CATTLE GRAZING BILL: BENUE PEOPLE TO MAKE, THEIR OWN LAW

I have read comments by some social media writers drawing unnecessary comparisons between Ekiti State Governor Ayo Fayose and his Benue State counterpart, Samuel Ortom.


Most of the comments tilt towards the law on grazing of cattle passed by Ekiti State and the bill sent to the Benue State House of Assembly by Governor Ortom.


I'm convinced that many of the commentators have not bothered to look at the Ekiti law on grazing side by side with that of the Benue State bill against open grazing. If they did, they would have noticed that the Ekiti legislation does not totally prohibit open grazing of cattle unlike the Benue State anti grazing bill which when passed, will outlaw open grazing of cattle. The Ekiti law only prohibits open cattle grazing before 7am and after 6pm. In other words, herdsmen are free to move about openly with their cattle between the hours of 7am and 6pm. The Ekiti law has also designated and allocated large grazing areas to Fulani herdsmen. The law is only concerned about herdsmen carrying weapons. As long as they are not caught with weapons, they are as free as birds of the air and can traverse Ekiti land as much as they choose to do so.


Governor Fayose confirmed this the day he signed the law when he said, “With the signing into law of this bill today, anyone caught grazing with arms or any weapon in Ekiti would now be charged with terrorism and be made to face the law according to certain sections of it.
“The same goes for those who graze in prohibited areas or go against the time frame of 7am to 6pm allowed for open grazing.”


Speaker of the Ekiti State House of Assembly, Kolawole Oluwawole also confirmed that open grazing of cattle still takes place in Ekiti and indeed, the state government has created grazing areas for herdsmen. His words, "Anyone caught grazing on portions of land or any farmland not allotted by government shall be apprehended and made to face the law."


In June last year, I analyzed the Benue State Open Grazing Prohibition and Establishment of Ranches Bill. Public hearings will soon commence on the bill. Yes, a bill as sensitive as this should have the input of the people of the state. The people will make the law to be passed by their representatives in the Legislature and signed by Governor Ortom.


The Governor told journalists yesterday in Buruku that his discussion with Speaker of the State House of Assembly, Rt. Hon. Terkimbi Ikyange earlier in the day indicated that even if it meant that the ongoing deliberations on the 2017 budget would be suspended to enhance passage of the anti grazing bill, it will be done.

Below is what I wrote about the proposed law on June 15, 2016:

THE BENUE STATE OPEN GRAZING PROHIBITION AND RANCHES ESTABLISHMENT BILL: What is in it for the people


Since assumption of office, one of the issues that have featured in nearly every speech (written or unwritten) made by Benue State Governor Samuel Ortom is security. At the centre of the security challenge in the state is the invasion of communities by herdsmen leading to the killing of innocent people and destruction of property worth billions of naira.


In all of the unwarranted attacks, Governor Ortom has remained consistent on his stand that Benue has no land for grazing of livestock; that ranching of cattle is the way to go. He recently assured the people of the state that his administration will soon send a bill to the State House of Assembly for the enactment of a law to prohibit open rearing and grazing of livestock in the state.


Now Governor Ortom has made real that promise. The State Executive Council has completed work on the bill and it has been forwarded to the state lawmakers. The proposed legislation is known as 'Open Grazing Prohibition and Ranches Establishment Bill'. This is no doubt one of the boldest steps taken by the Ortom administration to find a lasting solution to the frequent invasion of Benue communities by herdsmen and unwarranted blood spilling. It is one of the decisions by the present administration which have drawn applause across political divides.


But not every Benue person may be aware of what the proposed law contains and its benefits to the people. This piece therefore highlights aspects of the bill.


The Benue State 'Open Gazing Prohibition and Ranches Establishment Bill, in addition to prohibiting open grazing, also seeks to provide for the establishment of ranches and the Benue State Livestock and Ranches Administration and Control Committee as well as Livestock Special Marshals Corps. The window of job creation immanent here needs not be overstated.


