President Goodluck Jonathan is currently holding a closed-door meeting with the Presidential candidate of the All Progressives Congress (APC), Muhammadu Buhari.

The meeting started at 9:10am today, March 26 and is taking place at Sheraton hotels in Abuja, The Cable reports.

The dialogue is believed to be connected to the upcoming elections and was orchestrated by former Head of State and National Peace Committee Chairman, Abdulsalami Abubakar.

Other dignitaries in attendance‎ at the meeting are the Catholic Cardinal Archbishop of Abuja, John Onayeikan; Sultan of Sokoto, Sa’ad Abubakar; Bishop of the Catholic Diocese of Sokoto, Matthew Kukah, and APC National Chairman, John Oyegun.

PDP youths in Bauchi under the umbrella of TAN and Jonathan/Sambo Support group have stoned and booed the FCT minister, PDP Chairman and The Executive Governor Mallam Isa Yuguda at the venue of PDP's presidential rally in IBB square bauchi.

The trouble started when the PDP chairman start chanting "Nigeria...... and the youths replied with Sai Buhari" The youths who were directly behind the podium started Shouting sai buhari and hauling stones and pure water at the dignitaries in the podium.

It took the intervention of the security forces before the PDP sponsored youths where disperse and chased out of the venue.

Immediately they were chased, an angry youths who are nearby connived with the PDP youths and started pulling and burning all campaign posters and billboard of all PDP aspirants they can lay their hand on and destroyed almost 22cars of people that attended the presidential rally.They clear everything and burn tires and block all major roads leading to the IBB square.

In his speech the DG of Goodluck/Sambo Campaing group Ahmadu Ali, Chanted in hausa "In sun tabaku ku rama" meaning when they touch you, retaliate. and also President Goodluck jonathan also condemned the act of the youths and said it is just the handiwork of the opposition.

Jonathan was in turn blocked from going out of the venue as burning tires blocked the road. police offices have to shoot to disperse the crowd and clear the road for the president to pass.

presently there is protest around the town and police are doing everything within their powers to control it.

The Nigerian Army on Tuesday publicly released the academic details of former military leader, Muhammadu Buhari, but denied at the same time it could not vouch for the authenticity of his Senior Secondary Examinations results.

Speaking to the media, Army Spokesperson, Olajide Laleye, reversed the Army’s earlier position that it had copies of Mr. Buhari’s West African Secondary School Certificate.

Mr. Laleye said while military records showed Mr. Buhari obtained the WASC in 1961, with credits in English Language, Geography, History, Health Science, and Hausa, there were neither the original copy nor certified true copy nor statement of result to confirm the grades.

He also said the Army could not confirm whether Mr. Buhari’s claim of obtaining those results was verified by the Army in the 1960s.

But ​military sources say ​while the Army spokesperson was addressing the media, the ​Department of Military Secretary the same day was dispatching to Mr. Buhari his academic records, which had been requested by the retired general.

PREMIUM TIMES has obtained copies of the records showing the military duly noted that Mr. Buhari obtained the requisite WASC qualifications.

U think u do good 4 Buhari by saying all this. If he reads it personally he will question u for not mentioning his 150 cows. He luv this cows beyond ur thoght. Thats why he tells Nigerians that he cannot be comfortable without them. Reliable information indicate that few days after winning the Presidential Primary Elections, he was found searching Aso Villa on google earth and google map probably to locate a greener zone for his 150 cows. The guy is really good sha... But he love his cows no be small.

The Buhari Nigerians don't know..

I know to the average Nigerian youth out there, the name Buhari falls into the old category of past military dictators but there were things our parents failed to tell us about... We were never aware that the Buhari/Idiagbon regime remains the most corruption free and the best administration Nigeria ever had..

Despite being a military then , no Nigerian leader till date both military and civilian has been able to match his set records.

Antecedence of individuals is very important in human history, therefore General M. Buhari's antecedence speak for itself. Whenever the history of corporate Nigeria is written and will be written, General Mohammadu Buhari's contribution will be written in Gold!!!

