Abuja – President Muhammadu Buhari has approved the reconstitution of the boards of 19 agencies and paratatals under the Federal Ministry of Education for a period of four years. Mrs Chinenye Ihuoma, Director of Press in the ministry, made this known in a statement issued and made available to the News Agency of Nigeria (NAN) on Friday in Abuja. Ihuoma said the President took into cognizance provisions of the respective legislation with respect to composition, competence, credibility, integrity, federal character and geo-political spread. She said those appointed are Prof. Ayo Banjo, National Universities Commission (NUC), Mr Emeka Nwajiuba, Tertiary Education Trust Fund( TETFund) Dr Ekaete Okon, National Institute for Educational Planning and Administration (NIEPA). Former Bauchi State Governor, Isa Yuguda made the remark in a letter sent to PDP Chairman, Ali Modu Sheriff. Former Bauchi State Governor, Isa Yuguda has said that he left the Peoples Democratic Party (PDP) because of the $2.1 billion arms deal fraud in which some top members of the party were allegedly involved. Yuguda made the remark in a letter sent to PDP Chairman, Ali Modu Sheriff and obtained by Punch. The letter reads: “I wish to tender my resignation as a member of the PDP effective from today, Saturday, 23rd April, 2016. My decision was informed by the shocking revelations on the embezzlement of $2.1bn meant for the procurement of arms to fight insurgency and reduce the sufferings of the victims of the insurgency. “This dastardly act by the leadership and members of the government of the PDP has left a moral burden on all the members of the PDP. With $500m, the lives of the over two million deprived Internally Displaced Persons would have been better today. “I was a governor from the zone who received no material or financial support from the then Federal Government, and was also a witness to the wasting of human lives and properties because of the non-availability of fighting equipment and relief materials. “The realisation that the funds were embezzled which led to the death of thousands of women, children, young men and unarmed members of the Nigerian security forces have made it impossible for me to continue my membership of the party. “He who comes to equity must come with clean hands. Rationality, morality and common sense suggest that the PDP chairman should have cleared his name before aspiring to that position. The Minister of Foreign Affairs, Geoffrey Onyeama, yesterday said Nigeria had not entered any currency swap agreement with China. Onyeama who spoke with State House correspondents after yesterday’s Federal Executive Council (FEC) meeting chaired by President Muhammadu Buhari, stressed that there was no such deal with China during Buhari’s recent visit. “As you know, a lot of importers now are complaining that they are not able to access dollars to buy goods and things like that. So, if in addition to dollars, we have the Yuan, then they can also have it available. So, it has given us a greater opportunity for our economy so that those people can also now import notwithstanding the shortage of dollars. So, that is really what it is more about, rather than a swap deal or any such thing. “It’s not really a swap. What it is, is that as the Chinese economy goes strong, there is some pressure on them from trading partners, international financial institutions. They agreed that the money should be internationalised. So, they started that for a while. They were protecting it also. They did not allow it to be fully exchangeable. But now, their economy is fully strong, they are looking for a way to internationalise the currency. Now, they are saying essentially that they want to segment it. For Southern Africa, South Africa is going to be the sort of a hub for the currency. In West Africa, they’re looking for a hub. Ghana is interested in being the hub for the currency to circulate for those who want to use it. It is not compulsory. But Nigeria is a bigger country with bigger economy. So, that does make sense. PRESIDENT Muhammadu Buhari will next week, present the Medium Term Expenditure Framework and Fiscal Strategy Paper, MTEF & FSP , to the National Assembly. The expected submission of the document to the two arms of government is preparatory to the presentation of the 2016 appropriation bill. Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, who disclosed this yesterday, at a media briefing in Abuja, also said the late presentation of the MTEF to the National Assembly, barely three weeks to the end of the 2015 fiscal year, has not violated any law. Enang, who said the Presidency and relevant government agencies handling the preparation of the MTEF had concluded arrangements on the draft document, reiterated that the National Assembly would receive the MTEF in few days. 08.40 Audu, Wada, 20 other candidates in race for Governor The Kogi governorship election slated for today (Saturday) is underway, with 21 candidates and their political parties vying to take over power and the Government House in the state. There would have been 22 candidates, but the candidate of the African Democratic Congress, ADC, Zainab Usman, announced her withdrawal from the contest on Friday night. Ms. Usman, the only female in the race, withdrew and then asked her supporters to vote for the candidate of the All Progressives Congress, Abubakar Audu. Withdrawing on the eve of the election when it was too late to alter election materials, her name would definitely remain on the ballot paper as voters go to the polls. Although two candidates are prominent, namely Idris Wada of the Peoples Democratic Party and Abubakar Audu of the All Progressives Congress, other parties such as the All Progressives Grand Alliance, APGA, Accord and 18 others have registered their names on the list of contestants for the coveted office. While the two leading parties had profound rallies and campaigned throughout the 21 local governments and 239 wards of the state, the other parties managed outings barely noticed by the generality of the citizenry. The Independent National Electoral Commission in the state has put the number of registered voters in the state at 1,397,786. With 4,548 polling units across the state, there would be over 31,836 policemen manning the units if the words of the Inspector General of Police, Solomon Arase is anything to go by. The police boss had promised that each polling units would be manned by seven police officers, besides personnel of other security agencies also expected to be on duty. Rivers State Governor, Chief Nyesom Wike, has retired 14 permanent secretaries from the State Civil Service. Wike, who made this announcement on Friday through a statement signed by his Special Assistant on Electronic Media, Mr. Simeon Nwakaudu, said the retirement of the permanent secretaries would take immediate effect. Those retired, according to the statement, are Ms. Kadilo-Brown, Somieari Isaac-Harry, Mr. Michael West, Nuka Nadum Nwikpasi, Mrs. Iragunima Comfort, Collins Davidson and Mrs. Otonyetarie Okorie. Others are Asoelu Gayamos Ogo, Dr. Jumbo Justina, Kingsley Hart, Austin Orlu-Orlu, Samuel Egbe, Sam Woka and Ngozi Abu. “Rivers State Governor, Nyesom Ezenwo Wike, has approved the compulsory retirement of 14 permanent secretaries from the Rivers State Civil Service. The Bayelsa State All Progressives Congress governorship candidate, Chief Timipre Sylva, has mobilised women and youths of the party to evacuate refuse in Yenagoa, Bayelsa State capital. On Tuesday, the APC rolled out refuse trucks, caterpillars and other earth-moving equipment to carry out clean-up of the various areas where heaps of refuse were noticed. Also on hand to assist the operators of the refuse equipment were scores of party faithful, comprising young ladies, women and youths. The party faithful, who adorned vests with inscription, ‘APC cleans Bayelsa,’ had trooped out with their brooms, buckets, shovels, rakes and other items to clean the state capital. The party faithful were shared in groups to different parts of the metropolis to clear the garbages at strategic locations such as Swali market, Kpansia market, Kpansia Community Secondary School, Opolo market, among others. But following the development, the Bayelsa State Government was said to have quickly mobilised contractors to clear the garbages. The development saw the APC members and government contractors clearing the heaps of refuse side by side. It was observed in Okaka area of the state that while the APC members were clearing the one opposite Berger, the government contractors were clearing the one opposite the FCMB. Before the clash of interest, the government contractors had cleared the garbage dumps at OMPADEC junction, Ekeki Park near the Deputy Governor’s residence on Toolda Street as well as the one by Okaka Primary School. Giving insight into what led to the exercise, the Director, Media and Publicity, Sylva-Igiri Campaign Organisation, Chief Nathan Egba, lamented that the government had not been able to manage the environmental sanitation situation in the state. This is just as the Dickson campaign team, Restoration Campaign Organisation, accused the APC of being responsible for the heaps of refuse in Yenagoa. While carpeting the APC for engaging in the flash sanitation, RCDO described the exercise as “the deceitful