Crime / VIDEO: 3 Female Suspects Arrested Over 818 Rounds Of Live Ammunition Smuggling by MYZOLE: 1:12pm On Jun 25, 2020

https://www.youtube.com/watch?v=5eaqi5SZ8LU

Police on Wednesday in Abuja has arrested and paraded three female suspects for a failed attempt to move 818 rounds of live ammunition from Kano State to Yenagoa in Bayelsa State.

The suspects along with 36 others were paraded before newsmen by the Force Public Relations Officer, FPRO, Frank Mba, a Deputy Commissioner of Police (DCP), for alleged offences ranging from kidnapping, cattle-rustling to gunrunning amongst others.

According to him, the suspected owner of the ammunitions, one Yower, who is currently being detained by the military, had concealed the consignment inside a half bag of rice and instructed one the suspects, his wife, Elena Yower, to take it to the motor park in Kano to be delivered to another suspect, Favour Bello in Yenagoa, Bayelsa State.

He said that on getting to the motor park, the motor boys complained that the half bag of rice was rather too heavy and became suspicious which made them open it and discover the ammunitions.

The FPRO appealed to the members of the public to always cross-check any parcel or load being given to them for delivery so as not to fall victim of any eventuality.

Narrating her role in the incident, Mrs Elena Yower said that of her husband of seven years instructed her via telephone to take the half bag of rice to the motor park for onward delivery to one Miss Favour Bello in faraway Yenagoa in Bayelsa State, and that she had no knowledge of the contents of the bag rather than it was half a bag of rice her husband told her.

Mrs Yower described her husband as a gentleman who might have been influenced by his friends in their desire to acquire material things in a hurry and she insisted that she only carried out her husband’s instructions.

She said that she only got to know that the ammunitions were concealed inside the half bag of rice when the military police came to arrest her and detained for one week before being moved to Abuja for further investigation.

In her confession to the press, Favour Bello confirmed that she was actually expecting the parcel from Kano having been duly briefed by Yower who is now being detained by military authorities over the incident.

In a related development, the Police also paraded a 29-year-old suspect, a father, who specialises in robbing car hire service operators of their vehicles at gunpoint after giving them poisoned edible things or soft drinks.

The suspect who identified himself as Moses and an artist said that he was in the business to raise money to purchase his instruments. He said he has stolen several vehicles after he was released from prison recently.

Moses said that the stolen vehicles were sold off at giveaway prices, explaining for instance that a Golf car was sold for ₦80,000.

Speaking on this development, the FPRO warned car hire service operators not to take any edible thing from passengers in whatever any guise.

Also, another suspect who specialises in stealing of motorcycles was also paraded.

The suspect who claimed to be a motorcycle rider confirmed to have stolen close to 40 motorcycles, and that each was sold at ₦60,000.

The exhibits recovered from the suspects include seven AK-47 rifles, three pump action guns and other weapons.

Education / Video: COVID-19 A Sham! .. Says Minister Of State Education Chukwuemeka Nwajiuba by MYZOLE: 4:44pm On Jun 24, 2020

https://www.youtube.com/watch?v=lxTw3e5D14U

Minister of State for Education, Mr. Chukwuemeka Nwajiuba yesterday stunned lawmakers and other Nigerians in Abuja when he declared that the much dreaded Coronavirus infection does not exist in the country.

But Nwajiuba, in what seems to be a contradiction of his claim, condemned the decision of the Oyo State government to reopen its primary and secondary schools despite the current rising cases of infection in the country and the state in particular.

The minister, who spoke when he appeared before the Senate Committee on Basic and Secondary Education, said the ministry had presented a proposal to the National Assembly on the way forward concerning schools reopening for the federal lawmakers to criticise and make their input He said: “In science, we talk about facts. Everything we know about this disease, is imported. In fact, nobody has seen this disease in Nigeria.

Anybody who says he has seen it is a joker. As a nation today, we have done 112, 000 tests for a country of 200 million people in a four month period. “Children are asymptomatic carriers. Nobody can prove whether they can infect each others. Not even the health experts. Everything we know about it is what we read.

