The President of the Senate, Sen. Bukola
Saraki, has said that no amount of
intimidation will stop the assembly from
investigating the alleged N25 billion
Treasury Single Account (TSA) fraud.
Saraki was reacting to a motion moved by
Sen. Dino Melaye (APC-Kogi West) on
Tuesday over a newspaper article allegedly
blackmailing the Senate for pointing out the
alleged fraud.
He said the assembly would not relent in
carrying out its constitutional duties,
including pointing out any action that would
be detrimental to Nigerians.
“No amount of either blackmail or
intimidation will stop us from doing the work
we have to do.
“We have a responsibility here to ensure that
there are no leakages in government funds
and if there are, we will call the attention of
the public and do whatever it takes to
salvage the situation; it is our responsibility.
“ The fact about the TSA will come out and
everybody will have opportunity before the
committee to state the fact, the facts will
speak for themselves,’’ he said.
Saraki said the assembly would expedite
action on the inauguration of Standing
Committees to enable it to begin its
oversight function fully.
Earlier, Melaye said his attention was drawn
to the write-up accusing the Senate of
working against President Muhammadu
Buhari’s effort to implement TSA.
He expressed concern that the writer could
conceive such an idea in spite of the
National Assembly’s resolve to work with
Buhari in fighting corruption.
Melaye recalled that it was the assembly’s
stand on the alleged TSA fraud that led
SystemSpecs to refund the one per cent it
collected from mopped up funds to Central
Bank of Nigeria (CBN).
“The writer said we are against the change
agenda of Mr President because we raised
the abnormality going on with the
implementation of the TSA.
“We did not at any time in this Hallowed
Chamber implicate President Muhammadu
Buhari of being involved in TSA fraud.
“ We will not stop carrying out our legislative
duties for fear of being blackmailed.
“The motion moved last week had two
prayers.
“The first thing we did was to thank Mr
President and commend him for the
implementation of the TSA and for anyone
to say the Senate is fighting Mr President is
myopic, parochial and unacceptable.
“I have a letter here that I am going to lay
with this paper, written by the Director,
Banking and Payment of CBN to the
Managing Director of SystemSpecs.
“The CBN categorically stated that they
should remit the one per cent that they
collected.
“I also have a letter here by the managing
director of that company to the Accountant
General of the Federation and the Governor
of CBN that have completely buttressed and
elicited our decision last week.
“ So for people to blackmail us as
irresponsible, it is not acceptable to me and
the Senate.
“Never would we allow blackmail and
political and economic bigots to destroy the
people. We are for the people and we will
stand in defence of public interest,’’ he said.
The write-up and letters cited by Melaye
were referred to the Senate Committee on
Ethics, Privileges and Public Petition to be
returned to Senate in one week.
The Senate had on Nov. 11 raised alarm
over alleged payment of N25 billion to one
e-collection firm, REMITA, in one day as one
per cent of monies transferred to TSA.
It also directed its Committee on Finance,
Banking and other Financial Institutions and
Public Accounts to carry out a holistic
investigation into the matter and report back

