IRCC asked for reference letter, payslips are optional .

However, some people have gone ahead to include employment letter so they can sleep well at night.
I think you should use only what they have asked for and if you must, salary information/bank statement from 2017 is really far back.

Pls for someone that wants to start applying by the end of next year, is it advisable to get the reference letter by January or before applying?

I think that's mainly for easy identification in case it gets loose. Just write the name of your guarantor on it & use stapler to crucify it well where necessary

*For the guarantors requirements Will they accept voters card in place of national ID card or drivers license

Proceed to servicom office, it the first office on your right when you enter the building. Tell them you came for fresh passport application. You will be directed to another office by your left at the reception. The office will go through your documents and tell you to come for capturing the next wekk. Please tell him that you would like to be captured that day. I did mine 4 weeks ago and my passport is ready.

Yeah

Just find your way to the servicom office there. Make sure you go with all the required documents; photocopies and originals, cos that seem to be the major cause of hindrance faced by most people who have had problem(s) plying the DIY route.

Be determined to pay no extra amount to any officer, don't be afraid to politely question/challenge any officer who requests that you pay for services he's employed to deliver and lastly don't look for shortcuts.

Do these and you'd be fine.

I presume you mean the Arepo along Lagos-Ibadan expressway; if so then it would be best you opted for NIS Alausa office as it's closer to your location. A straight bus can get you to Secretariat (Alausa). The NIS office is a trekkable distance away from the bus-stop.

Just drop your question and you will be attended to, you are required to have your NIN, Birth certificate/ declaration of age and state or identification of origin ready before you can start the processing.
