lol, I perceive a trace of sarcasm in your last response, for that I share in your sense of humor!

The North as a political fortress is subsisting on a cultural philosophy that indoctrinates discipline and fortitude at an early age educating on self-sufficiency and strength of will. It teaches that the human spirit has a stamina and endurance from which to conquer the adversities of physical and material world. Therefore, beginning as an acolyte under the tutelage of a learned scholar, the child is taught how to battle inner conflicts and physical vanities. Therefore, if a change is needed in the social structure, it should not be the almajiri scholarship because the principles itself has social values that should be cherished and preserved for manhood training.

I can fill a page listing the names of popular and wealthy Hausas and Fulanis who rose from almajiri status to become prominent and successful politicians and businessmen.

What needs changing is the authority that oversees this cultural training and not the framework of the teachings. The government and the Sultanate, as well as the Emirs owe obligation and responsibility to almajiris. Almajiri is not a Nigerian institution, it is a Northern Islamic institution, therefore the changes should be championed by the Sultan. Reformative changes at the top, in terms of objective and measurable goals, pumping money into a stagnant system that has no identified deliverables is a waste. However, if the various sponsors have committed to help and resolve the problem, then it's a welcome and great beginning. I will leave almajiri alone and speak to boko now.

On boko, totally different menace! Worse than anything you can imagine. I disagree that we never faced such a threat before. Yes we have. In the 70s, practically people in the big cities lived in an age of innocence. They left their homes unlocked to go to market, they left their children playing around in the nighborhood, they even slept outside in the open terrace on hot nights, they went to all night parties and returned home safely. Then armed robbery came to town and they lost their innocence! The psychic response and shock we go through now when a bomb goes off and we see pictures of dead and mangled body parts was no different to that of people who have never had to face the barrell of a gun all of a sudden had one resting on their temple while their daughter or wife is being raped.

Anyway,. . .boko and almajiri are two separate issues. Supporting and reforming almajiri does not translate to reformation and cessation of terror in boko. I do not support redemption or amnesty of any kind for boko. I suggest the Govt pump whatever money is earmarked for boko as an incentive for the military force sent to fight them. Differential pay and bonus for any military team or unit credited with verifiable success for wiping a boko cell or enclave. Boost morale for the military, not for boko.

I should remind you about Donald Rumsfeld error in Iraq. He sent thousands of US military on standardized pay to Iraq to clear the ground and kill the bad boys but contracted the security of US civilians and their convoys in Iraq to Blackwater. While military personnell on $17/hr taxable pay were out patrolling hazardous streets and getting roasted by insurgents, Blackwater contractors on $200/hr tax-free pay were sitting around in heavily secured Green Zone enjoying roasted kebab. We must not be like Rumsfeld!
I will respond to your concerns in the next few hours. For now, I'll simply state that I have no interest whatsoever in Social Engineering which you seem to be calling for. My interest is in peace and prosperity for ALL Nigerians.

Politics › Northern States To Get 13% Derivation On Solid Minerals With Immediate Effect-FG by nduchucks(op): 8:23am On Mar 19, 2012
We should applaud the government for finally introducing fairness into revenue allocation. This a first step in the right direction. This step, coupled by a comprehensive Amnesty program for the Boko Haram will go a long way in restoring peace and prosperity in our dear country.

I would actually support a back payment because the section 162 (2) of the constitution stipulates that 13% allocation applies to ANY natural resource. The Northern states have been shortchanged all along and the injustice must be rectified. Kudos to GEJ for being proactive in this case - I suppose he saw the handwriting on the wall that the game is up.

As violence continues to rock parts of the North, the Federal Government may have opted to appease some northern states with the payment of 13 per cent derivation on solid minerals with immediate effect.

A competent source told Vanguard that government was worried about rising insecurity in the northern part of the country with vociferous leaders of the north blaming the situation on poverty and inequality arising from alleged lopsided revenue allocation against them.

The source said President Goodluck Jonathan was considering various measures, which include the immediate payment of the 13 per cent derivation to solid mineral-bearing states, a preserve hitherto enjoyed by the nine oil producing states of Akwa Ibom, Bayelsa, Cross River, Edo, Rivers, Delta, Imo, Abia and Ondo since the inception of democratic rule in 1999.

It was learnt that government’s decision to pay the money was an indirect way of stemming the growing discontent and violence in that part of the country.