In what seems a baptism of fire for President
Muhammadu Buhari in his first week as
Minister of Petroleum Resources, pockets of
queues in filling stations in some major cities
across the country appear to have stretched as
the fuel scarcity worsened on Friday.
In spite of assurances by the Nigerian
National Petroleum Corporation, NNPC,
industry operators remain sceptical that these
were ominous signs the country may be
heading for a big mess in the run up to the
coming yuletide season.
The operators’ scepticism is fuelled by reports
that stock of petroleum products at NNPC
facilities across the country was grossly
insufficient, with supply from local refineries
incapable of supporting imports.
The Executive Secretary, Depot and Petroleum
Products Marketers Association, DAPPMA,
Olufemi Adewole, said on Saturday that all its
members who own most of the products
storage facilities across the country were fast
running out of stock of products.
Mr. Adewole offered no hope that the
situation might ease in the near future as most
marketers do not seem to possess the financial
muscle to undertake further fuel importations.
“We are loading what we have,” Mr. Adewole
explained.
“But, it is one thing to load, and another thing
for it to be adequate. We are loading what
NNPC is giving us. As it stands now, almost all
marketers have run out of stock.
“Sadly, nobody has the means to import. No
marketer has received payment for products
imported since August last year.”
Although the president gave approval a
fortnight ago for the payment of about N413
billion as part of the subsidy arrears to
marketers, Mr. Adewole said they were yet to
receive the money.
“We learnt money has been approved, but the
payment is yet to be made. Not one marketer
has received a kobo. We are still waiting for
the payment. If we got that, it would help us
do better than we are doing at the moment,”
he said.
The Petroleum Products Pricing Regulatory
Agency, PPPRA, which is responsible for
approving such payments, said in the wake of
the reports that it was yet to get details of the
approval by the president.
Neither the Executive Secretary, Farouk
Ahmed, nor the spokesperson of the agency,
Lanre Oladele, answered calls to their
telephones by our reporter. They equally did
not respond to the text messages on Saturday.
One of the marketers, who asked not to be
named, as he was not authorised to speak on
the issue, said feelers from the Pipelines and
Products Marketing Company, PPMC, were
that the stock of products at the depots was
terribly low.
He said the NNPC depots at Mosimi and Ejigbo
in Lagos as well as in Ibadan were currently
facing acute shortage of products, as the
pipeline servicing them are constantly
attacked by vandals, particularly at the Arepo
axis in Ogun State.
Details from the NNPC Operations Report for
September showed that out a total of 287
pipeline break incidents recorded in June,
about 151 cases affected the Mosimi line.
PREMIUM TIMES gathered that about 78 from
218 incidents were on the same line in July; 79
from 225 attacks in August and 22 from 236
breaks in September.
Other locations affected include the Kaduna
line, which recorded 47 incidents in June; 36
in July; five in August, and 12 in September,
while Port Harcourt had 71 incidents in June;
72 in July; 117 in August, and 170 in
September. Warri had 10 incidents in June; 27
in July; 20 in August and 26 in September.
Besides, the marketer also pointed at the low
supply of refined products from the three
refineries in Port Harcourt, Warri and Kaduna
to support a declining stock of imports by the
NNPC and major marketers in recent times.
Although Executive Director (Commercial)
PPMC, Justine Ezeala, said in Abuja on Friday
that a stock of 1.4 billion litres of Premium
Motor Spirit, PMS, popularly called petrol for
distribution nationwide is projected for
November, production figures from the
refineries remain abysmally poor.
The combined capacity utilisation of the three
refineries is at the lowest level at the moment,
moving from 13.62 percent in July, to 24.08
percent in August, and 1.96 per cent in
September.
Apart from the 210,000 barrels per day-
capacity Port Harcourt refinery, which
accounted for the entire 261,371.14 barrels, or
35,648 metric tons (MT) of crude oil processed
during the month, NNPC report showed that
those in Warri and Kaduna are currently not
functional.
During the month, finished product yield from
the crude oil allocation for local refining was
only 23,465 MT, or 72.01 million litres of PMS,
at about 4.15 per cent capacity utilisation.
Out of a total of 639.6 million litres of petrol
supplied through Offshore Processing
Arrangement, OPA, and local refineries in
September, PPMC accounted for 456.8 million
litres distributed. This was about 21.3 million
litres per day.
With the country’s national consumption
capacity put at an average of 40 million litres,
the difference is expected from imports, an
exercise the marketers say has been hampered
with the refusal by OPA and crude swap
dealers to pay their debts to NNPC.
The NNPC accounts for more than 55 per cent
of total products imports, with the balance
shared between members of the Major Oil
Marketers Association of Nigeria, MOMAN,
and the Independent Petroleum Marketers
Association of Nigeria, IPMAN.
But the marketers blame their inability to
meet their quota on a number reasons,
including none payment of outstanding
subsidy claims of about N470 billion from
August 2014.
The marketers claimed the Debt Management
Office (DMO), which works with the Finance
Ministry and PPPRA to guarantee the payment
of subsidy claims, had already informed them
that there was no money in the Central Bank
of Nigeria, CBN, account to redeem such
payments.
Besides, under the new administration,
marketers said such payments required the
approval of the Senate, resulting in delay after
the approval by the President a fortnight ago.
The marketers also accuse the CBN of denying
them foreign exchange for fuel importation,
apart from the commercial banks, which they
said routinely default in letters of credit
confirmations.
An average of $20 million is required to
import a cargo of 30,000 MT of PMS.
But CBN’s Director of Communications,
Ibrahim Mu’azu, denied the marketers’
accusation, saying the bank had always been
conscious of the need to give priority attention
to fuel importation in its allocation of foreign
exchange.
“We give fuel marketers top priority in our FX
allocation policy, because of the impact on the
economy.
“We are conscious of the fact that anything
capable of worsening fuel crisis would put
undue pressure on the economy,” he
explained.
On the issue of LCs by commercial banks, Mr.
Mu’azu said the problem may be as a result of
uncertainty from unpaid outstanding loans by
marketers, which the banks may want settled
before fresh facilities are granted.
Regardless, the situation appears to have
eased a bit on Saturday in Abuja, as most
filling stations, including the NNPC mega
station, were selling fuel. However it
worsened in other states like Kano where the
few filling stations selling the product sold for
about N130 a litre.
How long consumers would wait before the
scarcity is fully resolved may depend on how
soon government resolves its problems with
the importers.