Buhari held the following positions in this country:

1. Governor of North-Eastern State of Nigeria (August 1975 – March 1976)
2. Minister For Petroleum and Natural Resources (March 1976- June 1978)
3. Chairman Nigerian National Petroleum Corporation (June 1978- July 1978)
4. 7th Head of State of Nigeria (Dec 31,1983- August 27, 1985)
5. Chairman PTF(Mid 1994- July 1999)


The whole truth is that General Mohammadu Buhari is light years way ahead and above his peers just as he is shoulders high above them in height.
General Buhari so far has been the ONLY former Head of State that can wag his tail and walk freely in Nigeria without looking over his shoulders.

[b]Some of his Achievements:

1. -His administration initiated a public campaign against indiscipline known as "War Against Indiscipline (WAI)" when he realized the civilian government he took over from as head of states was HOPELESSLY CORRUPT.
The campaign is still lauded by many to have instilled the most orderly conduct of public and private affairs in Nigeria since its independence in 1960

2 In his time as head of state he reduced inflation from 23% to 4%, by fiscal discipline and a homegrown economic team (not achieved under any other era both civilian and military).

3 He supervised and birthed our only existing refineries (1976-1978)

4 What he did in road construction while in the PTF hasn't been matched by 12yrs of the PDP.

5 The hospitals and universities around the country never witnessed as much benefits they got from the PTF from any government after or before his time.

6. The Buhari regime rebuffed all entreaties by IMF and World Bank to devalue the naira, remove subsidies on services and increase pump price on fuel..

7. The Nigerian Naira was exchanged between 0.724 -0.894 to 1 Us Dollar during Buhari's regime (1983-1985 ). Imagine our Naira was more than the dollars just 26 years ago http://en.wikipedia.org/wiki/Nigerian_naira

Despite holding these public offices, check these out:

a. While former leaders came to line their pockets with the national wealth, promote themselves to Generals of fortune and above all name some important streets and edifices and towns in Nigeria after themselves and their wives and children, it was not so with General Buhari, he was driven by patriotic zeal to serve Nigeria, even after being the Head of State for 20 months, he never promoted himself to a four-star general like others who came before or after him. Its also important to note that he did not create the office of First Lady, which others did as a means to steal the national and common wealth.

b. Buhari presently has TWO houses, one owned by his father and one he built with his pension

c. He has NO house or land in Abuja

d. No property or savings abroad

e. He has 2 cars (one belongs to his wife)

f. He has NO oil wells, no petrol station.

g. His asset is worth about 5million

h. Buhari and Nelson Mandela Barack were the only private African individuals invited
to the white house during president Barrack Obama’s Inauguration why?
because they are men of integrity..

i. Above all, he is not associated with corruption of any form or sort.

The election of a new governor for Adamawa State will hold October 11, 2014, nearly three months after Murtala Nyako was removed by state lawmakers, the state Residential Electoral Commissioner, Kasim Gaidam, has announced.

Mr. Nyako was impeached alongside his deputy July 15 after a prolonged battle with members of the State House of Assembly over allegation of corruption and mismanagement.

The governor was found guilty of all 16 charges levelled against him by the lawmakers; and his removal paved the way for the speaker of the state assembly, Umaru Fintiri, to take over as acting governor.

Mr. Fintiri has announced further probe of Mr. Nyako.

Under the Nigerian Constitution, a new governor or president must to be elected within 90 days in the event of an impeachment of a former holder of the office.

Former Minister of Petroleum, Dr. Rilwanu Lukman is dead.

He died this morning in Austria.

He was 76 years old.

Rilwanu Lukman is a Nigerian engineer who held several ministerial positions in the Nigerian Federal government before becoming Secretary General of OPEC (Organization of the Petroleum Exporting Countries) from 1 January 1995 to 31 December 2000.

On 18 December 2008, Lukman was appointed Minister of Petroleum Resources by Nigerian president Umaru Yar’Adua, holding office until March 2010.

