President Muhammadu Buhari’s anti-corruption and integrity as an individual has been questioned by Dr Junaid Mohammed. The activist, a no-holds-barred interview with Punch, has slammed Buhari for selectively prosecuting his anti-graft war. In the interview, he revealed how Buhari just scolded his brother for mismanaging funds while he held sway as the Petroleum Trust Fund chairman which was founded by late Head of State, Sani Abacha in March 1995. Buhari was appointed to help douse the tension when the pump price was increased from N3.25 to N11 working under his reputation as the Mai Gaiskiya (The Honest One). His reputation is getting dented slowly with the latest revelation from Dr Mohammed. It will be recalled that on assumption of office in 1999, Chief Obasanjo disbanded the PTF. One of the discoveries made by the administration was that between its inception and July, 1999, the funds that accrued to the PTF stood at N181billion. It was also found out that the Consultants appointed by the Executive Chairman of the Trust Fund, Gen Buhari constantly fleeced the country of funds running into billions. In summary, the mismanagement of funds under Buhari’s chairmanship of the PTF was carried out by the Afri-Project Consortium (APC) (the company) in their capacity as management and project consultants. It said both their management services fee and budget for various projects executed during the existence of the PTF were greatly overpriced. Here is the excerpt from the interview: I remember in 1998, I saw Buhari, he was then Chairman of the Petroleum Trust Fund and he asked me to see him in Abuja from Kano which is about 450-500 kilometres. Upon my arrival, I was lodged at the then NICON NOGA Hotel, the next morning, I joined him in the office at Asokoro over tea. After we had discussed other matters, I gave him the information I had about some dirty business going on in the Finance Department of the PTF. I mentioned names, I gave him details. And I told him, ‘Don’t trust me because I understand there are some people you normally trust, out of these beneficiaries, get some of them to investigate.’ Then we parted company and I returned to Kano. Three and a half months later, Buhari himself called me over the telephone and said, ‘Mallam doctor, can we see?’ I said yes. The next day, I went to Abuja and found that a hotel accommodation had been booked for me by one Sali Hidjo who ran the African Projects Consortium, the main consultants to the PTF. The next day, I went to his (Buhari’s ) office, the first question he asked me was, ‘Mallam doctor, what is your source of information?’ I told him I was not going to let him know my source of information because if I don’t keep my sources private, then I am finished as a public person. He kept quiet for a while; then he smiled and told me that everything I told him turned out to be correct. It was his brother who was the mastermind of this fraud perpetrated under Buhari. And I said, “General, what are you going to do with these people?’ He said he summoned the culprit and scolded him bla, bla, blah. He said he also summoned the entire staff of the finance department and addressed them. I asked him, “Is that all?’ I think he realised that I was not satisfied; he said there was nothing he could do. I said it is not your personal money; it is the money belonging to the Nigerian patrimony, money belonging to all of us. If they have been found to have abused public trust, they should be taken to court and dealt with appropriately. If for whatever reason technical or otherwise, they are found not guilty, they should be allowed to go free but in this situation, you cannot pretend as if nothing has happened. The way and manner you have handled this matter, I assure you no matter the explanation you will want to give about your personal relationships will not suffice.’ I was not satisfied; Buhari was not satisfied with my position. I stood up, we shook hands, he walked me to the lift, I entered the lift, then my car and left for Kano. So, The people who asked me the question are very much around; one is Mr. Toyin Alabi, the General Manager of Liberty Radio and Television. The man who did the Hausa version was a man from a famous family in Zaria, Mamman Baba-Ahmed. You can verify from them. I believe that one, if you are in a position of public trust, it is a challenge; I don’t relate to people who don’t take the truth I tell them and I am not prepared to be associated with a leader who believes that his personal interest can override that of the public. He said something urgent needed to be done to salvage the country from such menace. El-Buba disclosed this shortly after an Israeli University conferred on him a Doctorate Degree of Ministries, in Jos, the Plateau State Capital. He said, “President Buhari’s administration is the most corrupt government Nigeria ever had, some people in the present administration are feeding fact on corrupt practices.” The Clergy alleged that the administration of President Buhari had lied to Nigerians that it has defeated Boko Haram as killing of