PoliticsRe: Warning To Drivers: That CCTV May Put You In Jail Or Have Your Car Impounded by nabegibeg: 5:16pm On Jul 18, 2019
AutoReportNG:
This is a warning to all drivers in Lagos that are always in a hurry to break the traffic rules, your days of reckoning are coming and it's coming very very fast.

A driver got a message from the Lagos VIS that he broke the traffic rules and as a first-time offender, he was billed for 30,000 naira. That sounds strange, many questions like how are they able to track him, how did they know he didn't wait for the traffic light, how come they were able to know and get his details, all these and more we shall dissect shortly.

This is the format of the SMS they sent across...

Your vehicle (plate number) committed a TRAFFIC OFFENCE with bill no xxxxxx. Visit VIS HQ Alausa within 7 days to avoid impoundment".

In 2017/2018, The Lagos State Government decided to go digital in the handling of its traffic management, they took a step by upgrading and their vehicle inspection facilities across the state, they went and understudy a system in the UK called the ANPR. The mechanism displayed is the Automatic Number Plate Recognition. An ANPR is a CCTV camera that can send a driver back to its village if such is not careful.

According to Wikipedia, an ANPR Machine can be used to store the images captured by the cameras as well as the text from the license plate, with some configurable to store a photograph of the driver.
The systems commonly use infrared lighting to allow the camera to take the picture at any time of day or night, with the ANPR technology taking into account plate numbering variations from place to place.

The machine put in place is called the Automatic Number Plate Recognition (ANPR) and it comes in the form of a CCTV. To the drivers, it's just an ordinary CCTV but to the government, it's a tracking device which helps to track and trail any defaulters.

Let's see how this ANPR works for public enlightenment. According to police.uk, An Automatic Number Plate Recognition (ANPR) technology is used to help detect, deter and disrupt criminality at a local, force, regional and national level, including tackling travelling criminals, Organised Crime Groups and terrorists. ANPR provides lines of enquiry and evidence in the investigation of crime and is used by law enforcement agencies. It may be safe to say that it works alone without supervision on a 24/7 working mode. That means that CCTV at Apapa, Ikoyi, VI, Ikeja may just be an ANPR just waiting for you to cross the line.

How It Works

Gone are those days when VIO officials will be running after your car, this time, you hand over your self to the government official.

As a vehicle passes an ANPR camera, its registration number is read and instantly checked against database records of vehicles of interest. Police officers can intercept and stop a vehicle, check it for evidence and, where necessary, make arrests. A record for all vehicles passing by a camera is stored, including those for vehicles that are not known to be of interest at the time of the read that may in appropriate circumstances be accessed for investigative purposes. The use of ANPR in this way has proved to be important in the detection of many offences, including locating stolen vehicles, tackling uninsured vehicle use and solving cases of terrorism, major and organized crime. It also allows officers’ attention to be drawn to offending vehicles whilst allowing law-abiding drivers to go about their business unhindered.

We noticed that some of these ANPR cameras are already installed across some strategic spots in Lagos but the VIS/LASG are not telling us where they are, all they do is stand at a data collection point and see things from afar. But we have it on a good note there is one in Ikeja precisely close to Alausa Sect/Shoprite Mall, there is one too at Ikoyi and VI respectively.

How offenders are caught

When a driver breaks any traffic rule and the ANPR automatically capture your license plate, it sends it to the database where your information is. For example, if a driver of LASG-02 breaks the traffic code, the camera scans and picks the details with pictorial evidence, sends to the admin, the admin do a search on this plate number base on the information you use when registering or renewing any of your particulars, most times they are verified which makes it easier for them to easily append you. If a driver refuses to comply within the speculated time, you are liable to go to jail or have your car impounded.

These are some of the images if the ANPR cameras we got for you when they are undergoing training in Lagos late last year.

FamilyRe: I Caught My Housemaid Sexually Assaulting My Son by nabegibeg: 12:26am On Jul 16, 2019
Timih:
I'm very disturbed now cry

This might be long

I don't know if he's the one assaulting her or she's the one doing so.. I don't even know what is going on

I got back from work, went to the bathroom and when I came out, I saw my son entering a room. He was calling her name and entered. I've been suspecting something like this so I used the opportunity to peep. I saw my son sitting close to her, putting his hand across her neck, this time she was giving a faint smile while putting her palms on her face. Later the boy went to her back and started squeezing her breast from behind. Mehn.. I'm sad, shocked, bad.. Everything. I called him and I pretended not to see anything, why? I know if I react, I'll severely deal with him and that won't change anything because he's been poisoned already. I feel like I've failed as a father already.

