The Commissioner for Ministry of Happiness and Purpose Fulfillment, Hon Mrs Ogechi Ololo, who is rarely seen in public - was spotted recently on Thursday, April 12th at a radio station in Owerri, Imo state capital, where she was featured.

The commissioner came under heavy criticisms after she was appointed by her brother, the governor of Imo state; Rochas Okorocha late last year.

Mrs. Ololo in an interview with BBC Africa challenged Nigerians condemning Gov. Okorocha , saying the ministry was created to cater for welfare of Imo residents.

According to her, the post will pay school fess of Imo citizens who cannot afford it, amongst other benefits.

She said “Happiness can mean anything to anybody; for some people, happiness means having food on their table, some it’s about schools, some about the roads, some it’s about security “Here in Imo we have free education, this policy makes people happy by paying for children’s school fees. So that is the policy of happiness and that is part of the ministry of happiness.”

When asked why Okorocha appointed his sister, she added “Okorocha did not create the ministry because I am his sister.

“There are so many people out there that need help, that need our service. “Happiness can be defined based on individuals reactions.“This is Imo life and I believe that Imo people are very happy about it.

“It is a new ministry and people don’t understand, so they have the right to ask questions but with time they will definitely understand meaning of commissioner of happiness.”

Manchester City have been crowned Premier League champions after local rivals Manchester United slipped up at home to WestBrom.

City moved within one three points of securing Premier League glory on Saturday night as Gabriel Jesus, Ilkay Gundogan and Raheem Sterling's goals claimed a 3-1 win over Tottenham.


And they will have been hoping to wrap it up next Sunday when they take on relegation-threatened Swansea, with United having been expected to steam roll bottom-of-the-table West Brom on Sunday afternoon.

United failed to make a breakthrough against the Baggies at Old Trafford though and they counted the cost when Jay Rodriguez nodded a winner in the second half.

United's defeat meant City had an unassailably lead at the top of the Premier League and Pep Guardiola's men have been crowned champions as a result.

The irony of United handing the title to City will not be lost on the Old Trafford or Etihad faithfuls given goings on in the Manchester Derby last week.


City had the opportunity to secure Premier League glory at the Etihad had they beaten United and went 2-0 via Vincent Kompany and Gundogan's goals.


But they blew that lead in the second half as Paul Pogba bagged twice and Chris Smalling fired a winner to claim an unlikely comeback victory.

City have the opportunity to break the100-point barrier with five games to come against Swansea, West Ham, Huddersfield, Brighton and Southampton.

And they could surpass Chelsea's record goal-haul of 103 if they strike 11 more times in that set of fixtures against bottom-half sides.

In a deft strategic move to isolate President Muhammadu Buhari over the reordering of the sequence of elections contained in the Electoral Act Amendment Bill 2018, already vetoed by the president, the National Assembly has proposed a new amendment bill that places the governorship and state Houses of Assembly elections first on the order of elections.

Entitled, “Electoral Act Amendment Bill 2018,” which passed first reading on March 21, shortly before the federal legislators proceeded on their Easter break, the bill, which THISDAY sighted, retained word for word the vetoed bill but reviewed the troublesome section 25 of the principal act.

The new section 25 provides that the governorship and state Houses of Assembly elections shall hold first, National Assembly comes second, while the presidential election brings up the rear. The vetoed bill had provided for the National Assembly election to come first, while the governorship and state Houses of Assembly as well as the presidential ones come second and last, respectively.

But as the federal legislators came under harsh criticisms from the public, which accused them of selfishness, the president vetoed the bill on the grounds that the revision of the sequence of election would erode the discretionary powers the 1999 Constitution, as altered, grants the Independent National Electoral Commission (INEC) to determine the order of elections.

The new bill, according to THISDAY National Assembly multiple sources, was a partial response to the complaint of state governors that the vetoed bill put them at a clear disadvantage and were prepared to frustrate the planed veto-override by the National Assembly. Sensing the potency of the governors, THISDAY gathered, the National Assembly leadership entered into negotiations with the state chief executives, who were believed to have enormous influence on some of the federal legislators.

According to the sources, the governors agreed to cooperate with federal legislators if they would adjust the sequence to make state elections come first while retaining the presidential poll at the rear. The federal legislature’s leadership was said to have thought this to be a reasonable compromise since the target of the reordering of the sequence was the presidency and not the governors.

