After kick off meeting you mobilise to site and send your report for the mobilisation payment which is the first payment, the next payment come after your foundation (substructure)...that's how payment for projects are done. You complete or near completion of any milestone before you are been paid.
Government agencies have stoped up-front payments because the contractor will always seek for variation.
