KAMPALA, Uganda (AP) — Men in fatigues walked out of a store in Nairobi's Westgate Mall like ordinary shoppers, holding plastic bags heavy with unknown items after Islamic extremists staged an attack. Others looked behind counters as they descended into the shopping center to fight the militants, and lifted items.

In security camera video seen by The Associated Press on Sunday, some members of Kenya's armed forces appeared to loot a store during the four-day siege of what used to be Nairobi's most upscale mall. At least 67 people were killed in the attack.

Kenya's security forces have previously denied any wrongdoing.

Soon after the attack began on Sept. 21, Kenyan officials put a security cordon around the mall, allowing only security forces and a few government personnel to pass through. When the attack was over, some who owned shops inside the mall complained of looting.

Mobile phones were ripped from displays, cash registers emptied, and even alcohol stocks plundered, according to AP reporters at the scene after the siege ended.

Public servants in Kenya, including police, firefighters and soldiers, are poorly paid and frequently accused of corruption.

An investigation into a huge fire at Nairobi's airport in August revealed that first responders had looted electronics, a bank and an ATM during and after the blaze.

In the case of the Westgate attack, a team of Kenyan lawmakers that investigated the looting allegations cleared soldiers of any wrongdoing.

The Somali Islamic extremist group al-Shabab claimed responsibly for the mall attack, saying it was in retribution for Kenya's military involvement in Somalia.

Local and foreign investigators have since been digging through the rubble for evidence, and on Sunday another body believed to be that of one of the mall attackers was retrieved.

Interior Minister Joseph Ole Lenku said in a statement that it was the fourth body that "we know from CCTV footage to be that of a terrorist. DNA and other investigations will confirm their identities."

Four AK-47 assault rifles believed to have been used by the attackers were also recovered, the statement said.

"We continue to dig through the rubble at Westgate," it said. "We are determined to bring this chapter to a close by identifying the terrorists responsible for the attack, including those who planned it."

Many questions, including what caused a part of the mall to collapse, remain unanswered nearly a month after the attack. Kenyan officials have urged patience, saying they need more time to investigate the scene.

The Lagos State Government says it is not moved by the N1 billion suit filed against it by seven of the Igbo destitute relocated to Onitsha, Anambra State, southeast Nigeria, in July. Seven of the destitute, namely, Joseph Aniebonam, Osondu Mbuto, Osondu Agwu, Nnenna Ogbonna, Emily Okoroariri, Friday Ndukwe and Onyeka Ugwu, sued on behalf of others, the Attorney-General of Lagos State and the Commissioner of Police and Lagos State Government to the tune of N1 billion. Responding to the suit, Lagos State Attorney General and Commissioner for Justice, Ade Ipaye said the government was not moved by the N1 billion suit as it would appropriately respond to the challenge. Ipaye said the state government had been served the court papers and government was ready to meet them in court. He stated that the suit could be politically motivated but that government was going to respond to it appropriately. “We are not moved by the N1 billion suit. The suilt could be politically motivated or not. We are going to respond to it as we have been served the court papers,” he said. Interim Lagos State Publicity Secretary, All Progressives Congress, APC, Mr. Joe Igbokwe said: “we will meet them in court,” adding that the suit was politically motivated as those relocated could not have garnered the power to sue the government. According to Igbokwe, those behind the suit should also sue Peter Obi for deporting several Igbo in his state to Ebonyi State in 2011, while accusing the Anambra State Government of being behind the suit because of the coming governorship election. In the motion filed on behalf of the destitute, through their legal counsel, Barrister Ugo Ugwunnadi, an Onitsha-based legal practitioner, the applicants are praying the court to declare that they, as Nigerian citizens, are entitled to the enjoyment of their fundamental rights as provided for in Sections 34, 35, 36, 37, 40, 41 and 42 of the 1999 Constitution, as amended. They applicants are also seeking a declaration of the court that their arrest and detention in various camps, Oshodi rehabilitation centre, police cells and prisons, within Lagos State for no offence known to law and without trial and conviction by a court of competent jurisdiction, amounted to a serious breach of their rights as provided for in the relevant sections of the constitution, saying such action was illegal, null, void and unlawful. The victims also sought an order of the court to declare that their deportation from Lagos State of Nigeria to Anambra State of Nigeria on 24 July amounted to a gross violation of their rights and a breach of the provisions of the 1999 Constitution, as amended. They noted that the court should mandate the first respondent to re-absorb and accommodate the applicants within Lagos State of Nigeria since they are Nigerian citizens and are entitled to reside in any part of Nigeria, including Lagos State. The applicants equally sought a perpetual injunction restraining the respondents, their agents, privies, subordinates, workers and officers, howsoever called, from their further deportation or refusing them free entry into Lagos and free exit therefrom, as well as an order mandating the respondents to tender a written apology to them by publishing the apology in the following newspapers: Thisday, Vanguard and Daily Sun continuously for 30 days, from the date of the first publication, for unlawful and gross violation of their constitutional rights. They added that the issue for determination is whether the action of the respondents in arresting, detaining and their subsequent deportation from Lagos to Onitsha, Anambra State is justified in law, in view of the supreme provisions of the 1999 Constitution of Nigeria, adding that if the issue is resolved in the negative and against the respondents, the applicants are entitled to the reliefs sought. The Lagos State Government had on 24 July, 2013 relocated at least 67 Igbo destitute to Onisha, Anambra State, an action that had generated serious controversy for several weeks. Governor Babatunde Fashola has since apologised to the Igbo over his action, saying he had no strained relationship with the Igbo people.

