[b]From AMOS DUNIA, Abuja Thursday, September 23, 2010 •Saraki The Abubakar Bukola Saraki (ABS) Campaign Organisation has said the purported rented crowd that graced the declaration of President Goodluck Jonathan last Saturday should not be interpreted to mean popularity. This was even as the organisation said the deft move to implicate political opponents, particularly Governor Bukola Saraki, through sponsored and concocted allegations, reminded of the old dark days of high handedness and impunity by government. Director-General of the ABS, Dr. Udenta Udenta, who stated this at a Press conference in Abuja, said the forthcoming elections would define the shape of Nigeria like never before. According to Dr. Udenta; “I pray that we will not go back to the dark days of high handedness and high wired politics of impunity. This is really high political season and a lot of misinformation is being dished out to the public.” He described the on-going discussion on the need for a consensus candidate from the North to contest the presidential primary of the Peoples Democratic Party (PDP) as robust and an exchange of transformation that was acceptable to Dr. Bukola Saraki. Dr. Udenta further said the thinking and objective of the discussion on the consensus candidate was not only aimed at ensuring that power remained in the North but about the stability and unity of the country. He assured that Governor Saraki would accept the decision that would be reached by the wise men set up to adopt a consensus candidate from the North, adding that the former banker-turned politician stood a better chance to be nominated since he is the only aspirant that is difficult to describe as stereotype. Also speaking, Deputy Director- General of the ABS, Alhaji Ibrahim Lame, said Dr. Saraki would restructure the Nigeria Police Service with a view to grant independence to State commands as well as establish local police that would effectively tackle criminal cases within their localities. The organisation said its movement was a social democratic project to empower women and youths and free the masses from underdevelopment, adding that its think thank consists of some of the best brains in Nigeria, who had already developed a concrete policy paradigm and package to transform Nigeria. “We condemn elite manipulation of ethnicity, religion and region in order to divide and oppress the people. [b]By Ochereomen Nnanna PRESIDENT Goodluck Jonathan’s intimidating outing last Saturday, when he declared his presidential ambition, must have sent shivers down the spines of the pro-zoning, pro-North-for-president-in-2011 Nigerians. In comparison with other countries of our stature, the Eagle Square must be the tiniest national square. Luckily, there is an empty space adjacent to the Square, which currently serves as car park. As Abuja grows and the Eagle Square is expanded into this space, the Federal Capital Development Authority (FCDA) may have to approve the erection of multi-storey parking lots for the workers and visitors to the Federal Secretariat, which surrounds the Square. The Jonathan declaration was easily the largest crowd ever pulled to the nation’s foremost political arena. By most newspaper accounts, 23 governors attended. The entire National Working Committee (NWC), most members of the Board of Trustees (BOT) and the National Executive Council (NEC) of the Peoples Democratic Party (PDP) were fully mobilised. I did not notice a single member of the party’s major ruling organs at the flag-off of the General Ibrahim Babangida flag-off three days earlier. Curious, I made enquiries from a friend of mine at the PDP to know why Babangida was not only “boycotted” but nearly had his campaign marred by fixing the NEC meeting on the same day and at about the same time that his rally was to take place. My friend informed me that the PDP did not attend Babangida’s event because it regards such rallies as the personal affairs of the aspirants. He assured me that they would not attend Jonathan’s flag-off or those of the other aspirants, adding that it was only when any of them had emerged as the candidate of the party that the party would shoulder the candidate into the presidential campaigns. Well, the rest is already history. The National Chairman of the party, Dr. Okwesilieze Nwodo, and the rest of the officials of Wadata House were at the Square for Jonathan, but not for Babangida. There is Nwodo’s “level playing field” for you. The former National Secretary of the PDP seems keen to return the kind gesture by President Jonathan who sponsored him to that prestigious post. How times have changed! What a deep, round world we live in! Once upon a time, who would have convinced General Babangida that time would come when he would become a victim of the use of state power? The man who once boasted: “Tell those human rights activists in Lagos that we are still in office and in power”, after he annulled the June 12, 1993 presidential election and triggered a series of civil disobedience, especially in Western Nigeria, is now receiving the butt of state power. His campaign organisation, when ranged against that of the President, is the underdog. Babangida and the military political class had created an institutional monster in the presidency of Nigeria. Wasn’t it amazing that Jonathan, a man who never had any political structures, never sowed any political seed (by empowering people as Babangida did during his eight years in power), a man who became an unelected president of Nigeria only seven months ago, a man from one of the nation’s medium-sized ethnic minorities, and a man who has never on his own contested and won any previous elections, could pull the crowd that Jonathan did last Saturday, without so much as lifting a finger? And now, we come down to the question I posed above. It seems that Jonathan is set to win the nomination of the PDP. If he does, his chances of winning the presidential election will be very good. The only thing that will stop Jonathan from achieving both aims is if the North will beat the odds, produce a single, credible and acceptable candidate and throw their full weight behind him, pending whatever votes such a lucky candidate might scrounge up here and there from other parts of the country. The South appears well disposed to giving Jonathan block support. Governors of more than half of the six states of the Middle Belt (Benue, Kogi, Nassarawa and Plateau) have pledged their open support for the President. Are governors of the rest of the North willing to brave the odds and stand up for a Northern candidate, and with their superior number of delegates, attempt to retake the presidency? The only way that Jonathan can be stopped is if the North is able to put their acts together and work in concert. If they succeed, their supporters in the South will be heartened and emboldened. But it is not an easy task. Those who do not hold power always find it difficult to unite, especially in Nigeria where the lure to be found in the same bed with the winner is all-consuming. From the moment the zoning argument