There is nothing we discovered on our own. “In the document we have provided, we have suggested how we can move our education sector forward in this pandemic period. We don’t want to make it known at this period so that some people will not take our proposal for guidelines for schools reopening. “This is because people publish fake guidelines every day which I always come on air to debunk. What we have now is a proposal. Even if the Senate has not called us, we would have come to you to discuss with you because we have already discussed with the House of Representatives.

“The documents were presented to you so that you can criticise and make inputs as major stakeholders,” he stressed. Responding to a question from the representative of Oyo South, Senator Kola Balogun, who wanted to know the views of the federal government on the decision of his state government to reopen the schools, he wondered why Oyo State which is currently battling with an increase cases of new infections, should be eager to throw open the games of its schools when its neighbouring states, were employing caution.

“Why is Oyo State talking of reopening schools when it has just started recording an increase cases of coronavirus infection. Just beside Oyo is Ogun State which was part of the three state under the federal government’s lockdown since April is not talking about schools reopening. “That’s part of the country’s problem, education is on the concurrent list, so every state taxes decisions that pleases it on it. Also everybody is a big man. When you call them on phone, they will not answer you. “As we speak, Kogi and Cross River States are not on the same page with the National Centre for Disease Control on the issue of testing while all their neighbouring states are conducting tests,” he said.

Vice chairman of the committee, Senator Akon Eyakenyi, who presided over the meeting, expressed the fears that the academic calendar could be distorted in public schools where no visible arrangement was being made to teach the children at home unlike their private schools counterparts. She said public schools students were made to rely on educational programmes on radio and television stations whereas they tune to stations showing cartoons whenever there was no adult to guide them.

The lawmaker said children in public schools don’t have access to online classes like their counterparts in the private schools. She noted that the arrangement regarding radio and television stations was not working. “Even when the students in the cities have access to education programmes on radio and televisions, what of those in the villages?

What do we do so that we don’t shut them out? “If government can give guidelines for the reopening of churches and mosques, stakeholders in the education sector could also hold a meeting with the government to agree on guidelines for schools reopening. “All we need to do is to come up with measures that would ensure the safety of both the students and their teachers.

We can design a plan that would make sure that not all the students resume at the same time. We could probably start with the exit classes,” she said.

Politics / VIDEO: Imo Pensioners Protest Unpaid Arrears, Governor Vows To Pay Friday by MYZOLE: 3:54pm On Jun 23, 2020

https://www.youtube.com/watch?v=oGV0ZLq1Mrs

The Imo State chapter of the Nigeria Union Pensioners (NUP) on Tuesday took to the streets of Owerri to protest four months in unpaid arrears of pensions owed them by the state government.

The protest a heavy gridlock on the roads leading to Government House as the protesters chanted and called out Governor Hope Uzodimma to address them.

Speaking at the protest in front of the entrance of the government house, Iyke Ohaneje, Chairman, Pension Intervention Committee, of the Imo State chapter of the NUP, expressed the pensioners’ displeasure over the unpaid arrears.

‘We are here because of the four months pension owed us by the state government. We are not happy and can’t continue to be patient while we suffer in silence,’ Ohaneje said.

The Imo State chapter of the Nigeria Labour Congress (NLC) has, however, disassociated itself from the demonstration.

In a statement press statement by the state chairman, Austin Chilakpu, in Owerri, maintained that NLC has been dialoguing with the state government on the pension matter, adding that it is also aware of the fact that there were still a number of contentious entries on the pension payroll which, according to the NLC, the government is sorting out to ensure a comprehensive and clean pensioners’ list.

He also said that the government has assured organised labour that all outstanding pensions will be paid soon.

Chilakpu said that the NLC will soon address the public on the rot in the pension scheme, just as he appealed to the pensioners to exercise a little patience, saying that he is confident that the issues will soon be resolved and the outstanding pensions paid.

He, however, emphasised that the Union was not in support of the protests because the pensioners may unwittingly make themselves vulnerable to infiltration by those who do not mean well for them, adding that the protesters did not receive approval from either the NLC or the police to embark on their action.

Meanwhile, Governor Hope Uzodimma has assured the pensioners that their outstanding payments will be settled on Friday.