The operatives of the Rapid Response Squad ( RRS ) of the
Lagos Police Command , in the wee hours of today
arrested three persons for traffic robbery in Oshodi area
of Lagos , Southwest Nigeria .
The robbery suspects , Adekunle Mustapha, 21 ; Popoola
Olumide, 20 and Femi Amusa , 20 , were arrested following
the tip off from their victim , Olasunkanmi Oyelakin , who
alerted the Police that his blackberry phone was stolen by
the suspects during early morning traffic around Bolade ,
Oshodi .
The victim recounted his ordeals to the Police : “ I was on
my way to Ajah at about 6: 30 a . m , I saw Adekunle
Mustapha passed by the bus I boarded. Unknown to me ,
he was monitoring me . A few minutes later, I noticed a
missed call on my phone, and as I brought out the phone ,
Mustapha took the phone from me through the bus
window and ran away . Because there was traffic , I made
no attempt to struggle with him, but got down from the
nearest bus - stop and I began to monitor him. I noticed
that he had regrouped with his friends and one of them
was telling him to hand over the phone he stole from me .
“ I knew I couldn ’ t handle the three of them all alone , so I
informed the RRS operatives who followed me down to
the place where he was arrested ” , Oyelakin explained
The visibly distraught Mustapha said that he was driven
by frustration to steal the handset from him. “ I am a bus
conductor in Oshodi . I am from Ibadan and a secondary
school dropout . I sleep in Ojuwoye , Mushin . I am an ex –
convict . I don’ t want to go to prison again . Government
should please have mercy on me . I was frustrated into
traffic robbery. I won ’ t do it again ” , he pleaded.
Mustapha’ s accomplices , Popoola Olawale and Femi
Amusa said that although they saw Mustapha in Oshodi
regularly , they were also bus conductors and not traffic
robbers. They added that they were in Lagos to make
money to buy their working tools having completed their
apprenticeship .
In another development , RRS has recovered a locally
made gun with a cartridge in Surulere . The gun was
recovered about 2 :00 a. m . by RRS man on a regular
patrol of Iganmu Bridge by Brewery, Surulere .
The policeman had spotted three men standing in a
suspicious manner. The men on sighting the officer took
to their heels .
However , when a search was conducted on where the
men were standing , a locally made short gun was found
with an unspent cartridge .
Confirming the story , Deputy Superintendent of Police ,
DSP Joe Offor said that the three suspects had been
charged to court .

Reports from the National Assembly reveals, members of
the House of Representatives, Hon. Herman Hembe and
Hon. Aliyu Sani Madaki, on Tuesday exchanged slaps over
the issue of juicy committees.
The face-off in the National Assembly started with Speaker
Yakubu Dogara announced committee chairman, and the
announcement followed a protest letter by Femi
Gbajabiamila who claimed not to have been consulted for
the positions.
The Reps, both of who are members of the All Progressives
Congress during Tuesday’s caucus meeting slapped
themselves in the White House within the National
Assembly.
The altercation occurred before the day’s sitting began.
It took the intervention of the Deputy Speaker of the House
of Representatives, Hon. Yusuf Lasun, to separate Hembe
(APC-Benue) and Madaki (APC-Kano).
There were allegations of favouritism in the allocation of the
headship of the committees.
Group loyal to the House of Representatives’ Majority
Leader, Gbajabiamila, had on Monday, accused the
Speaker, Honourable Yakubu Dogara of working against the
interest of President Muhammadu Buhari, owing to the way
and manner the House Standing Committees were
constituted.
The group, however, said that for peace to reign “the only
path of honour opened to Dogara, is to reverse the current
order in the interest of Nigerians, who are waiting for All
Progressives Congress (APC) deliverables.”
Majority Leader loyalists, numbering about 20, was led by
Honourable Musa Sarki Adar, to a press conference at the
APC National Secretariat, maintained that ‘since climbing to
the seat, Dogara has refused to belong properly to the APC
House caucus, frustrating meetings and instead, romancing
openly with Peoples Democratic Party (PDP) legislators,
including holding clandestine meetings to plot the downfall
of our party.”

