Abuja, The Hague Institute for Innovation of Law (HiiL) says a national strategy is essential to effectively close the gap for people centred-justice.



Mr Jelmer Brouwer, Data Analyst and Reporting Officer at HiiL said this at the launch of the Justice Needs and Satisfaction (JNS) 2024 report on Thursday in Abuja.



Brouwer said that resolving legal disputes efficiently requires a people-centred approach to justice that involves reforming the justice system to prioritize the legal and justice needs of individuals.



``This will ensure equal access to justice services and legal information for all.



``By focusing on real world legal experiences and generating fair outcomes, people-centred justice will contribute to societal well-being, inclusive growth, and democratic governance.



``It will also support the UN’s Sustainable Development Goal 16 (SDG) which aims for peaceful and inclusive societies with equal access to justice, and addresses urgent justice needs through innovative transformations.

He added that the JNS 2024 report seeks to build and deliver fresh insights and data to inform policymakers, legal practitioners, and the public on how to create more accessible and equitable justice systems



``This pivotal update provides an in-depth analysis of the most pressing justice issues Nigerians face today.



``Key findings from the JNS 2024 report showed that access to justice remains a significant issue in Nigeria, with challenges such as land disputes, neighbor conflicts, and domestic violence being the most prevalent.



``Over half of those who reported no legal problems in 2023 faced new issues in 2024, highlighting the country's pervasive legal challenges.



``While approximately 55 per cent of the problems identified in the initial study were fully or partially resolved by 2024; many unresolved issues continue to profoundly impact people’s lives, emphasizing the urgent need for sustainable, people-centred justice solutions’’.



Ijeoma Nwafor, Country Representative of HiiL added that in order to close the justice gap and help people move on with their lives, innovative approaches outside the formal justice system are therefore crucial.

``Durable, people-centred solutions are needed as Nigerians experiencing legal problems have a strong desire to resolve them in order to be able to move on with their lives.



``This is clear from the overwhelming majority of people who take one, two or more actions to resolve their most serious legal problems.


``The third most common outcome is the improvement or repair of relationships, and the less common outcomes are about preventing the problem from happening again and feeling more safe and secure.



She said that since 2018, HiiL has been actively engaged in Nigeria, working to understand and address the justice needs of its people.



``Our mission is to bring justice closer to the population by identifying the most common legal challenges and the barriers that prevent effective solution’’.

Announced during a stakeholders' breakfast meeting on August 28, 2024, in Abuja, this initiative will address water scarcity and contamination in communities like Agbara, Adedigba, Ilashe, Odan, Ilupeju, Ilaniro, Korogboji, and Totowu. These areas will benefit from state-of-the-art, solar-powered boreholes and advanced water treatment facilities to ensure access to clean, safe drinking water.

Moremi Ojudu, Senior Special Assistant to the President on Community Engagement (Southwest), expressed optimism about the project, stating, "We are set to install state-of-the-art boreholes and water treatment facilities. As we align our efforts with the goals of the Renewed Hope Agenda to enhance water access and improve water quality in the communities, I look forward to the positive impact this initiative will have on our communities."

Dr. Nicholas Igwe from OPS-WASH praised the collaboration, highlighting the critical role of government support in such initiatives.

With inflation at a record high and the prices of staples such as rice, beans, and cooking oil continuing to soar, the initiative offers a lifeline by slashing food prices by half, allowing more families to maintain a balanced diet despite the financial strain.

Local residents have welcomed the initiative, expressing relief and gratitude. Folake Oyediran, who is a civil servant in Lagos, was at the launch to purchase food items.

“I have bought three items here at a 50 percent discounted price and I am so amazed by that. I hope this will continue,” she said.


The Inspire Lagos Food Market will be a mobile operation, setting up in different neighborhoods on a rotational basis, ensuring that all parts of the city benefit from this initiative.

The Lagos federal high court has ordered the interim forfeiture of $2.045 million, seven landed properties, and shares linked to Godwin Emefiele, the former governor of the Central Bank of Nigeria (CBN).

Akintayo Aluko, the presiding judge, made the order on Thursday after an application filed by Rotimi Oyedepo, a senior advocate of Nigeria (SAN), representing the Economic and Financial Crimes Commission (EFCC) in a suit marked FHC/L/MISC/500/24.

Oyedepo said the forfeited items were reasonably suspected to be proceeds of unlawful activities.

“In the course of this investigation, it was revealed that the erstwhile CBN governor negotiated kickbacks in return for allocation of foreign exchange to some companies who were in desperate need of foreign exchange for their lawful and legitimate businesses,” he told the court.


“Upon investigation, it was revealed that one Ifeanyi Omeke, a deputy general manager and head of litigation of Zenith Bank Plc, who worked closely with Godwin Emefiele, ran several errands for him, which included the purchase and perfection of title documents for several properties located in highbrow areas of Lagos.

“And that upon a search conducted in the office premises of Mr. Ifeanyi Collins Omeke by the operatives, several seals for various companies, including but not limited to Queensdorf Global Fund Limited, were recovered.

“That the said seals were kept in custody of Mr. Ifeanyi Collins Omeke by Godwin Emefiele, and that investigation has revealed that all seven companies… are suspected to be shell companies used by Godwin Emefiele as vehicles for money laundering and holding proceeds of his illicit activities.”


“The two shares’ certificates are of Queensdorf Global Fund Limited Trust, while the properties are all located in the highbrow Lekki and Ikoyi parts of Lagos and Agbor in Delta.

“The landed properties are listed as two fully detached duplexes of identical structures at No. 17b Hakeem Odumosu Street, Lekki Phase 1; an undeveloped/bare land, measuring 1919.592 sqm with survey plan No. DS/LS/340 at Oyinkan Abayomi drive (formerly Queens drive), Ikoyi; a bungalow at No. 65a Oyinkan Abayomi drive, Ikoyi; a four-bedroom duplex at 12a Probyn Road, Ikoyi; an industrial complex under construction on a 22-plot of land in Agbor; eight units of undetached apartments on a plot measuring 2457.60sqm at No. 8a Adekunle Lawal road, Ikoyi; and a full duplex together with all its appurtenances on a plot of land measuring 2217.87sqm at 2a Bank road, Ikoyi.

“I also know as a fact and verily believe that the properties sought to be forfeited were acquired in the name of corporate entities with a view to concealing the unlawful origin of the funds used for their acquisition and that the title document in respect of the properties listed in schedule A herein were recovered by the team in the course of this investigation.”

The EFCC lawyer sought a forfeiture of the investments to the federal government.

The Group CEO of the Nigerian National Petroleum Company Limited (NNPCL), Mele Kyari, has been embroiled in yet another financial scandal. Reports alleged that he has spent at least N20 million to sponsor falsehoods against Lagos-based prophet Primate Elijah Ayodele in the media.