While apologising for the delay in payment of the pension arrears, the governor explained that his administration met a lot of anomalies in the mode of payment used by the previous administrations.

Governor Uzodimma, who addressed the pensioners through the Secretary to the State Government, Cosmas Iwu, stated: ‘A lot of things were not right when we came. We have been trying to make sure we do the right thing by sorting out the service ones from those no longer in the system but were still receiving their pension. Please, be patient. We are going to pay between now and Friday.’

Politics / 2,178 LAWMA Workers Resign, Demand Two Months Unpaid Salaries by MYZOLE: 11:53am On Jun 23, 2020

https://www.youtube.com/watch?v=fBL8_y7rma4

No fewer than 2,178 workers of the Lagos State Management Waste Authority (LAWMA) from 66 routes of operations at the weekend protested and quit their jobs in demonstration against their two months unpaid salaries.

The peaceful protest led by the LAWMA contractor, Mrs. Ola Williams, popularly known as Iron Lady, held at the State House, Marina, Lagos, called on the new LAWMA Managing Director, Ibrahim Odumboni, to pay them their pending salaries of May and June as well as for April for some workers.

According to Williams, despite giving in their best in discharging their duties as sweepers of the state, even during the lockdown, those manning the 66 routes under her care from the 673 routes in Lagos are being maltreated.

“We are not treated well. Why would the 66 routes under my care be neglected? They are widows, single mothers and the aged, and left without money to care for themselves.

“We will go nowhere. We must get our salaries. I am ready to die for my people,” she protested.

Unanimously, she and all her workers, who sat on the ground outside the State House, chanted: “We quit. We are no longer interested in working. Pay us our salaries.”

While the officials, mostly aged women, decried being neglected and left to starve, they called on the First Lady of the state, Dr. Ibijoke Sanwo-Olu, to come to their aid as a fellow woman.

“Our First Lady, Mrs. Ibijoke, as a fellow woman, please come to our aid. We need your intervention,” Willians lamented before the officials and armed security men manning the State House.

While speaking to the female government official, who addressed the leader of the protesters, she said: “All we want to know is when he is paying us. We have heard this before. We are no longer working. We resign, and we want to know when he paying us.”

One of the women, Sherifat Yusuf, 60, decried profusely: “I beg you in the name of God, Mr. Governor, please pay us our salary. I have a sick husband to care for. He has stroke. Please pay us our money.”

While expressing her grievance, another woman, Mrs. Selimot Yusuf, 77, called on the state governor to have mercy on them, adding: “Have mercy on us, and pay us our money. We are hungry. Please have mercy on us.”

And in their final submission, the entire workers unanimously dumped their uniform at the State House to further express their grievances.

Speaking to journalists, one of the protesters, Mrs. Olayemi Dada, said: “This act of dumping our uniforms symbolises that we are fed up. We quit. Give us our three months salaries.

“Some of us are widows, single mothers and aged, yet we worked hard. We will continue to fight for our rights.”

Among the 66 routes of their operation are Mile 2, Ibeju-Lekki, Ile-Epo, Berger, Alimosho, Ojo among others.

Politics / Thousands Of Protesters Call For Resignation Of Mali President by MYZOLE: 8:49am On Jun 20, 2020

https://www.youtube.com/watch?v=UFj9fqRS2Mw

Thousands of protesters in Mali have gathered in the capital, Bamako, calling for the president to resign.

Led by conservative imam Mahmoud Dicko, a coalition of opposition groups is demanding political and economic reform.

They are seeking the resignation of President Ibrahim Boubacar Keïta because of escalating jihadist and inter-communal violence.

The president had pledged to form a new government with opposition members.

But despite negotiations between the two sides earlier this week, the protest has gone on as planned.

On Friday, crowds gathered in Bamako's Independence Square, chanting slogans, blowing plastic trumpets and holding placards with anti-government messages. A letter has also been sent to the president by the opposition groups demanding his resignation.

Mr Dicko led prayers during the rally. Opposition politician Cheick Oumar Sissoko also delivered a speech calling for civil disobedience until Mr Keïta stepped down, according to Reuters news agency.

