You are the one who is a st upid, stubborn, and dumb goat. The sharia police have a constitutional right to arrest offenders under constitutionally stipulated conditions. There is no mention of MASSOB or any terrorist organization in the constitution. Search for "Sharia" within the constitution and educate yourself. koruji: It is greed that would make someone who lives on land claim resources 200 miles into the ocean. The only reason nations are given the right to 200 miles of sea around their borders is to prevent conflict - that doesn't apply at the sub-national level.

If towns or streets do not lay claim to rivers that flow through land, then they should not claim to own parts of the ocean either.

As someone said, may be the states need to get a higher cut of the funds derived from their land (25%), and a small cut of the offshore funds (5%). The rest becomes national resources to be shared among federating states. It is that simple.
What has become clear is that, the people who have been calling Nigerians who are not from the so-called ND states Parasites, are the ones who are the real parasites. The cat is out of the bag and justice must and will be done. You sound more reasonable here, as opposed to your bushman stance in other threads.

One would hope that the authorities have implemented heavy Police and possibly Army presence in the area to prevent reprisal attacks on Nigerians living in the troubled area. Additionally, authorities should be reaching out to the community leaders in the area in a diplomatic move to checkmate potential violence.

We are grateful that Lagosians are pacifist and easy-go-lucky by nature and probably do not have the courage to attack areas that are the living quarters of Northerners. Again one has to be grateful that the kind of bloodbath that could result from such a reprisal attack is averted up 'till now.

Either way, people should be ready to defend themselves from any kind of attack because the authorities have shown us that they cannot protect us from violence, time and time again. Let peace reign, but keep the daggers handy.

Well Gbawe, I'm still open. Do your research and wow ♏έ.
Gbawe is right. For starters, per the Mineral and Mining Act 2007 the federal government owns and controls ALL of the mineral resources of the land. The Act vests entire property in and control of all Mineral Resources in, under, or upon any land in Nigeria, its contiguous continental shelf and all rivers, streams and water courses throughout Nigeria, any area covered by its territorial waters or constituency and the exclusive economic zone in the Federal Government of Nigeria.

Under this act, no state or individual can explore or exploit any mineral resources until the property in mineral resources shall pass from the Government to the person by whom the mineral resources are lawfully won upon their recovery in accordance with the Act. In other words, no state can develop any mineral resource until the federal government allows and agrees to such development.

No time to educate you further. Go and read the Petroleum Act, the Oil Pipelines Act, Minerals Act, Associated Gas Re-injection Act, the Land-Use Act, Mineral Oil Act, NNPC Act, and Petroleum Industry Bill and enlighten yourself.

Methinks that it may need special interpretation by the supreme court (I don't know whether it has done so already), because IMHO I don't know whether the oceans can really be treated as "land". If you doubt me, show me any farm lands or houses or people living on them.
I would think that the legal intent of derivation is to compensate for land use and environmental impacts of oil extraction. When those are not happening, I begin to wonder why anyone should be paid for it, except the federal government whose naval and maritime security resources manage, defend and protect those resources.
Just my brainstorms.
ba shakka!!

In settling the arrears you called for, it will be better that this settlement is built into future payments as a stepped formula that logarithmically fall off with recurring years untill its all paid off.

If 5billion Naira is a calculated arrears, say to Ondo State for instance, for mined coal for x years, and its coal is still being mined going forward, then instead of a 13% derivation, it should be, say, 20% starting in the first 5yrs, dropped to maybe 17% in the following, then stepped like that till settled.

In calculating and settling arrears, there will be problems with States that splited depending on how far back the arrears is accrued. Ondo's arrears for instance will include Ekiti and uptill its creation as a separate State.
The above is one of the reasons why the current revenue allocation is completely unjust. Nothing short of a complete revamping and recomputation will cure the injustice. Indigenes of the very states which have been benefiting from allocations that belong to other states, continue to show their ungratefulness by calling others parasites. FACE: Very poor calculation there, Ndu_Chuks. The 13% derivation to oil states will not be affected in any way. If the federal pool N consists of funds from x(oil)+ y + z sources, 13% of X will remain the same regardless of the values of y,z and N. While N depends on those variables, the variables do not dependant on N or each other. 13% derivation is actually 13% of a fraction, which happens to be more than 90% of N.

