$500m Abacha loot: Okonjo-Iweala to explain withdrawal

Former Minister of Finance Ngozi Okonjo-Iweala is to explain how about $250million of the $500million recovered from the family of the late Head of State, Gen.Sani Abacha, was withdrawn, The Nation learnt yesterday.

The cash was released to the Office of National Security Adviser( ONSA) without appropriation.

About $36,155,000 (N13,015,800 billion) out of the $250million was also withdrawn in cash “without any purpose” on March 2nd, 9th, 16th and 18th of 2015.

The Acting Chairman of Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, has approved Mrs Okonjo-Iweala’s invitation. A letter of invitation has been sent to her.



According to a fact-sheet obtained by The Nation last night, detectives probing the whereabouts of the $500million have recommended that the ex-minister be interrogated.

A top source said: “Following preliminary findings, a strong recommendation was made to the Acting EFCC chairman for an interactive session with Dr. Ngozi Okonjo-Iweala.

“Magu has approved the invitation of the ex-minister. We have dispatched a letter of invitation to her. We are hopeful that she will respond.

“Her presence is necessary because there were issues about the $250million released especially why $36,155,000(N13,015,800billion) was withdrawn in cash.

“She needs to assist the EFCC team on what became of the balance of $250million which was yet to be traced.

“She has to explain why some of the funds were diverted to extraneous matters including media services, opinion polls and personal matters.”



In another position of the fact-sheet, the Office of the National Security Adviser in a memo on January 12, 2015, requested the former Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala to transfer $300million.

The memo said: “Please refer to our meeting on recovered funds. You are please requested to remit the sum of $300m and £5.5m to the following account being ONSA share as agreed.

In response, Okonjo-Iweala via a memo to ex-President Goodluck Jonathan requested for the release of $300m from Abacha loot to the former National Security Adviser(NSA).

But only $250million was released to the ex-NSA.

The memo explained that this is to enable the NSA’s office to purchase ammunition, security and other intelligence equipment for the security agencies in order to enable them confront the ongoing Boko Haram threat.

“This request is sequel to the meeting you chaired with the committee on use of recovered funds where decision was made that recovered Abacha funds would be split 50-50 between urgent security needs to confront Boko Haram and development needs (including a portion for the Future Generations window of Sovereign Wealth Fund).

“This letter is to seek your approval to borrow these funds, for now, to disburse to the NSA. These funds form part of projected FG Independent Revenue to be appropriated.

“In light of this and for accountability, given the peculiar nature of security and intelligence transactions, we would expect the NSA to account to your Excellency for the utilization of the funds.”

On January 29, 2015, the ex-President responded to the ex-Minister as follows: “CME/HMF, approved.”

But Okonjo-Iweala had in 2015 insisted that she had no case to answer.

She said: Former President Jonathan set up a Committee comprising of the former Minister of Justice, former NSA and the former Minister of Finance to determine how best to use both the returned and expected funds for development.

The NSA made a case for using the returned funds for urgent security operations since, he noted, there cannot be any development without peace and security. Based on this, a decision was taken to deploy about $322m for the military operations, while the expected $700m would be applied for development programmes as originally conceived.
Following the discussions and based on the urgency of the NSA’s memo, Dr Okonjo-Iweala requested the President to approve the transfer of the requested amount to the NSA’s Office for the specified purposes.
But, as captured in the memo, she insisted on three conditions: a. only a part, not the entire Abacha funds would be spent on the arms; the rest would be invested in developmental projects as originally conceived b. the money was to be treated as borrowed funds which would be paid back as soon as possible c. the NSA’s office was to account for the spending to the President who was the Commander in Chief, given the fact that the Minister of Finance is not part of the security architecture and does not participate in the Security Council.
The attempt to link the former Minister’s name to any misuse of these funds for any purpose other than security as far as she understood it is totally false and cannot stand.”
A former Chairman of the EFCC, Mallam Nuhu Ribadu had claimed that Abacha “took over $6 billion from Nigeria.” He also said $2 billion was recovered when he was in charge of the anti-graft agency.

– The Federal Government has raised alarm over the unhealthy status of smuggled imported rice being dumped in the country calling on Nigerians not to consume them.

