Written by Idowu Samuel and Dare Adekanmbi Wednesday, 22 September 2010 FORMER vice-president, Atiku Abubakar, on Tuesday, said he was not aware that President Goodluck Jonathan declared his intention to contest the 2011 election on the ticket of the Peoples Democratic Party (PDP) at the Eagle Square, Abuja, last Saturday. The former vice-president made this known during his visit to the national secretariat of the PDP, where he submitted his nomination and expression of intent forms on his own presidential aspiration. He told newsmen that he was not interested in Jonathan, a reason he did not have much information on the president’s declaration programme. Atiku, who was asked by newsmen to react to the declaration by Jonathan for the presidential race, said, “I didn’t see it. Honestly, I didn’t watch it.” He arrived at the PDP headquarters around 12.51 p.m. in a black Mercedes Benz S550 with registration number DP 679 LND (Lagos), and affirmed that the four principal presidential aspirants from the North were keen on picking one of them as a consensus candidate. He affirmed also that representatives of the aspirants had started engaging in exploratory talks on how to come up with a consensus candidate for the North ahead of the presidential primaries by the PDP. Atiku said, “there is a process for the emergence of a consensus candidate in the North. It shows that the North is even more united if they agree to bring out a consensus candidate.” Atiku, however, denied knowledge of overwhelming support from the North for President Jonathan to retain his seat in 2011, stressing, “I am not aware that the northern states are supporting anybody.” Meanwhile, governors from PDP states have continued to throng the national headquarters of the party to pick and submit their nomination and expression of intent forms, and those who submitted their forms included the governors of Kebbi State, Alhaji Nasamu Dakingari; governor of Delta State, Emmanuel Uduaghan, as well as senators and members of the House of Representatives, all seeking re-election. In another development, former National Security Adviser, General Aliyu Gusau, has said that the North would not go back on the issue of zoning, a decision he said President Jonathan was aware of, as he disclosed he would declare for the 2011 presidential election in two weeks’ time. Gusau said he was part of the northern elders who fought to make the PDP admit zoning of the presidential slot to the North, and hence would not back down on the issue, no matter the pressure. He said President Jona-than was familiar with his position on zoning while he was serving in his government, adding that his presidential aspiration was known to the president as well. The General Gusau Presidential Campaign Organi-sation, which addressed the media in Abuja, preparatory his planned formal declaration, said he was in total support of the position by the northern elders asking the PDP to prevail on Jonathan to bury his presidential aspiration. Addressing the media on Gusau’s resolve to join the presidential race, the director of the campaign organi-sation, Chief Ben Obi, told newsmen that the North was serious about presenting the next president of Nigeria in 2011, a reason all the presidential aspirants agreed on a consensus option ahead of the election. He said, the committee saddled with the task of picking a consensus northern candidate would zero in on one option, which, according to him, would be accepted by him, General Ibrahim Babangida, Alhaji Atiku Abubakar and Dr Olusola Saraki. “In a fortnight, General Gusau (rtd) will formally declare his aspiration to all Nigerians, having concluded an extensive and exhaustive consultations with distinguished Nigerians. “The longer time frame before the formal declaration is to respect this period of golden celebraton of our national independence. Before then, however, the candidate will hopefully visit the geopolitical zones of the country to brief party faithful and distinguished delegates, in preparation for the primaries of our party, PDP.” Obi stated reasons behind the delayed entry of Gusau into the presidential race, attributing it to the necessity for him to fulfil the task entrusted to him on ensuring the stability of government which, he said, he was called from retirement to achieve. Gusau, also on Tuesday, denied that his relationship with General Babangida had been strained as a result of personal issues. The organisation said there was a cordial relationship between the duo, adding that they had never had any cause to disagree. . http://tribune.com.ng/index.php/front-page-news/11411-im-unaware-of-jonathans-declaration-for-2011-atiku-north-wont-go-back-on-zoning-no-rift-with-ibb-gusau |

Written by Clement Idoko and Paschal Okeke, Abuja Wednesday, 22 September 2010 AGAIN, Federal Government, on Tuesday, summoned the Registrar and Chief Executive of the National Examination Council (NECO) Professor Promise Okpala, over what it described as unacceptable poor results of the June/July 2010 Senior School Certificate Examination (SSCE) released on Monday. Minister of State for Education, Mr Kenneth Gbagi, who said this while briefing newsmen in Abuja, in commemoration of the 2010 Year of Peace and Security, said he was sad and never satisfied with the results released by NECO on Monday, in which only 21 per cent of the candidates that sat for the examination passed English Language and Mathematics at credit level. He also spoke of a plan for another summit on examination barely four months after hosting an elaborate examination summit in response to mass failure recorded in Senior School Certificate Examination (SSCE) conducted by the National Examination Council (NECO) and West African Examination Council (WAEC). Reacting to the poor performance of candidates in the examination, the minister while briefing newsmen alongside the Permanent Secretary of the ministry, Professor Dapo Afolabi, disclosed that the ministry was neither happy nor satisfied with the recent result released by NECO and as such would be convening another examination summit. The results released indicated another huge failure rate as less than 22 per cent of the total 1,132,357 of the students that sat for the exam passed English Language and Mathematics at distinction and credit levels. Fielding questions from journalists the minister said that already the Registrar of NECO, Professor Promise Okpala, had been summoned to the ministry over the issue, adding that unlike before, teachers would now be recertified every three years rather than every five years. http://tribune.com.ng/index.php/news/11405-mass-failure-fg-summons-neco-boss |