It follows a similar rally held on 5 June, which was organised by the same coalition. The group have since adopted the name "Movement of 5 June - Rally of Patriotic Forces".

Mr Keïta, who is 75 and known as IBK, was first elected president of the west African nation in 2013. He secured a second five-year term in 2018.

But he has come under mounting pressure in recent months due to Mali's worsening economy, coronavirus, and a teachers' strike. Political tensions have also arisen from a disputed legislative election in March, and allegations of corruption.

Mali has been wracked by instability since 2012, when Islamist groups hijacked an insurrection by Tuareg separatists, seizing swathes of territory in the north. But violent attacks on government forces and UN peacekeepers continue.

In recent days, the president has been pushed to make concessions to opposition groups, like raising the salaries of public teachers following a pay dispute.

A delegation from the West African regional bloc Ecowas is also mediating between the two sides.

But protesters say not enough is being done to curb corruption or fix the failing economy.

Crime / VIDEO: Herdsmen Are The Greatest Threat To The Unity Of Nigeria - Iwuanyanwu by MYZOLE: 10:15pm On Jun 19, 2020

https://www.youtube.com/watch?v=Ntg7-7mDZ_8

Elder statesman, Chief Emmanuel Iwuanyanwu, has said that the Nigeria’s unity is not threatened by the Igbo or Biafra, not the Oduduwa, not the Niger Delta, not even the Arewa but that the problem in the herders who are killing people, going about with their AK 47 rifles, rape women, take over people’s land, destroy farm land and they do all these with impunity.

Iwuanyanwu who made this known in an interview with the Sun on Sunday lamented that the Fulani herdsmen are the greatest threat to Nigeria’s unity and if they are not checked now, their actions will break the country.

He also said that :’it’s not IPOB, its not Yoruba or Arewa because the Arewa I know which I’m a patron of their youths, including Tiv, I know they are not supporting this, so I would like leading Fulani members to come out openly and talk to Nigerians, tell us what is happening, if there are difficulties, we will know how to solve it because we are not happy.

In his explanation he said that: many years ago, there was a civil war in this country, 1967, and that was a serious setback to the country, lives were lost, many opportunities were lost, but by the grace of God we came back and reunited and the Igbo people who were major part of the war reintegrated and are living very well in Nigeria, but they are still complaining in so many areas they are not well treated, but I want to tell you that the problem of unity in this country is not the Igbo or Biafra, not the Oduduwa, not the Niger Delta, not even the Arewa, the problem we have in Nigeria is the herders who are killing people, going about with their AK 47 rifles, rape women, take over people’s land, destroy farm land and they do all these with impunity.

He went forther to say that the government in Nigeria has not protected the lives and property, and if government does not protected lives, there is no way one can talk about the unity of a country, nobody can feel happy where his life is not safe, he can’t move freely, that’s the greatest threat to this country’s unity, the Igbo are not going to be the people to break Nigeria, I don’t even believe the Yoruba will, I don’t believe the Ijaws will, the break will come from this people who are continuously killing and dispossessing people of their property – herdsmen.

‘Ten years ago, we woke up to hear a strange group called Boko Haram, that group we know nothing of said they are going to kill all Nigerians unless everybody will stop western education.

‘They wanted everybody to imbibe Islamic education, that was embarrassing to everybody because Nigeria since 1914 has agreed to come together, every part of this country has acquired western education, we had freedom of worship so nobody can force anybody to worship his own God.

‘This herdsmen, the excuse they give is that their cattle are rustled, if a cow is rustled, it’s not the whole village that stole it, a civilised person will report the matter to the police, but these people instead kill, rape and burn houses. So, when I say the threat to the unity of this country, I’m not mistaken, it’s not IPOB, its not Yoruba or Arewa because the Arewa I know which I’m their patron of their youths, including Tiv, I know they are not supporting this, so I would like leading Fulani members to come out openly and talk to Nigerians, tell us what is happening, if there are difficulties, we will know how to solve it because we are not happy.

