[b]NEWLY appointed acting Inspector-General of Police, Hafiz Ringim, will, today, present a five-point agenda that would underscore his resolve to tackle problems of police brutality and extra-judicial killings as well as extortion and bribery in the force. Vanguard gathered that in his bid to elevate the force to greater heights, the new police boss will deliver his maiden address to the officers and men at Louis Edet House, Police Headquarters, Abuja. While his immediate predecessors, Ogbonna Onovo and Mike Okiro centered their agenda on a three and a seven-point agenda respectively, the new police boss will, according to sources, hinge his major thrust on areas that would ensure immediate positive results not only for officers and men of the force, but also Nigerians in general. An impeccable police source close to Ringim told Vanguard that his main thrust will be on zero tolerance to crime and all forms of criminality, welfare, intelligence-driven policing, training and re-training, recruitment and robust image or public relations. The source said the acting IGP, being a very tested operational man, will ensure that all forms of crime and criminality, including the hydra-headed kidnaping currently ravaging the country, especially the South-Eastern states, will be reduced to the barest minimum. The source said: “The very first thing Nigerians should expect is the exit of all his seniors because he would not like to stick to the existing status quo ante. He will definitely come out with programmes that will turn things around in the force. This is because he has great empathy for the disgraceful condition of policemen in the barracks. He will ensure that inasmuch as they do their duties perfectly well, they will get the best from government. Already, government has assured him of maximum support and cooperation in all the positive plans he would embark on, geared towards taking the force to greater heights.” Other areas that may get urgent attention from the new police boss include, ensuring that all elements of police brutality and extra-judicial killings are checked, tackling of extortion and bribery with all seriousness and adequate punishment of offenders. He is also expected to concentrate on training and re-training of policemen based on his long experiences as commandant of Police Staff College in Jos and Police Training School in Gwazo, Maiduguri. Vanguard investigations also revealed that his other major thrusts would be ensuring that allowances are paid to officers and men of the force as at when due, and adequate and proper accommodation similar to what is obtained in the army where accommodation is given in line with rank. Others are ensuring that barracks are adequately landscaped, and elevation of the force to greater level internationally, given his background as commissioner of police in-charge of Interpol for several years. On the lingering issue of kidnaping, Vanguard learnt that the new police boss will definitely put a stop to it with the full backing of the President, traditional and opinion leaders in Igboland. The source said: “He will seek adequate cooperation and assistance of other security agencies and members of the civil society in stamping out violent crime in the society. Particularly, he will seek the cooperation of students and youth leaders in providing useful information that will help in fighting crime in the society. “He will run an open door policy that will be unequaled in the country so that all members of the society with useful information will have easy access to him personally. Police Public Relations Officers, particularly, will be made to exhibit character and conduct that will encourage members of the society to give useful information that will help to expose criminals.” 6 DIGs to meet Ringim Meanwhile, Vanguard gathered that six deputy inspectors general of Police (DIG), under former Inspector General of Police, OgbonnaOnovo, will also meet today with the new Police helmsman, to resolve some crises created with his appointment without the dismissal of those above him. The police chiefs, who are yet to be served retirement letters, will meet with the acting IG by 11.00 a.m, at the Force Headquarters, Louis Edet House, in Abuja. The DIGs are: Uba Ringim, Israel Ajao, John Ahmadu, Udom Ekpoudom, Uzoma Declan, and Olusegun Efuntayo. Also expected at the meeting is the Force Secretary, AIG Suleiman Fakai. One of the issues to be discussed at the meeting with Ringim is how to fill the South_West quota in the police management team, as there is no AIG or senior commissioner of police from the region to replace the ‘outgoing ones’ (Ajao and Efuntayo), who still have between two and five years to their official dates of retirement. With the exclusion of three AIGs who were hitherto senior to Ringim: Mrs Ivy Uche Okoronkwo, who hails from Abia State; Azubuko Udah (Abia) and Ganiyu Dawodu (Lagos), the AIGs who are in line to move up in rank to form the new police management team are: Mohammed Dikko Abubakar (Zamfara), Audu Abubakar (Yobe), Sulaiman Fakai (Kebbi), John Uzu_Egbunam (Anambra), Saleh Abubakar (Bauchi) and Mohammed Yesufu (Edo). According to inside sources, except due process is overlooked, nobody from the South_West can move up to the exalted position, because there are 13 other officers from other regions ahead of Lagos State born Commissioner of Police (CP), Christopher Ademola Ola, who is the next South_West man on the list. And he must get double promotion, to become a DIG and member of the management team. There are fears that an Ondo State born CP, who is ahead of Ola, may not be considered because of a query in his file. Topmost South_West officers, Adedayo Adeoye, Gazali Lawal, Tunji Alapini, Samuel Adetuyi, Bashiru Azeez, Abayomi Onashile, Emmanuel Adebayo, and Joseph Apapa had retired between last year and this year, when they were due. The last time the police had a leadership crisis was in 2007, when Onovo, who was the most senior officer then, was named as acting IG. But 24 hours later, he was asked to step down for Mike Mbama Okiro, who was the next man to him. Onovo accepted and served under Okiro, and he emerged as the IG, when Okiro retired. Ajao, who has about two years to his retirement and Efuntayo, who has about five years to go, according to inside sources, may tender their letters to go on voluntary retirement today. The two previous IGs, Okiro and Onovo, were given double promotion from CP to DIG to fill the quota of their regions in the police management team in March 2002, when Tafa Balogun, who was then an AIG, was appointed as IG.[/b] |

[b][color=Black]LAGOS—Operatives of the National Drug Law Enforcement Agency, NDLEA, yesterday arrested a German-based Nigerian fashion specialist for trafficking 1.2576kg of cocaine at the Murtala Mohammed International Airport, MMIA, Lagos. The suspect, Mr. Udoh Innocent Essien a 37-year-old fashion specialist, who hails from Akwa Ibom State was nabbed at the weekend for unlawful exportation of narcotics at the airport. NDLEA Chief Executive Ahmadu Giade, noted that the suspect was caught by the scanning machine at the outward screening of British Airways passengers. Giade said Essien excreted 75 wraps of powdery substances that tested positive to cocaine weighing 1.2576kg when he was under observation by the anti-narcotic agency. Meanwhile, Essien claimed that he went into drugs trafficking because he wanted to use the 4,500 Euros to open an online fashion shop. He said: “I had financial problem and was under pressure. My intention was to close my Surulere shop and concentrate on my shop in Germany. “I have been approached severally to traffic drugs because I travel a lot but I always turn them down. I feel very bad. All I needed was to complete my online fashion shop because I have many products. “It was due to frustration and desperation that I agreed to smuggle drug[/color]s.”[/b] |

Drops 28 places to 127th in under one year ?[b]Nigeria’s global economic rating has taken a further battering this year, dropping from its 99th position on the Global Competitiveness Index (GCI) in 2009 to the 127th position. The GCI “assesses the ability of countries to provide high levels of prosperity to their citizens. This in turn depends on how productively a country uses available resources. Therefore, the Global Competitiveness Index measures the set of institutions, policies, and factors that set the sustainable current and medium-term levels of economic prosperity of a nation,” the Forum explained. On the African continent, Nigeria occupies the 25th position out of the 35 nations covered in a report released by the World Economic Forum (WEF) on Thursday in Beijing, China. It comes behind smaller and very poor nations like Mauritius, Namibia, Rwanda, Gambia, Benin, Senegal, Kenya, Botswana, Cameroon, Tanzania, Ghana, Zambia, Cape Verde, Uganda, Ethiopia, Madagascar, Malawi and Swaziland. The 2010-2011 WEF report released on September 9, in Beijing, China, covers 139 countries. IT was a flurry of activities for inmates of the Kuje Prison during the Sallah holiday, as former President of the Nigeria Football Federation(NFF), Alhaji Sani Lulu Abdullahi who spent the holiday break on the orders of the Judge of the Federal High Court sitting in Abuja Justice D. Okoronwa boosted the sporting activities of the Prison inmates with the donation of 12 footballs to them. He equally participated fully in all their sporting activities lined-up by the inmates for the occassion. This actually enhanced the football tournament organized by the inmates during the festival period. [b]The camps of President Goodluck Jonathan and General Ibrahim Babangida are now locked in a verbal duel after Chief Raymond Dokpesi, the Director-General, IBB 2011 Presidential Campaign