What is 13m, peanuts compared to what we spent, if only we knew we should have flown her abroad for the "minor" surgery, the money we spent locally her in naija would have comfortably flown her abroad for treatment. Over £30k was depleted in the a week she spent in hospitals before giving up.. If only money would have kept her alive 1000 times what we spent would not have been an option.

Bros, how it works is that someone commits against you, you do not take the law in your hands, instead you go and make a police report at a police station or write a petition to the police, you can address it to the state commissioner of police, even to the IG, they then assign it to a police team for investigation.
Once the investigation commences, they can invite the accused persons to assist the investigation ie write a statement and answer questions, the person can the be granted bail or charged to court. Most times the files is sent to the public prosecutor for endorsement ie if it is a prsecutable case. It is the police that charges the person to court not Eg Ned, ie you will see the State VS lagbaja not Ned VS lagbaja. Once it is charged to court, that accused has to get a lawyer to defend himself as it is no longer the business of the police but rather the court.
I understand that here in naija a lot of us are ignorant of the law, VDM has also not helped matters by telling people the do not have the right to report to police Eg when you are defamed. Who then will prosecute infractions of the law?

Chinese rather will ask what you want, you say an airport, he gives you loan for the airport, the contract will be handled by a Chinese construction company, the money will be released to the company in agreed performance stages after been approved and authorized by local Nigeria agency in charge, at the end of the day, the money is not stolen, the infrastructure is built. Today we have airports around the country, we have sea ports, roads, bridges, railway, hospitals. Show me one road, bridge, airport etc American aid has put in ground in Nigeria, just show me one.
I have told the story here before of how some chinese came to my adugbo, they leased an old run downed warehouse from the old man owner, paid him millions for 10years lease, infact baba enjoy the money as retirement bonus. Those Chinese then renovated the place to brand new, a section to live, the other section as factory. Omo when those guys started employing, almost all the offices in the area lost workers to them because their salaries was 2-3 times the average in the area.