Lukman was born in Zaria, Kaduna State on 26 August 1938.

He trained as a mining engineer at the College of Arts, Science, and Technology, Zaria (now Ahmadu Bello University), and then at Imperial College, London.

He earned a higher degree in mining engineering from the University of Mining and Metallurgy in Leoben, Austria (1967–1968).

He obtained a degree in Mineral Economics from McGill University, Montreal in 1978, and an honorary doctorate degree in Chemical Engineering from the University of Bologna in Italy.

His first job in the mining industry was as an Assistant Mining Engineer with A B Statsgruvor of Sweden (1962–1964).

After returning to Nigeria, Lukman was appointed an Inspector of Mines, later Senior Inspector and then Acting Assistant Chief Inspector in the Federal Ministry of Mines & Power in Jos, Plateau State (1964–1970).

He then became General Manager of the Cement Company of Northern Nigeria (1970–1974).

By 1979 Lukman had become General Manager and Chief Executive Officer of the Nigerian Mining Corporation, Jos.

The Speaker of the House of Representatives, Aminu Tambuwal, and Jigawa State Governor, Sule Lamido, on Thursday shunned a visit by leaders of the Peoples Democratic Party in the North-West to President Goodluck Jonathan.

Sources however said their absence from the meeting might not be unconnected with their perceived opposition to the running of the PDP at the national level and in their respective states.

Lamido is one of the seven PDP rebel governors who sought the removal of Bamanga Tukur as the national chairman of the ruling party.

Five of the G-7 governors defected to the opposition All Progressives Congress, but the Jigawa governor elected to remain in the PDP with his Niger State counterpart, Babangida Aliyu.

Tambuwal is from Sokoto which is one of the states in the North-West .

Although the speaker’s media aide, Imam Imam, said he (Speaker) “travelled out of the country, “ a source at the meeting said his absence was not justifiable.

“The speaker was aware that a delegation from the North-West was to meet with the President today (Thursday). So I wonder why he isn’t with us,” he added.

The Jigawa State chapter of the PDP, however, said Lamido and its other leaders were not invited to be part of the delegation to the Villa.

The state Secretary of the party, Alhaji Aliyu Tukur Gantsa, said, “We were not invited. I can tell it was not a meeting with PDP leaders in the North-West.

“Maybe it was a meeting between the President and some people from this part of the country.

“Because you cannot talk about the PDP not only in the North-West but in Nigeria and not involve Alhaji Lamido.”

The North-West leaders who visited Jonathan at the Presidential Villa, Abuja were led by a former National Chairman of the PDP, Alhaji Haliru Bello.

Among them were Governors Ramalan Yero ( Kaduna); Ibrahim Shema (Katsina); Seidu Dakingari (Kebbi); and the Sokoto State Deputy Governor, Mukhtar Shagari, who led other PDP bigwigs to the Villa. Others were from Zamfara State.

Jonathan used the opportunity of the PDP leaders visit to fault the claims by some people that he was anti-North.

He listed some of the areas where his government had done well in the North to include road infrastructure, railway, agriculture and education among others.

He said he intervened massively in the educational development of the region because of his strong belief that education was the first step to emancipate people.

The President regretted that most times, people sold the wrong idea to foreigners that he did not want to develop the North.

He said he had taken time to explain to some envoys that if he was against the North, he wouldn’t have established nine federal universities in the northern states.

The President said, “If I am against them would I have done that? The issue of Almajiri education, if I am against the North, would I have encouraged that we work with the governors to provide for quite a number of children who are out of school?

“We can go on and on but this is not the time for that because all these are blackmail, political blackmail.”

The President also faulted media reports that only N2bn was budgeted for the North this year.

“I read an article in the paper where somebody said government has budgeted N2bn for the North? How can a government budget N2 bn? That was seed money. In some northern states alone, we are intervening with N14bn which I have approved.”

He said by the time the security challenge in the north was resolved, Nigerians would see how much his administration had transformed the economy of the country.