innocent Nigerians, including armed soldiers has continued. He said Buhari lied to Nigerians on procurement of arms to fight Boko Haram insurgents, hence the continued killings, including over one hundred Nigerian soldiers. El-Buba said, “Buhari is leading the most corrupt government in the history of Nigeria, some of his people in government are making huge money with the insurgency, at the detriment of lives of Nigerians. “If the administration of President Buhari is responsible, by now he should have fired all service chiefs in Nigeria, in fact, the service chiefs on their own should have resigned.” On the 2019 polls, El-Buba urged Nigerians to come out in their numbers and vote during the general elections and to vote wisely too. He also urged all eligible voters who registered with INEC and have not collected their PVCs to do so and vote wisely during the polls. According to him, “I admonish all Nigerians to come out in their numbers to exercise their franchise during the 2019 general elections. “Those who have not collected their PVCs should go to INEC office close to where they registered and obtain their cards to enable them vote.” El-buba further call on Nigerian electorates to vote out the Buhari-led administration, sayings lives of Nigerians were under threat. He said he will personally lead a crusade to eliminate the Buhari administration come 2019, because the present administration in Nigeria do not value lives. “I have volunteered to be a voice to the voiceless, an ear to the deaf, a husband to the widows, through the Initiative for Better Nigeria, an organisation I have founded, I have followers from all works of life, and together we shall make it. “Impunity by the present political office holders must be stopped. We Nigerians need a total revolution”, he stressed. Some of those who killed these lights of their families probably walk free on the streets of Bauchi today shouting “Sai Baba”; the same thing eye witnesses said they were shouting as they macheted Seun and his colleagues to a most painful death! If today hate speech (or anything close to it) has become an offence, Seun and his colleagues were killed because someone lost an election he was never destined to win in the first place and resorted to hate speech! Candidate Mohammadu Buhari of the now defunct CPC had worked his supporters to believe that he could only lose the election if it was rigged, they went on rampage and targeted NYSC members. It was in same Bauchi that he told his frenzied supporters: “Let us get the Kafri out of Ask Rock.” Till tomorrow, Buhari never condemned the violence. In fact, he more or less goaded them on. Baboons were really soaked in blood as he said in his “love” (not hate) speech. Yet, hear same Buhari in 2017: “Opposition does not mean hostility, enmity or antagonism. Democracy needs opposition, one which is vibrant but responsible.” As we continue this debate on hate speech, we need to know where we are coming from. It is no longer news that incumbent governor of Bauchi State , Alhaji Mohammed Ahmad Abubakar of All Progressives Congress ( APC) is troubled on many sides as the March 2, 2019 gubernatorial election approaches. Apart from the defection of Speaker of House of Representatives, Yakubu Dogara , and other influential politicians from the Bauchi State chapter of APC, the ruling party has been facing some troublesome distractions in recent times . But, despite its internal contestations , the ruling party has a very daunting battle to wage in the forthcoming election. Most of those that are incensed against Governor Abubakar have been announcing their loyalty to President Muhammadu Buhari , assuring that they would work for his electoral triumph on February 16 , 2019. In addition to APC ’ s internal strife , the man opposition Peoples Democratic Party ( PDP ) presents another big challenge to the party ’ s cohesion in Bauchi , especially against the background of bourgeoning northeast solidarity for the PDP presidential standard bearer , Alhaji Atiku Abubakar. While tthe inter -party competition for votes promises to be tense in the state , for Governor Abubakar things are looking very depressing based on the vociferous challenge confrontation thrown up by the Peoples Redemption Party ( PRP ) . Well here are some links to show the so called APC project was infact a project awarded by the then Goodluck government and was ongoing until it was replaced by the Buharis APC government. Abuja – The Federal Government on Wednesday approved N65.2 billion for the construction of the four sections of the Lokoja-Okene-Benin Road. The Minister of Works, Mr Mike Onolememen, made this known while briefing State House correspondents after the weekly Federal Executive Council (FEC) meeting. The meeting was presided over by Vice President Namadi Sambo at the Presidential Villa, Abuja. Onolememen said the four sections of the road are; Lokoja-Okene, Okene-Auchi, Auchi-Ehor and Ehor-Benin City and each section would gulp N11.6 billion. He said that approval was given by the council for the augmentation of the project