With this compromise, the move to veto-override the presidential veto became worthless since doing that would retain the sequence that put the governorship and state Houses of Assembly elections in the middle of the order.

“Given our agreement to move the governorship and state Houses of Assembly elections forward, it became necessary to introduce a new bill and subject it through the constitutional processes of law-making,” a source told THISDAY.

Asked what the National Assembly would do if the president vetoes the fresh bill, he said: “With the cooperation of the governors, whose interest is now adequately taken care of, a veto-override this time would be smooth.

“Don’t forget that the principal act did not favour the governors, it made their election come last. But the amendment bill has changed that. In fact, the amendment bill makes them the greatest beneficiary and stakeholders now. It’s a major political masterstroke!”

The principal act, Electoral Act 2015, which supersedes Electoral Act 2010, as altered, maintains INEC’s constitutional discretion to order the sequence of election. Using that discretion, the electoral body in 2015 collapsed the National Assembly and the presidential elections on the same day and placed it first on the order while the governorship and state Houses of Assembly elections came last. This was a review of the 2011 sequence, which placed the federal legislative election first, while the presidential as well as governorship and state Houses of Assembly elections came second and last, respectively.

The Economic and Financial Crimes Commission (EFCC) has invited 13 more top officers of the National Emergency Management Agency (NEMA) for questioning over alleged N2.5billion scandal in the agency.

Consequently, the list of those implicated in the fraud has increased to 20.

The anti-graft commission had earlier quizzed a former Director-General and six serving directors of the agency.

A fact-sheet obtained by The Nation showed that the 13 officers invited are Deputy Director( Finance); Assistant Director( Finance); PEO; ACT 1; SEO ACT1; CA; ACT; ACA; SA; another ACT and three others whose ranks were unspecified.

A source said: “We are expecting the 13 officers to appear on or before Monday. But if they do not come, we may effect their arrest accordingly.

“They were summoned by this agency as part of the ongoing probe of large scale financial impropriety in the NEMA.

“We had earlier interrogated some directors who made references to the roles played by these 13 officers.”

The report read in part: “From the investigation carried out so far, officials could not account for funds transferred from the NEMA account to their personal accounts.

“Moreover, the funds were being withdrawn in cash and in some cases transferred to family members. Also, it was discovered that some of these funds were placed in fixed deposit; while both the principal and interest were withdrawn in cash by the depositor.

“Furthermore, the issue of companies incorporated by the officials of the NEMA who are public servants is against the Public Service Rules. This is more so as the companies are active and still receiving funds in some cases from the NEMA.

“There were frivolous emolument claims that were wrongly processed by directors and some officials of the agency.”

Meanwhile, the House of Representatives panel investigating the alleged violation of public trust by NEMA has stated that it will invite Vice President Yemi Osinbajo.

Osinbajo is the board chairman of NEMA.

During a public hearing on Thursday, the House Committee on Emergency and Disaster Preparedness, also decided to summon Ibrahim Magu, acting chairman of the EFCC and Winifred Oyo-Ita, Head of Civil Service of the Federation.

The House of Representatives had on Wednesday accused Director General of NEMA, Engr Mustapha Maihaja of mismanaging N1.6bn released to him by the Federal Government in July 2017 for relief intervention to flood victims in 16 states.

The sum was said to have been expended on contracts awarded to 216 companies that were not qualified for contract awards in the country.

On Thursday, the committee was informed that the 6,779 metric tonnes of Chinese rice, which arrived in July, 2017 in 271 containers stayed uncleared in the ports for 6 months before NEMA could get documents to commence the clearing process on December 4.

The DG said though 161 million naira has been spent in addition to the 400 million naira on transportation, delivery and logistics, the agency could not confirm that the rice has been received and accepted by the IDPs.

He also added that out of the 271 containers, only 110 have so far been cleared and taken to the north east.

Similarly, he was grilled on 3 billion naira worth of rice supply contract awarded to Olam Nigeria Limited and Two Brothers, when they did not have Tax Identification Number (TIN) and has not been paying PENCOM dues for their staff.

The director general, however, said the contracts were awarded during emergency period so the agency did not do due process on the companies.

The director, Relief and Rehabilitation, in NEMA, Mr Kayode Fagbemi, who signed the contract award letter, informed the committee the 3 billion worth of 10 thousand metric tonnes of rice contract awarded to Olam Nigeria Limited and Three Brothers, was done on the directive of the director general even though it did not comply with procurement process.