Jonathan, however, commended the party chiefs for their visit and reminded them that once they remained united, no party would be able to displace the PDP in their zone.

He urged them not to allow anybody to deceive them into defecting to any party they don’t know anything about.

The President flayed those he said “call themselves progressives,” saying the only thing they know how to do well was to abuse him.

He said, “Some people call themselves progressives. Today, if you can abuse Jonathan, you are a progressive and if you can attack the Federal Government, you are a progressive. Even if nothing is happening in your state, you are progressive. We have seen the progressives before.

“But just like the Vice-President said, the PDP is still the number one party and it will continue to be so. People may have access to the media and use it robustly to their own advantage or disadvantage.

“But as long as we are united, we will do everything possible to keep our party together. PDP will continue to dey dam dam. No shaking.”

Jonathan boasted that the PDP remained the only national party with presence in all voting units in the country.

He challenged those who criticise him to compare the achievements of his administration with those of any other administration in the county and outside.

The President said, “Sometimes, when you hear people talk about this government , you will think it is 10 years old, but we are only two years and eight months in office.

“By May this year, we will be three years old and by May 2015, we will be four years. And I challenge some of those who criticise without thinking, to compare what we have done with that of any other administration in this country and outside.

“When we presented our mid-term report for two years, I asked people to develop their marking schemes. It is not just to criticise but you have to compare and especially a government that is facing too many challenges.”

Jonathan, therefore, asked some unnamed elders to blame themselves, and not him, for the nation’s woes.

In what appeared to be a counter-offensive, President Goodluck Jonathan yesterday berated the progressives when he personally opened verbal fire on critics of his administration, including the opposition and some governors of the ruling Peoples Democratic Party. They criticise without thinking, he said.

According to him, there is nothing progressive about those who claim to be progressives.

On the occasion – a solidarity visit by the north-west PDP to the presidential villa – speaker of the House of Representatives Aminu Tambuwal and Jigawa State governor Sule Lamido were conspicuously absent.

The president said, “At times when they come to me with some of these things, I smile and say: from 1959 down, the story has not changed. Some people call themselves progressives. They have done that before; did they change the system? Today, if you can abuse Jonathan, you are a progressive; if you can attack the federal government you are progressive; even if nothing is happening in your state, you are progressive. We have seen the progressives.”

In the past few weeks, critics of the Jonathan administration have grown, with the All Progressives Congress (APC), Kano governor Rabiu Kwankwaso and a host of others scoring the president very low in terms of leadership competence and direction.

The APC and Kwankwaso, among other critics, had specifically declared that Jonathan was practically bereft of the competence to move the country forward, even as the governor accused the president of anti-north activities as well as sectionalism.

But Jonathan yesterday rose up to the occasion, dismissing criticisms against him as mere “noise in the media, whether it’s electronic or newspapers or even social media” by those who want to make it seem as if “the world is coming to an end”.

The president regretted that instead of collectively exploiting areas of the country’s unity and diverse areas that would enable it to develop economically and socially, some politicians were over-exploiting “weak areas and continue to hit them for political reasons”.

He wondered why people kept talking about his administration as if it was 10 years old when it was just two years, eight months old.

“By May this year we will be three years old and by May 2014 we will be four years old. And I challenge some of those who criticise without thinking to compare what we have done in the two years, eight months with that of any other administration in this country and outside,” he said.

He noted that there was no shaking as his party, the PDP, remained dam dam, despite the plethora of ill talk against his government.

“But just like the vice president said, PDP is still the number-one party and it will continue to be the number-one party. Yes, people may have access to the media and use it robustly to their own advantage or disadvantage. But as long as we are united — we will do everything possible to keep the party together — PDP will continue to dey dam dam. No shaking! Nobody should come and deceive you to cross over to the other side that you don’t know what is there.”

Apparently referring to an allegation by Governor Kwankwaso that he was running an anti-north government, Jonathan claimed he had also approved N14bn as intervention fund for the region, saying it was not N2bn as recently reported.