Governor Tanko al-Makura of Nasarawa state has directed his Commissioner for Women Affairs and Social Development to investigate the sacking of disabled staff from the state civil service.

The Association of the Blind, Nasarawa state chapter laid the complaint on the mass sack to the governor while on special Sallah homage exercise to the governor.

According to Mr. Samuel Demas, who is the leader of the association, part of their mission on the visit was to complain on the mass sack of their members in the state public service.

The governor who expressed shock at the alleged sacking of blind workers in the state, promised to take immediate action as he ordered investigation into the allegation.
The governor told the delegation that part of measures being taken to address challenges facing people living with disabilities is the contract award for the Akwanga special school for the blind.

Over 20 persons have been rescued from the mountain top of the Obudu Mountain resort in Obanliku Local Government Area of Cross River State following a mudslide that occurred at the resort due to a three day heavy down pour.

The rescue operation was carried out by the Nigerian Air Force Augusta 109 from 305 Flying Training School Enugu, Super Puma, and Mi 24 helicopters from the base following directives by the Chief of Air Staff.

Eye witness accounts disclosed that the disaster happened at mid night following many hours of downpour.

Although no life was lost, the natural disaster swept through the local farms and destroyed farm produce. The villagers have now called for interventions from government and well-meaning Nigerians to avert hunger.

The Obudu Mountain resort has played host to millions of tourists across the world who have visited for both pleasure and business and also not forgetting the annual mountain race which takes place in November.

With less than two months to the mountain race, the villagers are worried and hopeful that this occurrence doesn’t disrupt the race.

The Cross River State government through its ministry of works has said it will not relent in ensuring that the road is cleared for free vehicular passage.

For now, all visitors to the resort have been evacuated pending when the disaster is corrected.

The Police Command in Delta reported having gunned down two suspected kidnappers during the Eid-el-Kabir holiday in Warri.
According to the command’s spokesman, Lucky Uyabeme, the suspected kidnappers were killed on October 16, by a Sea Truck Company in Warri.
Uyabeme says the suspects at about 11:00 am parked a black Toyota Camry car with fake registration number AG 19 WWR.
He adds that the occupants of the vehicle were lurking somewhere in the area, which made the team of policemen on duty around the company approach the hoodlums.
“The criminals on seeing that the team was close to them opened fire on the policemen and during the gun duel two suspects were gunned down, while others escape with bullet wounds.
The police spokesman revealed on Thursday that the suspects had been gang members of the most wanted kidnap suspect, one Kelvin Oniarah who had been arrested in September.
He also said the police recovered one AK 47 rifle Number 58-25006074 and 19 rounds of live ammunition, one pump action gun with seven cartridges form the suspects.

Women of the Redeemed Christian Church of God, Kaduna Province Two, have commenced a 605-day prayer for Nigeria’s stability.
Pastor Aanuoluwani Olaniyan, the team leader of the church Royal Sisters said at the commencement of the prayer sessions on Thursday in Kaduna that it was “to rescue Nigeria from all its woos.”
She said the women would continue with the prayers up to May 2015, to seek divine intervention and empowerment for the nation.
Olaniyan said the prayers would be offered till the nation experienced political peace during and after 2015 elections.
“The church of God is the cause of evil in Nigeria because we are no longer praying for our nation and the people leading us. That is why many political and religious leaders are going astray,” the team leader said.
Olaniyan said women have a critical role to play in rescuing Nigeria from its present state, urging them to be steadfast in offering daily prayers for Nigeria and its leaders.