The bill when passed, will promote among others, technics of animal husbandry, particularly the rearing of livestock. It will also create job and investment opportunities in livestock farming as well as expand the agriculture value chain. The law will prevent the destruction of crops and community ponds, settlements and property by open grazing of livestock. The law will similarly curb clashes between herders and farmers in the state.


Perhaps one of the key takeaways of the bill is the proposed establishment of the Benue State Livestock and Ranch Administration and Control Committee. The thinking of the State Government is to empower the committee to regulate the rearing of livestock in the state and turn the hitherto challenging security situation into a basin of economic opportunities for the people of the state.


A few of the responsibilities of the committee, subject to the amendment/approval of the Benue State House of Assembly, will include inspection, certification and registration of all ranches established in the state and issuance of permits for ad hoc grazing ranches where necessary.


The committee will also have the mandate to prescribe and provide guidelines for minimum hygiene standards for meat and daily activities at personal, commercial and general ranches.


It will also ensure that all approved ranches are properly secured to prevent livestock from straying. The committee shall also establish and maintain a special State Livestock Control, Open Grazing Prohibition and Ranch Administration Marshals Corps for the state with units in each of the 23 local government areas of the state.


The bill also makes provision for penalties on those who may breach the law, be they herdsmen or cattle rustlers.


The Benue State 'Open Gazing Prohibition and Ranches Establishment Bill, when passed into law, will surely be one piece of legislation not only coming at the right time but will also set to console a people in distress, a people whose land known for its rich nature has been turned into a slaughter field flowing with the blood of the innocent farmer.

Everton Rising Star Lookman Turns Down Chance To Represent Nigeria Ahead Of Fifa U20 World Cup



Everton striker Ademola Lookman has turned down an opportunity to represent Nigeria ahead of their international friendlies against Senegal and Burkina Faso in London.


Super Eagles coach Gernot Rohr had contacted the former Charlton Athletic wonderkid, through an intermediary, regarding the possibility of representing Nigeria but he gave a negative response, thus he was omitted from the 25-man list.


“Rohr discussed with the player through his representative in England recently but could not convince him to commit his international allegiance to Nigeria, ” wrote the Punch.


“Rohr’s discussion with Lookman came after the Daily Mirror reported that the player’s representatives met with some NFF officials in London.”


Lookman’s decision not to commit his international future to the Super Eagles for the time being won’t be a surprise as he is expected to represent England at the 2017 Fifa U20 World Cup which begins in South Korea in the next two months.


The 19-year-old debuted for England U19s last year before he was promoted to the U20 squad.

Mali will have to fight for a win at all costs when they meet Guinea in their U20 2017 Africa Cup of Nations final, Group A match on Saturday.


The Young Eagles will have to find their confidence and ensure they claim their first win in the junior tournament.


Ba Baye's men drew 0-0 against Egypt in their opening match and succumbed to a demolishing 6-1 defeat against hosts Zambia.


Sitting at number four on the log table, they will have to fight to bag a win with a big score to try and reach the semifinals.


"We were over excited when we scored the first goal and within a short period we conceded three goals,” said Baye.


“For sure all the departments did not work and everything just collapsed. Nothing worked for us. It is the first time that Mali has been humiliated in this manner.


“I can say that there are some great coaches who have also gone through what we have gone through, and there are great teams in the world who have gone through what we have gone through but the most important for us is to focus on the next game.


“We will go and sit down and reflect about the game because definitely we accept everything was out of order. We could not get anything right that is something that we need to reflect on.”


On the other hand, the Young Syli Nationale will also target a victory to ensure they add to their one point on the log standings.
They lost their opening game to the hosts, but earned a point against Egypt.


Occupying the third spot with one point next to their name means their primary target is to win and revive their hopes of a semifinal spot.


However, they have to ensure they win and hope Egypt lose to Beston Chambeshi's men in the other group match.


The match will be staged at Levy Mwanawasa Stadium at 15:00 on Saturday.

Senegal edge SA in seven-goal thriller



Senegal have thrown Group B in the 2017 Africa U-20 Cup of Nations wide open with a 4-3 win over South Africa in Ndola on Thursday evening.