The Federal Government has been paying the derivation fund, which runs into trillions of Naira to only the nine oil-bearing states.

Payment to commence next month

But Chairman, Revenue Mobilisation, Allocation and Fiscal Commission, RMFAC, Mr. Elias Mbam, claimed in an exclusive interview that the payment, which is to commence next month, has no political motive.

Mbam, an engineer, made it clear that the decision to extend the payment to solid mineral states was in obedience to the relevant section of the Nigerian constitution.

The chairman said: “The payment is a constitutional matter, which states that derivation should not be less than 13 per cent and derivation is not limited to oil and gas. This also includes all other mineral resources.

“If you have minerals in your state and it is developed and it generates revenue into the federation account, you are entitled to 13 per cent of what is paid into the federation account.”

The chairman, who did not, however, list the benefitting states and how much would be shared to them, said the commission would also not be drawn into agitation by some states for a review of the revenue allocation formula to give them more money.

Section 162 (2) of the Constitution of Nigeria states: “The principles of derivation shall be constantly reflected in any approved formula as being not less than 13 per cent of the revenue accruing to the Federation Account directly from any natural resource.”
BH is irrelevant. They don't threaten Nigeria's oil production...who cares about them?

Under no circumstances should GEJ negotiate any amnesty with them.

They'll only use the money to buy more weapons anyway, so they are stronger for round #2...
We must stop BH before the group is turned into partners with Al Quaeda and other terrorists groups. I know you and your likes are OK with the current level of violence because you are not directly affected and because most of it has occurred in the North so far, but believe me, when it gets out of hand you will pay as much as Northerners. Its time to let go of bigotry and fight all enemies common to Nigerians. There is a reason why the US government is also expressing concerns over the BH issues - stop playing dumb, we know better.

@_Negro, solutions which work are seldom popular and usually appear to be unreasonable on their surfaces. The Boko Haram saga is the greatest threat we've faced as a nation and the threat must be stopped by all means. Our military is incapable of defeating BH alone. We must use a combination of Amnesty, military presence, and superior intelligence, to fight this threat.

If we can destabilize these groups by pumping millions of naira into their mist while training and educating their pool of foot soldiers, many lives will be saved and we'll all be better for it. Amnesty will be a game changer which when coupled with the other activities I've mentions, will help us move forward with the building of a great nation.

As I mentioned earlier, the Islamic bank has made $98 million available for Almajiri education and GEJ's administration has already pledged almost N1billion for Almajiri education. Imagine what these funds coupled with a comprehensive Amnesty program would do for the region and the country. As a matter of fact, a good Amnesty program will go a long way in endearing GEJ to the common man in the North (think 2015).

alj harem: LOL grin grin grin grin grin My brother Ndu-chucks , me ya sa ?

Amnesty is a thing that has changed Nigeria political landscape.

The killing of anyone could be justified simply by advocating for something

MEND killed 20 on independences day, Boko haram took it the the next level

both should be stopped but WE should never support boko haram, because Islam does not preach what they are doing.

Mend still have a more legit cause for their fight than Boko haram
I will never support terrorists in any form but I do support educating the Almajiris so that they become useless to those who want to exploit them.

BH has nothing as the basis for its evil acts, and there will be no amnesty for faceless baboons.

After seeing that the forward soldiers are doing more harm to their own people than good their rear soldiers are topping it off with blackmail.

"BH violence spreads to South" my foot - there will be blooooood!!!
The same was said about MEND.

We need to take our country back from terrorists by significantly reducing the availability of poor and uneducated people which they use as foot soldiers. This should be the first reasonable step, next we need to partner with our friends abroad to help us with intelligence tools to fight groups like Al Quaeda who are trying to turn our country to Afghanistan.

Let us recall that the movement for the Emancipation of the Niger Delta (MEND) became the most visible, and unarguably the most quotable of the platforms involved in the agitation for equity in the Niger Delta. Other groups and syndicates also flourish in the region, many of them adopting methods that have been commonly condemned.

Between 2006 - 2008 more than 200 foreigners were kidnapped in the region. The attack by militants on Chevron Corporation and Royal Dutch Shell in 2006 interdicted up to 115,000 barrels of Crude Oil a day. Foreign Oil Companies reduced their operations on shore in the Delta and froze new projects on account of the unrest. In effect militancy reduced Nigerian’s monthly oil revenue to 1 billion dollars compared to monthly returns of 2.2 billion dollars in 2008.