‘To me, the death of any Nigerian, it doesn’t matter where he comes from, should pain everyone of us, it should be like the death of any of our brothers and sisters, so I don’t feel happy each time I hear this, look at what is happening in Kaduna State, people would be sleeping at night and some people would come and rape them. I mentioned this few years ago that we all should rise and fight Book Haram, no group is safe, it’s happening today, you can see today they’re gradually crawling to every part of the country, now it’s graduating to kidnapping, before rogues come at night to steal property, now they come in daylight to steal human beings, I believe kidnappers and Book Haram are the same group and this people who say they are cattle rearers, they are not because cattle rearers we know don’t carry AK 47 rifles .

Religion / Re: I Have Made Up My Mind To Leave Religion, It's Not Worth It. by MYZOLE: 1:24pm On Jun 19, 2020

With my personal Experience, Observation and inner conviction, I think I dont want to be part of any religion again. This thing is truely an opium of illusion meant for people who cant take their destiny in their hands and for a sheeple masses.

Despite withdrawing from religion I found myself even having a better moral compass which I cant explain. We are throwing away common sense, hardwork and universal principles to leave in illusion. At the end of my observation I have come to the conclusion that its what you do for yourself that counts more.

When I see poor people dying of hungry in a country which have the capacity to be the global industrial hub I know we have throw away common sense, Nigeria biggest investment to South Africa is Religious buildings (Church) while here in Nigeria the South Africans brought us MTN, DSTV, SHOP RITE e.t.c which employs thousands of people and gives profit to our Investors inventing in the stocks and shares of those companies I realise religion is lack of common sense.

No amount of religion can make you succesful without application of common sense.
No amount of religion can make your marriage succesful without application of common sense and consideration for your partner.
No amount of religion can a nation grow and prosper without application of common sense, productivity and good policies.

At the end of it I think am leaving religion, its not worth it. Even uprightness and moral comes from a person inner conviction and not because of religion.

Yes, religious bigots have failed us in Nigeria and Africa as a whole.... But then tell me.... Has atheists done any better?

Politics / VIDEO: Dino Melaye Loses At Tribunal, Heads To Court Of Appeal by MYZOLE: 4:23pm On Jun 10, 2020

https://www.youtube.com/watch?v=Owoi8IQCOcE

The National Assembly Election Petition Tribunal has dismissed the petition filed by the Peoples Democratic Party (PDP) and its Kogi West senatorial candidate, Dino Melaye.

The Independent National Electoral Commission, INEC had declared Adeyemi as the winner of the poll against Dino Melaye of PDP.

Adeyemi garnered 88,373 votes while Dino Melaye scored 62,133.

But Melaye petitioned the tribunal seeking for him to be declared the winner of the election or on the contrary, the election is quashed for INEC to conduct a fresh election.

However, the three judges of the tribunal in a unanimous ruling on Wednesday said the petitioners’ witnesses failed to substantiate their claims in the petition to warrant granting Melaye his prayers.

They also held that the Dino Melaye failed to prove non-compliance with the standard of electoral acts in the election.

The tribunal said all the 71 witnesses called by the petitioners contracted themselves during cross-examinations and made a “worthless, unreliable and unmerited statement” that cannot be relied on.

The court also rejected the videos and other documents presented by the Petitioner during the final written addresses, because they were not pleaded uring proceedings.

The Tribunal subsequently dismissed Melaye’s petition and upheld Senator Smart Adeyemi as duly and lawfully elected in the Kogi West Senate election.

Reacting to the development, Dino Melaye said: “I never expected Justice at this level. But we shall laugh last.”

He confirmed that he will seek redress at the Court of Appeal.

Dino Melaye, however, urged his supporters to stay away from violence and remain happy as he believed “justice” will be achieved.

Politics / COVID-19 Has Revealed We Can Survive Without Food From The North - Asari Dokubo by MYZOLE: 1:24pm On Jun 10, 2020

https://www.youtube.com/watch?v=bhJklgoZvQE

According to Asari Dokibo; COVID_19 has come to lay bare a lot of assumptions that we have taken to be true. It has clearly exposed the lie that makes up Nigeria. Our people were made to believe that without food from the North, we cant survive but starve to death. That is why I am behind Governor Wike (irrespective of our differences) in his fight against those thinking to be superior to us.

