The Federal Government has so far spent N73 billion on road projects across the country. Mr Babatunde Fashola, the Minister for Power, Works and Housing, disclosed this at the 22nd National Council of Works meeting in Katsina, yesterday. The News Agency of Nigeria (NAN) reports that the meeting has “Prioritisation and Optimisation of Allocated Road Infrastructure Funds” as its theme. The minister said that the expenditure had been worth it because it would enhance the socio-economic development of the country. He added that the amount spent was part of the N266 billion appropriated in the 2016 federal budget. He noted that the money was used to settle contractors’ liabilities and road rehabilitation across the country. He, however, said that the federal government would henceforth hold the 36 state controllers of works responsible for poor quality job on federal highways in their respective areas. If you are one of the parents whose children trek to school from home, a new development in Minna, Niger State capital will get you worried. A new dimension has recently been introduced to hunger-induced crime in Minna, as hungry youths now go about snatching food packs from nursery and primary school children on their way to school. One Fati Sanusi, a nursery two pupil of Mega Stars Academy, located in Kpakungu, Minna, was said to have cried to school, alleging that her food pack, prepared by her mother was snatched from her by a grown up boy, who ran away even as she cried. Headmistress of the school, Mrs. Cecilia Bunmi Koseemani, who confirmed the incident exclusively to The Guardian, said she and other teachers had hectic time pleading with the little girl to stop crying. “We had to send for her mother who prevailed on the four-year-old girl before she stopped crying. The mother later rushed back home to prepare Indomie for her instead of the rice meal that was initially snatched from her.” Koseemani appealed to parents to try and put their little school children in the care of grown up schoolmates, so as to avoid such things in the future, describing the incident as a reflection of the prevailing hardship in the country. Several instances of hunger-induced crimes have been reported in Niger State in recent times. It was reported that a housewife stabbed her rival to death over the modalities for sharing a measure of Gaari (Cassava flour) brought home by their husband. There were other cases of people stealing food still on fire, as well as women collecting food items from sellers in the market and deliberately taking to their heels instead of paying. By Levinus Nwabughiogu ABUJA—Again, President Mohammadu Buhari has come to the rescue of his ministers and aides, absolving them of any corrupt practices. President Buhari This came on a day the Vice President Yemi Osinbajo, refuted claims in some quarters that the anti-corruption war of President Muhammadu Buhari’s government was targeted at members of the opposition party and other perceived enemies, saying the view was grossly incorrect and unfounded. Recall that the President had, during his first media chat last December, said none of his ministers was corrupt. “I don’t think I tolerate corruption, I don’t think I picked anybody that I know will embarrass my government. But if you have any evidence about any of my ministers, I accept responsibility for the 36 ministers that I have. ‘’I don’t think I took anybody among the ministers who has got a case in court. Tell me one out of the 36. I don’t think I will deliberately make that mistake,” he said. He spoke against the back-drop of reports, particularly by online media, that the immediate past Group Managing Director of Nigerian National Petroleum Corporation, NNPC,, who is also Minister of State for Petroleum, Dr Ibe Kachikwu, was being investigated over crude oil swap deals and gas lifting during his tenure as GMD of the petroleum corporation. In a statement by his media aide, Mr. Femi Adesina, President Buhari appealed for decent and civilized comments, particularly when it had to do with the integrity of those serving the country. “Terrible and unfounded comments about other people’s integrity are not good. We are not going to spare anybody who soils his hands, but people should please wait till such individuals are indicted,” the President said. Meanwhile, Vice President Yemi Osinbajo has refuted claims in some quarters that the anti-corruption war of President Muhammadu Buhari’s government was targeted at members of the opposition party and other perceived enemies, Osinbajo, who fielded questions from newsmen at the end of the 27th Ordinary session of African Union in Kigali, Rwanda, yesterday, said the speculation was the handiwork of those who wanted to trivialize the anti-corruption war and stop the government from recovering stolen funds. He said: “I think it’s entirely absurd, I think that view is absurd and without foundation or basis whatsoever. President Buhari’s critics on Friday carpeted his government for allegedly lying about the terms of reference of the latest interim reports on the ongoing probe into arms procurement by successive governments since 2007. Mr. Buhari had on August 24, 2015, raised the Committee on Audit of Defence Equipment Procurement in the Nigerian Armed Forces to keep with his “determination to stamp out corruption and irregularities in Nigeria’s public service.” But many are now raising concerns not about what the committee included in its latest report but what it might have deliberately left out. The investigative committee submitted its third interim report on Thursday which detailed how former senior military officers, political appointees and private individuals allegedly channeled security funds into their pockets while the war against Boko Haram floundered. Among the big names the report indicted were Azubuike Ihejirika and Kenneth Minimah. Both served as Chief of Army Staff under President Goodluck Jonathan. But government critics immediately raised concerns about the exclusion of the name of a close ally of Mr. Buhari and the current Minister of Interior, Abdulrahman Dambazzau. Mr. Dambazzau served as the chief of army staff between 2008 and 2010 and critics said it was highly curious that he was not investigated even when the probe was designed to capture all procurements from 2007 to 2015. Our findings show that those accusing government of doctoring its latest arms panel may have a point. Buhari Government’s Claim In an attempt to ward off allegation of bias, the Buhari government, via a statement from the office of the Minister of Information and Culture, Lai Mohammed, said Mr. Dambazau’s name was not included among those indicted because the third interim report only looked into procurement and contracts awarded for and by the military between 2011-2015. “When the documents regarding procurement from 2007 to 2010 are available and scrutinised, the committee will then issue its report on that,” Mr. Mohammed said in a statement signed by his media adviser Segun Adeyemi. “The audit is being done in phases, and the report that was released on Thursday is the third of such.” The Facts: Screenshot of the press release announcing the report A PREMIUM TIMES’ examination of the report showed that the terms of reference in its heading said it queried all procurement from 2007 to 2015. “Press Release on the Third Interim Report of the Presidential Committee on Audit of Defence Equipment Procurement from 2007 to 2015,” it read. The first paragraph of the seven-page report also indicated the 13-member committee used 2007-2015 as reference. “In continuation of its assignment, the Committee on Audit of Defence Equipment Procurement (CADEP) in the Nigerian Armed Forces, analysed procurement contracts awarded by or for the Nigerian Army between 2007 and 2015.” PREMIUM TIMES also observed that in page two of the report, the committee looked into procurement far back as 2005, two years earlier than 2007. Although 26 of the APCs were delivered in 2007 and immediately deployed for Peace Keeping Operations in Sudan, the APCs scandalously broke down on induction,” the report read in part. In page four where the committee looked into tax infractions in the military, it was also revealed that the members looked beyond 2011. “The Committee observed breaches of laws and regulations on payments of With-holding Tax (WHT) and Value Added Tax (VAT).