IMO,every state should own all their resources and pay FG 25% contribution.
FACE, you are wrong in this case. The 13% derivation is not based on 13% of onshore oil contribution by the so-called oil states. It is 13% accruing to the Federal account from onshore resources and off shore resources(which belong to every state). To date, the so-called oil states have been wrongfully consuming 13% of contributions from all onshore and offshore resources.

I agree with you however, that the the derivation formula is a joke, subjective, and needs to be revisited. Oil Revenues from offshore which do not belong in the derivation calculations are included - this is a great injustice to the rest of states who do not have onshore oil.

The whole revenue allocation system need to be revamped very urgently.
_Chucks,

The Almajiri institution has root in Islamic scholarship. The Tibetan monks are one of the most revered religious groups in Eastern philosophies, they practice almajiri and have young acolytes that start off in their monastries as almajiris. So there is no shame in almajiri or what it stands for. The practice of it within the Nigerian context is a failure and has brought untold miseries and failures. If I make decisions for the government I will make it a national institution with adequate support and faculty and open it up to parents desiring of enrolling their children in it. The world listen when Dalai Lama talks. . . the Dalai was an almajiri in Tibet. In their culture and society almajiris are called pilgrims.

I noticed you said you are not interested in social engineering in one of your responses, you should take a second look at its benefits for the Northern elites. A change in social intercourse is needed up there and the re-engineering and re-orientation of purpose should start from the top. They own almajiri in just as much that they own Shariah. You cannot absolve them of authority over alnajiri but confer authority on them for the administration of Shariah. If Federal Govt must take ownership of almajiri, then Shariah comes along with the ownership. In that case, the Fed, not the North has unabridged access and coverage on Shariah jurisdiction.

Deal or no deal?? lol!
Why are you attempting to muddle up issues? I shall not be distracted and will remain focused buddy! The Almajiri institution and the responsibilities of the Sultanate are legitimate topics another thread. Feel free to open that thread.
What needs changing is the authority that oversees this cultural training and not the framework of the teachings. The government and the Sultanate, as well as the Emirs owe obligation and responsibility to almajiris. Almajiri is not a Nigerian institution, it is a Northern Islamic institution, therefore the changes should be championed by the Sultan. Reformative changes at the top, in terms of objective and measurable goals, pumping money into a stagnant system that has no identified deliverables is a waste. However, if the various sponsors have committed to help and resolve the problem, then it's a welcome and great beginning. I will leave almajiri alone and speak to boko now.
Everything you have up there does not absolve you elite, state governments, and the federal government of your responsibility to educate these innocent children. What da heck was done with over N2.8trillion Naira allocated for Education over the past few years? These Almajiris, now number over 30 million by some estimates and their well being cannot be left to archaic devices and a sultanate that does not have governmental authority or budget to assist her.

These boys are victimized and marginalized by the police, army, terrorists, and politicians alike. Thousands of them are in jails all over the country and accused of being BH members while they actually belong in treatment centers and schools. Did you see the faces of the teenagers paraded as members of the team who kidnapped the British/German expatriates? We cannot continue to sweep the Almajiri issue under the carpet or we will all pay dearly for it.

On boko, totally different menace! Worse than anything you can imagine. I disagree that we never faced such a threat before. Yes we have. In the 70s, practically people in the big cities lived in an age of innocence. They left their homes unlocked to go to market, they left their children playing around in the nighborhood, they even slept outside in the open terrace on hot nights, they went to all night parties and returned home safely. Then armed robbery came to town and they lost their innocence! The psychic response and shock we go through now when a bomb goes off and we see pictures of dead and mangled body parts was no different to that of people who have never had to face the barrell of a gun all of a sudden had one resting on their temple while their daughter or wife is being violated.
_Negro, you will soon fall my hand o. How can you compare the Boko menace to the introduction of armed robbers in the 70’s? You know very well that there is no comparison.