He said: “The ministers have told you about our commitment to education. And sometimes people say ‘Jonathan is anti-north; he does not want to develop the north’, and sometimes they sell these ideas to people from outside especially those from the United States of America. You Nigerians believe the West must say something for us to listen. And I have spoken to one or two envoys and I said, look if I am anti-north, agreed I am from south-south minority, if I had established three universities in the north and three in the south because there is no money, nobody will castigate me.

“In the south there were only two universities before we established the new universities; there were only three states without university: Ekiti, Ebonyi and Bayelsa. All the others have federal university. As at that time nine states in the north did not have university. And I believe that the very first thing you use to emancipate people is education.”

The president further described the governor’s tirade against him as political blackmail, even as he said: “So if I am against them would I have done that? The issue of almajiri education — if I am against the north, would I have encouraged that we work with the governors to provide quite a number of children who are out of school?

“We can go on and on, but this is not the time for that because all these are blackmail, political blackmail. As a nation, without fixing the rail system you cannot talk about mass transit. And that is why we are committed; it is expensive; we are talking about different ways of funding and so on to make sure the rail moves across the whole country and that will even make our roads last longer.”

Jonathan also chided the G5 governors who defected to the APC, saying the action was not worth it, as they didn’t even know where they decamped to.

He said, “Some people are crossing to where they don’t know. Well, we will know as we progress, but collectively all of us working together with other members across the country, we will still be the leading party.

“There is no ward, no voting unit that you don’t have PDP members. In fact, if you go to some areas they don’t even know this new name yet; even where to thumb-print on the ballot paper they don’t even know. So be rest assured our party will continue to work together to strengthen the party and it will continue to be the number-one party in this country.”



President does not understand the concept of ‘progressive’ – APC

“The intention of the like minds in the APC is change which is inevitable in 2015. What the president does not understand is the concept of progressives. It is a pity that Mr President does not understand that Nigerians want to change.

“The aim of the APC is to move the country forward as we want Nigeria to be among the comity of the world progressives. Come 2015, APC will usher in a change as we mean business to change the government at the centre.”

1. Application development and Programmer: According to the survey, 49 per cent of the respondents want to hire programmers and application developers in 2014. This skill was also the most coveted last year.

2. Technical support or Help Desk: Last year’s number three, takes the second position for 2014. 37 per cent of the respondents told ComputerWorld that they will be hiring people skilled in this department in 2014.

3. Networking: This has come up five steps since yesterday. 31 per cent of ComputerWorld’s respondents said that they would be hiring in this department, making this the third most coveted hiring option for 2014.

4. Mobile applications and device management: Another skill that came up by five spots. Mobile apps and device management skills would apparently receive hiring calls from 27 per cent of ComputerWorld’s respondents.

5. Project Management: 25 per cent of the companies want to hire personnel skilled in the project management department. The skill though has dropped three places and was placed at number two in 2013.

6. Database Administration: Database administration wasn’t even ranked last year, but this year it is the sixth most favoured job option. 24 per cent of the companies are looking for employees in this department.

7. Security Compliance/Governance: While security experts are on a roll in 2013, it seems that the skill won’t be quite as coveted in 2014. Still, it makes the seventh spot on the list with 21 per cent votes. Perhaps because the best have all been hired in 2013.

8. Business Intelligence/Analytics: This is the last one on ComputerWorld’s top eight list. 18 per cent of the companies said that they would hire personnel in this department.

Scores of people are believed to have been killed

The outlawed Boko Haram sect on Monday morning attacked the international airport and various parts of Maiduguri, the Borno State capital.

The attack has forced the military to impose a 24 hour curfew on the Borno capital.

Unconfirmed reports say a plane was burnt down at the airport. Yakubu Datti, the aviation spokesperson, could not be reached to comment on the airport attack.

The attack is the first in recent months to be launched in Maiduguri by the sect, who have mainly attacked neighbouring communities to the Borno capital since the military increased its onslaught after the declaration of a state of emergency in Borno in May.