Maihaja, however, explained that though Pension Commission (PENCOM) and FIRS did not certify the companies to be qualified to do those contracts at the time the contracts were awarded, they provided the required documents before the certificate of due diligence was awarded by the Bureau of Public Procurement (BPP).

But the lawmakers maintained that that was not an excuse for the breach of extant laws that guide procurement in Nigeria, and that it is curious that in spite of not meeting requirements, the agency was bent on awarding it to Olam and Three Brothers, when other competent companies could have been engaged.

The FCT Command of the Nigerian Police has released human rights activist, Deji Adeyanju who was teargased and arrested at the unity fountain Abuja for alleged inciting civil unrest.

Adeyanju was arrested during the sit-out protest by the members of Islamic Movement of Nigeria ( IMN ) who are protesting for the release of their leader Ibraheem El-Zakzaky.

He was released following the intervention of the leader of OurMumuDonDo Movement, Charles Oputa ( Charly Boy ) who stormed the command and met with the Commissioner of Police, Sadiq Abubakar Bello to secure his release.
He was arrested for allegedly inciting civil unrest by gathering members of the Shi’ites to organize a peaceful protest. The police maintained that the group has crossed the red line by doing so.
The Commissioner of Police told charly boy that the police would no longer allow any group to stage protest or rally at the fountain. He told charly boy to convey the message to other group and abide by the directive.
The Buhari Media Support Group, recently, asked for the arrest and interrogation of Adeyanju for crimes of sedition. The group made this known in a statement signed by its chairman Austin Braimoh and secretary Cassidy Madueke.

According to the statement “Deji Adeyanju is notorious for his mischief and falsehood. He does this deliberately to incite the public. He is also known for his media consultancy with the Islamic Movement of Nigeria on whose platform he has called for civil unrest across the country against the government”

The Lagos State Government said on Friday that it paid N9.3 billion as pension to 2,466 retirees in the state, between May 2017 and March 2018.

Dr Akintola Benson-Oke, the state Commissioner for Establishment, Training and Pensions, said this at the 2018 Ministerial Press Briefing, to mark the present administration’s three years in office.

“The state government, through the Lagos State Pension Commission (LASPEC), paid the sum of N9.3 billion into the Retirement Savings Account (RSA) of 2,466 public retirees, within the last one year.

“From August 2015 to date, the sum of N35.92 billion has been paid into the RSA of 8,731 retirees, deceased and withdrawn staff.


“There has been continued significant reduction in outstanding backlog of terminal entitlements of retired public servants,” he said.

Benson-Oke said that the Gov. Akinwunmi Ambode led-administration commenced and maintained the trend of paying terminal entitlements of retired employees monthly, since August 2015.

“The ministry will continue to sensitise retirees on activities of pension fraudsters so that they will get their entitlements without hitch,” he said.

The commissioner said that the ministry would distribute welfare packages to no fewer than 8, 000 pensioners aged 70 and above this year.

On the payment of death benefit, he said that 80 beneficiaries of deceased employees in the state were paid N220.7 million within the period.

The commissioner said that the state’s Public Service Staff Development Centre trained 3, 737 officers in the last one year.


He said the training provided solutions to problems on human capacity through learning and development initiatives, using technology-driven resources.

“The essence is not only for self-development, but for the skills and knowledge acquired to be deployed on the job for impactful service delivery to teeming populace of Lagos State,” he said.

Benson-Oke commended the 17 labour unions in the state public service for supporting government in creating a safe, conflict-free and productive workplace.

“It is historic to note that in the last three years, this administration has not witnessed any form of crisis, protests or agitations by labour unions,” he added.

He said the unions’ National Joint Negotiating Council met and interacted with government four times yearly to take decisions on issues pertaining to workers’ welfare and promote industrial harmony.

Benson-Oke promised that the ministry would continue to intensify efforts towards motivating and training the civil servants for better service delivery and protection of interest of residents of the state.

The National Youth Service Corps (NYSC) says it will include farming and crop production as part of the one year primary assignment for corps members from the next service year.

Mr Bello Ballama, the NYSC FCT Coordinator, said this in an interview with the News Agency of Nigeria (NAN) in Abuja on Thursday.

He said that the move was to help address corps rejection by some corps employers through the engagement of more corps members in all aspects of farming and crop production.