All five Deputy Comptroller General of the Nigeria
Customs Service have resigned their resignation today,
October 29.
The senior officers who jointly wrote a one-page letter
said they were all unanimously and voluntarily resigning
from the service of the Nigeria Customs Service having
risen to their current position.
According to Skytrend News, the officers were billed to
proceed on annual leave but they opted to unanimously
resign.
There are a total of six Deputy Comptroller-Generals in
the Nigeria Customs, but a source who chose to be
anonymous disclosed that the sixth one had earlier
retired.
The source further revealed that before now, the five
Deputy Comptroller-Generals were briefly posted to
Zonal Offices to work with the Assistant Comptroller-
Generals. After they came back from the assignment,
they were given letters to proceed on a schedule of
annual leave.
It will be recalled that President Muhammadu Buhari
appointed Hameed Ali, a retired colonel, as the
comptroller general of Nigerian Customs Service on
Thursday, August 28.

The appointment of Ali elicited harsh criticisms from
Igbo activists who accused President Buhari of
neglecting the next in line who is an Igbo to appoint a
northerner who has not served in the customs before.
President Buhari was dragged to court by an Enugu-
based activist, Ifeanyichukwu Okonkwo who filed a suit
at the Federal High Court Umuahia, Abia state
challenging the appointment of Ali.

Authorities of the Nigerian Army have raised the alarm that the sovereignity of the country is being threatened.

The Chief of Army Staff, Lieutenant-General Tukur Yusuf Buratai, in message to troops fighting Boko Haram in the North East, declared that “the next few days will be crucial to Operation Lafiya Dole. It is also crucial to our country Nigeria. Our sovereignty as a nation is threatened.”

The full text of Lt-Gen Buratai’s statement reads:
“The next few days will be crucial to Op Lafiya Dole. It is also crucial to our country Nigeria. Our sovereignty as a nation is threatened. The Nigerian Army and indeed the military as the symbol of our nationhood is being challenged.

“Our ability to stand and defeat the Boko Haram terrorists in the next few weeks will determine the future of our country. We cannot afford to lose the fight.

“We are better trained and better equipped. The whole nation is behind us. Mr President is with us. Let us remain steadfast in this noble cause.

“Be courageous. We must degrade and defeat the terrorists. This job must be done. We must make our country men and women proud.”

Blasts: Dozens dead as Maiduguri mosque targeted
And also on Friday, at least 39 people died after multiple explosions in Maiduguri, an emergency official said.

Three female suicide bombers, thought to be aged between 11 and 15, struck on Friday morning, an official with the National Emergency Management Agency told BBC Hausa.

The blasts followed bomb attacks on a mosque on Thursday which killed at least 32.

No group has yet said it was behind the attack during Thursday’s evening prayers that also left many people injured.

The explosions caused parts of the mosque to collapse, leading to further injuries.

Military spokesman Sani Kukasheka Usman told the BBC’s Newsday programme that Boko Haram was resorting to suicide attacks because “they have been degraded to the extent that they can no longer fight collectively”.

said it and we meant it. If we are satisfied that the girls
are alive.”
When asked whether he would offer financial payments,
or a prisoner release, to Boko Haram in return for the
girls, Buhari did not rule out either option. “Well it
depends on the negotiations with the leadership of Boko
Haram.”
The President has pledged to defeat Boko Haram by the
end of 2015 and told Hasan: “As soon as the rainy
season comes, which is by the end of the year […] Boko
Haram will virtually be out of their main stronghold and
that will be the end of it [….] Attacks by Boko Haram on
townships, on military installations, will certainly stop.”
If Boko Haram isn’t defeated by December, however,
Buhari said he “will not resign”.

“I will be determined to stay and fight it out.”
The President claimed not to have seen the Amnesty
International report from June 2015, ‘Nigeria: Stars on
their shoulders: Blood on their hands’, in which the
human-rights group documented abuses, torture and
unlawful killings by the Nigerian armed forces and urged
the government to prosecute a group of officers and
senior commanders.
“I haven’t received that report personally,” said Buhari,
“If I get those documents… I assure you that I will take
action as Commander in Chief.”
In the past, Buhari has been quoted as saying he
supports “the total implementation of the sharia in the
country” but he told ‘UpFront’ that “Nigerian law does not
allow for” so-called sharia punishments, such as
stonings and amputations, adding, “I cannot change it. I
haven’t been voted by [a] majority of Nigerians to
change Nigerian constitution.”
Asked about his record as a military dictator in the
mid-1980s, and the alleged human-rights abuses which
occurred on his watch, Buhari said: “If there is any
injustice that can be proved against me when I was
there, I will gladly apologize.”
The president refused, however, to concede that his now-
notorious ‘war against indiscipline’ in the 1980s featured
any such “injustice”.