The Teranga Lions came from 0-2 down at half time to claim a victory which lifts them to the top of the log on four points, while South Africa and Cameroon are tied in second place on three points.


The trio, as well as bottom-placed Sudan, can all still qualify for the semifinals ahead of the final round of matches this coming weekend.


South Africa claimed the lead inside the opening minute of the match, with striker Liam Jordan providing a classy headed finish to a left-flank cross from Notha Ngcobo.


Senegal almost hit back on the 10 minute mark, with the dangerous Aliou Badji rattling the crossbar when a slick passing move had given him a clear sight of goal.


The West Africans always looked potent going forward, but too often their final pass and/or shot lack the quality needed to test goalkeeper Mondli Mpoto.


On 25 minutes Amajita doubled their lead: Luther Singh showed great composure in the box to tee up captain Tercious Malepe, who provided a low, left-footed finish for 2-0.


Senegal trailed by two goals at the break, but it took just four minutes of the second half for the Teranga Lions to pull one back, with Ibrahima Ndiaye providing a great finish direct from a free kick just outside the penalty area.


In the 54th minute it was 2-2, with lanky midfielder Ousseynou Diagne getting above Mpoto to head home from a corner kick.


And Senegal’s comeback was complete in the 61st minute when they netted their third goal. Again it was Diagne who did the damage, this time with a volley from the edge of the box which nestled in the top corner of the net.


Ten minutes later the West Africans extended their lead to 4-2, with Krepin Diatta easily heading home from a rebound after Katlego Mohamme had deflected the ball onto his own crossbar.


South Africa offered little in attack for most of the second half, but in the 81st minute they gave themselves hope when Luther Singh somehow squeezed a shot past goalkeeper Lamine Sarr from a tight angle.


Substitute Lebohang Mokoena hit the crossbar late on as Amajita pushed for an equaliser, but Senegal were able to hang on for a memorable victory.

Senegal U20 coach hails his players after South Africa U20 win



Senegal coach Joseph Koto praised his charges after they secured their first win at the 2017 Under-20 Africa Cup of Nations (AFCON) finals.


The Young Lions of Teranga came back to beat South Africa's Amajita 4-3 in an entertaining Group B game in Ndola, Zambia on Thursday evening.


"We played a good match. I congratulate my players for the great performance. The team spirit was high," Koto told CAF Media.


"The entire Senegalese population is behind the team and that motivated the players to fight for the positive result.


"We missed a lot of chances too but the players made the difference on the pitch. They were determined to win and were mentally strong and composed," he added.


"I was impressed with the performance as they played to our expectations. Our objective remains one match after the other.


"We are looking forward to the match against Cameroon and we hope to give another impression of our team," he concluded.


Senegal will now take on Cameroon in their final Group B game which will be played in Ndola on Sunday.

If I am to be honest it is not clear cut, these things can be quite subjective.

However, when I see how Aluko has had to adapt his game to accommodate carpenters, guts and effort players. My opinion is Aluko may be more versatile and better than Iwobi who has only played in that Arsenal clean, technically based passing set up.

However, let Rohr invite both to camp and decide what suits the team best.

We are very grateful to Seun for creating a forum like this, our story is really interesting, we met on Nairaland courtesy of a thread created by siamia meant for 30 and above sometime last 2 years, engineereed by toks2008, Queencalipso and others. My wife wasn't up to 30 but stubbornly sneaked into the thread, that's how destiny works, I liked her quotes and immediately asked for her Facebook name, added her and we continued there and on several other apps. Musa Yahaya Trains With FC Porto First Team, Set For Debut Against Tondela This Weekend



FC Porto fast rising Nigerian teen forward Musa Yahaya trained with the first team of the Portuguese giants, and reports suggest he could make his debut this weekend.


Yahaya joined FC Porto in the summer from fellow Portuguese side Portimonense, but despite several session with the first team he is yet to make his debut for the team.


In the first half of the season, he spent more time training with the main team which cost him his debut with the B team who are campaigning in the second division in Portugal.


