Emperoh: This knotty issue again!
But it will keep popping up, since people are not yet so informed as to what to do and where to look for what you want.
But i will, to the best of my ability, address this issue as i understand it.

Most people who will say Cotonou is better are those whose businesses are serviced from that end.
Hence, they might not reveal all the attendant factors to you. But it is always better to be in the right light and present issues as they are.
It is just like me telling you that direct import from Yankee is your best bet since that is where i feed from.
But the final decision lies with the buyer. What we owe them as dealers, is to present them with the true and exact picture.
I feel more satisfied laying my chips on the table and the buyer walking away cos it doesn't favour him, than carry the burden of
managing series of lies that you have told all in a big to win the business.

I will summarise what these two purchase avenues offer you.
Cotonou gives you an array of options to choose from. From the clean title to the downright ridiculous lemons, they all have it all.
The market is a case of shine your eyes and shine it well because once your money enters their hands, that is the end of it. If the car is sound, your luck
if it is not sound, na you sabi. All i know is that you have paid and there is no going back.
The Cotonou auto mart is very very large! Almost the size of Festac in Lagos. U will need the services of a motor bike to able to criss cross
its length and breadth. As big as it is, so are the choices you have. But like the proverbial lizards that are on their belly, you can never differentiate the one with belly ache.

On the cost aspect, Cotonou is only cheaper than Lagos because, they will NEVER pay a duty on the import. That is to say, they smuggle in the cars,
then go and conjure some customs documents for you at a cheap fee.
Reason: the moment duty is paid on it, the price is no better than the direct American imports found in Lagos. This is why, some of them run into trouble or why some of the dealers going through that route can be insincere. But be mindful that there are sincere and honest ones as well. But do not expect that duty is paid on any vehicle brought in from Cotonou, unless you are willing to pay the price as stated. Even in cases like this, they still pocket the money. So shine your eyes.
Advantages:
Wide array of choices to buy from
Often times cheap and reasonable prices
A good dealer will help you get a good deal and nice, neat car.

Disadvantages
Poor customer service. The moment you pay, that is the end of it. No refund of money.
No customs duty is paid on the unit making your car susceptible to being impounded by Customs
Insincere middlemen can ruin your transaction or sell you a bad car.
Smuggling will mean that there is no fixed arrival time for your car
Logistics can be very cumbersome and risky atimes.
It's a risky journey up until your car lands. But MOST dealers who know their onions scale through almost every time.

Verdict: If you can stand the troubles, go with a dealer who knows the business well and is open, straight forward and honest and i assure you, you will have a nice shopping experience. Above all, pray to pay for the right car.

Berger
In all honesty, Berger can be a nightmare and a wonderful experience as well.
But one thing to look out for is the fact that most Berger dealers source their cars from Cotonou
While a good number of others are accidented cars from USA or Europe. It is a large market but i reckon it is also an expensive place to buy a car from.
They had a reputation of stocking stolen cars and i wouldn't know if this is still the case. Their sales people can sell you a lemon as brand new so watch out.
Personally, i will only buy at Berger as a last resort. Other car lots in Lagos offer much better options. But one major advantage of Berger is that most high end cars are decent buys. Where you have issues is when buying low end cars. Touts can also be a nightmare there so beware.

Advantages
Gives you the luxury of pay and drive off. No awaiting arrivals and endless stories
High end cars are pretty much ok to buy there.
A wide array of options to choose from though not as big as Cotonou
Strategic location makes it easier to locate and assess.

Disadvantages
Touts can be a nightmare.
If you can find your way around Cotonou, why go to Berger? Most of them source their cars from Cotonou
A bad reputation of stolen cars and other auto vending vices
The most expensive auto centre known to me. This is in the sense that they can sell you a lemon at the price of a clean, decent, accident free vehicle.
Insincerity of sellers abound.
Almost no refund when you have paid.

Verdict
Only go to Berger on two grounds. When you have searched and can't find the car in other auto outlets and
if you have a trusted ally in Berger. That's the only way to avoid the sharks there.

