a million public officials. Nigerian lawmakers make up to $2 million a year, according to Bloomberg News.

Critics have argued that government corruption has worsened under Jonathan's administration, and Nigerian lawmakers are in politics to get rich rather than improve the welfare of the Nigerian people. Nigeria's president plays a decisive role in dispensing state revenue, and both Buhari and Jonathan have pledged to combat corruption.

Buhari, a 72-year-old northern Muslim, has publicly spoken against violence and voiced his support for a peaceful election. But it's unclear if that will prevent tensions from escalating between the predominately Muslim north and the predominately Christian south if Jonathan wins a second term.

"Our hope is that there will not be any (violence). But political history shows there will be," said Jideofor Adibe of Nasarawa State University in Nigeria.

I think violence is imminent irrespective of who wins or looses. @ the bolded part, it is not attainable, with just days to the election. I voted for Jonathan during the 2011 election but I am not doing that again. How can I vote in a leader who sits back and lets gun men kill thousands of his people and only takes it seriously 6 weeks before the election just because he wants to be reeclected. wont he leave us to our fate when the election is over? The Independent National Electoral Commission on Tuesday said it had accredited 107 domestic and international observers to monitor the general elections slated for March 28 and April 11, 2015.

Among the accredited observers are embassies of 11 foreign nations of the United States of America, Switzerland, Britain, Germany, France, Japan, Canada, Ireland, Australia, Ghana and the Republic of Korea.

This is contained in a CD labelled ‘2015 General Elections Observers Information Pack’ which the commission included as part of the package it presented to accredited journalists to cover the polls.

The commission listed 14 international and regional organisations as part of the accredited observers. The remaining 82 observers are domestic groups.

Among the international organisations are International Foundation for Electoral Systems; UN Women; International Republican Institute; Africa Students Association of Ireland; National Democratic Institute for International Affairs; UNDP/DGD Project; Centre for Conflict Management, Kennesaw State University, Atlanta Georgia, USA; Commonwealth Observers Mission; and Independent Electoral and Boundaries Commission, Kenya.

The rest of the international organisations are Oxford Department of International Development, University of Oxford; European Union Delegation to Nigeria; ECOWAS Mission; European Union and Election Observation Mission.

Among the 82 domestic observers are, New Partnership for Africa’s Development, Centre for Strategic Conflict Management; Global Agenda for Total Emancipation; Citizens Right and Leadership Awareness Initiative; Justice Development and Peace Commission (Catholic Caritas Foundation of Nigeria); Fundamental Rights League International ; Police Service Commission; Centre for Grassroot Development and Crime Prevention; and Centre for Civic Education (aka Transition Monitoring Group)

They also include Centre for Policy Advocacy and Leadership Development; Election Monitor; Institute for Peace and Conflict Resolution; Society for Equity, Justice and peace; Justice & Equity Organisation; Cleen Foundation; and West African Network of Election Observers.

Also contained in the INEC’s guidline CD are, the soft copy of the Electoral Act, Summary of Polling Units and Voting Points nationwide, Directory of Polling Units Revised Draft, 2015 Info Kit.

Morocco has recalled its ambassador from Nigeria, accusing the authorities there of using King Mohammed VI in an election campaign.

Its foreign ministry issued a statement, denying the king had spoken by phone to Nigeria's President Goodluck Jonathan, as had been stated by Nigeria.

The North Africa kingdom denounced such "unethical practices", it said.

Nigeria has denied that the king was being used to win over Muslim voters.

Mr Jonathan, a Christian from southern Nigeria, is facing a strong challenge in the 28 March elections from opposition candidate Muhammadu Buhari, who is popular in Nigeria's mainly Muslim north.
'Astonishment'

The Nigerian ministry of foreign affairs released a statement on Sunday, denying reports that President Jonathan had been snubbed by King Mohammed because he was trying to curry favour with Muslim voters.

"This information is absolutely not correct as the president did in fact speak to the Moroccan monarch... both leaders spoke extensively over the phone on matters of mutual interest and concern," it said.

However, Morocco's foreign ministry responded by saying it wanted to state in the "clearest and strongest terms" that "there has never been a phone conversation" between the two men.

"The king has actually declined the request of the Nigerian government because it is part of the internal electioneering," Morocco's official news agency Map quoted the statement as saying.

"The kingdom of Morocco expresses its astonishment and denunciation to these unethical practices that are contrary to the spirit of responsibility that must prevail in relations between states."

As a consequence Morocco's Abuja ambassador was being recalled immediately for consultations, it said.