Wike closed the borders of Rivers State for months, and we did not starve to death nor have kwashiorkor. It is they who are insisting that they must bring food to us. It has shown that we do not need them. We do not need their food. We can survive.

I stopped eating food that comes from beyond Benue State; I have stopped eating cow meat, goat, ram, and other food sources from the North. Even the rice I eat is now bought from Ogoni.

Surprisingly, it's the Christians that are crying Islamisation of Nigeria that still empowers their oppressors by buying cows, goats, and other foodstuffs from the same Northern states; even down to Government houses from the south patronize the same people who in turn use the money to finance those who kill us.

He ended the video by advising people to boycott products from the North since COVID-19 has shown that we can feed ourselves.

Politics / VIDEO: We Must All Make Sacrifices To Reduce Cost Of Governance — Sen. Okorocha by MYZOLE: 11:41am On Jun 10, 2020

https://www.youtube.com/watch?v=F3bE9CoTfts

Former governor of Imo State, Rochas Okorocha now the senator representing Imo West senatorial district, last Thursday, on the floor of the Red Chamber, at a session with newsmen after plenary, insisted that the political elite needed to make enormous sacrifice in the face of dwindling crude oil earnings to run a bloated federal structure. TAIWO AMODU brings the excerpts:

THREE senators unwieldy

I am of the opinion that we should cut down cost of governance from whatever angle we can take it and that calls for sacrifice by all. One of the things I suggested is that the National Assembly is unwieldy. We have sometimes 10 lawmakers: three senators from one state; in some states, five House of Representatives and I wonder whether we can change the whole thing. We have three senators per state. Four persons can represent the state to discuss the issue that affects the state. That will cut down on a lot of expenses and we can look at other areas that we can cut down on the cost of governance to enable us put food on the table of the common man

I am of the opinion that we must own the productive sector of our economy. If we keep working on the currency without developing the capital sector of our economy, we will get into serious problems. That’s why I asked what has been the difference between the eighth and the ninth Senate. I think if we keep doing the same thing the same way, we will keep getting the same result. So, we must have a drastic change from the normal way of doing things, bearing in mind that we are faced with issues of security challenges. Poverty and hunger are in the land and we have children of school age not going to school. We need to make the sacrifice where possible to ensure that we help the downtrodden in the society.

The essence of governance is to help the poor, the needy. That’s what I said at the plenary and it will require a constitutional amendment. So, you need the consent of your colleagues because a tree can’t make a forest. I raised the issue on the floor of the Senate so that we can push a further bill on this. Rather than being preoccupied with politics, we can be engaged in the productive sector of the economy. I am of the opinion that, if you have governor, senator and three members of the House of Representatives, issues that concern your state can be raised and we can think of other ways and one dimension we can reach compromise is agriculture.

As regards some of the federal ministries that we have, I feel they are uncalled for. First and foremost is the Federal Ministry of Agriculture. When you say agriculture, it goes with land and I don’t know where the Federal Government has land to start agricultural practices. What we should have is an adviser on agriculture and policy making so that we can take agriculture to the grassroots. Imagine if we had given power to local government in Nigeria to deal with agriculture. Do you know how far we would have gone? We would have done well. I am trying to avoid future crisis and catastrophe in the country. So, the issue of Ministry of Agriculture and so many other ministries that can be handled by state and local governments should be moved from the central government. That calls for what I call systematic devolution of powers in the face of the little resources we have to face our numerous challenges as a nation.

The problem we have is that we have a small amount of money, while we are faced with a big problem. What do you do? You cut your coat according to the size of the material available, not according to your size. You can see my size? What if I can only afford four yards? Must I wait until I can afford 10 yards? You can make what you have, turn into a ‘monkey’jacket. It is wisdom and we are also saying it is the same wisdom. We must begin to make laws and bills that support the situation at every particular time, because the executive depends on whatever we give them.

