Definitely yes! I used the same name on both Paypal and as a matter of fact, one phone number of mine is linked to the two PayPal accounts
such that whenever I call in, they usually ask me of which of the accounts that I'm calling about.
PayPal allows two accounts per individual but one should be PERSONAL while the second one should be PREMIER or BUSINESS. In my case, the UAE(Dubai) PayPal is PREMIER while that of USA is Personal which means I didn't go against their policy.