Primate Ayodele had, in a video, advised President Bola Ahmed Tinubu to dismiss Mele Kyari as CEO of NNPC if he wanted Nigerians to pray for him, as the national oil company has performed poorly under Kyari's leadership.

In response to Primate Ayodele’s advice, Mele Kyari launched media attacks against the prophet by disseminating articles full of falsehoods and bribing media practitioners to publish them, aiming to protect his reputation from ‘embarrassment.’

Unfortunately, these deceptions were exposed when a blogger discovered that the content shared against Primate Ayodele was a rehash of what Femi Adesina, a former spokesperson for ex-President Muhammadu Buhari, had similarly used to attack Primate Ayodele in 2021 while defending the former president.

Ordinarily, the names of highly respected prophet, Primate Elijah Ayodele and that of the embattled NNPCL boss, Mele Kyari should never appear together because the former is a tested and trusted man of God while the latter is a public servant who has been enmeshed in several mind-boggling scandals but for the greater good of Nigeria, both names are appearing together for the first time.

Primate Ayodele had in a video that went viral yesterday advised President Bola Ahmed Tinubu to sack Mele Kyari as NNPCL boss if he doesn’t want to experience another massive protest because according to him, Mele Kyari is one of those who are creating problems for the country.

These were his words

"One of the major important things Tinubu should do if he wants to see the prayers of Nigerians. He should sack the GMD of the NNPC. If it is possible, he should be sacked before the end of this month’’

This statement was indeed in the interest of Nigerians and not necessarily about Mele Kyari as an individual. With the recent crisis Nigeria has experienced in terms of scarcity of petroleum products and the several issues between regulators, marketers, stakeholders in the oil and gas sector, it’s obvious Mele Kyari’s administration has done more harm than good to the federal republic of Nigeria therefore, the prophet recommending Kyari’s sack is in every way the right thing.

Sadly, Mele Kyari and his NNPC ‘dogs’ took Primate Ayodele’s message personally, launching an unnecessary and unsuccessful media attack against the personality of a prophet who doesn’t even look back at his critics. Once he shares a prophetic message, He doesn’t care about who ‘barks’ afterwards.

As a matter of fact, it was surprising to see that these NNPCL dogs couldn’t come up with intelligent and well structured materials to discredit Primate Ayodele, these lazy set of people, who would claim to be in their right senses, lifted an article shared by Femi Adesina, a former aide of Ex-President Muhammadu Buhari in 2021 when the prophet warned his principal about the unity of Nigeria.

Of course, these dogs must have been paid to share these failed content exported from Femi Adesina’s failed attempt to smear Primate Ayodele’s name and it’s not surprising because that’s what NNPCL is about; anything that would make it look like something good is going on in the company meanwhile, there is absolutely nothing to see, NNPCL is literally an empty barrel under Mele Kyari’s administration.

Some of the things mentioned in the content have been thrashed out in 2021 when Femi Adesina mentioned it but for the purpose of schooling these unintelligent dogs, it’s important to once again address them again. They mentioned that Primate Ayodele said Goodluck Jonathan would win a second term, PDP would shock APC in Lagos, Boko Haram bombing south west, Kaduna’s election becoming difficult for El Rufai to win, to mention a few.

Primate Ayodele never said Goodluck Jonathan would win election in 2015, I wonder where these dogs were when Vanguard Newspapers published a detailed story on what Primate Ayodele said about Goodluck Jonathan’s fate in his second term bid. The man of God started talking about it since 2013 that Goodluck Jonathan’s victory is dicey and that He will not win.

On PDP Shocking Lagos in 2015, Where were these dogs when PDP nearly took Lagos from APC if not for the intervention of some leaders of the party in a crooked way. PDP won seats in the house of assembly which was unusual and till date, every political analyst still maintains that PDP was robbed off that election, was that not shocking enough that PDP shook APC’s stronghold?

On the Kaduna Election that Nasir El Rufai won, Primate Ayodele never said PDP would win, He categorically said it will be difficult for PDP to retain the state and this is on record in different publications in the media. I wonder how these ‘dogs’ reason!.

On the issue of Boko Haram bombing Lagos, the prophecy was shared in 2021 and if a man of God has made some revelations or warnings, the fact that it is yet to come to pass doesn’t mean it won’t and why should they even pray for such to come to pass? Lagos has become better over the years in terms of security and as we know, prophecies are not death judgment, they are warnings that can be averted if prayers and the needful are done so what are these dogs saying?

These unintelligent dogs said Primate Ayodele foretold that Atiku would become the next president of Nigeria before the 2023 presidential election. I am beginning to think these people are only doing these things intentionally, I don’t want to believe the English language is their problem or they simply don’t have the common sense needed for comprehension. They removed a part of Primate Ayodele’s prophecy and still even do it well, but to push their agenda, they quoted a statement that totally negates their conclusion. Primate Ayodele categorically said in the prophecy that Atiku is God’s choice but it is the vote of the people that would still determine. He further mentioned that he isn’t saying Atiku would win the election but God has chosen him. However, the people’s vote is the ultimate decider. He then mentioned that Nigeria will face hardship if Atiku doesn’t emerge. He stated that whoever wins would just add to the yoke of Nigerians as written in 1king 12 vs 14. Are these NNPCL dogs blind?

These were his words

‘’ ’Among these three candidates, Atiku has been given an assignment from God to fix the nation within four years. If God gives Atiku victory in this election, he is to use only four years for this special assignment. If he wins and refuses to do the will of God for the people, He will see the wrath of God. He will not complete his term because God’s anger will be placed on him. His assignment is to form an all-inclusive government, take care of security within six months, restructuring before his term ends, reduce petroleum price, fix the education sector, revive the economy. He must not start selling Nigeria’s property to his friends and if he does, he will see God’s anger. If God helps him to get there and he neglects all these policies, God’s wrath will be kindled against him. I am not saying Atiku will win the election, it’s only the people’s vote that can determine that but I am only saying what God sent me to say to Nigerians; Atiku has an assignment placed into his hands by God to fix the nation within four years. It’s your choice to vote for him or not but if he doesn’t emerge, the person that wins will only add to the yoke of Nigerians as it is written in 1king 12vs14. The people will suffer more than they have ever suffered in the past administrations.’’

They also stated that Primate Ayodele’s prophecy failed when Ifeanyi Ubah lost the last Anambra election to Charles Soludo. The same unintelligent mistake was made by these guys because according to their senses, Primate Ayodele saying victory surrounded Ubah meant he would win. I don’t understand how people can be so unwise!

These were Primate Ayodele’s words:

‘’YPP candidate, Ifeanyi Ubah is not ready to take victory, victory is surrounding him but he isn’t ready for it. They will ease him out technically, he is getting some things wrong except he does the needful. He has what it takes but he isn’t managing it, he is playing around the victory and people are not seeing him as well prepared for the election victory. The victory is close to him but he doesn’t know how to claim it.’’