The coordinator said that the move was also aimed at boosting the NYSC Skills Acquisition and Entrepreneurship Development (SAED) Programme.

Ballam said the scheme was therefore putting all its farms in good condition in readiness for corps members to commence its use.

“Corps members will be involved in all aspects of farming and crop production.

“This will not only support skills acquisition of NYSC but also governments plan of boosting agricultural production to improve self-reliance and achieve national growth and development.

“From this 2018 Batch ‘A’ Stream I set of corps members who are commencing orientation on April 19, we are going to look into all the farm formations and centres to be able to post corps members there.

“We have farms in the FCT and many other states of the country; the present leadership of the scheme is poised to ensuring the revival of all NYSC facilities including the farms.

“The NYSC is faced with the challenge of engaging the increasing number of corps members mobilised every year.

“We therefore, have to take proactive steps towards achieving our mandate and supporting the federal government’s plans for youth development,”he said.

A 10-year-old girl, allegedly defiled by a 50-year-old man and his son, aged 16, yesterday, narrated how the men always tempted her with N20 whenever they wanted to sleep with her. .

She said: “Sometimes, they will even beg me to buy recharge card for them to lure me to their house.”

Father and son were arraigned before an Evboriaria Magistrate’s Court in Benin for allegedly defiling the girl.



The accused, Reuben Enosegbe and Reuben Destiny, pleaded not guilty before Chief Magistrate Efe Akhere of Oredo Magistrate Court 3.

Defence counsel, Nicholas Omobude, who pleaded for their bail, argued that they were innocent of the crime until proven guilty, assuring that the accused persons will not jump bail.

He further pointed out that the second accused person is a minor and should be granted bail.

But his efforts to secure their bail did not scale through as Chief Magistrate Akhere said the matter will not be tried in his court.

The court transferred the case to a family court where the accused persons’ bail will be considered upon resumption next week.

Meanwhile, the magistrate ordered that the first accused person be remanded at the Oko Prison, while his son, who is a minor, be kept at the Children’s Remand Home, Ugbekun Quarters.

The defence counsel, Nicholas Omobude, expressed optimism that his clients will get justice.

Baru passed this instruction few hours after an NNPC station was shut down in Abuja by the Department of Petroleum Resources (DPR) for selling petrol at N181 per litre.

The Group Managing Director, Nigerian National Petroleum Corporation (NNPC), Maikanti Baru has asked Nigerians not to buy petrol above the government-approved price of N145 per litre.
Baru passed this instruction few hours after an NNPC station was shut down in Abuja by the Department of Petroleum Resources (DPR) for selling petrol at N181 per litre.

Baru added that some oil marketers are cheating on the public, though they are carrying NNPC logo.

Baru spoke on the sidelines of the induction of the Founder/Group Managing Director, Arco Group Plc, Alfred Okoigun, as an honorary member of the Nigerian Academy of Engineering (NAE) in Lagos.

He said the NNPC has sanitized the supply and distribution of petroleum in the country.

"We have brought back sanity in the fuel supply system. We have over 2.1 billion litres of petrol in-tank at the moment and people should be calm and be sure that the right quantity is given to them at the filling station at N145 per litre that the government has approved to be the sale price of PMS.”

He added that Okoigin is a remarkable entrepreneur and that his service to the market is important. Also, he guaranteed indigenous companies of the corporation’s support.

He said “What it takes to run the economy is to have entrepreneurs who are ready to bring innovations to the market. The Nigerian market will have a lot to benefit by bringing to the market the various inventions. The fact that they are going to set up manufacturing plants and equipment and produce these inventions to be used locally will have a multiplying effect.”

Okoigun said the fellowship award would aid him to give more support to the engineering profession. “This is an encouragement for me. It is a challenge that I should do more and it also represents the excellent work that Arco is doing.”

According to the president, NAE, Mrs. Joana Maduka, the academy is putting all efforts to increase investors/inventors’ rapport.

The police in Kaduna have identified a serving Nigerian senator as a person of interest in an ongoing homicide investigation.

Consequently, Austin Iwar, the police commissioner in the state has written to the senator asking him to appear on April 30 at the Command Headquarters in Kaduna for questioning.

“This is in connection with a case of criminal conspiracy and culpable homicide transferred to this office by 1 Division, Nigerian Army, Kaduna, alongside with exhibit audio CD in which your name was mentioned by the principal suspect,” Mr Iwar said in a letter to Mr Sani, APC-Kaduna Central.