University of Calabar Teaching Hospital, UCTH, has
quarantined ten persons following the death of a patient
in the hospital on Wednesday with symptoms suspected
to be Ebola virus.

“On Wednesday, 7th October, 2015, we managed a
patient who presented with symptoms mimicking viral
hemorrhage (Ebola Virus) and have decided to take the
necessary measures”.
Dr. Kalu stated that those quarantined are principally
nurses who attended to the patient and those who came
in contact with him before his death.
‘”The following have been informed: National Centre for
Disease Control, Federal Ministry of Health, The Cross
River State Government, Calabar Municipality, and the
Department of State Security Services, DSS”
She said further information will be provided to the public
as soon as the test results of blood samples sent for
analysis in received by the hospital.

Edo state Governor, Adams Oshiomhole
on Tuesday said he was very happy
about the arrest of former Petroleum
Resources Minister Mrs. Diezani Alison-
Madueke in London.

According to THE NATION,Oshiomhole
said massive financial crimes was
perpetrated in the last administration.
He said, "For me I don’t think anybody
should be surprised because the most
favorable commentator on the Nigerian
condition, on the economy, the polity
and society, agree that our economy was
badly managed over the past several
years. I have not seen one commentator
that disagrees. Even when they talk
about rebasing and so what.
''Have you rebased the level of poverty?
Have you rebased prosperity? Have you
rebased unemployment? Have you
rebased homelessness? Have you
rebased hunger? So I have not seen
anyone that says Nigerian people are
doing better. This was never my issue. I
was only a spokesman of National
Economic Council. But in this country
when you speak out, all the arrows
should be fashioned to attack you. But

involved in the arrest, Oshiomhole said,
"It’s not about who has hand in what. I
think it’s about law and order. In other
climes, institutions do their work. They
are not at the beck and call of political
authority. They have their mandate and
the law specifies this and it is
scrupulously followed.
''I’m the happiest person because I’ve
been in government for seven years
without being in power. I was in
government, I couldn’t call a
commissioner of police and talk as a
security officer, I’m haunted by all
manners of persons. You kill the snake
in Edo, they will put the snake on life
support in Abuja and they keep
harassing us. Now all those venoms are
dead and buried, for the first time I’m
excited and happy not just for personal
benefit, but for the changes I’m
beginning to see.”he said

Timipre Sylva, the APC flag
bearer in the upcoming governorship
elections in Bayelsa state was physically
assaulted by an ex-militant leader
following a scuffle over who'll be his
deputy, The EagleOnline reports.

Since the the former governor emerged
as candidate, there have been a
relentless battle over who becomes his
deputy as the jostle for the slot kept
shifting from one supposedly anointed
person to the other.
It's believed that Sylva had all along
promised no fewer than six persons his
running mate’s slot but none of them
has so far been named.
The state Chairman of the APC, Chief
Tiwe Oruminigbe, and an ex-militant
leader, General Africa, were involved in
the fracas.
Orumingbe was one of those initially
favoured as he reportedly mobilized all
delegates to vote for Sylva at the
primary, which he won.
To demonstrate his seriousness,
Oruminigbe was said to have gone to
Sylva’s Abuja home with ex-militant
leader, General Africa, to confront Sylva
on the issue.
At the meeting there were a lot of hot
verbal exchanges and Sylva was said to
have received a hot slap on his cheeks
for what was said to be a result of his
“deception and betrayal”.
But the open confrontation soon
resulted into heated argument and in
the process, General Africa was said to
have slapped Sylva and a full blown
fight erupted.
An eyewitness account said the ensuing
fight caused the destruction of some
household items.
Following the attack, reports say Sylva
as the leader of the APC in Bayelsa State
was already plotting to remove
Oruminigbe as state chairman.

Senate President Bukola Saraki read out the list of
President Muhammadu Buhari’s ministerial nominees on
Tuesday and subsequently announced that the screening
exercise will begin next Tuesday.
Though the list has been in the public domain since last