If you must discredit anyone, you should do it with facts, you don’t have to lie to discredit someone who has done excellently well for Nigeria and other nations across the globe than you would ever attempt to do. Mele Kyari is a bone in the neck of Nigeria, what can he say he has achieved since becoming the GMD of NNPCL? How has his administration positively affected the country’s oil sector? There is nothing good about his administration and we even wonder why Tinubu still maintains an incompetent Mele Kyari.

Years ago, even though we used to have scarcity, Nigerians were always informed about the issue and the reason behind it but nowadays, Nigerians wake up to find queues at filling stations and for months, NNPCL would not deem it fit to resolve or inform Nigerians about what went wrong.

Instead of working on becoming better, creating a better oil and gas space for Nigerians, NNPCL prefers to squander money on propaganda rather than doing the job they should do.

I rest my case!

First Ladies in states across Nigeria have been advised to follow the recent steps taken by Senator Remi Tinubu in her effort to encourage subsistence farming.

Analysts believe that subsistence farming by citizens is one of the ways to end food scarcity in the country. A video of Senator Oluremi, wife of President Bola Tinubu, planting in a garden in Aso Rock recently surfaced with the First Lady advocating for gardens within Nigerian homes.

Hon Mufutau Egberongbe, a former member of the House of Representatives said Senator Tinubu's concept must be given the needed impetus by wives of governors in the country as further encouragement to citizens.

"The wife of the President is pushing this positive idea and I think she should not be alone. The concept needs to be expanded by every citizen but more through encouragement by wives of governors.

"It is not compulsory that we must all have big farms. The idea is to have crops in little quantities planted in spaces around our houses.

"You can only imagine the outcome of this if every house in the country is able to grow one crop or the other for family consumption. Apart from the health benefits of eating fresh foods, it would also impact on the amount we spend on food.

"If the wives of governors in Nigeria can all buy into this idea and push the advocacy to residents in their various states, we will achieve higher than the desired goal.

"The wives of governors should not only take a clue from the First Lady, they should also expand it to the wives of local government chairmen," Egberongbe, who represented Apapa federal constituency at the House of Representatives between 2019 and 2023, said.

He expressed optimism that the agricultural programmes and policies as highlighted by President Tinubu in his recent speech, will put the nation back on track.

"But on the interim lets do subsistence farming and encourage the greening of our environments," he advised while urging protesters to dialogue with the government.

The Lagos State Government had intervened in the matter involving a female employee of ARM Pension Managers Limited, who was allegedly raped by the Executive Director (Technical) of the firm, Abisola Gbonigi during an official party of the firm.

Commissioner for Women Affairs and Poverty Alleviation, Cecilia Dada, revealed this in an interview.


Dada said beyond detaining and prosecuting the accused Executive Director who was already in police custody, WAPA was concerned about the emotional and psychological state of the victim.


She said WAPA was already making efforts to get help for the victim who it was said had locked herself up and had refused to pick up calls to speak to anyone.

She said the Lagos State Government got in touch with the company immediately it got wind of the rape allegation to help the rape survivor.

The Commissioner said that the company confirmed to WAPA that they got a psychologist to counsel the lady and also got a private investigator on the matter which was already with the police.

The Commissioner said that her ministry was collaborating with the police to ensure justice for the victim, saying that Lagos State had zero tolerance for domestic and gender violence.

“We have tried to get in touch with the woman but she has not answered anybody’s calls.

“Though, the man is already in the Police custody.

“So, I am sure that the Police will charge him to court once they are done with their investigations.

“Our counsellors and our social workers have tried to get in touch with her. Although we were not able to get her the company assured us that they have gotten a psychologist to counsel her,” the commissioner said.


Dada assured that the state government would follow up on her and ensure that the victim received necessary help that would make her overcome the trauma.

The rape victim had called for arrest of the accused executive director in a report to ARM Pensions Managers Ltd.

She alleged that the director drove her to a hotel after an office party hosted by the firm and had sexual intercourse with her without her consent.

She said the male colleague had spiked her drink before abducting her and having “penetrative sexual intercourse” with her at a popular hotel on Chevron Drive, Lagos.

She said she only realised that she was in a hotel after waking up and noticed her private parts were sore and bruised and her clothes in a pile.

“I lost total memory of every conversation and activity. My last memory of the night was 7:30 p.m. and my entire memory was wiped out which was unusual even for someone who might have drunk excessively which l didn’t.

“The next thing I knew was that l woke up and realised I was in a room fully undressed. I looked around and realised it was a hotel.

“I found my clothes in a pile along with my wig, phone and handbag.

“I checked the time, it was around 3:00a.m. My private parts were sore, bruised and painful.

Dear Opeyemi,

My name is Ogochukwu Odogwu (formerly Temitayo-Omotere), and I am 36 years old. I work at ARM Pension as an HR Business Partner. I would like to officially report that I was sexually assaulted—specifically, I was abducted and raped by Abisola Onigbogi, the Executive Director of Technical at ARM Pension, on the night of July 18, 2024, during an office party. Abisola Onigbogi, who works at ARM Pension, No. 5 Mekuwen Road, off Oyinkan Abayomi Drive, Ikoyi, had penetrative sexual intercourse with me without my consent.



The assault occurred at a hotel where I woke up to find myself, called Limeridge Hotel at Chevron Drive, Lagos.

On the evening of the office party, like every other staff member, I had food and drinks. I mixed a small amount of Jameson whiskey and Coke. The whiskey bottle was opened by Francisca Azie at the table where I was seated with other colleagues. However, being part of the planning committee, I had to stand up from my table at intervals to coordinate the serving of food and, at those times, left my drink, food, and other personal effects in the care of Damilola Oluyori (07085757685), a colleague and friend.

My last memory of the party was around 7:30-8:00 p.m. However, Dami claimed that I mentioned to her that I was tipsy and could not drive, so she offered to find a way for me to go home. She then approached Abisola Onigbogi to drop me off since he lived around the same area as I do. I live at Femi Okunnu Phase 4 Estate, Jakande Lekki. Along with the Jameson whiskey, which was about ¼ of a plastic cup, I had one cocktail from the bar—that is the last I remembered.

I lost total memory of every conversation and activity. My last memory of the night was from 7:30 p.m., and my entire memory was wiped out, which was very unusual, even for someone who might have drunk excessively, which I didn’t. I have quite a good alcohol tolerance from precedent.

The next thing I knew, I woke up and realized I was in a room, fully undressed. I looked around and realized it was a hotel. I found my clothes in a pile, along with my wig, phone, and handbag. I checked the time, and it was around 3:00 a.m. My private parts were sore, bruised, and painful. I have also formally reported this incident to the Head of HR, who is my boss, with the Managing Director and another Executive Director in copy.

This incident has badly disrupted my life. I am a single mother with two kids, and my mental and physical state has been significantly impacted. I need to take care of and show up for my kids in all of this.