broke out and Jonathan’s presidential ambition became apparent, Northern leaders, such as Babangida, Atiku Abubakar, Adamu Ciroma, Tanko Yakassai and others, have been unceasing with their demand that the presidency must return to the North in 2011. Over the weekend, a group of Arewa youth coalitions met and issued a threat that they would assert their claim to the presidency “with the last drop of their blood”. It requires cast-iron resolve for the North to snatch the presidency from the hands of Jonathan. Given the personal interests of the governors and other top Northern politicos, I doubt the North’s ability to hold up. It is a pity, though, that the race for the next president of Nigeria is turning into this zero-sum game. Whoever wins the election has a lot of work to do in re-uniting the sectional and ethnic fissures that have developed. The president of the Non-Academic Staff Union of Education and Associated Institutions (NASU), Comrade Ladi Iliya, stated this in Ilorin, Kwara State, on Wednesday, during the opening ceremony of the executive council meeting of the union. The president, who said that she was aware that the tripartite committee submitted its report to the Federal Government several months ago on the National Minimum Wage and the alleged outrageous allowances that members of the legislators and other political office holders were collecting, added that it had become imperative that workers should embark on an indefinite strike if government failed to pay. She said that unstable power supply had further pauperised the poorly paid workers, who spent huge sums on fuel to power their generators. She also called on the Nigeria Labour Congress president to get the government to intervene to avert a possible unpleasant reaction by the exploited workers. According to her, all sorts of illegal, outrageous taxations were in vogue in the states of the federation. The president of NASU said the excuse that fund from the Federal Allocation had dwindled was not tenable and that the exploitation of workers should stop. The development came even as the Nigerian Civil Aviation Authority (NCAA) described the report as false, saying the installation of the full body scanner at the airports was with utmost consideration for religious, human rights, cultural and health situations. Reacting to a report that the security officials manning the machine had abused the objective by gazing at unclothed images of passengers, FAAN, in a statement issued by its General Manager, Public Affairs, Akin Olukunle, explained that the machine was configured in such a way that only the blurred image of the person being screened would show on the screen, without revealing his face. FAAN, in the statement, states: ”It is also designed to wipe off such image in a few seconds if nothing incriminating is found on him. The image of the person being scanned can also not be saved on the system. [b]Written by Thursday, 23 September 2010 Mr Segun Onilude, scribe of the Universal Basic Education Board (UBEB) in Badagry, on Wednesday, identified lack of basic textbooks as being among reasons for mass failure in the last NECO examination. Reacting to the mass failure in English Language and Mathematics in the results of the senior secondary schools examination released by NECO on Monday, Onilude said poor reading culture was also responsible for the result. According to the UBEB official, most teachers and students are too lazy to give or complete homeworks. “Prelude to the intervention of Governor Babatunde Fashola in Lagos State, for example, only teachers had textbooks in two subjects and these subjects can not be taught without textbooks. “Students need textbooks, so that they could do homework and practice whatever they have been taught in school on getting home,” Onilude told the News Agency of Nigeria (NAN). He said that teachers in public schools no longer give class work to students, adding that parents, teachers as well as the students, have roles to play to reverse the downward trend. “In most homes, children who are supposed to be ready for school the next day now spend hours at night watching home videos and crime movies,” he said. [b][size=16pt]TO curb kidnapping, some members of the House of Representatives, Para-military agncies and rights’ groups have endorsed death penalty for the offence. Speaking at the public hearing jointly held by the House committees on Judiciary, Justice, Human Rights and Police Affairs at the National Assembly Tuesday, the lawmakers and others agreed that there is a need for stiffer penalties than those recommended in the bill in its current form. The Bill, entitled: "An Act to prohibit hostage taking, prescribe punishment for its contravention and other matters relating thereto," stipulates life imprisonment for anyone who kidnaps and 10 years jail term without an option of fine for anyone who attempts to kidnap any person. It was sponsored by Friday Itulah, Samson Osagie and Dickson Henry Seriake. Comptroller-General of the Nigerian Immigration Service (NIS), Mrs Rose Chinyere Uzoma, assured the lawmakers that the agency supports the passage of the Bill into law. She said there was a drastic reduction in the quality of expatriates coming into the country for commercial purposes because of the incessant cases of kidnapping. She said: "Statistics have it now that we have less than 20 expatriates working and living in Aba (Abia State) as the NIS has noticed that the quality of expatriates coming to Nigeria today is low." A fallout of the trend, she said, was the exportation of kidnapping to foreign lands, with the masterminds being Nigerians. A lawyer and first Vice Chairman of the National Arbitration Council, Mike Ozekhome(SAN) insisted on the death penalty for kidnappers who apply violence against their victim, and a minimum of life imprisonment for other offenders. He said: "I, therefore, recommend that the minimum of life jail term prescribed by the bill, though in order, if it involves the use of weapons of violence, there should be capital punishment". According to him, the nation is continually being embarrassed by the spate of kidnapping which, he said, has done a lot of damage to the nation’s image. He said there was need to adopt stiffer measures to curb the menace, particularly as those now being targeted and who go through harrowing ordeals in the hands of kidnappers are the elderly who have contributed to the country’s development. Head, Legal and Prosecution Directorate of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), Ibrahim Joshua backed the adoption of stiffer penalties. Others who supported the proposed legislation were the Legal Aids Council and Nigerian Security and Civil Defence Corps (NSCDC). Speaker Bankole, in his opening speech read by Seriake Dickson noted that the 1999 Constitution guarantees the aspirations of Nigerians amongst which were to "enhance welfare of the citizens, peace and good governance and security of lives and properties," and that their realisation" is imperative for the economic growth and survival of every nation."