The military is yet to state the casualty figure from the early Monday attack although residents say scores of people including some of the terrorists were killed.

Telephone networks have been turned off in Borno since the emergency rule was declared in May, making communication with residents difficult.

Before now, very little was known about Nachi, a community in Udi Local Government Area of Enugu State.

However, all that has changed; the history of the community has being re-shaped.

All it took to change the face of Nachi is mysterious healing water, already named “Orimiri Jordan”, (River Jordan).

DailyPost visited this community on Tuesday and reports that it has indeed become a Pilgrimage Centre, playing host to people from all parts of Nigeria.

Countless testimonies abound as Nigerians struggle to dip themselves into the River.

How it all Began
Enquiries by DailyPost showed that it all started on the 11th day of November 2013. According to community sources, a Fulani herdsman ran to the community and announced how water covered the place just few minutes after he passed.

“He told us that he passed that place with his herd of cattle and soon after, heard a strange noise; when he turned back, he discovered that a big stream has appeared at the same place he just passed with his cattle. At that point, he ran to Garki and informed his relatives, who also came there and discovered that the water had healing power. From that point, the news spread to the community”, a source disclosed.

Origin of the River
Although there appears to be some elements of controversies surrounding the healing power of the River, the community is not divided on its origin.

The traditional ruler of Nachi community, His Royal Highness, Igwe F.O Onuigbo, Obi II of Nachi, told DailyPost at his palace that the mystery River was older than him.

Onuigbo, who spoke through his Lolo, because of his ill health, said “I used to pass through that area to attend school at Inyi-Achi in Oji River, in the early 40s. In those days, there is no water there, the only thing you see there is white sand. But once you get there and you are thirsty, all you need to do is to scratch the surface of the land and ask if for water, water will full your hand immediately if you are an upright person, but if you are evil, no water will come out. That has been the situation”.

Another octogenarian, Chief Festus Ude told our correspondent that “later, we noticed that after some years, the water will form a stream there and would disappear in few weeks. If such happens, we will be fetching water there. However, women who are menstruating and evil people don’t go there. We never heard about healing power of the River until this recent appearance of the River”.

The 80-year-old man continued that “the last time it appeared was in 1992, and at that time, it just formed a small stream, which later disappeared. It has never been as large as this. This is all I know, we have never known about its healing power, this is the first time we are hearing about healing, I don’t whether it is true, we equally heard it like you”.

Brisk Businesses
For commercial motorcycle operators, popularly called “Okada”, photographers and petty traders, it is a life-time opportunity that should not be allowed to slip by.

Right at the junction leading to the location of the “Jordan River”, the visitor is presented with a scene of a busy motor park, where hawkers, food vendors, transporters and okada riders battle for customers.

On the other side of the road, cans of various sizes are displayed for those who came empty handed. From that point, you park your vehicle, mount on Okada and the journey begins.

It would remind one of those routes passed by youth corps members during endurance trek organize at the peak of orientation camp.

Owing to the bad nature of the road, the motorcycles swerves from one portion to the other, trying to cheat the road. They find it less troublesome, because according to one of them, they had become used to the terrain, since they ply the road not less than 30 times per day.

Mr. Daniel, the Okada operator, who conveyed DailyPost correspondent to the River, disclosed that he abandoned his vulcanizing job to benefit from the new business.

According to him, “I have a vulcanizing shop at the Nachi Market, but when this new business came, I had to close the shop temporarily so that I can also make money here. I hardly make N1000 a day there in my shop, but since I joined this Okada transport to the Enugu Jordan River, I make no less than N10, 000 every day. One of my friends called my attention to it, and I will forever be grateful to him”.


The okada operators charge their passengers fares ranging from N500 to N1000 depending on their bargaining power.

On getting to the River, another business scene welcomes you. Here, apart from those hawking snacks, photographers are not left out. This presents the place as not just a miracle centre, but a tourist centre. While some of the visitors dip themselves or swim in the River, the photographers take shots, get the pictures ready immediately at the cost of N200 depending on the number of exposures.

