What people? His people that had been captured which implies the king accepted the "winner takes all" idea that Abram would own all the recovered goods PLUS your 1 million dollars.

The Bible specifying he gave tithes of ALL plus Abram's answer shows that tithes were paid from both the recovered AND the "spoiled" and then Abram refused EVERYTHING else returning to previous owners and allowing his men have the rest