However since the turn of the year, he has had more sessions with the B team than the main team, although he is also yet to make his debut for them as well.


His latest invitation to join the first team in training came at a time where there are speculations that some youngsters could be handed debut by coach Nuno Espirito Santo.

Arsenal Loanee Kelechi Nwakali Fails To Sparkle Once Again, Coach Unhappy With His Display



MVV Maastricht promotion hopes suffered another set back yesterday after Jong Ajax held them to a 1-1 draw in their rescheduled tie at the Sportpark De Toekomst.


Jong Ajax who are also battling to gain promotion to the elite division in the Netherlands are now six points behind leaders VVV-Venlo, while Maastricht stay rooted at 4th position, ten points behind the leaders.

One major concern for coach Ron Elsen of Maastricht has been the poor form of Arsenal loanee Kelechi Nwakali since the start of 2017.


Nwakali started his season long loan spell with the club like a house on fire, scoring his first professional goal aside picking up man of the match awards in three of the games he played in the first stanza.


However since the start of 2017 he has failed to build on his early season momentum, a form which has affected the overall performance of the team.


” Some players are struggling but it is not about them but the entire team. Kelechi can obviously do better but we have to remember he is only 18 years old, plus this is his first season, that alone makes it up for him even though am unhappy with his performance of late”, Elsen said.

Highly rated Nigerian teen midfielder Theophilus Awua is seriously courting interest from Serie A side Roma, Owngoalnigeria.com can exclusively reveal.


Awua joined Inter-Milan in the summer on loan from Spezia on a deal that gives the Milan side the first option of signing him permanently in the summer.

Awaziem Extends Poor Disciplinary Record With 11th Booking Of The Season For Porto



FC Porto Nigerian defender Chidozie Awaziem received his 11th yellow card of the season as FC Porto II ended a five game winless run with a 2-0 win over Penafiel.


Awaziem was on for the entire duration of the game, and as usual marshaled the defence line from his role as the central defender of the under-performing defending champions of the second division in Portugal.


However he got booked in the 57th minute, his second booking in consecutive games as well as his 11th of the season with the B team of FC Porto.


The 20 year old had his breakthrough last season with the first team, where he made 13 appearances but so far he is yet to get a game with the first team.


His poor disciplinary record could be one of the reasons why he is no longer with the first team, as he has form a habit of picking up cards for foul play although he has only been sent off once.

Roma Nigerian Defender Nura Make Miraculous Recovery From Latest Injury Setback



AS Roma Nigerian right back Nura Abdullahi has recovered from the setback he suffered on his return from the injury that kept him out for almost six months.

Nura’s recovery came as a surprise to the doctors of the Serie A side, as he was expected to miss the rest of the season due to the injury.

Exclusive – Nigeria League Teen Wonder Set To Join La-Liga Side Espanyol FC



Owngoalnigeria.com understands that Spanish La-Liga side Espanyol have handed a player from the Nigeria Professional Football League (NPFL) a chance to undergo trial with the club.


We gathered the said player is in his first season in the NPFL, although he has been around the youth teams of the Nigeria national teams in the past two years.

Ajax Coach Warns Arsenal : The Fight Is Not Over For Nigerian Wonderkid Omidiji



A coach at famous Dutch club Ajax Amsterdam has told Arsenal the race is not over for the signature of much-coveted striker Lateef Omidiji Jr.

The Premier League side have reached an agreement with the Sparta Rotterdam trainee that he will join the Gunners when he attains the age of majority.


“He is a player that I do think will end up at Ajax at whatever the cost because he is the ideal Ajax player because of his insane technique and vision, ” the Ajax coach told allnigeriasoccer.com.

“The fight is not over yet and we will move mountains to bring him to Ajax. ”


American-born Lateef Omidiji has drawn comparisons to several Ajax Amsterdam legends, including Dennis Bergkamp, Marc Overmars, Luis Suarez and Nwankwo Kanu.


“His technique reminds me of Ajax legends like Dennis Bergkamp, Marc Overmars and draws a very good comparison to the finishing of your own Kanu.


