D) what do you believe is a proper solution to this issue...?

IMHO the solution lies in prosecuting more and more rapists (when rape is proven beyond reasonable doubts) and as more rapists go to jail, the community willl slowly understand that A) rape isnt a crime that goes unpunished and B) women will be more comfortable in telling their story.

And worse if they say who, then the boys brigade will say that she's trying to bring down a successful man, why didn't she say it when he was poor? When they tell half the story it's because they still need to air it while preserving their mental health, because listeners will turn it on them instead. The rape apology is deafening.

there are no two ways to solve the rape issue in Africa... whether the rapist is a rich famous man or a unknown beggar. all the above reasons you stated are genuine but the ultimate goal should be to stop rapes once and for all...and the only way to do so is to swallow your feelings (aka stigma/backlash etc) and DO WHATS RIGHT!