I just walk up to them, tell them about the humans of Lagos and what it's all about if I get lucky, I'll get the chance to discuss with the person and I usually start from something that is not personal and as the person gets comfortable enough, they start opening up and I've come to realize most people are always willing to talk just that no one cares enough to ask them.
That aside, it hasn't been an easy ride to be honest, I've had so many challenges, from been nervous to approach people to getting shut down by people I approach some rude and some wouldn't even care to let me finish explaining to them at some point I've felt like abandoning it, The first day was the most challenging. That morning I walked over 18KM without getting a single person to talk to, I walked hopelessly from Orile to Bode Thomas to Ojuelegba then Yaba and finally Akoka, I was afraid to approach people and when I did my nervousness would show and I think that made them uncomfortable too. I was dejected and had made up my mind to give up and was going to get soft drinks and start going home when I met the first person I talked to, Mr C. along Unilag faculty of SS, I said hi, introduced myself and told him about the project and he agreed and we got talking and before I knew it, I had spent more than 20 mins talking to this stranger who I just met and believe me anyone who saw us would think we've known each other for years, we were just talking about random things, football etc and one thing led to another and we got into personal things and he told me about how his Aunty had brought him to Lagos and put him on the street instead of sending him to uni as she promised his parents etc I spent more than 30 mins with him and that was my first post. Talking to him made me forget all the past rejections made me believe I could actually do it and motivated me to continue I think that was the turning point. I still get nervous but I've come to understand that not everyone will say yes or willing to let a stranger into their personal life and I've come to make peace with that so when people tell me no I don't let it weigh me down I just think about the amazing people that have said yes and the people they've motivated and that keeps me going.
Yesterday I met one of the most interesting people I've been blessed to talk to in this project, Ahmed the sponge seller, I met Ahmed sitting on bench facing the lagoon in cms and I walked up to him and told him about the project, and he agreed to talk to me What got my attention was how he was knitting the sponge, I always thought they bought it like that so that was how we started our talk and he told how he had escaped boko haram, at a point he was close to tears, telling me about his friends that might have been killed he kept praising God for saving him and blessing him with this new life, it was an emotional encounter. He told me about his plans for the future and how he plans to expand his business, he really loves the business. The hour I spent talking to Ahmed has been one of the best things that has happened to me, it was so inspiring. Sometimes when I feel like giving up, I think about Ahmed's story and the rest of them and realize there are many more people out there with stories that will inspire thousands and that's what keeps me going. So Uj, that's how I get them to talk to me about their lives, you see? you asked me a "simple questions and see what it has led to, that's basically how it happens outside there, most of those people I talked to, I think that's the first time someone has taken time to ask them something like that just as you've been the first person to take time and ask how I get the stories. People are willing to share but no one cares enough to ask or listen Thanks Uj, I'm really glad you asked. ABEOKUTA – HIDE and seek! That aptly captures the processes that led to a closed-door meeting between President Goodluck Jonathan and former President Olusegun Obasanjo, yesterday, in Abeokuta, the Ogun State capital.

A top supporter of Jonathan told Vanguard at about 8.30 p.m, yesterday, that “the meeting is holding now” and declined further comments.

An unconfirmed report last night stated that the General Overseer of Redeemed Christian Church of God, Pastor Enoch Adeboye and the Founder, Winners Chapel, Bishop David Oyedepo, were part of the meeting, which began at 7 p.m, last night.

The presence of the religious leaders as witnesses, sources said, was part of the conditions Obasanjo gave to hold any talk with President Jonathan.

The media was awash with expectation and anxiety over what the outcome of the two leaders’ meeting would be. Obasanjo, recently came down hard on Jonathan accusing his administration of squandering $55 billion crude oil savings and reserves. Jonathan had in turn promised to expose what former leaders and heads of state failed to do while in office that stunted the country’s socio-economic growth. He later added that some leaders were behaving like motor park touts, a comment that was perceived to be aimed at Obasanjo.

However, Obasanjo attended President Jonathan’s niece’s wedding in Abuja, weekend, and was well received as he had warm handshakes with President Jonathan and his wife, Dame Patience Jonathan.

Thus, it was not surprising that the speculated Abeokuta meeting raised hairs. At press time, yesterday, there were different reasons the meeting could not hold during the day. One account said the meeting could not be held in the afternoon because President Jonathan snubbed Obasanjo. Another account said the former president avoided the president by leaving his house where the meeting would have been held on hearing that Jonathan had arrived in Abeokuta.

The hide and seek game

Indeed, the former President left his palatial Hilltop building in Abeokuta, immediately Jonathan arrived the state capital.

Obasanjo who was driven out in his black SUV and one security Hilux van, shunned his main entrance and made use of his private gate.

Vanguard was at Obasanjo’s house to cover the expected meeting between the two leaders and observed that some security personnel who had been detailed at the former President’s house suddenly disappeared.

A source close to Obasanjo’s Hilltop mansion in Abeokuta had earlier confided in Vanguard that President Jonathan was not in Obasanjo’s itinerary for the day.

