Kidnappers in Nigeria have seized a man who was sent to deliver a ransom payment to secure the release of dozens of abducted school children. The elderly man was sent by the children's parents after they managed to raise 30m naira ($73,000; £53,000) by selling land and other possessions. But they have been left feeling hopeless following his kidnapping. The north of the country is in the midst of a wave of school abductions carried out by criminals for profit. Ransoms are frequently paid, but this is a rare case where the person carrying the cash has been taken. The kidnappers called up the school's headteacher to say that the money delivered was not the agreed sum. The 136 students were taken from an Islamic school in Tegina, Niger state, in late May. Gunmen riding on motorcycles stormed the town and opened fire indiscriminately killing one person and injuring another. As people fled, the attackers went to the school and seized the children. The parents and school administrators negotiated with the criminals and agreed to pay the ransom. They sold part of the school's land as well as other possessions. Headteacher Malam Abubakar Alhassan told the BBC that six people were sent with the correct amount to meet the kidnappers near the forest where the children were being held. When they arrived, the gunmen demanded that one of the group, an elderly man, follow them into the forest so that the cash could be counted. But they later called to say the money was not sufficient. "Parents are now resigned to fate. They say they can't raise any more money. They are now relying on God," Mr Alhassan told the BBC. More than 1,000 students have been abducted from schools across northern Nigeria since December last year. Hundreds of them are still in captivity, but 28 of the 121 children taken from the Bethel Baptist High School in Kaduna state earlier this month were freed on Saturday night. The Nigerian government can try proscribed Indigenous People of Biafra (IPOB) leader, Nnamdi Kanu, under stealth circumstances, according to sections of the law. Kanu, who was arrested abroad last month, is currently in custody of the Department of State Services (DSS). He will be arraigned at a Federal High Court in Abuja on Monday. Nigeria’s Terrorism Act of 2013 gives the court the powers to conduct such trial under more restrictive circumstances as is the case in certain parts of the country. These laws are in line with global standards including those of the USA PATRIOT Act of 2001 – Sections 802-811. According to the Practice Direction and Protocol of Terrorism (Prevention) (Amendment) Act 2013, Section 34 subsection 3, “The court may also decide, in the public interest and national security that (a) all or any of the proceedings pending before the court shall not be published in any manner; and (b) that such proceedings shall be adjourned and the accused persons detained pending when the Attorney-General is able to guarantee the protection of persons and witnesses safety of the witnesses and other persons involved in the matter. Similarly, the Administration of Criminal Justice Act of 2015 (Section 233) subsection 1, “A trial for the offence referred to in subsection (4) of this section may not, where the court so determines, be held in an open court. Subsection 2 adds that, “The names, addresses, telephone numbers and identity of the victims of such offences or witnesses shall not be disclosed in any record or report of the proceedings and it shall be sufficient to designate the names of the victims or witnesses with a combination of alphabets. Subsection 3 provides more details on how proceedings will conducted. “Where in any proceeding the court deems it necessary or protect the identity of the victim or a witness, the court may take any or all of the following measures: (a) Receive evidence by video link; (b) Permit the witness to be screened or masked; (c) Any other measure that the court considers appropriate in the circumstance. With regards to the safety of witnesses that will be called during the proceedings, “(Section 34 – “(1) states that, “the court may, on its own or on a motion by the Attorney-General or a relevant law enforcement or security agency, protect a witness or any person in any proceeding before it where it is satisfied that the life of the person or witness is in danger and take such measures as it deems fit to keep the identity and address of the witness or person secret. According to subsection 2 of the same section, “The measures which the court may take under subsection (1) of this section may include the- (a) holding of the proceeding at a place to be decided by the court; (b) avoidance of the mention of the real name and address of the witness or person in its orders, judgments or records of the case, which are accessible to the public; or (c) issuing of a direction for ensuring that the identity