cost of the Kano-Maiduguri expressway, which was awarded in 2006, from N172 billion to N285 billion. He noted that the rehabilitation of the section two of the Calabar-Ugep-Ogoja-Katsina-Ala Road, was also augmented. The minister said that four contracts for the construction of federal roads and bridges in Taraba, Niger and Kano states were also approved. Also briefing the correspondents, the Minister of Information, Mr Labaran Maku, said the council approved N13.9 billion for the execution of some projects at Yenagoa International Airport. He said the projects were the construction of an International Terminal Building at the Airport, including Control Tower and Power House, with a completion period of 24 months. According to him, the International Terminal Building is similar to the one earlier awarded for the construction of Port Harcourt International Airport. “The approval of the International Terminal for Bayelsa followed a memorandum by the Aviation Minister, Princess Stella Oduah, toward achieving the goals of the Federal Government’s agenda in the aviation sector of the economy,” he added. Maku said that as part of its efforts toward bringing the nation’s aviation industry to a world class level, the Federal Government had signed a Memorandum of Understanding (MoU) with the Government of the Peoples Republic of China. The MoU was for the construction of new International Terminal Buildings at the five international airports and the perishable cargo terminals at Abuja, Lagos, Kano, Port Harcourt, Enugu and Asaba airports. The minister added that part of the funds for the projects would be provided by the government of China. He said the council also approved the establishment of a Council on Niger Delta for the Ministry of Niger Delta Affairs. Iyobosa Uwugiaren in Abuja and Tobi Soniyi in Lagos For the fourth year running, Nigeria has retained the third most terrorised country in the world, according to the 2018 Global Terrorism Index, blaming the spate of terrorism in Nigeria on the “increase in violence involving Fulani extremists and thousands of deaths committed by the deadly terrorist group, Boko Haram. Meanwhile, the International Criminal Court (ICC) has commenced investigation into deadly clashes between Fulani herdsmen and farmers in North-central Nigeria to determine if war crimes have been committed. In the report released Wednesday night, Nigeria is ranked only below Iraq and Afghanistan, which also retained their first and second positions respectively. The deadly activities of Boko Haram and Fulani herdsmen were said to have caused the death of thousands of Nigerians, saying the state that were worst hit in the attacks are Plateau, Benue, Zamfara, and Taraba, among others. The report, however, noted that when compared to the peak of “terrorist deaths” in 2014, “the largest falls in the number of deaths occurred in Iraq, Nigeria, and Pakistan, with falls of 6,466; 5,950, and 912 deaths respectively.’’ According to the report, ‘’Boko Haram, once the world’s deadliest terror group, has experienced a significant decline since its peak in 2014. However, the group remains the most active terrorist organisation in Nigeria and until 2017, was the deadliest terror group in sub-Saharan Africa. ‘’Nigeria’s counterterrorism response in combating Boko Haram has been interrupted by the emergence of other extremist groups, most notably the Fulani herder extremists. ‘’The Fulani herder extremists have attacked civilians and military forces in the country. However, the sizeable drop in deaths and terror incidents since 2014 indicate the success of Nigeria’s Civilian Join Task Force and international coalitions. ‘’Alongside its counter-insurgency plan, the Nigerian government also struggles with negotiations and reintegration efforts regarding its long-term strategy to deal with Boko Haram and its associates.” The recent deadly activities of Boko Haram and armed men led to the killing of over 100 troops in Metele, Borno State and dozens of policemen in Zamfara State. ICC Investigates Herdsmen-Farmers Clashes In another development, the International Criminal Court (ICC) has commenced investigation into deadly clashes between Fulani herdsmen and farmers in north central Nigeria to determine if war crimes have been committed. In its 2018 Report on Preliminary Examination Activities released yesterday, the Office of the Prosecutor, ICC stated that between 2017 and 2018, new crimes were alleged in the context of the armed conflict between Boko Haram and the Nigerian Security Force (NSF) and with respect to communal violence in Nigeria’s North-central and North-east geographical zones. The report summarised the preliminary examination activities conducted by the Office between December 1, 2017 and November 30, 2018. In a report it released last year, the court found that both Boko Haram and Nigerian security forces had committed war crimes. The new report obtained by our correspondent states: “Furthermore, the Office received communications on attacks allegedly carried out by Fulani herders and Christian settlers