The only reason a new Nigerian immigrant would find it difficult is because of the regulatory aspect , ethics, culture, governing bodies, coding, insurance, EMR and other things that are different from Nigeria

This is where you are mixing it up. Consider the ratio of those who can further their careers to those who drop out. You need to understand the process to practice as a doctor in the US. It is hectic and very discouraging. Even if you pass all relevant exams, it is still not straightforward.

Getting tier 2 visa is not the issue but maintaining it. If you get arrangee tier 2 and you are not getting the jobs on regular basis, Home Office is waiting for you when you want to renew the visa.

Article 5 does not necessarily mean there will be armed response. It only states there will be response which can come in any form.

But right now, Russia knew what was coming for them and they had quickly denied that they deliberately shot the missile. So, do not expect knee jerk reaction from respectable, western nation, there is always a process to be followed according to their charter.