I sent Abisola a message that Friday morning asking why he didn’t ask Dami or any of my other colleagues for my address if he truly intended to drop me at my house, to which he had no response. I did not have any conversation with Abisola Onigbogi or give any consent to be involved with him in any personal way. At the party, he asked me to come sit with him, and I refused, preferring to sit with my colleagues, with whom I was comfortable.

He took me against my will, most likely spiked my drink with the help of someone or by himself, took me to a destination I didn’t know or want to be, and raped me. It is beyond sad that I could not be safe at an office function, and instead, my whole world has been overturned.

The president has just clocked only one year two months in office. Property and Oil mogul, Aare Bashir Fakorede has openly debunked a land-grabbing allegation levelled against him by some unscrupulous elements using some section of the media to malign his persona.
Recently, this unscrupulous elements have been in the news with their recent land-grabbing fiasco with the Oni-Orisan chieftaincy family of Lagos Island and Epe after they took thugs and police to beat family members who own the landed property situated at Oju-Ota, Oko-Orisan Epe Lagos, which Aare Bashir Fakorede acquired from the family in 2016, with a family-issued receipt, official gazette from the Lagos state on the 28th of June 2007, deed of assignment, Joint Venture agreement between his property development company and the family, survey plan among other documents to show he acquired the land.


Few days ago, the court Sheriff, acting under the writ of execution granted by Hon. Justice I. O. Harrison in suit number: M/762/11 on the 25th of April,2024, where the Honourable Justice reevaluated the court judgement which authenticates the Oni-Orisan as the rightful owner of the land. The court empowered the claimant to take possession of the land which they went to do on the 12th of July 2024, in the company of the court's deputy Sherrif, Adeyemi Adeyinka and Adebayo Moshood and some policemen, where all encroaching erected structures were removed while they erected a notice boards which clearly stated the original owners according to the court judgement. In a reprisal attack, armed thugs and security personnel removed the erected court notice boards strategically placed on the land among other things. While many onlookers condemned this actions, legal experts tagged the act as a deliberate contempt of court by undermining the declaration of a competent court of jurisdiction.

On Monday the 22nd of July, the family and its representative visited the land on the intelligence that some armed thugs and security personnel were stationed on the land. The family visited the AIG zone 2 office where they reported the case which they envisaged might likely lead to the disruption of public peace. The Zone 2 command attached some policemen with the family to go to the land to ascertain the authenticity of the claim of the armed thugs and security personnel stationed there. When the police and the family got to the land, they were immediately overpowered and attacked by thugs who inflicted various degrees of injury on them. They injured 2 family members and 3 policemen who were dressed in mufti. They also seized the mobile phones of one of the family members and threw it in the water to cover their tracks while they also abducted Chief Mrs Modupe Oni-Orisan, who is the head of the Oni-Orisan Chieftaincy family alone with two other members. One of them escaped while two were held captive for hours before the intervention from the police which led to her release. The Area commander requested that they return with the abducted women to the station which led to the apprehension of two of the thugs currently in police detention.

Aare Bashir Fakorede disclosed that out of 15.360 hectares owned by the family, he legally acquired 7 Acres of land from the Oni-Orisan Chieftaicy family who owns the landed property according to family history and a judgement from a court of competent jurisdiction.

The Oni-Orisan Chieftaincy Family has petitioned the police to do a proper investigation and also called the attention of the AIG Zone 2 AIG Durosimi to wade into the lingering issues.

It did not start right now, but what has the tendency to finally destroy the All Progressives Congress (APC) in Lagos has become a foetus that could be birthed before the 2027 general election. The party in the state is still trying to strengthen-up from its loss at the presidential election of 2023. That was, indeed, a shocking output from which many fingers point at the leadership of the party in the State led by Pastor Cornelius Ojelabi.

A review of the 2023 election by some members of the party showed that the usual steps to victory for the party was jettisoned under Ojelabi, whose exco decided to hire consultants. The party had always incorporated all the ward chairmen for mobilisation during electioneering. It was not done. And the result? A strike below the spine that got all and sundry bracing up urgently ahead of the governorship election that followed.

It is known the world over that one beautiful goal of a political party is winning elections but this is supposed to be through an effective membership drive. Thus, the more the members of a political party, the more strength the party garners. But in the case of the Lagos APC, the party has embarked on what is now termed 'a weeding spree', an action that has caused anger and opposition by some members. Currently, the exco is now said to be thriving in confusion following an escalation of an action it thought was close-knit.

THE BEGINNING

What is now becoming a danger to the party started on Monday, June 24, 2024, when Ojelabi reportedly met with stakeholders in the APC in the Alimosho area of the state. Alimosho had been challenged by a leadership crisis which is believed to result from loyalty to two groups - Justice Forum of Nigeria and The Mandate Movement of Nigeria - within the party. Ojelabi, a member of the Justice Forum, had reportedly caused suspicion when he was said to have invited members of his group in Alimosho led by former Deputy Governor Adejoke Orelope-Adefulire. Also invited was Abdullahi Ayinde Enilolobo, an ought-to-be member of the Mandate Movement, but whose tendencies favour the Justice Forum. With the news filtering out that Enilolobo was invited, suspicion took centre-stage. The members of the Mandate Movement marched on the party secretariat and met a defiant chairman who initially declined honouring them until he realised how resolute the protesters were. The protesters wanted to be part of the meeting because they did not trust Enilolobo, whose antics, they claimed, led to the defeat of the party in the presidential election of 2023.

However, while the meeting lasted, a separate template was being hatched by the exco. In just 24 hours after the meeting, some leaders of The Mandate Movement in Alimosho were summoned by the police in Alagbon based on a petition on behalf of Ojelabi. Among other allegations, they were accused of cyber stalking, threat to life and illegal possession of firearms. The police found nothing against the leaders.

On July 1, 2024, the party, through its secretary, Dr. Adeola Jokomba, sent a letter to the ward chairmen in Alimosho to activate Article 21 of the party constitution "to investigate the said occurrence of 24th June, 2024." This letter came with a pre-assumed list of those to be investigated, many of whom were said not to be at the party secretariat on the day of the protest. The letter had claimed that the protesters were armed and unleashed violence on the chairman. This, meanwhile, is against the explanation that the same chairman held a fruitful meeting with them after his initial stance.

One of the suspended members, who said he received the letter through Whatsapp explained that Article 21 of the party constitution emphasises fair hearing, but "without even inviting us for a defence, we suddenly started seeing our suspension letters on social media. Some letters were sent on July 3rd while some people got theirs on July 5th. In fact, what they did was to profile all members of The Mandate Movement for suspension. In Ward A of Ayobo-Ipaja LCDA alone, 54 members of the party were issued suspension letters. Using some local government council chairmen, this same suspension has been extended to some political appointees at the local government levels suspected to be loyal to The Mandate Movement of Nigeria.

A PARTY WITHOUT MEETINGS

First, a part of the grievance within the party stems from a complaint that since the 2023 elections, the party has hardly held general ward or local government meetings as it used to happen. General Ward meetings have only been held four times while LGA meetings have been held just three times. Meetings with LGA party chairmen were held only three times while no meeting has been held between him and all the 376 ward chairmen since he became the state chairman. The members are now left in limbo.