He also hinted that Obasanjo jetted out around 2: 59 p.m few minutes after the helicopter that flew the President to the state, touched down.

Operatives of the Department of State Service (DSS) who had earlier besieged Obasanjo’s Hilltop mansion as early as 6a.m in anticipation of President Jonathan’s arrival also left the place at exactly 3.10p.m when it became obvious that Jonathan was not coming.

Jonathan, however, arrived at the M.K.O Stadium in Abeokuta at exactly 3.50p.m and headed straight to the state box from where he later moved out to acknowledge cheers from the crowd who had thronged the stadium venue of the campaign as early as 7. 30a.m.

Asked why President Jonathan ‘dodged’ Obasanjo and refused to visit him despite being in Abeokua, Senior Special Assistant to the President on Public Affairs, Dr Doyin Okupe, said: “Dodge Obasanjo? How? The president just left the stadium now and he is in the presidential lodge in Abeokuta, resting.”

The meeting, last night, however ended at 9.53 pm without official statement from both parties.
Jonathan woos Ogun voters
At the Abeokuta rally, President Jonathan promised to create additional eight million jobs for Nigerian youths in the next four years, if re-elected.

While referring to Gen. Mohammadu’s Buhari’s assertion that if elected, he would ensure that all guilty corrupt persons are jailed, Jonathan said: “It is my prayer that a time will come in Nigeria that there will be no single prison in the country.”

He then told his audience: “You have a choice to vote for those who will build more prisons for you or my administration which will build more schools for you.”

He said his administration was already working with eminent Nigerians in private sector to make the mission a reality, saying that the party was out to fight poverty through wealth and job creation.

The president said that the Federal Government had set up a technical committee to that effect which was headed by Vice-President Namadi Sambo to work the modalities for the creation of at least two million jobs every year. He explained that the Federal Government was also working with Tony Elumelu, Chairman UBA and other investors from the private sector in order to achieve the goal.

He said: “We are out to create jobs, our target is to create not less than two million jobs every year. We are working with the private sector. Tony Elumelu is part of them and when we are talking about Elumelu, you know we are talking about a serious investor.”

While explaining that PDP had changed the face of Agriculture in the country, President Jonathan declared that the PDP-led Federal Government would integrate Commercial Agriculture into the Secondary schools’ curriculum to create wealth, more jobs and to reduce the country’s balance of payment deficit on imported foods.

We’ll win war against terrorism, says Jonathan at Mapo Hall

Meanwhile, President Jonathan has said his commitment and method of tackling corruption was not dependent on the number of people his administration tries or jails.

Though, he said his government has tried many Nigerians to show that it did not support corruption, he said the number of people tried on corruption-related offences would never stem the tide of the hydra-headed problem.

He said this at the ancient Mapo Hall, Ibadan, venue of his campaign rally, yesterday.

According to him: “If I try 10 million Nigerians and jail 5 million, that does not stop corruption problem. Let me re-assure Nigerians that we will win war against terror. My commitment and method of solving corruption is not in terms of the number of people I try or jail.”

President Jonathan, who used the forum to reel out the achievements of his administration, noted that his government had empowered over one million people through its various intervention programmes.

Other achievements, he said, include ongoing reconstruction of Lagos-Ibadan Expressway, power projects, Ibadan Airport renovation, Ibadan-Lagos-Kano railway line rehabilitation, among other empowerment projects cited in Oyo State.

This came just as the president urged Nigerian women to vote him in for another four years to liberate themselves or risk being restricted to the kitchen by the opposition.

Though, some aggrieved chieftains of the party who felt cheated in the way the party’s governorship candidate was finally selected were conspicuously absent at the rally, their absence did not take the shine-off the event.
Speaking one after the other, many chieftains of the party including governorship and senatorial candidates gave reasons the South-West should back Jonathan’s re-election ambition.

The Minister of State, FCT, Oloye Jumoke Akinjide buttressed the achievements of the president saying he gave $200 million to the South West to check flooding which claimed lives some years ago in the state.

The Ondo State Governor, Olusegun Mimiko said the South-West belonged to the PDP, adding that Nigerians should not vote for a president that cannot boot a computer because “the 21st century requires a president that is young, computer compliant and current .”

Mulikat Akande, the leader of the House of Representatives said the rally was to receive the president and to flag-off the party’s campaign in the state.

In attendance were the Vice President, Namadi Sambo; PDP National Chairman, Alhaji Adamu Muazu; Minister of State, FCT, Oloye Jumoke Akinjide; Senator Hosea Agboola; High Chief Lekan Balogun, PDP chieftain; Olusegun Mimiko; Mr. Femi Fani-Kayode, Director of Media and Publicity, Goodluck Jonathan Campaign Organisation and PDP senatorial candidates in Oyo South, North and Central among others.