style of campaign” by the opposition. But Egba said, “The reason for doing this is simple: everybody living in Yenagoa, Bayelsa State capital, now knows that the government is not able to manage the environmental sanitation situation in the state. “As a result, epidemics and other diseases are likely to break out. There are instances where such rubbish is piled up in front of schools and market places. The private residence of the deputy governor is suffering similar fate. “The idea is simple: to help the government clear up the places and to ensure that our people are able to live in epidemic and disease free environment.” Egba said the exercise, which would be a continuous one, would be replicated in other parts of the state, noting that they had received invitations for assistance from other communities in the state. Reacting to the development, Dickson’s campaign team called on the APC to look for other sane and more dignifying means of campaign. The RCO advised Bayelsans and other residents of the state to be wary of the antics of the APC members “who are desperate to grab power through the back door by advancing various dubious means.” The Director of Media and Publicity, RCO, Jonathan Obuebite, said the flash sanitation exercise carried out by the APC “has now confirmed to everyone the earlier assertion that it is indeed the so-called change party that is responsible for the heap of refuse around the state, particularly in Yenagoa the state capital.” Obuebite described as embarrassing such cruel campaign strategy of the APC, adding that “they decided to carry out the show of shame on a day that is usually set aside by the state sanitation authority for evacuation.” http://punchng.com/2015/11/3525 Cc lalasticlala 1 Like |

The Speaker of the House of Representatives, Mr. Yakubu Dogara, ranked the majority All Progressives Congress and the main opposition Peoples Democratic Party neck-to-neck on Thursday as he named the chairmen of 96 standing committees of the House. Dogara, a member of the APC from Bauchi State, announced the committees on the floor of the House after several weeks of speculation and more than four months after the inauguration of the Eight Assembly on June 9. The APC got 47 of the committees, while the PDP followed closely with 46 committees, leaving out the balance of four committees for smaller parties like the Social Democratic Party and the All Progressives Grand Alliance. However, the Speaker ensured that his loyalists in both the APC and the PDP got prime committees, otherwise known as ‘juicy committees’, in the parlance of the House. As The PUNCH predicted in an exclusive report on Monday, Dogara’s key ally from Kano State, Mr. Abdulmumin Jibrin (APC) is the new Chairman of the Committee on Appropriation. Another of his ally from Katsina State, Mr. Babangida Ibrahim (APC), is the chairman, Committee on Finance. His allies in the PDP took the two petroleum committees. Mr. Akinlaja Joseph from Ondo State (PDP), heads the Committee on Petroleum Resources (Downstream), while Mr. Victor Nwokolo from Delta State (PDP), is the Chairman, Committee on Petroleum Resources (Upstream). The PDP’s Mr. Tobi Okechukwu from Enugu State, heads the Committee on Works, while another PDP member from Bayelsa State, is the Chairman, Committee on Gas Resources. The PDP also heads the Committee on Army, Mr. Rima Shawulu (Taraba State); Committee Air Force, Mr. Sampson Okwu (Benue State); and Committee on Aviation, Mrs. Nkiruka Onyejeocha (Abia State). However, the Committee on Defence went to a member of the APC from Borno State, Mr. Murktar Aliyu. The majority party’s Mr. James Faleke from Lagos State, heads the Committee on Customs and Excise, while Mr. Abdussamad Dasuki from Sokoto State, chairs the Committee on Navy. Another APC member from Kaduna State, Mr. Hassan Shekarau, heads the Committee on Pensions. Other key committees headed by the APC are committees on electoral matters, telecommunications, housing, healthcare services, interior, water resources, tertiary education services, land transport, police affairs, population, privatisation and commercialisation, House services, steel and agricultural production services. But, findings indicated that many members, especially from the South-West, felt that the PDP got better committees than the APC. A member, who pleaded not to be named, stated that some APC members were unhappy. The source spoke further, “The PDP has many prime committees, including the committees on power, banking and currency, drugs/narcotics and capital market. “The distribution of the committees also did not favour the South-West APC, as they did not get major committees in