Anyway,. . .boko and almajiri are two separate issues. Supporting and reforming almajiri does not translate to reformation and cessation of terror in boko. I do not support redemption or amnesty of any kind for boko. I suggest the Govt pump whatever money is earmarked for boko as an incentive for the military force sent to fight them. Differential pay and bonus for any military team or unit credited with verifiable success for wiping a boko cell or enclave. Boost morale for the military, not for boko.
I am not saying that the Almajiri issue is the same as the Boko issue, but the Boko issue cannot be divorced from the Almajiri Nigerian disgrace. For over 50 years oil producing communities were treated like stateless fools and for that we support the current effort by the Govt to right the wrongs of decades of deprivation. Basically, we owe oil producing communities lots and lots of gratitude, they've sustained this wayward nation for too long.

Now what do we owe Boko Haram? Why do I have to take money from Imo state and give to Boko Haram? At least If I give to MEND I get some back from oil fields in Bayelsa, what do I get back from Boko Haram? The Answer is nothing with a capital N. So, the proponents of amnesty and its attendant oil money to Boko Haram should know that if we ever decide to extend a hand to Boko Haram, its because of love not because they deserve it.
You've completely missed the point. There are 30million Nigerian youths wasting away without adequate education. These kids are being exploited by politicians and terrorists alike. The federal government has budgeted several trillion Naira over the past decades for Education, but as usual, most of that money, was carted away instead of being used to support education. You, the elite of Nigeria should be ashamed of yourselves and the demise of these children is a national disgrace!! Rightfully or wrongfully, BH is using the marginalization of the masses in the North as an excuse to attack police stations, army posts, UN buildings, and other innocent Nigerians. The problem of BH, you must admit has become a major concern to all of us. We need a comprehensive amnesty program which will take the incentive to become terrorists away and significantly reduce their pool of foot soldiers. PointB: So what is stopping their education? Is it not in this same country that a certain governor gave-up his security vote, salary, etc to fund free education in his state? Perhaps, instead of waiting from more hand-out from oil producing zones/FG, the northern governors should troop down to Imo State on how to implement free education with whatever resources they have.

We were told there are about 10 million Almajiri in the North, if the Northern leaders can pull some 3 million out of the street, that would be a good start. One more thing, it is never too late to get education. A 30 year old almajiri can still be enrolled for basic education in the so-called night school system. Start where you are with what you have!

The North cannot hold Nigeria down with threat of violence, at this rate, one day, we will walk out of the union and nothing will happen!
The continued marginalization of the youths of the ND who are now, thankfully, being trained, educated, and sent abroad for more training, and similar marginalization of the Almajiris, remains a complete disgrace to all Nigerians. The governors, the federal government, state governments, and people like you have failed these kids.

We should appreciate the $98million contribution of the new Islamic bank and the pledge by GEJ to spend upwards of N1billion to refurbish the schools and educate these Almajiris. A comprehensive amnesty program which will focus on helping these kids, is in order. Let go of your hatred for the North and your self hatred and do the right thing. We'll have to see how the 13% derivation is implemented going forward. By the time every state with revenue generating natural resource is accounted for as required by the constitution, the remaining of the 13% shared among the oil states would have been reduced significantly.

If some of the natural resources produced in Enugu and Ebonyi generate income for the nation, they should receive a portion of the 13%. I think they should also be paid in arreas because they had been denied this allocation for decades.

Beaf: Crap, sir. It simply implies that you need to get your states producing minerals to recieve the 13% derivation.
My broda, sense pass sense. grin

You people shouted for 13%, now you have it, just that you have to put your dusty arses to work. Lol!
Let see how you will stop the payments to the states when they commence, with immediate effect, as ordered. You can continue to wallow in delusions all you want. I told you only last week that justice and equity must be introduced to revenue allocation and your response was to call me and others parasites. Your superiors do not share your views. Many states have been short changed for years and payments should actually be retroactive.

Next in line is a comprehensive BH amnesty deal, followed by a complete reexamination and recomputation of the allocation formula. Insha Allah, our country shall be great once again.