One issue pointing against Ojelabi is that under his leadership, the party still grapples with two parallel excos in the Mainland area of the state. According to insiders, the issue had been resolved by the last state chairman of the party. However, to shore up the strength of the Justice Forum, he was said to have declared that he was reviewing the resolutions following fresh petitions. "Now, there are two factions of the Mainland exco of the party. During the election and up till now, he uses his friends and cohorts as consultants thus jettisoning the party structures," an aggrieved member said noting that APC canvassers and some agents of the party during the election have not been paid till now.

Aside from this fact, insider sources say polling unit committees set up to administer voting during the elections have mostly remained unpaid till now. Reliably gathered, some ward chairmen had at a time complained to the Governor who, in turn, told them to ask from Ojelabi how the latter expended the N2 billion out of donated campaign funds set aside for that purpose. Confronted, Ojelabi reportedly said he was not aware that his consultants had not paid most Polling Unit committee members. He promised to look into the matter. Since then, those affected say they have remained unpaid.

Checks show that the supposed consultants are not just party members who should ordinarily contribute like others to the party's progress, they are also drawn from his Justice Forum. They include two former commissioners, one from Agege and the other from Alimosho, and the third a former head of one of the parastatals in Lagos. A general belief among party members is that the supposed consultants are channels through which party funds are piped out of the secretariat by the chairman.

Members continue to grudge over his strategy which they claim is a major reason APC lost the presidential election in Lagos. Ojelabi lost the presidential and National Assembly elections in his federal constituency. He lost all the polling units around his Iba/New Site residence too to the Labour Party. A strongly held view among party members is that the APC under his watch would hardly match the fortunes recorded under Chief Henry Ajomale and Tunde Balogun, who once held sway as chairmen. As it is, party members are left confused. They say it does not look like there are structures in place to begin to smarten up from the last election as activities at the APC secretariat are at their lowest ebb.

ONE-MAN SHOW

For some members of the State Executive Committee, the APC secretariat on Acme Road is run more like it is handled by a sole administrator and a member of the party lamented: "you either shape in or fall out. You don't only fall out if you oppose, you also fall out of every favour. Whatever opportunity you have to make a contribution, the chairman thinks he is doing you a favour." According to them members, no other member of the exco has a say in the running of the party. And for his decisions? They are final once he takes them. No recourse to anybody. An evidence of this, they pointed out, is how he had allegedly constantly cowed and intimidated the party secretary and treasurer frustrating them at will. It is a gossip within the secretariat that anybody who tries to oppose him should be ready to face frustration beyond limit.

"His word is law oh! That was how he orchestrated the suspension of an exco member leading to other exco members being mindful, conscious, and scared of making inputs no matter how important and beneficial such would be," an aggrieved party member within the secretariat complained.
In fact, it is claimed that one reason attributed to the loss of the party at the 2023 election was that Ojelabi "moved the secretariat from Acme to an unknown location making it a Herculean task for party chiefs, LGA and ward party chairmen who had complaints about developments during the election from reaching or accessing him.

PARTY LARGESSE/SHARING FORMULA

One baggage that Pastor Ojelabi carries on his shoulders is the allegation that his leadership makes sure that largesse and palliatives to party members are skewed in favour of the Justice Forum within his constituency and the state. This is believed to have happened consistently. Examples are said to have been noted in the federal and state governments' palliatives and cash transfers. One such occasion occurred when he was said to have under-declared the number of palliative slots given to the party at a meeting he held with his exco members. Some of the exco members at the meeting could not stomach this. They openly criticised him at the meeting.

AMBITION 2027

Those kicking against Ojelabi's current style of leadership say he is tilted to achieving an acclaimed goal of becoming the running mate to Deputy Governor Obafemi Hamzat in 2027. Engineer Hamzat is believed to be eyeing the governorship seat and according to insiders, Ojelabi has mapped out his own plan ahead of the election and has begun "hatching the eggs" by cajoling council chairmen to either belong to the Justice Forum overseen by Hamzat or get their fingers burnt.

CHALLENGE BEFORE OJELABI

A major headache before the party chairman and the exco currently is how to effectively mop up the suspension letters issued out already. It was learnt that leaders within the Governance Advisory Council had blamed him for his shoddy handling of the protest. He was also said to have been reminded that as chairman, he should allow democracy thrive in every of his actions. Coincidentally, while the intervention by the GAC was ongoing, the suspension letters had been released creating for difficulties in retrieving them. The only option left to the chairman was for an outright public denial of the order suspending the members. A press release was issued by the party in this regard, but those already suspended, said the letters sent to the ward chairmen ordering investigation as well as the suspension letters to the members were proofs that the Ojelabi meant to ostracise them. There is no doubting the fact that despite these challenges reeled out, APC in Lagos remains strong in comparison with other political organisations. However, this health, though fragile, is laced with injuries. What is left to be done is for well-meaning party leaders to salvage the party, heal these injuries and make it hale and hearty again.

New public order powers to prevent individuals causing repeated serious disruption must come into force in Nigeria in view of the large scale planning of disruptive and violent protests by certain elements in the society as the government must be proactive with its plan to protect the public from criminality at protests.

Serious Disruption Prevention Orders will empower the police and other security services to intervene before individuals cause serious disruption, damages to both public and private property. They must identify those who have previously committed protest-related offences or ignored court-imposed restrictions, if there are any and if not, the courts must be encouraged to impose restrictions on serious offenders.

The orders can impose a range of restraints on an individual, including preventing them from being in a particular place or area, participating in disruptive activities and being with protest groups at given times. They can also stop individuals from using the internet to encourage protest-related offences.

These orders can be imposed on those who have, on at least committed protest-related offences, for example locking-on, or breached the conditions of an injunction. The specific restrictions contained within each order will be decided by the court and must last up to 3 years. They can also be renewed if the person remains a threat.

Under public order legislation, serious disruption may occur when protest activity prevents or hinders day to day activities or construction or maintenance works, causes delays to deliveries of time-sensitive products or disrupts access to essential goods and services in a way which is more than minor and needs to be addressed for the greater benefit of the public. This must be seen as a public interest offence.

The public has a democratic right to protest and this government must always uphold that.

However, past events have shown certain individuals are just dedicated to wreaking havoc and causing severe disruption to the everyday lives of the public.

This is why the government must introduce these new powers to ensure that anyone who ignores warnings from our law enforcement cannot continue to cause turmoil unpunished or restrained before hand.

This string of measures will ensure that people can exercise their democratic right to protest while ensuring the public can go about their daily lives safely and without serious disruption.

Let the Federal Government rush these laws through the Parliament without further delay.

Adetola Adewale Murisiku, an artisan resident in Lagos State, has narrated how the failure of PalmPay customer service agents to answer his calls cost him money to the tune of N2.8 million in May.

