Politics / President Buhari To Depart Abuja For Nuclear Summit In Washington DC Tomorrow by Naijabams(m): 5:37pm On Mar 29, 2016

President Muhammadu Buhari would depart Abuja for Washington DC, capital of the United States of America on Wednesday for the 4th Nuclear Security Summit.

The president is expected to join President Barack Obama and about 60 other world leaders and heads of international organisations for the summit.

President Buhari would be accompanied on the journey by the Governor Mohammed Abubakar of Bauchi State, Governor Abdulfatah Ahmed of Kwara State, the Minister of Foreign Affairs, Mr. Geoffrey Onyeama, the National Security Adviser, Maj.-Gen. Babagana Monguno (rtd.) and the Director-General of Nigeria’s Nuclear Regulatory Agency, Professor Lawrence Anikwe Dim.

A statement by the presidential spokesman, Mr. Femi Adesina stated that “At plenary sessions of the summit which is dedicated to reinforcing international commitment to the non-proliferation of nuclear weapons, President Buhari will insist that while Nigeria will continue to sustain that commitment, world powers must respect the right of other countries to the peaceful use of nuclear energy for development purposes.

The President will also “reaffirm Nigeria’s stance that international efforts to ensure greater security of nuclear materials should maintain a balance between nuclear non-proliferation obligations and the indisputable right of Nigeria and other countries to harness nuclear energy and technology for socio-economic development.”

The statement “recalled that at a meeting with him in Abuja earlier this month, President Buhari told the Director-General of the International Atomic Energy Agency, Mr. Yukiya Amano that the Federal Government will welcome greater support from the agency for Nigeria’s aspiration to begin the generation of electricity with nuclear energy.”

On the sidelines of the meeting, president Buhari would also hold bilateral meetings with other participating Heads of Government and high-ranking United States Government officials.

He would return to Abuja on Sunday upon the conclusion of his assignment.

This is all part of the current administration’s plan to reduce the cost of governance.

Politics / Rivers & Akwa Ibom Election: Situation Room Final Conclusions by Naijabams(m): 6:47am On Apr 15, 2015

The Nigeria Civil Society Situation Room, after observing the State-level elections for the Governorship and State Houses of Assembly, which held on Saturday, 11th April 2015, makes the following statement:

The Situation Room acknowledges and commends the significant improvements in the electoral process made by INEC. In the main the elections went well across the country, notably with about 90% of polling stations opening on time and the Card Readers operating with minimal hitches. Turn out at the poll was however largely low.

Situation Room wishes to draw attention to the following concerns and reservations as observed by it during the elections, which raise issues about the credibility of the elections in some States.

Information obtained from our networks of field observers and partners indicate the following:

Numerous cases of electoral misconduct – disorderly conduct at polling units – in Akwa Ibom (10 of reports received), Katsina (17) and Sokoto (18) States common forms of malpractices;

Many cases of process violations in Sokoto (15 reports received), Adamawa (6), Delta (7) and Katsina States (9);
Polling logistics problems in Akwa Ibom (14), Delta (9), Katsina (cool, Rivers (11), Adamawa (6) and Sokoto (12) States;
Cases of election related violence in Akwa Ibom (18), Abia (9), Anambra (7), Delta (9), Imo (6), Rivers (16), Benue (6), Katsina (17), Sokoto (17) and Kano States (7);
Killings in Rivers State where seven people (including a police officer) were killed as well as in Akwa Ibom (3), Delta (2), Katsina (2).

Situation Room is further concerned about the overall conduct of the elections in Rivers and Akwa Ibom States, where there are good grounds to question the credibility of the elections results in both States.

In Rivers State, historically deep-rooted political animosities played out in a brazen, violent and naked manner to subvert the electoral process in many local governments in the State. In Akwa Ibom there were also serious questions about the veracity of the results because of reports of active and direct partisan interference with the elections. There are also concerns about Abia State, which recorded multiple cases of electoral misconduct.

We note that INEC has had to cancel elections in polling units in some States because of election-related violence and other irregularities; while in others it has commenced investigations.

The Situation Room hereby calls on INEC to urgently take steps to clinically scrutinise the final collated results from these three States (Rivers, Akwa Ibom and Abia) against the polling unit results and make a reasoned judgment about them.

In our view INEC should concern itself with possible negative public perceptions of the elections in the three States and ensure that it takes every necessary step to protect the integrity of the elections in the States, as a way of strengthening the trust of the electorate in the voting process.

The Situation Room also notes and condemns in the strongest terms the leading role played by prominent public political officeholders and other politicians as well as some INEC officials in encouraging and actively taking part in organized misconduct and disorderly behaviour that violated the sanctity of the electoral process and calls that action be taken to investigate their activities with a view to prosecuting and sanctioning them, if found culpable, under the law.

In addition, Situation Room is concerned about the weak oversight powers of the national headquarters of INEC over Resident Electoral Commissioners and State INEC offices in the management and conduct of elections. This makes it easy for compromised RECs and other State level INEC officers to undermine the credibility of the election sometimes with reckless impunity.

The Situation Room congratulates the Nigerian electorate for the collective determination to further improve our elections by turning out in their numbers to exercise their all-important franchise, thus proving themselves to be the real winners of these elections.

We further appeal to Nigerians to remain vigilant and protective of their democratic rights and feel free to cast their votes at every election.

Politics / INEC Postpones Election In 7 Federal Constituencies In Jigawa State by Naijabams(m): 12:03pm On Mar 28, 2015

The Independent National Electoral Commission (INEC) has announced the postponement of election in seven out of eleven federal constituencies in Jigawa state.

According to the resident electoral commissioner in the state, Alhaji Halliru Aliyu Tambawel, the postponement was as a result of lack of sufficient sensitive materials including ballot papers and results sheets from the Central Bank of Nigeria (CBN) needed to be used for the elections.

Upon his report says… the federal constituencies where there would be a postponement includes Dutse/Kiyawa, Ringim/Taura, HadeJia/Kafin Hausa/Auyo, and Jahun Miga federal Constituencies of Jigawa state, others include Gumel/Maigatari/Sule tankarkar/ Gagarawa, Kaugama/Malam-madori and Gwaram Federal constituencies.

Politics / PVC: How You Can Vote If You Have Relocated by Naijabams(m): 8:30am On Mar 16, 2015
Many Nigerians would not vote in the forthcoming general elections simply because they have relocated from where they were originally registered. That, however, needs not be the case as the Electoral Act and the Independent National Electoral Commission, INEC have instituted regulations to guide the transfer of voters from one constituency to the other.

The essence of such transfer is to ensure that no Nigerian loses his right to decide on who should govern him under the nation’s democratic culture and it is because of this that the commission advises voters to register at the polling station nearest to them so that the polling station would be easily accessible on Election Day.

Whether you have relocated from one state to another or within the same state, the same regulations guide the transfer of a voter from one constituency to another.

Section 13 of the Electoral Act as amended provides the regulations to guide voters on transferring their voter’s cards from one polling station to the other.
First, the person must write an letter to INEC stating where he/she currently resides and the applicant should attach the present voter’s card to prove the claim.

The application should be addressed to the nearest INEC office at the local government or state level.
Upon receipt of the application, the Resident Electoral Commissioner will direct the Electoral Officer of the applicant’s local government area to enter his/her name in the transferred voters list.
Afterwards, the Electoral officer will assign the applicant to a polling unit in his constituency and the applicant will be issued with a new voters card. The previous voters card will be retrieved by the Electoral Officer

However, all applications for transfer must be submitted at least 30 days before the date of election. It thus means that anyone that has not commenced the process now is ineligible to vote.