On a general note, buying a car is not an activity you can pull off from your desk especially if you are not so much into cars.
Extensive desk research should keep you informed on the various variables that affect the quality and price of car you buy.
If you can wait, look for a trusted dealer or ally to help you import your cars from USA or Europe or go to Ikorodu Road. Most dealers there still stock
decent, accident free cars but at a price that will sound almost ridiculous. But that's quality speaking.

Cars are not that cheap unless you are buying an 'accidented' or high mileage car.

okeyxyz: So what are the differences?? can you describe "first class", "second class" & "third class" traditional ruler? where & when did these categorizations start, Was he first-class amongst nigerian traditional rulers or just first-class over his kingdom?? It's not making sense to me, I'd appreciate some answers.
There are 3 - grades classification system according to the Local Government Acts & Parliament namely
* Grade A (Presumely what populace refer to as 1st class)
* Grade B (2nd class/grade)
* Grade C (3rd grade)
The grading system determinants are solely, among others of less weight, :
* type of settlement ( is it a city, town, village, kingdom etc)
* size of the town in terms of geographical land mass & its population
* the socio-economical contribution of such settlement to the purse of the State-Government
* the historical perspective of such settlement.

The State-Ministry of LG Affairs & Chieftaincy-Titles sees to issues pertaining to this.
Do try to know the class which your king belongs next time you go home.

What has this agency ever done for Nigeria?
Let's give credit where it is due. I probably would have shared your view if not for the stint I had with SSS & which afforded me to know little about DMI & NIA.
These 3 orgs are few of the performing & efficient FG - Setups.
They were behind the marked success recorded against the Kidnappings & High-profile Crime which bedevilled the South-East some few years ago.
It's just that the 'Anonymity' as a core feature of Civil-Service strictly applies to them as they work covertly, they are faceless & they don't take public credit.
The major 'cog in the wheel' to finding solutions to this problem & other ones afflicting Nigeria is actually its Size and Ethno-cultural diversity.
Similar large-sized and/or multiple ethno-cultural based territory can only be run efficiently practising Confederalism rather than Federalism, and this is what the so-called SNC is trying to address.

@ All, I still don't get to see why we are frying the yansh of Mr Sani Musa.
He pulled a 'call-for-peace' meeting btw OBJ & a key Northern element & the element was killed shortly after the said meeting & you expect him to come open to call names!

ACM10: There is no justification to prescribe a drug to any patient whom you've not examined, even if it is vitamin C. Patient's information can be misleading most times. Thereby necessitating doctor-patient interaction before treatment can be commenced. Prescription based on the information here alone is the worst form of malpractice u can ever commit in the profession. No one can defend your actions if the long arm of law close in on u.
Burrito: Are you for real about trying to justify your actions shocked Okay let's go there:
1. Have you heard of serotonin syndrome? Do you know what other drugs the guy might be on?
2. I bet you know about the side effects of withdrawing TCA treatment abruptly - you are setting up the guy for that obviously, by prescribing a 1 month treatment without taper.

I could go on and on...

What is wrong is wrong. Please do not try to justify HARMFUL medical behaviour.
Please, do not start making war at me. I'm self-righteous enough to know that what I did was wrong.
There are times that wrongs can be done to right some situations.
But I do know one thing, it is easy for us to start citing Law of Ethics & Morality when we are not the ones at receiving end nor when we've not suffered the illness. I know what it feels like to bed-wet in its entirety.
After all, you do not expect him to get the drugs except there is a sharp practice or he still sees a doc.
Despite giving it good consideration & being sure I didn't act out of impulsiveness nor out of sheer arrogant display of ignorance all in the name of knowledge as Burito claimed, I accept I did wrong & I wish I could takeout the post.

Burrito: If you are not a quack, you are sure acting like one. How can you come and be prescribing a Tricyclic antidepressant just like thathuh A drug that is NOT over the counter becomes a drug over Nairalandhuh If you are a doctor, you know this is absolutely wrong. So instead of displaying knowledge, do the right thing and refer him to PHYSICALLY see a doctor, instead of prescribing medicine to him over the internet.