Organisation alleged, yesterday, that the president was after his life. He also said a vote for the president is a vote for anarchy The president’s chief spokesman, Mr. Ima Noboro, however, dismissed Chief Dokpesi allegation as a tissue of lies. “Nigerians know those who are the “masters”in the art of political violence and it is not President Goodluck Ebele Jonathan,”Niboro said last night. Chief Dokpesi who fired the first salvo had told reporters in Abuja that “No body has the monopoly of violence. The moment you begin to intimidate a fellow contestant like IBB, what you expect is that the North will also come out with their own aggression and innocent Nigerians will be made to clash. The ordinary people from the South South are not involved”. “A vote for Jonathan is a vote for anarchy. It is a call for disintegration of Nigeria. The people that are promoting that campaign do not have the love of Nigeria. And it is time for all right thinking Nigerians to come out to defend the integrity, the Unity of this country, no matter what the cost might be. “This country needs to be united for business to thrive, for people to live in peace and for all to lay claims to success. You cannot achieve this by intimidation”, he said. On alleged threat to his life and his branding as a persona non grata in the Niger Delta, Dokpesi vowed that he would not be intimidated or daunted by threats from any quarters for supporting General Babangida for the election. He alleged that rigging of the 2011 general elections had begun with the Jonathan Campaign Organization. On his suspension by the South South Elders and Leaders Forum, he said, “I am sure that Admiral Akhigbe cannot stand up and tell anybody that he was a party and part and parcel of an agreement to threaten, to intimidate, to maim and to kill members of my family. I also want to clearly state that there were three serving ministers present at that meeting even when I never belong, I do not want to belong and will never belong to a group called South-South Elders and Leaders forum. “I was born into one united Nigeria; I want to ever live in Nigeria in peace. The names (of those involved in south-south Elders Forum) are clearly written in newspapers. I know the source, because I was chairman, South South Peoples Assembly. There is no point in mentioning Cynthia Whyte. It is from the Villa that they made the contacts on that one, and requested that that statement should be issued. It is directly from the Villa. “I am bold. They don’t know me very well. If they do they would have realized that this kind of threat can only charge me, can only make me to be bolder and continue what I am doing in the interest of Nigeria. I am not daunted. I am not shaken and I say Shege. Threat to my life He said: “The unfolding scenario is definitely and actively supported by the Jonathan group campaigners. I also wish to state that at 9.30 pm yesterday, my relations and children received some telephone calls threatening to kidnap my first son Raymond Dokpesi Jnr. by Monday 13, if I do not step down as Director General of this Campaign Organization. If Jonathan’s group are doing well, if they are sure of victory, why should they recourse to intimidation. Why do they have to resort to blackmail. It is an indication that they are facing a lot of challenges and problems and they have only been running propaganda. He confessed that he had no direct evidence that President Jonathan was involved in the plot to intimidate him but added, “I will not rule out the possibility that he is aware.” He also said former President Olusegun Obasanjo stopped Dr. Peter Odili from emerging as the Presidential candidate of the Peoples Democratic Party, PDP in 2007 because of the 2002 zoning arrangement. Dokpesi who noted that when it became obvious that the former governor of Rivers State, Odili was going to win the primaries, the attention of ex-President Obasanjo was drawn to the fact that there was a standing zoning arrangement in 2002 that the South would govern for eight years and thereafter the North for eight years before it would move to the South South in 2015. “I was Chairman of South-South Peoples Assembly. The policy we pursued when I was Chairman was covered in what we called the Calabar Declaration. At that Calabar Declaration, the objectives were to sustain true federalism; two, to seek or increase derivation; three, to cover the coastal cities and areas in the South-South that have been left behind as a result of exploitation of mineral resources, especially crude oil and gas. “And we went on to say, to be able to achieve this, what will be the best vehicle and we said we wanted to have a President of Nigeria from the South-South. We carried out massive campaign under my leadership. And Nigeria was gracious enough, was kind enough to say, look, we have heard your cry, and Obasanjo said he had heard the cry of the people