PREMIUM TIMES obtained a copy of the letter on Thursday.

“This is to enable us fairly and timely conclude investigation into the matter,” Mr Iwar concluded in the letter addressed to Mr Sani through the Clerk of the National Assembly. A copy of the letter was forwarded to Senate President Bukola Saraki.

The specific case for which the senator is being sought is also not immediately ascertained. But there have been several reports of violent confrontations between Mr Sani’s supporters and loyalists of Nasir el-Rufai, the Kaduna State governor.

The crisis has also left the APC chapter in the state factionalised.

The police commissioner told PREMIUM TIMES that the case was not politically-motivated.

“A case was transferred to me and I am handling the case,” Mr Iwar said, adding that he would not give further details on the matter.

“The matter is currently under investigation and we don’t think we have reached a stage yet where we could inform the public about it,” he added.

Mr Iwar also said Mr. Sani will not be detained if he honoured the invitation, saying the police would have picked him up at the Senate if they had any intention of arresting him.

Mr. Sani blamed the Kaduna state governor, Nasir El-Rufai, for the move by the police.

He alleged that the Kaduna government had concluded plans to frame him up with a murder case.

The state government is using the instrumentality of the police to carry out this act, Mr Sani told PREMIUM TIMES Thursday afternoon.

He said the plan was revealed to him through a letter already prepared by the police inviting him for interrogation on the said murder case.

“There is an attempt to frame me up with a murder case by the Kaduna State Government using the police. A letter has been written from the office of the Commissioner of Police office but it has not been delivered to us,” he said.

Mr Sani said the case for which he was invited by the police is already before the court.

“This is a case that is before the court of law. The governor wrote the judge expressing his interest in the case,” he said.

He alleged that Mr El-Rufai wrote the judge handling the case to express interest in the case.

Mr Sani also sent a copy of the letter dated February 26 to PREMIUM TIMES.

A spokesperson for the Kaduna state governor, Samuel Aruwan, declined comments.

I studied Counselling in school because I didn’t get Accounting and because I had started with ICAN exams before getting admission. I finished with 2:1. I completed ICAN exams recently (can’t get the ACA yet because of work experience requirement). I started with CFA too, passed level 1, I have registered for the 2nd level.

I finished service last year and I quite understandably expected to get a job almost immediately after service. I haven’t been able to get one thus far. So my question, do you think my course of study is working against me? Thanks






You completed your NYSC not long ago, and you’re complaining?

You’re very impatient. Job doesn’t come so fast for 90% of people irrespective of qualifications. I have friends that had first class in accounting (you had 2.1 in Counselling, right?) plus ICAN, and still spent up to a year at home before getting job. That is the reality. It is hardly out of place.

For me, not getting job within 6 months of completing NYSC, irrespective of one’s qualifications, is not yet a bad situation. Even recruitment processes of some companies (all stages of tests, interviews, medicals etc) take up to a year.

Your degrees will not land you job automatically, my brother.

Where did you study Counselling? I hope it is a recognized school. While your course of study (counselling) is not so attractive to employers in this part of the world, the fact that you had 2.1, got ICAN and CFA 1 qualifications is a good remedial strategy.

You did not tell me where you have applied to? What were you doing during your NYSC? Were you throwing your CVs around? How many companies have you applied to? Have you written any company test? If yes, did you pass?

No matter the qualifications one has, job will not come and meet anyone at home. One has to hustle.

I know many companies do not care about your course of study once you have 2.1. Good for you, you have more than 2.1, you also have ICAN qualification and already in stage 2 in CFA. The two issues I sense here are, one, you’re impatient and expected to get job on a silver platter and two, you don't appear to be equipped with right information. It hardly works that way.

If you’re below 26 years, have you applied to PwC, KPMG, Ernst & Young and Akintola Williams Deloitte? These are the Big 4 professional services firms that recruit people like you from time to time. They don’t bother about your course of study once you make 2.1 and you’re below 26 years of age.

Most banks also don’t care about course of study. There are many other firms like that.

You just need to get the right information and probably shed your mindset that your 2.1 will automatically land you job once you finished your NYSC.

My friends with ACA and CFA that you saw did not have that mindset. They loaded themselves with right information. And yes, it’s not so hard getting Accounting/Finance job with zero work experience once you get your strategy right and you can defend your qualifications by passing tests and interviews.