In 2006 Shell shut down almost its entire western operations. Shell’s production nationwide declined from 1 million barrels a day to 380,000.00 boards a day. The haemorrhage was phenomenal.

But the truth is that, the impact of all this unrest has been felt by all Nigerians. The Federal Government in seeking to restore law and order – deployed the Joint Task Force (JTF). There were casualties all sides, and infrastructural development, particularly in the Niger Delta has been significantly retarded.

The use of force did not work and the negative conditions were reversed only after Yar'Adua's amnesty program was instituted. Today, more money is budgeted to support the said program than set aside for the entire health care sector.

Today, the Boko Haram terrorists, like MEND have become a major menace to the country and their negative impact on the nation's economy, is huge. It has become obvious that the government and JTF do not have the ability to defeat BH, just as they could not handle MEND.

In the best interest of our dear country and to save innocent lives, the time has come for a comprehensive amnesty program. This administration does not need to wait until BH violence spreads to the South before taking decisive action. Even respected Bill Clinton recently said that poverty is fueling violence in Nigeria. It is time to help the victimized BH foot soldiers, the Almajiris. The Islamic bank has already pledged $98million to help educate these poor Nigerians and Northerners, who, like the common man in the ND, are ignored and marginalized by both the state governments and the federal government.

Let us all support the President in this effort. It is the right thing to do.

Politics › Islamic Bank To Support Govt With N15.6billion ($98million) - Almajiri Grant by nduchucks(op): 12:53am On Mar 17, 2012
Thanks to the Islamic bank, the marginalized and exploited God's children, the Almajiris, will be delivered. Only last month, President Goodluck Jonathan approved the establishment of 400 Amajiri schools across the country, according to the Minister of Education, Prof. Ruqayyatu Rufa’i.

According to the minister, the government is doing everything possible to provide equal educational opportunities to all school aged children in the country. With the availability of this N15.6billion, we may see good results, for a change. The federal government should match the donation by the Islamic Bank.

The Islamic Development Bank Group (IDB) belingual education programme will support the Nigerian government policy with $98million to integrate and modernise Almajiri and Tsangaya schools.

This was disclosed yesterday by the President of the Islamic Development Bank Group, Dr. Ahmad Mohamed Ali.
Dr. Mohamed spoke at the opening ceremony of the Nigeria- IDB Business Forum in Abuja. He said the programme is designed to bridge the gap between the two education systems, Madrassas and Formal schools.
He said: “It is to promote unity, cohesion, encourage peace and harmony, mutual respect and cultural tolerance and understanding, with a positive impact on Millennium Development Goal education goals, and inclusive and value based education.

“It will get the Almajaris out of the street and give them an equal opportunity to compete for jobs and earn a decent living.

“In the agricultural sector, Nigeria is regarded as one of the countries with the highest untapped agricultural potentials in the world. The IDB Group is prepared to support the development in this sector and help attract foreign investment from other countries in order to enhance food security in the sub-region.

“In this regard, through the IDB Group’s flagship initiative of reverse linkages, aimed at proactively enhancing South-South coorperation among member countries, the Bank has made arrangements with the Indonesian government to provide training for a group of Nigerian experts and technicians in the field of water resources management, small scale dams, small hydro power plants and irrigation networks to learn from that countries experience success stories.

“This is an opportunity for Nigerians involved in agriculture, food security and water resources management to benefit from technology adaptation and diffusion.

you could remember that the pogrom started in the army where some people thought it was a mere rival military cult skirmish, the westerners did not spare the ibos either

it is commonsensical to assume that ojukwu a historian from oxford is aware of the UN resolution on genocide enacted shortly after the second world war. a tool that could bring gowon to justice if he really cared about the ibos, the irony was he exploited that tool when his people were starving and used same tool to call for truce after he left on exile grin grin grin grin

ojukwu's father was one of the few Africans that enjoyed royalties from British oil companies in the late 50's a feature people like me thought he could have explored to use the British influence to put gowon on a tight leach a move that could have saved countless igbo lives,
it is no news that he pulled the same strings during the hunger era of the war.

ojukwu's agenda at the Aburi conference has no single ibo interest, by bamboozling gowon to ratify confederation is an act of WAR an oxford graduate should know better.
how it saves the pogrom is what eludes Albert Einstein.

if the hit in the army had succeeded, the ojukwu boys could have been in total control of the army, since his father has the biggest economic interest in the country, transport, shipping, oil and gas not excluded, the smart historian could take a political stage. does the picture fit? army plus economy equals, that reminds me, till death, he remained a political figure, what happened to Nelson mandela's heroic style?