of the South-South and that at the appropriate time, the matter would be addressed. How Obasanjo stopped Odili in 2007 “In December when PDP Primaries was to be held, Dr Odili was a frontline Presidential aspirant, and an acceptable candidate across the federation of Nigeria. We gathered at the Eagle Square for the PDP Convention, and on the 14th December in the evening, Obasanjo had congratulated Odili, stating that four security reports had indicated that if we had gone into polls, Odili would win. “However, he asked Odili to go and that he would meet with party leaders in preparations for the 2007 presidential primaries. By the time Odili was invited back, he was told that the leadership of the party had drawn Obasanjo’s attention to a 2002 agreement that since the south was having 8 years presidency that the north was also going to have 8 years presidency. “On that basis and coupled with the constitutional amendment of the PDP as enshrined in section 7.2 (c) that there was going to be power sharing, Obasanjo then told Odili that he would not allow him to contest the PDP primaries, because if he had contested, he would have won and that would have destabilized the peace and stability of Nigeria.” According to Dokpesi, Peter Odili had to listen and made a personal sacrifice, adding, “and Dr. Odili had to make that sacrifice and accepted in the interest of unity and stability of this country. The South South then had an opportunity to present the vice president of the county for 8 years and then be able to present the President of this country beginning from 2015. Speaking further on the development, he said, “the acceptance speech which our late President, Alhaji Umaru Musa Yar’Adua was going to read clearly stated Dr. Peter Odili as the running mate. It was on the floor of the Eagle Square that it was muted that the personality of Dr. Peter Odili might be too strong and over bearing for Alhaji Yar’Adua. “Many people including four governors from the South-South zone prevailed on Obasanjo to make sure that Dr. Odili did not get the position. And for the South-South zone, that was how eventually Dr. Goodluck Jonathan emerged. “Donald Duke of Cross River at that time, was involved in the Presidential race; Obong Victor Attah from Akwa Ibom was involved in the Presidential race; Odili from Rivers was involved in the Presidential race; Edo and Delta state governors who were not involved strongly supported Yar’Adua. So, the only person who was not involved was Jonathan. He came in to separate those who were fighting. That was how he emerged. And though unfortunately, we lost the President (Yar’Adua), but, it must be stated that the Presidency was zoned to the North. “And I have cause to draw the attention to President Goodluck Jonathan to the fact that it will be wrong to say throw away zoning. If we do that, is it possible that Bayelsa with eight local government areas will produce a president in 774 local government areas? With Jigawa with about 34, you see, this is a fundamental point of departure because if I am asking for equity, justice for the people of the South-South, I cannot mete it out to any other part of the country. It will not be fair and it won’t be just on my own part. Dokpesi: A tissue of lies But in a swift reaction, Mr. Ima Niboro, Chief spokesman for President Jonathan, said: “Our attention has been drawn to statements by the Director General of the General Ibrahim Babangida campaign organisation, Chief Raymond Dokpesi, to the effect that the Presidency is after his life. “He is also alleged to have said that there is a plot to kidnap his son, as a means of forcing him to abandon the Babangida campaign. Obviously, these are lies, and it beats us hollow what Dokpesi stands to gain by them beyond introducing chilling and quite sinister dimensions to the contest for the presidency in 2011. “Nigerians know those who are the “Masters” in the art of political violence and it is not President Goodluck Ebele Jonathan. Nigeria had enough of such deadly power games under the jack boots of dictators past, and in embracing democracy and freedom, we have said a resounding NO to them once and for all. “Nigerians are also aware of the inclinations of the political family Dokpesi belongs to in the South South, and their past roles as purveyors of violence and political “militancy”. Everyone knows that Jonathan has never been associated with such distasteful things. “We also note Dokpesi’s claim that the tax authorities are after him, and ask that he nurses no fears since we assume he has been paying his taxes as at when due. We are after all, a law abiding society, and no one should fear the taxman if their taxes are up to date. Making unsubstantiated claims would not stop the tax authorities from doing their jobs. “This is our position. [b]The people of the south-east have given Goodluck Jonathan their word that they will