One of the photographers told DailyPost that they make between N20, 000 to N40, 000 every day.

“You can see that some people come for fun, not just in search of miracle but to see the mysterious River. So when such people come, they request for shots and it has really provided us with good business here.

Healing Powers
Although no instant miracle was recorded throughout the one-hour duration our correspondent spent at the River, sources disclosed that many visitors had testified to all forms of miracles after visiting the place.

People of all ages, with all forms of ailments are being assisted by their relatives and friends to dip themselves into the River.

A can seller at the entrance to the River told DailyPost that “my house help was suffering from enlarged scrotum; we were trying to raise money to go to University of Nigeria Teaching Hospital before a friend told me about this place. We brought the boy here and by the time we went home, he was fully healed, that was how I started selling empty cans here”.

Another visitor, a civil servant, who identified himself as James told our correspondent that he came after neighbours told him about the healing power of the water.

“I heard about people who had difficulties in walking but they got healed after visiting this place; I also heard of people who regained their sight after visiting this place; I am just coming out from the River and I believed that I am free of any form of sickness and challenges”.

Meanwhile, the crowd of anxious Nigerians seeking for miraculous solutions to their problems has continued to surge into the River.

Even security agents are not left behind as some of them were seen either with their water cans or aiding their loved ones into the River.

However, the water is expected to also dry up any time in the same mysterious way as it came.

Towards ending the ongoing ASUU strike, the Federal Government has committed to spending N200 billion in the 2014 budget on the universities as well as on each of the next three-four years until the universities are brought to world-class standard. This is in addition to the N100 billion dedicated and already made available for 2013.

The government has also increased to N40 billion as a first installment, funds for the payment of earned allowances to the striking lecturers, an improvement from the N30 billion previously released.

This information is contained in an internal Federal University of Otuoke statement by Professor Bolaji Aluko, its Vice-Chancellor, seen on Wednesday night by SaharaReporters.

On the earned allowances, he explained, “Government will top it up with further releases once universities are through with the disbursement of this new figure of N40 million, so Vice-Chancellors are urged to expedite this disbursement within the shortest possible time using guiding templates that have been sent by the CVC,” the circular said.

Professor Aluko said the development followed meetings on September 19 and Oct 11 of representatives of the Association of Vice-Chancellors of Nigerian Universities, led by CVC Chairman, Prof. Hamisu of ATBU and ASUU Representatives led by its President, Dr. N. Fagge with the Vice-President of the Federal Republic of Nigeria, Arc. Namadi. Sambo, Minister of Education Barr. N. Wike and others.

Of great interest to stakeholders, Vice-President Sambo, appealing to ASUU to call off the strike, apologized for the "take-it-or-leave-it" comments credited to the Minister of Finance, Dr. Ngozi Okonjo-Iweala at the onset of the strike. The Minister did not seem to have been involved in either meeting, perhaps as the government’s way of soothing the feelings of the university teachers.

Other points of agreement at the meetings include the following:

Project Prioritization: Universities will now be allowed to determine their priorities and not be “rail-roaded” into implementing a pre-determined set of projects with respect to the NEEDS assessment. Decisions are not to be centralized.

TETFund Intervention: Government assured that the operations of the TETFund will not be impaired, and that the regular TETFund intervention disbursement to Universities will continue, unaffected. So the NEEDS assessment capital outlays are in addition to regular TETFund intervention.

Project Monitoring: A new Implementation Monitoring Committee (IMC) for the NEEDS Assessment intervention for universities has been set up to take over from the Suswan Committee. The new one is under the Federal Ministry of Education and chaired by the Honorable Minister of Education. In addition, to build confidence and ensure faithful implementation and prevent any relapse as before, the Vice President will meet quarterly with the IMC to monitor progress.

Blueprint: ASUU was mandated to submit a blue print for revitalizing the Universities to the Vice President.

Prof. Aluko further stated that a signed document will soon be issued to itemize the full issues on which the consensus he had outlined here, as brokered by AVCNU, was reached.
