Sanwo-Olu has really bitten more than he can chew. The Army will do everything to protect their ends and that includes bringing the governor down through blackmail. The Army has said they didn't go there on their own but through the state government's invitation but Sanwo-Olu said men in military uniform went there, trying to be cunning with the answer. It would have been a different ball game if the panel is a joint military/civilian panel.

This is not a court. It's a Panel of Investigation/ Enquiry.
The Army may not be oblige to appear, but if they don't, the investigation will go on and they won't be able to explain their role. Wjen the Panel comes up with a recommendation of who to hold responsible, the State will go to court and the law court can subpoena anyone to come and explain his role