2011: Atiku group moves to stop Jonathan •Raises legal team of 10 SANs •I can defeat Jonathan -Atiku | Print | E-mail Written by Sulaimon Olanrewaju, Dipo Laleye and Taiwo Adisa Tuesday, 21 September 2010 TURAKI Vanguard, a group working for the realisation of the presidential ambition of former Vice-President Atiku Abubakar, has commenced a process of stopping President Goodluck Jonathan from running for the office of president on the ticket of the Peoples Democratic Party (PDP) through the law courts. According to a statement issued by the group on Monday, which was signed by Eze Chukwuemeka Eze, its National Director, Media and Public Affairs, the group had raised a team of lawyers comprising 10 Senior Advocate of Nigeria (SAN) for the purpose “of studying the relevant constitutional provisions of the nation's constitution and those of the PDP that would serve the purpose of bringing this misadventure (Jonathan's aspiration) to an end.” Eze added that Chief Oladimeji Fabiyi, national coordinator of Turaki Vanguard, while briefing the lawyers, said, “what we are trying to achieve is to prove that no Nigerian can just wake up one day to dishonour or annul a gentleman's agreement aimed at keeping the nation intact and united.” According to the statement, Fabiyi cautioned PDP that should Jonathan clinch the ticket and the court ruled against his candidature after the primaries, it would mean that PDP would not have a candidate for the 2011 presidential election as it would be too late to field any other candidate, considering the Independent National Electoral Commission (INEC) tight schedules. “It is left, therefore, to the PDP leadership, as advised by some northern elders in their letter to stop Jonathan formally from contesting the party’s primaries or the PDP's delegates to ensure that he is voted out during the primaries or else, we will ensure that the court rules that he is not a candidate for the 2011 election under the platform of PDP,” the statement read. Meanwhile, youths in the North-Central geopolitical zone of the country have told former President Ibrahim Babangida and former Vice-President Abubakar to withdraw from the 2011 presidential race. The youth believed that the time was now ripe for the country to be governed at the highest level by one of their own. According to them, the generational change they were asking for would bring about rapid development of the country at all levels. Addressing newsmen in Minna, Niger State, at the weekend, the youth, under the aegis of the Youth Support Group for Northern Presidency (YSGNP), asked both General Babangida and Abubakar to forget their ambitions and throw their weight behind a youth from the northern part of the country. Their spokesman, Alhaji Ndagi Mohammed, said “the unity of the North cannot be compromised, therefore, there is the need to present a consensus candidate of generational change, with track records of performance and achievements. Mohammed said that while they commended the Northern Governors Forum for standing firm in support of zoning, they should go further by adopting one of their own as the consensus candidate. Meanwhile, Atiku, on Monday, said he was everything in place to ensure his victory at the forthcoming primaries of the party. Atiku, in a statement released by his campaign organisation, said the incumbents had been known to lose elections, even in West Africa, adding that Jonathan could not be an exemption. He dismissed incumbency factor in elections, saying that opposition should not be intimidated. Atiku, speaking with his campaign coordinators in Jos, Plateau State, said “we are in this race to win and, by the grace of God, we shall win. We have the most organised, democratic and competent campaign structure in the country.” |

N2.3b fraud: Court rules on Ogbulafor Oct. 4 | Print | E-mail Written by Tunde Oyesina, Abuja Tuesday, 21 September 2010 AN Abuja high court, on Monday, fixed October 4, 2010 for ruling in an application brought by the embattled ex-chairman of the Peoples Democratic Party (PDP), Prince Vincent Ogbulafor, praying the court to quash the entire 17-count criminal charge preferred against him by the Independent Corrupt Practices and Other Related Offences Commission, (ICPC). Ogbulafor, with the third accused person in the matter, Mr Jude Nwokoro, are contending that the proof of evidence tendered against them by the anti-graft agency failed to establish neither a prima-facie case nor an incriminating nexus linking them to the alleged crime. At the earlier sitting, the court had given both Ogbolafor and Nwokoro 21 days from July 14, 2010 to file their written addresses but they couldn’t do so as directed by the court until Monday. The prosecution counsel, led by Adegboyega Awomolo (SAN), immediately filed its reply within 24 hours. The defence counsel, led Amaechi Nwiwu( SAN), after a protracted delay in filing his address, prayed the court for time to study the address of the prosecution counsel but the trial judge, Justice Ishaq Bello, rejected the application and ordered the counsel to file and exchange all processes to come back on Monday for adoption of addresses. By Jimitota Onoyume PORT HARCOURT—THE five National Youth Service Corps, NYSC, members taken hostage in Omuma Local Government Area of Rivers State are still in the custody of their abductors. Meantime, Vanguard gathered from a community source, that another chief in the area was abducted weekend. It was not clear if it was the same group that took the corps members hostage that was behind the latest kidnap. The kidnappers, sources said, insisted that the hostages would only be released if the Chairman of the council, Mr. Nnamdi Anoucha, conceded to their demand that certain amount be paid to them periodically as security allowance. The source added that the kidnappers had vowed to create a sense of insecurity in the council, if their demand was not met. The Chairman of the council could not be reached for comment. Meantime, Vanguard investigation revealed that all the corps members serving in communities listed as flash points in the council had been relocated to the council headquarters and provided with police security at their residence.