“In scouting quarters in Amsterdam, he truly reminds some of my colleagues of Luis Suarez simply for one reason-he has an eye for goals and his versatility of course means he can play four positions equally well on the pitch.


“He reminds me of Robben when he comes from the right because he is dangerous coming at a defense with the ball and for me he is the perfect striker with qualities I’ve only seen in Patrick Kluivert, ” the coach added.


Chelsea, Manchester City, Barcelona, Real Madrid and PSG were all credited with an interest in signing Omidiji before they were overtaken by Arsenal in the race for his signature.

Ugbo Fires Chelsea Into FA Youth Cup Semis; Uwakwe, Ndukwu & Ughelumba Involved



Defending champions Chelsea have advanced to the semifinals of the FA Youth Cup for the eighth successive season following a 1-0 win over Leicester City on Wednesday night.


Manager Jody Morris named England youth international Ike Ugbo in his starting lineup, Calvin Ughelumba and Layton Ndukwu started for the Foxes and the versatile midfielder Tariq Uwakwe was introduced in the 58th minute.


From a cross, Ugbo had an excellent opportunity to open the scoring but headed into the arms of Cameron Yates, and Pascanu pulled off a last-ditch tackle just as he was about to pull the trigger in the 39th minute.


The home team had their own chances, with Ndukwu trying his luck from 40 yards but his shot narrowly missed target.

On 66 minutes, Ugbo netted the game-winner when he buried his header, his fourth goal in the competition this season.

The 18-year-old scored a brace in the third round against Cardiff City and struck in the 4-0 rout of Sheffield Wednesday earlier this month.

Former Golden Eaglets trainee Ovie Ejaria has been left out of Liverpool’s traveling party to Spain.

The central midfielder has remained at Melwood to continue his rehabilitation programme after rupturing a ligament in his ankle against Wolves in the FA Cup, according to the official website of The Reds.


That injury has caused the 19-year-old Ejaria to miss the last three matches contested by Liverpool in the Premier League.

England youth international of Nigerian descent Sheyi Ojo was among the 27 players that touched down in Spain on Wednesday evening.

The squad will return to to Merseyside on Sunday, February 19.

"My name is Elvis. Please, I need you to look at this situation that I’ve found myself and tell me if I’m wrong: I got a house for my girlfriend out of my parent’s house just because I wanted us to have our privacy before we get married. I am always going there to spend the night most times and she did not tell me that her mother is very young and beautiful; a single woman.


But one day I went to "our house" and she introduced me to her mum, the woman really liked me. But I didn't know that it’s not just like, but love. One day my girl was on night shift in the hospital where she works and her mum called me around 7:30 and told me that I should come to the house, as she wants to see me before she goes back.


I came and she told me she is bored and that I should spend the night with her and stay till my girl is back in the morning so we can both take her to the park to return to Asaba. I agreed and at night she woke me up from the chair and asked me to join her in bed…


My heart skipped but she said she just don’t want me to have neck pain by sleeping on the chair till morning. I followed her to the bed and in less than five minutes she has taken off her wrapper and was with me under the blanket.


I understood what she wanted and by looking at her bare body I was already in the mood, so I slept with her, like 3 times before morning and I even enjoyed her more than her daughter.


When she left, my girlfriend was angry that I spend the night in "our house" with her mum without telling her but I told her it was her mum’s idea and that I did not complain since her mum told me that I would stay till she got back from work. I lied to her that nothing happened, that’s my mistake.


Her mum called me after last Christmas and told me that she was pregnant for me and that we should tell my girl so that her daughter can" look for another man". The woman wants to marry me.


My girlfriend is aware now and she is cursing me, threatening my life. But is it my fault? Pls I’m confused!"

Now that Africa has got 9 solid slots fo World Cup. It will be very odd for CAF to still place 2 strong football power houses in one group. Just like the case of Nigeria and Algeria in the current 2018 World Cup Qualifiers.

It will defeat any sense of good reasoning if this same scenario repeats itself in the future.
