You cannot keep telling people to comply and expect things to change. **Compliance has to be enforced.** There have to be consequences for people who deliberately break the rules.

The government needs to come up with better ways of identifying offenders, using technology, more personnel, surveillance, and consistent enforcement. Simply announcing rules and hoping people will follow them has never worked.

For example, scavenging and other dangerous activities around major highways should be completely prohibited within an appropriate safety zone. If a 5km restriction is considered necessary for a particular highway, then it should actually be enforced. People who violate it should be identified and appropriately punished.

The same thing should apply to vehicles. Motorists should have valid, properly registered and clearly visible number plates before using these roads. Cameras should be installed at different points to capture vehicles and automatically check their plate numbers against the relevant registration and enforcement databases.

If a vehicle has no plate, has an obscured or invalid plate, or the plate cannot be verified, it should be flagged and investigated. Where an offence is established, the appropriate legal penalty should follow. This is part of what creates a real deterrent—people need to know that they can be identified even when there is no police or enforcement officer standing there.

The issue of illegal structures also needs to be handled properly. Illegal structures should be identified, removed through the appropriate legal process, and prevented from coming back. There is little point demolishing illegal structures today only for the same people to return and rebuild them a few weeks or months later.

Most importantly, **this has to be consistent**.

Enforcement cannot be something that happens only after an accident, a crisis, or when the issue starts trending on social media. It needs to become a routine process: regular patrols, cameras, inspections, removal of illegal structures, vehicle checks, and penalties for violations.

People generally respond to incentives and consequences. If there is a rule but nobody enforces it, people will eventually ignore it. If people know that violations will be detected and there will be real consequences, compliance will improve.

The focus should therefore be less on simply telling people to comply and more on building a system that makes compliance the norm and persistent violations difficult.

We have a long way to go to 750 ish/ 800

Let me speak from my own experience.

For your peace of mind and for clarity, the first and most important step is to take your child to the hospital for a proper medical examination.

We once had a female child with a similar issue in my mother’s school. It was a very serious and distressing situation. We considered many possibilities, and the worry surrounding it affected everyone deeply, so much so that it even took a toll on my mother’s health while we awaited and especially days after.

After a thorough examination, it was discovered that the child had not been molested. The bleeding was caused by rough play, which led to a rupture or injury in that area.

Because of this experience, I strongly advise that you take your child for a medical examination as soon as possible. This will help determine the exact cause; whether it is something natural or the result of foul play, so you are not left guessing or overwhelmed by fear.

I sincerely pray that, in your case, it is not foul play.