* For 1, I stand to be corrected, I remembered telling him 1st to see a shrink.
* It is a well known fact that this is one of the few cases under-reported cases, because of extreme shame & loss of self-esteem, where a sufferer will only consult trusted friend or hearsays which almost doesn't work & is sometimes harmful.
Citing that it is TCA, as if it is more harmful or lethal than AcetylSalicylate/PCM/Castor oil is what suprised me.
This is one of the few cases where the controversial maxim ' Morals/ethics is not always beneficial/constructive ' hold.

It's too bad the Docs in the house have been obviously too busy to attend to him.
@OP, I'm deeply moved for your friend because that issue is a real highly embarrassing psychosocial condition.
It seemed as if he's exhibiting what we call REGRESSION.
I got some questions for him :
*When did it start?
*Is there any pattern or periodicity to the misnomer?
*Can he share what his dreams are like?
*In day-time, is he able to hold urine even when he feels the urge to void?
*Does he find himself leaking some urine when he tenses/raises the intra-abdominopelvic pressure ( carrying heavy weight, farting, cheery laughter, etc ) ?
*Has he been screened for Diabetes ?
*How frequent does he urinate during the day or when awake?
*Is he passing through a major stressful condition e.g owing a huge debt, fearing someone is after his life?
*How was his toilet training skills when young?, Who trained him? & how early was he able to achieve the toilet-skills?
*If if started bedwetting from Pre-School & Toddler age, did they use to abuse/deride or ridicule him with his younger siblings etc

There are too many questions to be asked.
Try to see a Psychiatrist.
Meanwhile, you can take this drug provided you are not up to 45&above in age nor are you having any form of Cardiac / Heart disease ( Longstanding Hypertension inclusive ) :
Tab Imipramine 75mg 6pm daily for 1 month.
Then take a chart of the number of occurrences.
NB : This drug may cause Delayed Ejaculation, Hypersomnia (Too much Sleep ), Anorgasmia ( Dysphoric Orgasm ), Dry mouth, tongue & buccal mucosa etc
Let me know how you feel.

That was the reason why I emphasized on small car. Most of the cars you cited are definitely not a small car except for the Civic (that is if it is below 1999)
I actually have an itch for a FULL-SPEC/OPTIONED Golf 3 (MKIII) manufactured in 98/99 with less mileage,manual transmission, diesel-powered engine(1.5 Kci) & ash/blue-colour.
My budget is 650-850bar.

Yeah !, I was actually waiting for someone to make a comment concerning her corresponding corroborative superb academic performance as a Master's Graduate of UI. You were on-point on this one.
Albeit, this is just a unique, rare & isolated case of the correlative outcomes of Public tertiary institutions versus the Private ones. I think your critics have more & deeper insight into realities on ground in respect to the above.
A graduate/post-graduate student of a Public University ( especially the 1st & 2nd generation universities ) is more likely going to prove his/her mettles as regards academic prowess/standing compared to that of a Private universities provided of same grade.
After all, most of the candidates in Private universities ( undergrads ) are fall-outs of stiff competition at the cheaper Public universities.
I'll cite a close case for you. A distant cousin of mine & 1-yr older than me struggled for greater years to gain admission but could not because of her 'lil-below average' cognition. Luckily for her, her father,having ventured into 9ja-politricks & polithiefing and becoming crookedly successful, got her admitted to study Law at LeadCity University.
God is great & His ways are amazing & un-decipherable!!! While I was holding my fear that she'll be thrown-out at most by 3rd year, she caught me with surprise right from her 100-level by being among the academical-topshots of her class. She narrowly missed 1st-class.
I'm not God & I can't play Him, but down within me, I know my cousin is a 3rd class ranger of many of the 1st & 2nd gen Public tertiary educational institutions.
But this is not always the case. There are rare exceptions or what you can term oddities.