support him during the coming presidential elections, but he would be expected to pay a price for it. The price, according to the governor of Imo State, Ikedi Ohakim, is that Mr Jonathan must take a good long look at the region and find ways of improving the lot of its people. This assertion is coming after the south-east governors had said they were still undecided about whom to support for the presidential bid. Speaking after a private visit to Mr Jonathan in the company of the Speaker of the Imo State House of Assembly, Mr Ohakim said the region was obviously waiting for “the big masquerade to emerge” and since this has happened, negotiations have to begin. “The south-east governors had said that they will not mention who they will support; nobody will force us to support anybody until all the big masquerades emerge. Yesterday, the big masquerade emerged, President Jonathan declared and told me that he will run,” he said. “Before, it was mere speculation. It is only when he tells me he will run that I will decide whether I will support him or not. He told me he will run. He told all of us he will run. That’s why I am here with my Speaker. That’s why I’m here with my leader. We have decided that we will work with him. But we have to negotiate. Politics is give me, I give you; you take, I take.” Uneasy about timetable Mr Ohakim said what he wanted from Mr Jonathan was that he must “continue the good work he is doing” and he “must look at the marginalization of the south-east.” “He must look at the fact the south-east is the only zone in Nigeria that has one transmission line of electricity and we must look at the innate ability of the people and design Nigerian development to capture innate ability of all the sections of the country,” he said. Speaking on the election timetable, Mr Ohakim said if it were possible to buy an extension, he would. He said he has reservations about the timetable but would only speak about it after going through it thoroughly. “INEC has given its own timetable; the work of a politician is to bend himself to be able to meander through the thorns of politics in order to achieve his goals,” he said. “We are yet to digest the timetable which was recently released. I have my own reservation about that timetable. I am looking at the practicability and the possibility. We must possibilize the impossibility, if we must make the country move forward. But we will still re-examine that timetable. Mr Gbaja-Biamila said Mr Ribadu is the ideal choice for the party. "The party needs a courageous and bold individual who is determined to fight corruption, and all those qualities are in Ribadu," he said. Mr Ribadu has been courted by several political parties since his return to the country three months ago and this may represent a major coup for the ACN. Bola Tinubu, an influential member of the party, was seen as a potential obstacle because he was investigated by the EFCC during Mr Ribadu's stewardship. However, the two men made up publicly last month, during a book launch in Lagos. The question is how to win important games or tournaments? How can we build a successful Nigerian team? Zapata:I personally believe that to build a winning team or organization, we must first establish a culture of winning. To do that, we need to set high standards and then start to chase them. It is not an easy task.We all strive to be successful in our careers, and in our lives. These goals should be specific, difficult and challenging… but realistic. Two common goal-setting problems are setting too many goals too quickly and setting unrealistic goals based on current level of performance. The challenge is to keep the goals meaningful, relevant, and motivating. Continuity, consistency and ambition are particularly important to create a successful program. Ambition must be coupled with hard work for success to be achieved.Everybody likes the idea of winning, or being successful, but lot of people don’t like the sacrifice and hard work that are usually required to get ahead. I love to work hard. It is a key part of the process of preparing to win.You can have the best tactics plans, the most perfect offensive and defensive schemes, and even a great amount of talent. But if you and your team are not willing to put in hard work, your plans will never be realized. Champions don’t “just” train. They invest in their development. I believe you play like you practice, so when you practice hard every day, playing hard will seem natural when the game is on the line. My training program for Nigeria National Team includes to work with Home Based players during the next two years.We already know what Yobo, Martins, Etuhu,Uche, Odemwingie, Odiah, Utaka, among others did for the Super Eagles. Currently, Nigeria needs players who are proud to defend the National Team. This country has a pool of young talents players that can rule football in the world.