The Minister of Information and Culture, Alhaji Lai Mohammed, at a media briefing in Lagos said the government could not guarantee the healthy status of the rice having spent months on the high seas and warehouses. He appealed to Nigerians to complement the efforts of the government by consuming only locally-grown and processed rice which he said “is fresher, tastier and healthier’’. “We don’t know where or how imported rice is made or how old it is? It is reported that most of the rice dumped on us are old and probably rejected. “The citizens of those countries do not eat this rice. The citizens of Benin also do not eat it. But they send it to us. “Unhealthy foods are dangerous to health.

So let’s eat what we can vouch for,’’ he said. The minister noted that rice smuggling was the biggest challenge facing rice production in Nigeria. Quoting the Rice Millers Importers and Distributors Association of Nigeria (RIMIDAN), he said that more than two million metric tonnes (MT) of parboiled rice were smuggled into Nigeria in 2017.

Mohammed said that smuggled rice was primarily sourced from Thailand and India and came into Nigeria through the country’s borders with Benin, Niger and Cameroon. “In Benin Republic, the total demand for white rice (white rice is consumed in Benin, against parboiled rice in Nigeria) is 400,000 MT. “Yet the country, with a population of about 11 million imports between one million and 1.2m MT of rice annually. “Who are they importing for? Nigerians of course.

In fact, as Nigeria’s rice import falls, Benin’s rice import increases. “Most of the parboiled rice imported by Benin eventually lands in Nigeria through smuggling,’’ he said. The minister said that smuggled rice costs between N11,000 and N13,000 per 50kg bag, while Nigerian processed rice sells for between N14,500 and N15,000 per 50kg bag Explaining why price of local rice was higher, he said Cameroon and Benin Republics had lowered tariff payable on rice to 0 and five per cent respectively to encourage importation and subsequent smuggling into Nigeria.

He added that Thailand and India where the smuggled rice were sourced also gave a high level of subsidies to rice farmers and rice processors. The minister disclosed that the local rice producers had made some representations to the government on how Nigerian rice could compete favourably, in terms of pricing, with the heavily subsidised imported rice. He assured that the government would work on the presentations to formulate policies and take steps that will bring down the price of local rice.


Mohammed noted that less than three years into the rice revolution, millions of jobs had been created in the whole value chain in the country. He, therefore underscored the economic importance of consuming locally produced rice, especially in terms of job creation. “Nigerians should remember that every time they eat imported rice, they are eating the jobs that would have been created for Nigerians. “It is important for Nigerians to know that when they consume imported rice, they are creating jobs in India and Thailand and destroying jobs across our country. “Today, we have rice farmers in all states and all geopolitical zones. “In fact, most of us have friends and relatives who are farming rice. So if we don’t patronize their products, we are destroying their livelihoods,’’ he said.
He said the government would embark on a massive nationwide campaign to sensitize compatriots to the need to support the rice revolution by consuming local rice.

Primate Elijah Ayodele of INRI Evangelical Spiritual Church, with headquarters in Lagos State, has warned the National Leader of the All Progressive Congress (APC), Asiwaju Bola Tinubu, not to support President Muhammadu Buhari in next year’s presidential election.

Ayodele, speaking at the dedication of the Emi Ni Aseyori Kan Pro Cathedral a.k.a Sope Parish in Lagos last weekend, claimed that Tinubu would be used and dumped by Buhari.

The cleric also called on the Senate President, Dr Bukola Saraki, to contest for the presidency in 2019 or face the wrath of God.

“The present ‘romance’ going on between Senator Bola Ahmed Tinubu and Buhari is deception; they’re deceiving Tinubu. They just want to use him and dump him. Until we appreciate God and not man, the country will continue to experience underdevelopment,” he said.

On the 2019 presidential election, the cleric stated that God had ordained Saraki to help Nigeria.

“I want to tell Saraki now to make up his mind, because God has ordained him to help this country. He should come out to contest for president. It’s not by noise. At the moment, he is the one who can move Nigeria forward.

“So, I want him to take the bold step and make up his mind or else, God would deal with him. I don’t make predictions; I give prophecies. However, I am not God. God can choose to delay when fulfilling certain prophecies.

“What is happening with the administration of President Muhammad Buhari, God had told me and I said it; these things are happening now. Everything happening in the country now has been foretold,” he stated.

A final year Chemical Science student of the Olabisi Onabanjo University, Ogun State, has died, after drowning in the swimming pool of a hotel in the state on Easter Sunday.

According to reports, The man identified as "Oladipupo Ayooluwa" aka Pells, drowned, yesterday, at Soltrag hotel, Agbara, while hanging out with friends.

His body has since been deposited at the General Hospital in Ota. He was meant to add another year on the 22nd of April.