I don't even know how to start cos this your question is a life-time topic. I have been trying for a veeee...eery long time to demystify the mystery enshrouding relationship's dynamics ( including its element such as sexual expression & behaviour)
1. Before I try attempting your post, your question really begs a ' Counter-question ' i.e " can we still find faithful girls ? "
Are the supposed 'Unfaithful guys' in question doing themselves alone?
Are they not commiting it with female counterparts?
FYI, most of inter-sexual relationships are usually 'INITIATED' by the females ( the so called 'Green-light' / 'Come-on' signs ), while the guys only respond to the 'perceived' Green-light by prompting the 'COMMITMENT/ACKNOWLEDGEMENT' of such relationship.
Let me drop an IED ( a bombshell ). In this modern dispensation, female folks engage more in sexual unfaithfulness than reported! I'm a Psychiatry Resident & my interactions with female patients confirmed so. What I hear during Psychotherapy sessions can 'blind' ( not deafen ) the ears of an average human.
Highly-classified Reports & Findings of Researches conducted in Human Sexual Behaviours revealed highly-shocking revelations e.g that women engage more in 'One-night Stands'; are more apt to engage in 3somes/group-sex; that by the age of 28-30yrs,a lady has had sex with am average of 18-26 partners etc.
I personally discovered, in the few years I worked in the Private Practice, that average 3 out of 5 ( about 58% ) has had 1-3 Voluntary Termination of Pregnancy either criminally or otherwise by the time of their 1st Antenatal Booking.
It is only that womenfolks know to keep their 'vocal organ' sealed. It took me a long years to know that a woman, unlike a man, naturally only allows you to see certain aspect of her personality depending on how she feels, how you behave as a guy & how she perceive you. That's why you go run if the Cherubic Sister's leader or the Angelic ChoirMistress reveals to you her Sexual blunders &weaknesses .
Nothing shocks me again as regards man-woman issue.
Have you ever asked yourself why women are naturally / born ' Confidentiality Secretary '?
Get into the deep worlds ( and I mean WORLDS) of a woman and your ego will be deflated, your pride humbled and your world-view/periscope radically redefined !!!
The damage that the current sociological dynamics in terms of gender & sexual issues has more impact on the female folks.
You need to see what guys & gals are doing on Social-Media Networks e.g 2go, Facebook, ebuddy etc . No sign of Reservedness, Conservatism, Tenderness etc( those desired innate feminine qualities ) with many of them ready to jump into conversation with any guy. Just go to those Ticketing & Transport Company etc AKTC, RTC, IMTC, ABC and see what happen in the bus especially long-distance travelling ! Mind you, I'm not saying we shouldn't meet people & rub minds or hearts as the case may be since this is the beauty of being well-cultured & learned. Many of their discussions are explicitly sexuality 'gingered'. If a guy shows a sign of not wanting to engage in such, they will say he's boring ( Boring my feet !!!) What about in the various working place? In fact, I don tire die for my place here!
No sanctity displayed for any held-relationships.
And here, under the guise of a seemingly innocent question, someone is diatribing the men's faithfulness state.
I'm not angry please though it appeared as if I'm seething with fury. Not at all !!!

2. In my entire 28th year of residing on this planet, I've noted you only attract your kinds.
Despite my mum's warning about friends, I made an X-Ray of friends and acquaintances in my whole life. I discovered they were extremely good in contrast to the deepshit you hear about friendship in typical everyday. Of course, we do have our differences & we do disagree.
The same pix was of the girls around me. Most of my female friends are not the typical 'gold-digging materialistic empty-headed shallow' I hear of.
It now became a question of :
Could it be that these people are only showing me their seemingly good side eventhough, their overall character is bad, as explained above;
Or could it be I'm not seeing them well in their true-colours because of my naivety/stupidity/greeness/ignorance?
'I don't think so' was my rhetorical answer after a thorough introspection.
After all, what do you think will be the dynamics of a relationship with a girl/guy picked inside a Keke-NAPEP, relationship whose main string of communication is sex-oriented or a relationship where the individuals involved only reek of fatal attractions & passions devoid of commitment & discipline?

Simply put, there are still substantial 'faithful & good' men (& women inclusive) only :
if you are one ! ;
if you as a person knows how to recognise one and
if you have the right life-perspectives & principles.