the real sense. “From the distribution, the key committees that should drive the agenda of the APC’s government are in the hands of the opposition. “During the 7th Assembly, the opposition got only 16 committees and about three key committees. “This time around, the majority party and the opposition are almost on tie in terms of the number of committees each side got.” Dogara had waited till the House concluded all of its business on the Order Paper before he announced the committees. He had tucked the list in the pocket of his flowing gown all day, reaching for it only seconds before reading out the names amid a pint-drop silence. The Chief Justice of Kebbi State, Abdulkadir Jega, was among the 717 people who died in Thursday’s stampede at Jamrat in Saudi Arabia. Confirming the death to our correspondent in Mina, Saudi Arabia, Kebbi State deputy governor, Samaila Yombe, said the CJ was caught up in the tragedy while on his way to perform the ritual of stoning. “Yes, the CJ of Kebbi State, Justice Abdulkadir Jega, has died as a result of the incident that occurred while on our way from Muzdalifa to Jamra to perform the first ritual of stoning the Jamratul Akbar (the big Jamra),” he said. Although details of whether the CJ died on the spot is not known, the deputy governor stated that the Amirul Hajj and Emir of Argungu, Samaila Mera, Speaker of the State House of Assembly and his deputy, Governor Atiku Bagudu’s family were among pilgrims who survived the incident. The deputy governor, however, insisted that the incident at Jamra was not a stampede, adding, “whoever said it was a stampede either does not know the meaning of a stampede or he is not saying the truth.” “What actually happened was that the entire pilgrims scheduled to throw Jamrat at that time, were channeled to follow one particular street. “At a time, we got to a certain point at 8:00am, where military vehicle was set across to create a barrier. And then some of the Saudi soldiers were standing by, suggesting that, you cannot pass beyond that point. “About 5,000 people coming from same direction were not aware of the road in front, which resulted to a ‘sardining’ so to speak, which made it very difficult for us to even stand. So, we continued to squat to make room for fresh air while the temperature was about 47 degrees Celsius. “Pilgrims, in an effort to get fresh air, attempted to scale fences of tents on both sides of the road. Very few succeeded, while most people just succumbed to the situation. “It was at this juncture that we started seeing dead bodies piled up around us,” he said. Mr. Yombe added that apart from the CJ who was confirmed dead from bodies deposited at the mortuary, the whereabouts of two pilgrims was still not established. The Nigerian Army has approved the promotion of 5,000 soldiers fighting insurgents in the North-East and others involved in other operations, as part of steps to boost their morale. The Chief of Army Staff, Tukur Buratai, made the announcement on Monday in Abuja at the opening of the 2015 Chief of Army Staff third quarter conference held at the Army Headquarters conference hall. He said the approval of the promotion of the soldiers was one of the many measures introduced by the Army under his command to boost troops’ morale and reposition its operations. He said it was also in line with the vision of the Army command to reward gallant troops in any way deemed fit to boost their combat readiness and willingness to serve their fatherland. He said that troops serving in the North-East and in other operations in the country would regularly receive rewards from the Army high command for their selfless service to the nation. “Since we came on board, we have introduced several measures aimed at encouraging our troops to give their best in the service of their nation. “The approval of the accelerated promotion of 5,000 soldiers was to redeem the promise made by my predecessor to the troops fighting insurgents in the North-East. “It is my belief that this promotion, coupled with other incentives, will encourage our troops to fight for our country,’’ he said. Mr. Buratai said that the Army, under his watch, within the short period, had recorded major successes in the areas of fighting insurgency, improving its human rights credentials as well as improving the welfare of troops. He said that his vision of entrenching professionalism and bequeathing a combat ready Army to the nation was on course as commanders and troops had been fully briefed to key into the vision. He warned commanders and senior officers to guard against acts that could undermine efforts of the present administration to rebuild the image of the