He's 7 turning to 8,the girl is 14. I seriously don't know what to do about my son, in fact I can't eat to think well. I'll be sending away the girl though but I'm sure that won't stop my son from doing things. Especially in his school. I'm afraid of anything that may happen.

First time I noticed a strange relationship between them, i called him, talked to him about not showing his pen.is to anyone, to keep himself covered and all sort, asked him questions about anyone touching him in any manner and he said no. I asked him about his friends in school.. He named 8 of dem and 2 of them are girls.

I've failed as a father. My wife is not yet back but when I tell her, she will beat the boy and that won't change anything. I don't know where I went wrong. The maid bathes the boy, dresses for him too. Maybe that's where the issue lies. My wife just gave birth and that's why we employed a maid to help her and take care of the house till the baby is old enough.

I don't know where he got it from, I've stopped my wife from watching movies on dstv anytime he's with her.. She only watches redeemed channel and maybe news then when he's asleep, she face her movies. She asked why and i said there was a day I came back from work, and the way he greeted me was very strange... Normally, I relate with him as if we are age mates.. I can say my guy, how u dey na and he replies with daddy, I just gentle... Just normal guyman things but this one is totally different and no one needs to tell me he got it from the movies.. No one.

Maybe I have to take charge of bathing him

He's a very smart boy.. Very very smart and that's my fear.. And for him to be exposed to this has duely affected me.

Please help me.. Abuse me, curse me.. I don't have a choice.. Just help me cry cry cry

Pardon my English pls.. Just help

PoliticsRe: Nigerian Lawmakers, Police, Judges Most Corrupt, Says TI, N’assembly Kicks by nabegibeg: 2:19pm On Jul 12, 2019
Omooba77:
Transparency International has released a survey showing that the police, legislature and the judiciary are among the most corrupt institutions in Nigeria.

The TI, in the publication of the 10th edition of the Global Corruption Barometer (GCB) – Africa, on Thursday, said corruption in African countries was hindering economic, political and social development.

In Nigeria, the organisation partnered Practical Sampling International for the survey, sampling 1,600 people from April 26 to May 10, 2017.

The data showed that the police topped the list of most corrupt institutions in the country at 69 per cent, followed by ‘Members of Parliament’ (60) and local government officials (55).

Others were government officials (54), judges and magistrates (51), business executives (44), presidency (43), non-governmental organisations (40), traditional leaders (35) and religious leaders (20).

The survey indicated that 47 per cent public service users had paid a bribe to the police in the previous 12 months, while 44 per cent had contributed to overall bribery rate in that period.

Others were IDs (38), utilities (34), public schools (32), public clinics and health centres (20).

Asked if the government was doing a good or bad job of fighting corruption, 59 per cent indicated ‘good’, 40 per cent said ‘bad’ and one per cent said ‘don’t know.’

On whether ordinary people could make a difference in the fight against corruption, 54 per cent said ‘yes’, 41 per cent said ‘no’, four per cent said ‘neither yes nor no’, and one per cent did not know or refused to answer.

The survey added that 43 per cent thought corruption increased in the previous 12 months.

TI said, “Corruption is a major barrier to economic growth, good governance and basic freedoms, such as freedom of speech or citizens’ right to hold governments to account. More than this, corruption affects the wellbeing of individuals, families and communities.

“The 10th edition of the Global Corruption Barometer (GCB) – Africa reveals that, while most people in Africa feel corruption increased in their country, a majority also feel optimistic that they, as citizens, can make a difference in the fight against corruption.

“The report also found more than one in four people who accessed public services, such as health care and education, paid a bribe in the previous year. This is equivalent to approximately 130 million citizens in the 35 countries surveyed.”

According to TI, the survey is the largest, most detailed survey of citizens’ views on corruption and their direct experiences of bribery in Africa, incorporating the views of more than 47,000 citizens from 35 countries across Africa.”

Report, accurate reflection of Nigeria – CACOL Afenifere

In their separate reactions, groups including the Coalition Against Corruption, a Yoruba group, Afenifere, supported the TI, saying the report was a true reflection of Nigeria.

The founder/Chief Executive Officer of CACOL, Debo Adeniran, told one of our correspondents that the outcome of the survey was not surprising.

Adeniran stated that recent events in the judiciary and police had shown that the level of corruption in the country was alarming.

