The International Monetary Fund (IMF) has expressed its readiness to grant more loans to Nigeria and other developing countries. IMF stated this in its recently published note on its website title ‘Stepping Up to Meet Low-Income Countries’ Pandemic Recovery Needs’ According to the Bretton Woods Institution, financial assistance to 50 low-income countries reached $13 billion in 2020, up from an average of $2 billion per year prior to the pandemic and $739 million in grant-based debt service relief was granted to 29 of the organization’s poorest and most vulnerable members. The IMF is expecting this financing to hit $48 billion in the coming years. IMF last year created COVID-19 financial assistance and debt service relief programme to help developing countries access to financial assistance at zero-interest rates. The Nigerian government has so far received $3.4 billion from IMF under this scheme the highest in Sub-Saharan Africa. However, a report by Transparency International (TI) has accused the Nigerian government of making it difficult to track how the IMF funds have been spent. “In almost all cases, there was not sufficient identifying information about beneficial owners to ensure that people were not illicitly profiting from government contracts. Moreover, governments did not specify how they would provide the information they committed to disclosing,” TI noted in its report. “Many of Nigeria’s poorest citizens have yet to see the benefit of the assistance,” it added. Despite these reservations, the IMF expects Nigeria and other developing nations to seek additional external financial assistance in the coming years. IMF also expects Poverty Reduction and Growth Trust (PRGT) loan to countries to peak at $32 billion in 2025-26. “In the first stage, the Fund aims to mobilize a further $18 billion in PRGT loan resources and $3.3 billion in new bilateral contributions for subsidy resources to allow continued lending through the PRGT at zero interest rates. Donors will be offered various, flexible mechanisms for providing subsidy resources. This will be complemented by the use of IMF internal resources of about $0.7 billion. “In the second stage of the strategy, in 2024/25—by which time current economic uncertainties are expected to have receded—the IMF will decide on the size of the PRGT and associated funding mechanisms for the long term. The Lagos State Commissioner for Health, Prof. Akin Abayomi, said the state recorded six COVID-19 related deaths within two days – 48 hours. Abayomi made the disclosure through his Facebook account @ProfAkinolaAbayomi, on Sunday, while giving the state’s COVID-19 update for July 30 and July 31. He said that the deaths increased the state’s COVID-19 related mortality to 384. According to him, 4,437 tests were conducted on the reported dates, out of which 519 new COVID-19 infections were confirmed. “The new infections increased the state’s total COVID-19 infections to 63,872,” Abayomi said. He said that there are currently 2,783 active COVID-19 cases in communities being managed under the state’s Home-Based Care. Abayomi disclosed that the number of patients receiving treatment at the state’s isolation facilities had increased from 128 to 136 persons. He further said that 56,127 of the infected people had recovered in communities, while 4,399 had recovered in the state’s COVID-19 isolation centers. The commissioner added that the total number of COVID-19 tests conducted in the state since the inception of the pandemic stood at 607,803. Earlier, Abayomi, said that the state was currently under severe stress and strain of COVID-19 third wave with the emergence of between 100 and 300 new cases daily. He said that isolation facilities were filled up and being overstretched necessitating the creation of more spaces to accommodate patients. “I hereby appeal to everyone either in Lagos or neighboring states that COVID-19 is not yet over. “We have quite a long way to go and we do not know how many more waves of infections are ahead. “It is therefore important to continue to adhere to non-pharmaceutical interventions and build indigenous capacity to be less vulnerable, but be more resilient to deal with shocks,” he said. He advised that the elbow greeting should be adhered to as COVID-19 was a contact contagion. Manchester City have made an English record £100m bid for Aston Villa captain Jack Grealish. City manager Pep Guardiola has made the 25-year-old English midfielder one of his major targets. It is understood there has been communication between the two Premier League clubs throughout the summer. City have made their move before Grealish returns to Villa for the start of pre-season training at Bodymoor Heath next week. Guardiola feels Grealish can add an extra dimension to City's attack and propel them to the Champions League title for the first time, which they missed out on last season when they were beaten in the final by Chelsea. The fee, which would eclipse the £89m Manchester United paid for Paul Pogba in 2016 as the highest ever paid by an English club, underlines how keen Guardiola is to have Grealish in his squad. His ability on the ball has made him a firm fans' favourite, which crossed over to England this summer, when many felt he was underused by Gareth Southgate. It was expected Grealish would have talks with his club about his future when he started pre-season training with Villa following his England duty at Euro 2020. City knew the fee Villa were likely to want for their playmaker and lifelong Villa fan - and remained undeterred in their pursuit. There was confidence from within the Etihad club earlier this week they would complete the deal this summer. Tottenham striker and Grealish's England team-mate Harry Kane has also been closely linked with a move to the Etihad Stadium after he made it clear he wanted to leave Spurs this summer. Buhari should enforce death penalty on corrupt officials: Oluwo President Muhammadu Buhari has been enjoined to implement capital punishment for corrupt officials of the government so that the country can mark up to the level of developed nations. This view was expressed by a monarch, the Oluwo of Iwo land in Osun, Abdulrasheed Akanbi, on Saturday, in Abuja. “I commend President Buhari-led administration for creating a vigorous awareness against corruption,” Mr Akanbi said. “We want more from His Excellency; an enforcement of capital punishment for corrupt officials is enough to place Nigeria at the verge of developed nation.” “Mr. President, we need enforcement of death penalty for the corrupt officials,” the traditional ruler emphasised. Transparency International, a global anti-corruption body, in its 2020 Corruption Perception Index, ranked Nigeria 149th, out of 183. Nigeria dropped three places from the previous ranking. The Nigerian law does not currently prescribe death penalty for corruption and trials for official sleaze often take years to prosecute. Oftentimes, corruption trials are subject to the convenience of the government and prevailing political expediency. But Mr Akanbi’s demand was made at a public presentation of four books authored by a legal practitioner, Aminu Alilu, a Prosecutor and Head, Complex Case Group in the Federal Ministry of Justice. Making further remarks, the monarch said the dying health system, among others, was as a result of corruption.