Murikisu said he had lost his mobile device on his way to work on that fateful day, May 20. Left with no means of communication and apprehensive about his financial safety, he attempted to reach PalmPay through their customer service lines to no avail.

According to him, all of PalmPay’s agents were suddenly busy when he tried reaching them.

“When I was sure I couldn’t find my phone, I thought of going to the Airtel office so I could retrieve my SIM and block access to my banks. I also immediately made an effort from my friend’s phone to call PalmPay customer service,” he said.

“But all of the lines we knew were somehow busy. The ones that picked said we could not get through to the agent; they told us the agent was busy.”

The customers of popular financial tech giant, Opay, were in panic mode yesterday Friday, 12th of July, 2024 following the sudden disappearance of funds from their accounts without trace.


According to many of them, they tried to transfer money but due to technical issues, the payment failed but instead of seeing the funds in their accounts, they didn’t rather they were debited and didn’t get any receipt for the debit.


This writer, who is a also a victim, narrated that it was surprising to see that money could leave one’s account without any form of receipt or proof that money was sent on Opay; a fintech company known for utmost transparency and speed when it comes to transferring or receiving funds.


‘’I was surprised last night when I tried to send money to someone through my opay but it seems network was bad and the message I received was payment failed. I tried thrice to send the money but I kept on receiving the same message so when I decided to check my balance, I realized I had been debited. I called the recipient to check his account incase the money has gotten to him but he didn’t receive it. To further prove that I had been debited, I checked my transaction history but didn’t find anything to say the money has been sent or failed, it was like a movie.’’

Checks on X (formerly twitter) revealed that thousands of Opay customers faced the same issue last night. The fintech company trended yesterday following the complains of several customers.

The Lagos State House of Assembly has invited the Attorney-General of the State, Mr. Lawal Pedro, to appear before it to explain the Supreme Court judgement on local governments in the country.

The lawmakers said there was a need for better understanding of the decision of the apex court in relation to some provisions in the Constitution of the country.

A seven-man panel of the Supreme Court had declared on Thursday that the 774 local government councils in the country should receive their funds directly from the Federal Government as well as manage such funds themselves being a tier of government.

The court further declared that allocations to local government councils run by caretaker committees were illegal.

Ruling after a voice vote by lawmakers at plenary on Thursday, the Speaker of the Assembly, Rt. Hon. Mudashiru Obasa, ruled: "There is a need for us to seek clarification and understanding of this judgement. It will be good to invite the Attorney-General to brief us and give his understanding so that we do not run foul of the judgement."

Meanwhile, the Lagos State House of Assembly has resolved to write a letter of commendation to the Inspector-General of Police, Kayode Egbetokun, over the successful operation by men of the force that led to the elimination of nine kidnappers in the state recently.

A letter of commendation is also to be sent to the Commissioner of Police in Lagos State, Adegoke Mustapha Fayoade, for the efforts of the policemen which led to the fruitful operation.

Speaker Mudashiru Obasa, who presided over the plenary, said the police and men of the force who took part in the operation needed to be commended.

Dr. Obasa agreed with members of the House that letters be sent to Egbetokun and Fayoade further charging them not to relent in keeping the State safe for residents.

He stressed the need for stakeholders to fast-track considerations for the creation of state police to support the federal police system.

The Majority Leader of the House, Hon. Noheem Adams, had earlier recalled how the police launched the operation against some kidnappers in the Ladipo area of the state and eliminated nine of them.

According to him, there has been calm in the area since the operation was carried out.

Noheem added that the Ikorodu area of the state which hitherto had issues of kidnapping now enjoys relative peace.

In another development, the House of Assembly has applauded the First Lady of Nigeria, Senator Oluremi Tinubu, for seeking to encourage subsistence agriculture.

The Speaker said it was a beautiful idea to encourage Nigerians to have gardens in their houses arguing that this would help to create food sufficiency.

He recalled that schools had farms in the past adding that current situations call for a return to that period.

Speaker of the Lagos State House of Assembly, Rt. Hon. Mudashiru Obasa, on Wednesday said the Electricity Bill currently before the House is the confirmation of the state government's zeal to ensure regular and uninterrupted power supply to residents.

This was as the House held a stakeholders' meeting on the bill which if passed into law, will allow the state government to licence, generate, transmit, and distribute electricity to unserved and underserved areas of the state.

The proposed law, according to the Speaker, who was represented by Deputy Speaker Mojisola Lasbat Meranda, "seeks to take care of everything in the electricity sector majorly by
contributing to the sustainable development of the State."

The Speaker added that the bill establishes a
mechanism for electricity planning that promotes off-grid
solutions for households and micro, small and medium scale enterprises.

"This bill is most timely because electrification is one of the most important
aspects of a viable economy and improvement of the wellbeing of the people.

"Being a responsible Government, the Lagos State government has decided to create an agency, market and fund with the responsibility of ensuring adequate access of
electricity with professional standards and modern technology.

"The bill is pursuant to our resolve to improve the electricity situation in the State," he said adding that Lagos is proactive by taking advantage of the movement of electricity to the concurrent list.

Speaking further about the bill, the Chairman of the House Committee on Energy, Hon. Sabur Oluwa made these known at the public hearing on the bill organised at the assembly complex.

Oluwa said the bill establishes a commercial and technical regulatory framework for the Lagos Electricity
Market to ensure reliable and universal access to electricity for all residents of the state.

"The bill outlines the creation of the Lagos State Electrification Agency to manage public electricity works and infrastructure as well as the Lagos State Electrification Fund.

"These institutions will play pivotal roles in the delivery of reliable electricity to the unserved and underserved areas of our State.

"Through these initiatives, we aim to bridge the gap in electricity supply and enhance the quality of life for all Lagosians. We understand that reliable electricity is not a luxury but a necessity.

In his comment, the Chairman, South West of the Charted Institute of Power Engineering, Vincent Umoh, urged the Assembly to ensure the bill mandated the state government to appoint technocrats with 15 years experience to head the proposed agency.

Umoh said Lagos State state Government needs about 1,000 megawatts for it to ensure stable electricity supply to residents.

The Federal Inland Revenue Service (FIRS) Chairman, Dr. Zacch Adedeji, has urged state governments to brace up for the tax reforms about to be released.

Adedeji emphasised the importance of a robust Internal Generated Revenue (IGR) system at 155th Meeting of the Joint Tax Board (JTB) in Suleja, Niger State. He enjoined the state governments on the need to optimise revenue collection “for socioeconomic and human development.”

According to him, “at this critical point in time, it is necessary to strengthen the fabric of our IGR capacity to ensure that the revenue administration processes, especially at the subnational level, become as efficient as possible to optimise the collection of IGR for socioeconomic and human development,” Dr. Adedeji stated.



Adedeji acknowledged the ongoing tax reform efforts led by the Presidential Fiscal Policy and Tax Reforms Committee, stressing that “we must begin to look ahead to how these reforms will impact revenue authorities across all government levels”.