in the context of the violence in Nigeria’s North-central and North-east geographical zones. “This violence, which has been observed by the Office since 2016, is often referred to as a conflict between Fulani herders and Christian farmers, stemming from limited access to water, land and other resources. “The escalation of violence in late 2017 and 2018 is reportedly the result of the rise of ethnic militias and community vigilantes and the passage of grazing laws in some of the affected states that reportedly imposed restrictions on herders, among others. Militias are also reported to have clashed with NSF deployed in the affected area to address the deteriorating security situation. “Some of the attacks on civilians were allegedly committed by criminal gangs involved in cattle-rustling that were subsequently blamed on Fulani herders. “The Office has reviewed these communications and continues to gather additional information to determine whether there is a reasonable basis to believe that the crimes allegedly committed in this context fall under ICC jurisdiction.” ICC also noted that Boko Haram continued to engage in conduct that fell within the potential cases identified by the Office in 2015, relating to the commission of crimes against humanity and war crimes under the Rome Statute. This, it said, included “attacks against women and girls and attacks against education (including schools, teachers and schoolchildren). UNICEF estimates that in the last nine years, at least 2,295 teachers have been killed and more than 1,400 schools have been destroyed in northeastern Nigeria. On February 19, 2018, 113 girls from the Government Girls’ Science Technical College in Dapchi, Yobe State, were allegedly abducted by Boko Haram. The group later released 107 of them, while five reportedly died during the abduction and one remains captive. Boko Haram also reportedly continued to intentionally target buildings dedicated to religion. “For example, on November 21, 2017, an alleged Boko Haram suicide attack on a mosque in Mubi, Adamawa State, reportedly conducted by a young boy, caused the death of at least 50 persons.” The report also said that there were further allegations on new crimes by Boko Haram, such as attacks against personnel involved in humanitarian assistance and taking protected persons as hostages. It stated that on March 1, 2018, Boko Haram members allegedly attacked the town of Rann, Borno State, killed, among other victims, three humanitarian workers and abducted three female health workers, two working for the International Committee of the Red Cross (“ICRC”) and one for UNICEF. Reportedly, the ICRC health workers were then murdered in September and October 2018.” ICC said it was also analysing information related to new allegations implicating the NSF. In particular, different sources reported on alleged sexual violence against women and girls in camps of internally displaced persons in the north-east Nigeria which are under the control of the NSF and the Civilian Joint Task Force. The crimes allegedly committed in this context fall under ICC jurisdiction. ICC noted that armed conflict in Nigeria continued during the reporting period. It stated that at least three factions of what is jointly referred to as Boko Haram currently operate in Nigeria and the Lake Chad region bordering Niger, Chad, and Cameroon. These include the Boko Haram faction led by Abubakar Shekau, the Ansaru splinter group and the ISIS-supported Islamic State West Africa province led by Abu Musab Al-Barnawi. It said: “Whereas the intensity of the hostilities between the NSF and the different Boko Haram factions was lower than in previous years, military operations against Boko Haram in the North-east of Nigeria continued under Operation Lafiya Dole. “Boko Haram also continued to engage the NSF and to launch further attacks against the civilian population. It is estimated that the armed conflict resulted in over 2,000 deaths during the reporting period, including combatants and civilians. “In addition, from January to June 2018, over 1,300 people were reportedly killed as a result of violence between herders and settlers in Plateau, Benue, Nasarawa, Adamawa and Taraba States and about 300,000 persons were displaced.” ICC also estimated that the armed conflict resulted in over 2,000 deaths during the reporting period, including combatants and civilians. The International Criminal Court, ICC, has said it was examining the farmers-herders crisis in Nigeria. Lead prosecutor of the ICC, Fatou Bensouda, who disclosed this at The Hague, Netherlands, while presenting the annual report of ICC activities for 2018, on Wednesday, said the ICC was examining available information to determine whether there was reasonable basis to believe that the crimes allegedly committed fall under its jurisdiction. In the preliminary examinations report, which addresses many countries, including Nigeria, the ICC said from January to June 2018, over 1,300 people were killed and 300,000 displaced as a result of clashes between herders and farmers in five states.