The power is here (National Assembly); it isn’t with the executive; it isn’t with the judiciary; it is with the legislature because it is the pivot upon which the wheels of the executive arm must rotate. If we give them money, they will spend; if we give them budget, they will spend. The same is applicable to the judiciary. So, the legislature has a lot of powers that we need to know. Therefore, I am saying this year’s budget is the one that we can cut our coat according to the material, not according to our size. Nigerians forget that in only the Department of Fire Service in New York, the size of its budget is almost the budget of the whole Federal Republic of Nigeria. So, why do we behave as if we are too much of a wealthy country when we can diversify our economy and make other source of income other than the one of oil?

For as long as oil remains the mainstay of our economy, then we must also think about cutting our budget within what oil can provide for. That’s the argument I am making when I said we must cut our cloth according to our material; and that we must be ready to make the sacrifice in many areas. The Federal Government needs to make sacrifice; the legislature also needs to make sacrifice so that we can stop all these insecurity, job creation and all the problems we have. It takes a nation to make sacrifice for generations yet unborn.

Politics / VIDEO: Bill To Amend 2020 Budget Passes Second Reading by MYZOLE: 3:19am On Jun 01, 2020

https://www.youtube.com/watch?v=FxZoq4TCUU4

The Federal Government is to spend N2.951 trillion (as against the N2.4 trillion approved in the earlier bill) on debt service according to provisions contained in the revised 2020 Appropriation which has just passed its second reading in both houses of the National Assembly.

Members of both chambers however frowned at the increase in the debt serving provision from N2.4 trillion approved in the 2020 budget in December 2019, to the new figure of N2.95 trillion.

The revised Appropriation Bill saw a reduction in the 2020 budget as passed by the National Assembly in December 2019 to about N10.51 from the initial budget figure of N10.59.

The revised 2020 Appropriation Bill however made no provision for petroleum subsidy, while oil production was reduced from 2.1mbpd to 1.93mbpd.

The oil price benchmark was put at $25 per barrel.

Moving the motion for the budget to be read a second time, Leaders of both chambers, Senator Yahaya Abdullahi and Rep. Ado Doguwa said that N398.505 billion is for Statutory Transfers.

The budget of the National Assembly was however reduced from N128 billion to N115 billion in the revised budget.

N4.928 trillion has been set aside for Recurrent (Non-Debt) Expenditure while the N2.230 trillion is for contribution to the Development Fund for Capital Expenditure for the year ending on 31 December, 2020.

Senate Leader, Yahaya Abdullahi, in his lead debate, recalled that the 2020 Budget was predicated on oil production of 2.18 million barrels per day and a benchmark oil price of $57 dollar per barrel with an exchange rate of N305 to one U.S. dollar.

According to him, the outbreak of the Coronavirus Disease (Covid-19), and its rapid spin into a global pandemic has brought about corresponding economic consequences.

Abdullahi said that as a result of the pandemic, “there has been a slow-down of global economic activities as most countries are on lockdown with movement only limited to essential goods or persons performing essential services.

“Correspondingly, international oil prices have plunged triggered by the Saudi-Russia Oil War and weakening global demand.

“Further to the above, most of the assumptions underpinning the 2020 FGN Budget have had to be revised in the face of current realities, as Nigeria is vulnerable to the current global economic disruption caused by the Covid-19 crisis which has led to decline in Crude-oil prices and spikes in risk aversion in the global capital markets.

“Prior to the outbreak of Covid-19 Pandemic, the Nigerian economy had been characterized by wavering external sector and improving internal economic indicators.

“Over-dependence on oil revenue, constrained fiscal space, low foreign and domestic investments and declining foreign reserves made the economy disproportionately vulnerable to the twin shocks of crude oil price/production collapse and a health crisis affecting negatively the informal sector which accounts for over half of the Nigeria’s GDP.”

The Senate Leader noted that currently, Nigeria’s foreign reserves have declined to $35.9 billion in March, 2020 from $44.7 billion in April, 2020.

He attributed the decrease to the impact of the decline in crude oil receipts.

He said “the uncertainty and general decline in global economic activities caused by the Covid-19 Pandemic have further dimmed the prospect of reversing the downward trend in Foreign Portfolio Investments (FPIs) in the Nigerian Treasury Bills (NTBs).