Army. “You will all agree with me that the renewed breath of change flows directly from the President in his directive to our operations and other directive on his vision for the Army. “I therefore demand that you all react with corresponding appropriateness with regards to the directive because majority of our requirements within the limited period has been provided for,’’ he said. The COAS charged the officers and all personnel of the Nigeria Army to constantly maintain the required level of physical fitness. He gave all Army officers and soldiers a December 15, 2015 deadline to shape up or face the medical board for the appropriate disciplinary actions. He also warned against leasing or selling of Nigeria Army lands across the country to private individuals or organisations and directed lands already sold be recovered with immediate effect. The one-day conference will take briefs from theatre commanders on all Army operations across the country. بسم الله الرحمن الرحيم from “Mukhtasar Minhaj al-Qasideen” (being Ibn Qudamah’s abridgement of Ibn al-Jawzi’s summary of al-Ghazzali’s “Ihya’ `Ulum al-Deen“) “O you who believe! Avoid much suspicion, for some suspicions are a sin. Do not spy on one another, nor backbite one another. Would one of you love to eat the flesh of his dead brother? Nay, you would abhor it, [so similarly, avoid backbiting]. And fear Allah. Indeed, Allah is Most Forgiving, Most Merciful.” Qur’an, [49:12] “And do not follow that of which you do not have knowledge. Indeed, the hearing, the sight and the heart – [you] will be asked about all of those.” Qur’an, [17:36] “He does not utter a [single] word, except that there is, with him, [an angel] ready and waiting [to record it].” Qur’an, [50:18] Imam Nawawi says “It is obligatory for every sane adult to guard his tongue against talking, except when it contains a clear benefit. If talking and remaining silent are of equal benefit, it is sunnah to abstain, for permissible talking might lead to something undesirable or forbidden, as in fact is very often the case, and nothing matches safety.” On the authority of Abu Hurayrah : “Whoever believes in Allah and the Last Day should say [something] good, or he should keep silent.” [Bukhari, Muslim, Ahmad, Tirmidhi, Ibn Majah] Nawawi says, “This hadith is quite explicit that it is imperative to not talk unless the speech is good, which is that wherein there is some benefit. If a person is in doubt as to whether there will be any benefit, then he should remain silent.” On the authority of Sahl ibn Sa`d : “Whoever guarantees for me what is between his two jaws and what is between his two legs, I guarantee Heaven for him.” [Bukhari, Muslim] On the authority of `Uqbah ibn `Amir : I said, ‘O Messenger of Allah! What is salvation?” He said, “Hold your tongue, let your house contain you, and weep over your sins.” [Bukhari, Muslim] Mu`adh ibn Jabal said, “Are we even going to be held accountable for what we say?!” The Messenger of Allah (may Allah bless him and grant him peace) said, “May your mother be bereaved of you! Is there anything which drags people into the Fire on their faces other than the harvest of their tongues?!” [Tirmidhi (hasan sahih)] On the authority of Abu Bakrah, from the Farewell Pilgrimage: “Indeed, your blood, property and honor are sacred to [one another], like the sanctity of this day of yours in this city of yours.” [Bukhari, Muslim] On the authority of Abu Hurayrah : “All of a Muslim is prohibited to another Muslim : his blood, his honor and his property.” [Muslim] “O assembly of those who have believed with their tongues, but into whose hearts faith has not yet reached! Do not backbite the Muslims, nor seek out their secrets! For, whoever seeks out the faults of his brother, Allah will seek out his secrets. And, whoever has his secrets sought out by Allah, Allah will disgrace him, even [if he hides] in the depths of his house. [Abu Dawud in al-Adab, 4/271, #4880] “Beware of backbiting, for backbiting is more serious than adultery. A man may commit adultery, and drink [wine], and then repent, and Allah will forgive him. But, the backbiter will not be forgiven by Allah until his [backbited] companion forgives him.” [Suyuti, Al-Jami` as-Saghir, 1/174, #2919, from Ibn Abid-Dunya, and Abush-Shaykh, Al-Tawbikh.] Meaning of ghibah It has been defined precisely by the Prophet (may Allah bless him and grant him peace) as, “Your mentioning your brother with something about him that he dislikes [being spoken about].” Someone asked, “How about if my brother contains that [characteristic which I am mentioning]?” He replied, “If he possesses that which you mention, then you have [indeed] backbited