He said, “It is obvious; even from our experience, the police, the customs and the judiciary are the cesspools of procedural corruption in Nigeria. You don’t get anything free out of those institutions. We don’t need Transparency International to tell us.

The CACOL boss criticised the practices of policemen, who popularly declare that bail is free.

He added, “Just this week, the commissioner of police in Lagos says those policemen that take bribes before they grant bail are worse than kidnappers. We also know that they hold people hostage; they go raiding people without evidence that such people raided have committed any offence.

“They get them detained, asking them to call their relatives to bail them and that bail is like a ransom that they take for their hostages.

“When you look at customs, too, you can’t clear any goods, even officially, at the ports without greasing the palms of several customs officials. All the smuggling that has been experienced in Nigeria is with the connivance of these people and several companies are not paying excise duties because some of these customs officials have reached out to them to ask for gratification.”

The Publicity Secretary of Afenifere, Yinka Odumakin, also decried the level of corruption in the country, adding that the report was an accurate reflection of the reality of governance.

Odumakin said, “What that means is that the government in Nigeria is about corruption.

I think the report cannot be faulted because every now and then, we hear of stories of stealing and corruption from all these institutions but the bottom line is that corruption is the defining act of governance in Nigeria at the moment.

“After four years of fighting corruption, we are at number 44. That tells you how endemic and deep-rooted corruption is in Nigeria. It is the foundation and the building block on which everything rests and that is why we have to address it holistically in this country.”

Anti-graft war not over – SERAP

Reacting to the TI report, Deputy Director, Socio-Economic Rights and Accountability, Mr Kolawole Oludare, said the report confirmed that the fight against corruption had yet to be won in Nigeria.

He said, “This again confirms that the fight against corruption has yet to be won. This shouldn’t be an indictment though. More work needs to be done by all – government and citizens.”

But in their separate reactions, both chambers of the National Assembly faulted the report.

Reps dismiss allegations

The House of Representatives dismissed the allegations as lacking details to prove the corruption claim. A member of the ad hoc committee on media and public affairs, Mr Bamidele Salam, who spoke to one of our correspondents on the telephone, argued that the TI report mentioned ‘parliament’ and not ‘National Assembly,’ stressing that state Houses of Assembly could also be referred to as ‘parliament.’

Salam, however, said, “We cannot take issue with TI, they are a respected organisation and they have their own methods and means of assessing institutions and organisations, some of which may not be very applicable to all systems. But I must say that wherever there are issues about corruption and transparency, they provide an opportunity for institutions to self-examine.

“So, if there are specifics that TI is bringing up – specific areas where they believe that there is no transparency or there are corrupt practices, then it will be easier for the parliament to look inwards and see what can be done to improve on its rating in that regard. In the absence of specifics, it will be difficult to just give a blanket judgment or comment about corruption. It is very easy to say that. And the specifics have to be measurable. They have to let us know what particular areas of the operations of the parliament have tendencies of corruption, so that we can then do internal assessment and if need be, cleanse it.”

Report based on perception – Senate

The Chairman, Senate ad hoc commitee on media and public affairs, Senator Adedayo Adeyeye, said the report of the TI was based on perception.

He said the opinion did not represent the reality on the ground because no scientific investigation was carried out by the body before arriving at its conclusion.

He said, “The TI report was merely the opinion expressed by some people out of all population of over 200 million citizens of this country.

“They did not use any scientific method neither did they carry out any forensic investigation.”

He said the 9th Senate was doing everything possible to change the negative perception of the people towards the parliament.

He insisted that the parliament as an institution was not corrupt and that Nigerians would soon know the importance of parliamentarians through the 9th National Assembly.

PoliticsRe: Court Validates Sowore, Deputy’s Suspension By AAC by nabegibeg: 2:15pm On Jul 12, 2019
TheTrueSeeker2:
The Federal High Court in Abuja on Friday validated the suspension of Omoyele Sowore as the National Chairman of the African Action Congress, and Malcom Fabiyi as the Deputy National Chairman.

Delivering judgment, Justice Inyang Ekwo, also affirmed the appointment of Dr. Leonard Nzewa as the Acting National Chairman of the party.

The judge granted all the prayers contained in the suit which was instituted by Nzewa seeking the validation of the decision of the party’s National Executive Committee to suspend Sowore and Fabiyi for six months at its meeting held on March 27, 2019.