He expressed confidence that diligent implementation of innovative approaches could lead to a monthly IGR target of N5 billion for Niger state.


Governor Mohammed Umar Bago of Niger State, represented by Mustapha Ndajiwo, the Commissioner for Budget and National Planning, presented a case study of successful IGR improvement in the state.


Ndajiwo revealed a rise in Niger State’s IGR, with an average monthly collection of N2,621,710,688.94 between January and May 2024, compared to N1,806,280,088.25 in the same period last year. May 2024 alone saw a collection of N3,508,389,805.20, representing a 45 per cent increase.

Ndajiwo attributed this growth to three key strategies: Niger State implemented strategic reforms and innovative approaches to tax collection. The state prioritized transparency, efficiency, and taxpayer education and Niger State actively collaborates with the Joint Tax Board, a forum for tax authorities across all government tiers. This collaboration allows for the exchange of ideas, best practices, and solutions to shared challenges in tax administration and revenue optimisation.

The foundation supported 23 beneficiaries from Ogun and Lagos States, who are widows, widowers, and those facing health challenges, with cash and Nestlé products.

Mrs. Omolola Adeyinka, the former Ogun NUJ caretaker chairperson who worked with News Continental and lost her husband two years ago, and Remi Adebiyi, who worked with Ogun State Television and also lost her husband some years ago, equally benefited from the initiative.

Moreover, Mr. Lekan Onalapo, former City People photojournalist, lost his wife and their new baby during childbirth some months ago.

Beneficiaries expressed their gratitude and were elated for the support received.

Soneye Olusegun Afolabi, a journalist from Ogun, remarked, "At first, I thought it was a scam. I lost my wife eight years ago, and this is the first time I'm receiving any assistance from any organization in the past eight years. I applaud this initiative and pray for the association."

Mrs. Omolola Adeyinka, the former Ogun NUJ caretaker chairperson, said, "My husband died two and a half years ago. Like the first beneficiary said, I have not received such assistance from any media organization. The media job is hazardous, and it's important that the general public knows that journalists or media practitioners also need help."

Gboyega Aponmade, the son of the late veteran journalist, Prince Kayode Aponmade, expressed his appreciation: "When my mom called and told me she was reached out to by a media association willing to support her as a widow, I was skeptical because I've not seen such since he died. I had to follow her to see for myself, and I must confess that it's overwhelming. I hope this initiative does not end so that the association can do more. I applaud the association directors and pray for their success."

In his address, the President of NASRE and NASRE Media Foundation, Comrade Femi Oyewale, reaffirmed the organization's commitment to supporting media practitioners in need:

The Federal High Court Abuja has frozen about N1,198,911,864.72 domiciled in different banks following monies linked to ex-staff of Globus Bank alleged to have hacked into customers N3.5 billion transactions and stolen same.

The order was made against the following account names Haril Global Solutions Ltd, Abdullahi Abubakar Sadiq, Onobun Oluwaseun Olumide and Oluwaseun Adeniyi Afolabi, following a request by the Economic and Financial Crimes Commission (EFCC) as exclusively seen by Nairametrics on its expertise originating summons (dated January 12, 2024) and associated internal memos and intelligence reports.


The EFCC counsel, Olanrewaju Adeola, had asked the court to freeze all the accounts in the interest of justice and stop all outward payments, operations or transactions (including bill of exchange) on those accounts, in suit NO/FHC/CS/32/2024.


Tip Off

Before the EFCC swooped in, the management of Globus Bank had in 2023 raised alarm over the hacking of their systems indicting a few of their ex-staff who worked in the ICT department.

Based on documents seen by Nairametrics, the bank hurriedly approached a court in Lagos for freezing orders against several bank accounts allegedly associated with the suspects.


The bank then reported the development to the EFCC.



In EFCC’s affidavit in support deposed to by its Litigation Clerk, Samson Oloje, the commission received an intelligence report about the activities of ex-staff of Globus Bank who allegedly hacked into the bank systems and stole the sum of N3.5000.000.00 of customers’ money.


Upon receipt of the intelligence report, Globus Bank was invited wherein one Monday Edward, Head of Internal Audit/Chief Inspector of the Bank came and volunteered a statement confirming that the bank system was hacked.

He added that the intelligence report was assigned to the Advance Fee Fraud Section of the Commission and investigation thus far reveals that about three ICT staff of the bank perpetuated the fraud before leaving the institution.

He stressed that as pioneers and architects of the Globus Bank ICT software platform, Babatunde Idris Olayiwola, Chinedu Ihuma and Igwe George Benedict Obinna, who allegedly carried out the crime are abreast of the platform working details and knew how to access all the accounts of Globus Bank.

He stated in his affidavit,

“That one Babatunde Idris Olayiwola a former staff of Globus who is an ICT expert, who created all the software platforms the bank is using in its daily operational business introduced one Chinedu lhuma to Globus Bank when the former was about to exit the bank.

“That Chinedu Ihuma, a former staff of Globus Bank was also an ICT expert introduced to the Bank by Babatunde Olayiwole to oversee the ICT software operational platforms created by Babatunde Olayiwola for the Bank. He also introduced one Igwe George Benedict Obinna to the bank to take over and oversee the ICT software operational platforms when the former was about to exit the bank.

“That investigation reveals that Babatunde Idris Olayiwola, Chinedu Inuma and Igwe George Benedict Obinna hacked into the computer systems of Globus Bank and they transferred monies over three billion, five hundred million Naira (N3,500,000,000) from the account of the Bank into various account belonging to Haril Global Solutions Ltd and affiliate different bank accounts domicile in various banks across the country.

“That further investigation reveals that the fraud was perpetrated through the login details of Igwe George Benedict Obinna which he shared with the duo of Babatunde Idris Olayiwola and Chinedu Ihuma.”

Oloje stated that sequel to the findings of the investigations, all bank accounts related to the fraud were requested via investigation activities letters to banks concerned wherein evidence of receipt of funds was established.

The EFCC staff also informed the court that Globus Bank management earlier approached the Federal High Court, Lagos to place a Post No Debit (PND) order on the bank accounts where the monies had been diverted, in order to prevent the depletion of the funds in the accounts.

Furthermore, he informed the court that the computers and telephone device of Igwe George Benedict Obinna has been sent for forensic analysis to know the extent of the involvement of Babatunde Idris, Olayiwola Chinedu Ihuma and Igwe George Benedict Obinna in the illegal activities.

“During the course of the investigation, the prime suspect, Igwe George Benedict Obinna was arrested and interviewed and made a statement to the effect of his dealing with the perpetuation of the fraud,” the EFCC stated.

The EFCC asked the court to grant its request as not granting it would jeopardize the ongoing investigation into the intelligence report received by the commission.

On January 23, 2024, Justice Inyang Ekwo freezed the accounts in dispute and adjourned for the EFCC to provide reports of the final outcome of its investigation.