him. And, if he does not contain that which you say, then you have slandered him.” [Muslim in al-Birr, 4/2001, #70; Ahmad in Al-Musnad, 2/230,384] Body. Lineage. Character. Clothing. Ghibah in the guise of religiousity “Praise be to Allah who has saved us from such evil.” “We ask Allah for protection.” “That poor fellow! Allah has afflicted him with a great calamity. May Allah forgive him and us.” Listening to Ghibah Someone who listens to backbiting is a partner to it. He is not absolved of the sin of listening unless he remonstrates verbally, or in his heart if he is afraid. If he is able to start talking about something else, or to change the subject of the conversation, then it is imperative for him to do so. “And, when they hear vain talk, they turn away from it.” [Qur’an, 28:55] “[Successful are] those who shun vain talk.” [Qur’an, al-Mu’minun: 3] “Whoever is present while a Muslim is humiliated before him, and is able to assist him [and yet does not], Allah will humiliate him before [all of] creation.” [Ahmad in al-Musnad, 3/487; Suyuti in Al-Jami` As-Saghir, 2/510, #8375] “Whoever protects a believer from a hypocrite, Allah will send to him an angel to protect him from the Fire of Hell on the Day of Arising. [Abu Dawud in al-Adab, 4/272, #4883] “Whoever averts [an attack] from the honor of his brother, Allah will avert the fire from his face on the Day of Arising.” [Tirmidhi (hasan)] May Allah (S.W.A) forgive our sins all. Buhari, represented by Gov. Nasir El-Rufai of Kaduna State, performed the ceremony at the Kaduna International Airport, Kaduna. “Our country is going through very challenging times and we will need all the prayers we can have and the best place to do that for the Muslim Umma is in Saudi Arabia,’’ the President said Buhari congratulated Kaduna state for being chosen for the inaugural flight and expressed hope that the 2015 hajj would be the best in the history of Nigeria. He said the Federal Government was committed to reducing the cost of pilgrimage and involvement of government in the exercise. “I agree with the views of the Supreme Council for Islamic Affairs that hajj, if properly organized, should add value to the Nigerian economy rather than take from it. “Accordingly, I approve the constitution of a very thorough and effective Central Coordinating Team of Muslim Leaders to oversee the hajj this year,’’ he said. Buhari said the leader of the hajj coordinating team is the Emir of Kano, Muhammadu Sanusi II. Other members include the Emir of Songa, Dr Haliru Yahaya, Dr Ibrahim Datti Ahmed, and Alhaji Zakariya’u Babalola. The Sultan of Sokoto, Alhaji Muhammad Sa’ad Abubakar called on the pilgrims to abide by the rules and regulations in the holy land and warned that whoever violated them would be punished. “This is the inaugural flight of pilgrims from Kaduna state and I urge state governments to continue to give maximum support and assistance to all the pilgrims from their states. “Pilgrims must be God-fearing and do everything because of God as we pray for your safe trip to Saudi Arabia and return to Nigeria,” Abubakar said. The National Amirul Hajj and Emir of Kano, Alh Mohammed Sanusi II, called on pilgrims to abide by the rules and obligations of hajj. Sanusi urged them to pray for peace and development of Nigeria and follow the teaching of Prophet Muhammad (SAW) while in the Holy Land. |

As part of his efforts to address the protracted challenges facing Plateau State University (PLASU), Bokkos, and to reposition it for better productivity, the state Governor, Mr Simon Lalong has approved the reconstitution of the new Governing Council for the institution, with Professor Attahiru Jega appointed the new Pro-Chancellor and Chairman of Council of the varsity.‬ A press statement signed by the Governor’s director of press affairs, Mr Nanle Emmauel and said the appointment, which takes effect from the 14th of August, was aimed at “repositioning the institution for effective educational training and research in line with international best practices.” Lalong has also approved the immediate reinstatement of former Vice Chancellor of the university, Professor Danjuma Sheni, who was disengaged by his predecessor, Senator Jonah Jang as the substantive Vice Chancellor of the university. The state added, “Also the governor has reaffirmed the appointment of the pioneer and current Chancellor of the university, The Soun of Ogbomosho Land, Oba Jimoh Oladunni Oyewumi Ajegundade.” Others in the list of appointments for the university council include Chief Samuel G. Mafuyai, Professor Rahila Gowon, Chief James Barry, Chief Musa G. Izam (Northern Zone), Professor Seddi Sebastine Maimako, Barr. Zingfa D.