Sowore, the publisher of online news medium, Saharareporters, and the party’s presidential candidate for the February 23, 2019 election, was suspended along with Fabiyi and others for allegedly engaging in anti-party activities.

But the judge, in dismissing Sowore and Fabiyi’s objection to the suit, held that they failed to personally depose to the counter-affidavit filed against the suit.

The judge held that the deposition made on their behalf by Dr. John Adeoye “goes to nought” as he was not a party to the suit.

The judge ruled, “It is my opinion that Dr. John Adeoye is not a party in this case and cannot give evidence.

“I find that the evidence of Dr. John Adeoye goes to nought.”

Noting that it was an elementary principle of law that only a party to a case could depose to affidavit evidence in defence of his or her case, the judge ruled that the reasons given by Sowore and his deputy for their inability to depose to the affidavit evidence as untenable.

According to Adeoye, who deposed to the counter-affidavit, both Sowore and Fabiyi were unable to depose to the counter-affidavit personally because they were outside the country when the suit was filed.

But the judge ruled that the reasons given by the defendants showed that they did not take the case seriously.

“Anybody who does not take a suit instituted against him seriously must prepare to bear the brunt of his carelessness,” the judge ruled.

The judge also noted that the Independent National Electoral Commission did not file any defence to the case.

“I find that the evidence of the plaintiff has not been challenged or controverted, I thereby ascribe probative value to it,” the judge ruled.

He added, “On the whole, the case ought to succeed and I so hold.”

He went on to grant all the prayers in the originating summons.

Reacting to our correspondent’s inquiry, Sowore said in a message on Friday, “We’ve commenced the process of appeal already. The judgment won’t stand.”

Lagos State Governor, Mr. Babajide Sanwo-Olu has reiterated his administration’s commitment to collaborate with Netherlands on health, Education, technology, trade, tourism and infrastructure.

Governor Sanwo-Olu stated this while playing host to the team led by Netherlands Minister for Foreign Trade, Development and Cooperation, Mrs Sigrid Kaag who paid him a courtesy visit in his office in Alausa, Ikeja, Lagos.

According to Governor Sanwo-Olu, there are investment opportunities in Lagos, adding that the state is home to all, emphasising that the environment is friendly for foreign investors.

he Governor thanked the team for the visit, and explained that Netherlands and Lagos share certain similar features such their locations below the sea level and technology which he said would assist in the bilateral arrangements to be discussed.

He explained the reclamation effort at Eko Atlantic City when he said “You know there is a new development being done at Eko Atlantic City. That is a city that is risen on top of water. It is actually an engineering that we are really proud of.

“With technology, you need to sand fill a lot of the place there, it went 12 meters down and has a height of about 9 meters up and that is twice the size of Victoria Island, we poured 10million cubic of sand to stabilize. It’s actually an engineering that we are really proud of,” Sanwo-Olu added.

On water transportation, Governor Sanwo-Olu noted the state is working hard on taking enough space in the waters for dredging to ensure safety when full blown aquatic traffic begins.

According to him, “We are doing a lot of reclamation to safeguard water safety, water transportation. I think these are some of the things we are dealing with to upscale our transport system.

“What I am trying to present is total transportation in all but for available resources. Water transportation is for us and of course, we need to complete our rail projects too so that we can have easy movement of our people from one part of the city to the other,” he added.

Netherlands Minister for Foreign Trade, Development and Cooperation, Mrs Kaag congratulated the Governor on his emergence praising his work ethic since assumption of office.

CuriousMynd:
The president of the Senate, Senator Ahmad Lawan, has disclosed what he discussed with the national leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, Igbere TV reports.

Lawan who on Sunday, July 7, met with Tinubu, said the Senate will take its oversight role seriously and perform its assignments without fear or favour.

The Senate president who disclosed this through his official Twitter handle assured Nigerians that President Muhammadu Buhari and the government would be supported by the National Assembly.

He wrote;

“During my visit yesterday to the National Leader of APC, Asiwaju Bola Ahmed Tinubu, I reiterated the fact that the Senate will take its oversight role seriously and perform its assignments without fear or favour.

We will perform our job not to create hostility or engender rancour in the relationship between the National Assembly and the executive but to create synergy. Synergy will help us deliver our respective services to the people.

That notwithstanding, I want to assure Nigerians that President Muhammadu Buhari and the government would be supported from the National Assembly.

Addressing senators during the resumption of plenary on Tuesday, July 2, in Abuja. The Senate president said there was serious poverty in the land and that only concerted efforts by the two arms of government could address the issue.”