Dede1: I have tried very hard not to leave any stone unturned when I write about Nigeria/Biafra civil war. In most cases, I chose not to hide behind any nomenclatural crap such as region or political zone to state my facts. Those who tend to hide their ethnically born atrocity or hatred against Biafrans had continued to distort facts about Biafra. Some had idiotically labeled Biafra as an Igbo affair and few had moronically injected the idea of neutrality into the conflict. In each case, the detractors had looked foolish in attempted to skew the facts.

It is unfortunate you have dangerously displayed your ignorance on the subject matter. I can judge your level of knowledge about the ethnicities in Nigeria but must be informed Biafra not inclusive of Yoruba, Edo, Ishan, Urhobo, Ijo (western) and Itsekiri did not make it solely an Igbo affair.

Biafra was purely affair of eastern region and Igbo (midwaetern region). In case you have letdown on retentive memory, eastern region was/is home of many ethnic groups in Nigeria such as Igbo, Ibibio, Annang, Ogoni, Ejegam, Efik, Ekoi, Atama and Ijo (eastern region). It is foolhardy for any person of human intellect to regard Biafra as Igbo affairs when sons and daughters of the ethnicities in eastern region contributed immensely to the actualization of Biafra.

I have looked far and wide; there is no iota of evidence to show I have corroborated your delusional thought that Biafra was solely an Igbo idea in all my posts.
As usual you continue with your campaign of revisionism which has lately become your new way of prosecuting the biafran war, which you lost decades ago. Let it go, its over, you lost!!

Your claim that Ibibio, Annang, Ogoni, Ejegam, Efik, Ekoi, Atama and Ijo were part of your decision to secede is preposterous. You ignored the fact that after the coup and counter coup of 1966, as a means of holding the country together in the last result, the country was divided into twelve states from the original four regions in May 1967.

The former Eastern Region under Eze Ndigbo Gburugburu Lt. Col. Ojukwu (RIP) saw the act of the creation of states by decree "without consultation" as the last straw, and declared the Region an independent state of "Biafra". Pray tell, did he consult with the ethnic groups you listed as being part of the old Eastern region?

The Federal Government in Lagos saw this as an act of secession and illegal. Several meetings were held to resolve the issue peacefully without success. To avoid disintegration of the country, the central government was left with only one choice of bringing back the Region to the main fold by force. Hence the civil way. Shikena.

Deep Sight: Liquidity Management: The Bank is empowered to carry out market activities including but
not limited to issuing, placing, selling, repurchasing, amortising and redeeming securities, for
the purpose of maintaining monetary stability. This is not new, however under what is newly
referred to as a developmental function the Bank may subscribe to or hold and sell shares
and debentures,
for the purpose of promoting and developing not only the capital markets
but also encouraging financial/economic growth and development.

^ ^ ^ This post here ought to have shown Mr. Ndu Chuks his sad ignorance in this matter already!
Deep Sight, if you are planning to excel as a lawyer, you must learn how to read and spell. My screen name is Ndu_Chucks not Ndu Chuks; Note the second 'c' in Chucks.

Your main point is that the said CBN grant was illegal. You are now attempting to tell us that what you posted above conclusively means that, the grant is notr covered under the so-called developmental function. This argument is weak at best.

Note the bolded above and it should be very obvious to you that the activities listed, including subscription and selling of shares fall under developmental functions of the CBN. There is nothing whatsoever in your post which specifically or implicitly precludes the CBN from awarding grants to Universities, states or individuals. I'm sure that you are not naive enough to think that there are no other activities, besides what you listed, which fall under the developmental function. Oga, go back to the library.

Beaf: Whats all the "legalese" you keep talking about, while making arguments that are poverty stricken and kwashiorkored at best?
Arguments can be poverty stricken and kwashiorkored according to the above olodo. I hope your reference to kwashiorkor was not intended to open old wounds. You'll be on your own when aggressive biafrans descend on you.