and address of the witness or person are not disclosed; (d) undertaking the proceeding in camera in order to protect the identity and location of witnesses and other persons.” In the case of Kanu, the Nigerian government vowed that a fair hearing will be conducted. An increasing number of young Nigerians are looking to leave the country in search of a brighter economic future, according to the World Bank. This was disclosed by the World Bank in a study titled “Of Roads Less Traveled: Assessing the Potential for Migration to Provide Overseas Jobs for Nigeria’s Youth,” which was released this week on its website. Nigeria placed third in West Africa among the nations polled, trailing only Liberia (70 percent) and Sierra Leone (60 percent) in terms of respondents who would relocate permanently to another country. Niger Republic was the lowest placed country in the study, coming in at 10%. “With rising migratory pressures created by poor employment conditions, Nigerians are increasingly choosing to migrate through irregular means,” the Bank stated. It went on to say that Nigerians were the largest group of migrants from Sub-Saharan Africa coming in Europe in 2016 and 2017, with almost 40,000 landing in Italy in 2016, with over 90% arriving by sea. “A greater proportion of Nigerian migrants arriving in Italy were women (32 percent) than migrants from the rest of SSA (24 percent),” the banks stated Part of the report also revealed that while the number of asylum seekers from Nigeria has declined in recent years, this does not translate as decreased demand for migration from Nigeria. A magistrate court in Birnin Kebbi Friday ordered the remand in a correctional centre in Birnin Kebbi one Oyenbuce Okafor for committing adultery for many years which led to impregnating one Mansura with whom he was arraigned. The duo was arrested by Hisbah in Birnin Kebbi and handed over to the police for investigation and prosecution, in the course of an investigation it was revealed that Onyebuci and Mansura have been in a long illicit affair and already had a child. According to the complaint, Mansura has approached Hisbah when Onyebuci requested to take custody of the three-year-old baby which was turned down by her parents for religious and ethnic reasons. Arraigning the two suspects before Magistrate Samaila Kakale Mungadi, the police prosecutor Jibrin Abba told the court that, Okafor and Mansura confessed to having been in a long illicit affair that produced a baby boy. While reading his judgement, judge Samaila said the offence they committed is contrary to section 369 of the panel code he, therefore, ordered that the two should be remanded in prison custody and adjourned the case till a later date in July. Okafor’s lawyer who applied for bail was countered by the police prosecutor who said that the accused once jumped with on another case at another court in Kebbi state. Three out of 156 positive cases of the new Delta variant of COVID-19 virus has claimed three lives in Akwa Ibom State. Secretary to State Government and Chairman, Akwa Ibom State COVID-19 Committee, Dr. Emmanuel Ekuwem stated this on Thursday in a statement sent to journalists in Uyo, the State capital. He urged residents to obey all COVID-19 guidelines and protocols earlier prescribed by the NSCDC. He noted that all COVID-19 monitoring mechanisms have been reactivated to ensure strict compliance with guidelines and protocols to assist the State combat the new wave. The statement in parts said, “Social distancing in tricycles and in Mini-buses and wearing of face masks are to be strictly complied with. “Religious houses (churches and mosques) should run at half capacity and services should last not more than one (1) hour. “Hotels, sit-outs, clubs, schools, transport companies, supermarkets, Banks, pharmacies should all ensure compliance with all Covid-19 preventive measures in their facilities. “Report any suspicious symptoms such as fever, cough, difficulty in breathing and body pains and weakness to the nearest Covid-19 facility. In one of the most fascinating technologies in history, the famous city of Dubai is continuing its creation of fake rain to tackle heatwave. Drones are used for heavy downpours, partly caused by cloud-seeding projects. Dubai deals with extremely hot summers with temperatures over 50°C. The United Arab Emirates’s National Center of Meteorology (NCM) uses drone technology for electrical charges into clouds. The science cause the clouds to cluster and form precipitation. For this year, the NCM released a video of monsoon-like showers and sparking flashes of lightning. The rain and strong winds cut visibility on roads and created difficult driving conditions, The National reported. Cloud seeding, one of nine different rain-making projects, in used in the UAE. Others include dropping salt or other chemicals into clouds for condensation.