More insights

As seen on several court documents, Globus Bank, on December 21, 2023, obtained an order from the Federal High Court Lagos freezing the bank accounts associated with the suspects.

As gathered from the EFCC intelligence documents, the 2 principal actors and ex-staff of Globus Bank, (Idris Olayiwola and Chinedu) are both believed to be in the United Kingdom.

Nairametrics also reliably gathered that the suspects that the EFCC is probing have instituted a matter against the Commission and Globus Bank at the High Court of Justice, Maitama FCT Abuja in suit no: CV/1841/24.

They seek to quash the legal moves made by the bank and EFCC.

This includes the construction of new jetties and the introduction of modern ferries, promoting water transportation as a viable and efficient option.

A more efficient traffic management and control, through the Lagos State Traffic Management Authority (LASTMA), is also in place; strengthening the capacity and efficiency of LASTMA to manage traffic flow and enforce traffic regulations, leading to improved road safety and reduced congestion. Installation of modern traffic lights and road signs across the state to enhance traffic management and ensure smooth vehicular movement, now makes the outlook of the state worthy of being called a smart city.

In Lagos, this same Lagos, one gets to also gets to experience the implementation of an Intelligent Transport System (ITS) to manage traffic flow more effectively through the use of technology. This includes traffic cameras, sensors, and real-time data analytics to monitor and control traffic.

Governor Talk-and-do (if I may employ the cliche) has developed an integrated transport app providing real-time information on bus schedules, traffic conditions, and route planning, making commuting more efficient for residents; development of dedicated cycling lanes and pedestrian walkways to promote non-motorised transport options and ensure the safety of cyclists and pedestrians.

A group of 45 civil society groups under the auspices of the Coalition of Civil Society Groups in Nigeria for Promotion of Accountability and Transparency in Governance (CCSGNPATG) have thrown their weight behind the proposed Nigeria Shippers Council regulatory agency. 



Recall that the Bill for an Act to Repeal the Nigeria Shippers’ Council Act and enact the Shipping and Port Economic Regulatory Agency Bill and Related Matter passed second reading in the House of Representatives. 



This crucial legislation aims to empower the Nigerian Shippers Council to effectively regulate the shipping industry, protect the interests of shippers, and promote economic growth.



Speaking on behalf of the groups at a press conference on Monday,  Patriot Nwogu Ndubisi hailed the 


Committee on Shipping Services for its inclusivity, giving stakeholders the platform to make inputs to the bill at a public hearing. 



He said the bill will bring much-needed transparency, accountability, and efficiency to the sector while strengthening the Shippers Council's regulatory powers, reduce costs, increase competition, and improve service delivery.



He, therefore, said that the passage of this bill will have a positive impact on the Nigerian economy and the lives of citizens.



“Our coalition is pleased to note that 99% of the opinions expressed at the public hearing were in favour of the Bill as presented,” Ndubisi added. 



“We also note that a few amendments were suggested, which the House Committee on Shipping Services, ably led by Honourable Abdulsamad Dansuki, has promised to take notice of. Such an accommodating disposition is what the electorates expect of our lawmakers, and we look forward to the House sustaining this trend.



“We want to specifically commend the Speaker of the House of Representatives of the Federal Republic of Nigeria, the Rt. Hon. Tajudden Abbas for the speedy consideration of the Bill by the People's House under his leadership. 



“This is even as we use this opportunity to appeal to the Right Honourable Speaker to help sustain this tempo given the significance of this bill and its importance to the national economy and the positive impact it would have on the lives of citizens.



“We, therefore, plead with Senate President Godswill Akpabio that Nigerians are eager to see the Senate replicate the pace the House has adopted in treating the Bill. 



“We are of the view that such accelerated handling of the Shipping Council Regulatory Bill aligns with the Senate President’s avowal to tackle inflation, economic hardship, and difficulties that Nigerians are facing. We look forward to commending the Senate for the manner it will treat the bill when it comes to the Red Chamber for concurrence.



“Our final appeal goes to the President and Commander-in-Chief of the Federal Republic of Nigeria, His Excellency Asiwaju Bola Ahmed Tinubu, for his speedy assent when the Bill is transmitted to the Presidency. With the passion he has shown for rebooting Nigeria’s economy to its optimum, we do not doubt that Mr President will greet the Shipping Council Regulatory Bill with the same urgency with which the Students Loan Bill was greeted to become an Act.



“Meanwhile, we laud the Honourable Minister of Marine and Blue Economy, Adegboyega Oyetola for getting it right with the Shipping Council Regulatory Bill.  The support he has mobilised so far shows his level of transparency and zeal to regulate the maritime economy. Posterity will be kind to him and all his subordinates who made the progress of the Bill a reality.



“To our compatriots, Nigerians, we ask that as stakeholders we continue to collectively support our lawmakers in the National Assembly to make the eventual delivery of a ‘Shipping Council Regulatory Act’ a reality.“

Guaranty Trust Bank has dragged Demola Shogunle’s Stanbic IBTC, Standard Chartered Bank, Jaiz Bank, NDIC (liquidator for Heritage Bank), and no fewer than 56 top executives of 13 commercial banks to court as a pending suit between GTBank and Afex Commodity Exchange over N17bn Anchor Borrowers Programme loan lingers.

The 60 executives including the chairmen, chief executive officers, directors, and company secretaries of the 13 banks are facing contempt proceedings for allegedly failing to implement a No-Debit-Order reportedly placed on the accounts of Afex Commodity Exchange with the banks.


In suit no FHC/L/CS/911/2024 involving Guaranty Trust Bank Limited and AFEX Commodities Exchange Limited, the Federal High Court, Lagos division presided by Justice CJ Aneke signed an order for the bank chairmen, MDs, directors, company secretaries and the liquidator of Heritage Bank (Nigeria Deposit Insurance Corporation) to be committed to jail for failing to obey its May 27, 2024 ruling.

A legal notice titled ‘Order to serve notice of disobedience to order of court vide newspaper publication’ published in some national dailies including The PUNCH on Thursday, partly read, “An order granting leave to the Plaintiff Applicant to serve Form 48 (Notice of Consequences of Disobedience to Order of Court) dated 11th June, 2024 and all other forms and processes that may be issued in this contempt proceedings inclusive of Form 49 on the 1st-60st parties cited for contempt.

The matter was adjourned to next Thursday.

Parties cited for contempt include Access Bank, Citibank, Jaiz Bank, Union Bank, Fidelity Bank, First Bank of Nigeria Plc, First City Monument Bank, NDIC (liquidator for Heritage Bank), Polaris Bank, Stanbic IBTC Bank, Standard Chartered Bank, Taj Bank, United Bank for Africa and Zenith Bank alongside its principal officers.

In the court ruling dated May 27, 2024, twenty banks were directed to transfer monies standing to the credit of the respondent into the AFEX’s account with GTB until the N17.81bn is repaid.
