There was wild jubilation at the Adoration Ministry Enugu on Wednesday as the Spiritual Director, Rev. Fr. Ejike Mbaka, returned to the state.

Following his suspension by the Catholic Bishop of Enugu Diocese, Most Rev. Callistus Onaga, the fiery priest had proceeded to the monastery. grin

The diocese also shut down the Adoration Ministry over eight months ago and on June 3, 2022, the Bishop Onaga banned Mbaka from commenting on political issues.

Shortly after the initial ban was lifted, Mbaka violated the political neutrality and attacked the presidential candidate of Labour Party, Peter Obi, describing him as a “stingy man.” cheesy

Last October, the diocese transferred Mbaka from the chaplaincy to the monastery and named Rev. Fr. Anthony Amadi to replace him (Mbaka) as the new chaplain of the Adoration Ministry Chaplaincy.

The Bishop also advised Catholic faithfuls to pray for Mbaka.

President Muhammadu Buhari has asked the National Assembly to reconsider its position on his request to pay an outstanding N22.7 trillion to the Central Bank of Nigeria (CBN).

He made the appeal on Tuesday when he signed the 2023 budget into law.

The money, he had said, was taken by the federal government from the apex bank and it is the balance accumulated for over 10 years.

PREMIUM TIMES reported how senators disagreed during the consideration of the president’s request last Wednesday.

The chamber was thrown into a rowdy session when some lawmakers kicked against the request described as unconstitutional.

The row which lasted several minutes saw the senators disagreeing on the matter. While some lawmakers demanded details of the expenditure, others wondered why the amount was taken without the notice and approval of the National Assembly.

The disagreement forced the lawmakers to suspend consideration of the president’s request till 17 January to allow for proper scrutiny.

At the budget signing, Mr Buhari reminded the lawmakers that the balance has accumulated over several years and “represents funding provided by the CBN as lender of last resort to the government to enable it to meet obligations to lenders, as well as cover budgetary shortfalls in projected revenues and/or borrowings.”

The president said he has no intention to abrogate the right of the National Assembly to interrogate the composition of the balance, which can still be done even after granting the requested approval.

However, failure to approve the amount could cost the government over N1 trillion, he said.

”Failure to grant the securitisation approval will however cost the government about N1.8 trillion in additional interest in 2023 given the differential between the applicable interest rates which is currently MPR plus three per cent and the negotiated interest rate of nine per cent and a 40-year repayment period on the securitised debt of the Ways and Means.”

The Ways and Means are advances (or funds) from the Central Bank of Nigeria (CBN) to the federal government for emergency funding of delayed receipt of fiscal deficit.

The Auditor General of the Federation (AuGF) has alleged that the Nigerian National Petroleum Company (NNPC) Limited exported 17.877 million barrels of crude without proper documentation in four years. shocked

In a report published on its website and obtained by Ripples Nigeria on Tuesday night, the AuGF revealed that the product valued at $1,020,969,281.12 was exported by NNPC between 2016 and 2020.

The AuGF also faulted the NNPC for appointing two Pre-Shipment Agents (PIAs) and one Monitoring and Evaluation Agent (MEA) in 2017 knowing fully well that President Muhammadu Buhari had canceled the appointments of all service providers two years earlier.

The Office of the Accountant-General of the Federation was also indicted for making payments of N73 billion to PIAs and MEAs for inspection and monitoring of oil and gas exports. shocked

AuGF noted that the payments were without budgetary provision and violated Section 80(4) of the 1999 Constitution.

President Muhammadu Buhari on Tuesday met with Imo State Governor, Hope Uzodinma at the State House in Abuja.

The meeting with Uzodinma may not be unconnected with the security challenges in the South-East region where gunmen have continued to unleash violence.

Addressing journalists after the meeting, the Imo governor revealed that President Buhari approved the deployment of technology to combat insecurity in the South-East.

He stated that the approved technology expected to be deployed immediately consists of surveillance equipment among other things to potentially control crime and insecurity, with minimal collateral damage.

Uzodinma maintained that he is not responsible for the insecurity in Imo, saying the challenge is not peculiar to the state.

According to the governor, those fighting him simply instigate an atmosphere of insecurity out of desperation and not because of underdevelopment or corruption.

President Muhammadu Buhari has given assurances that Nigeria will support the Republic of Burundi in diverse ways as necessary in the spirit of African solidarity and brotherliness.

He gave the assurances on Tuesday when he received the Special Envoy of President Evariste Ndayishimiye, who came with a message in his office.

On request for assistance in the area of energy provision, particularly fuel, by the Burundi leader, Buhari acknowledged the feeling of suffering from energy shortage, promising that he the Nigerian National Petroleum Company (NNPC) Limited would be drafted to look into the request.

The country’s Minister of Finance, Budget, and Economic Planning of Burundi, Audace Niyonzima conveyed his President’s goodwill for the New Year to Nigerians and Buhari, as he wished the country well in the forthcoming general elections.

According to a statement issued by the Special adviser to the President on media and publicity, Femi Adeshina, the Nigerian President affirmed that he was looking forward to the polls and retirement, having satisfied the constitutional requirement of two terms in office.

In the spirit of African solidarity and brotherliness, Nigeria will support Republic of Burundi in diverse ways as necessary, President Muhammadu Buhari has assured.
The President spoke Tuesday at State House, Abuja, while receiving the Special Envoy of President Evariste Ndayishimiye, who came with a message.

Hon. Audace Niyonzima, Minister of Finance, Budget, and Economic Planning of Burundi, said his President sent goodwill for the New Year to Nigerians and President Buhari, and also wishes the country well in general elections scheduled for February and March, this year.
“We pray that the polls would be peaceful and successful, so that Nigeria would maintain her reputation as a bastion of peace and stability,” the Special Envoy said.

On request for assistance in the area of energy provision, particularly fuel, by the Burundi leader, President Buhari said he knows what it feels like for a country to suffer from energy shortage, and promised that he would get the Nigerian National Petroleum Company Limited to look into the request.

The Nigerian National Petroleum Company Limited (NNPC) is pushing for more oil in the north, a move that could be made easier by the $400 million projected annual funding for the exploration of frontier basins under the Petroleum Industry Act (PIA).

New data obtained by THISDAY covering the national oil company’s frontier exploration activities between 2020-2022 indicated that some of the states in the north where the firm is[b] hoping to discover oil include Sokoto, Nasarawa, Niger and Borno. Others are Yobe, Adamawa, Gombe and Bauchi states.[/b]

Outside the north, the Anambra basin was listed as another area where the NNPC is pushing for more oil, after a similar discovery of the commodity in Kolmani River 2 which straddles Gombe and Bauchi states.

According to the new PIA: “There shall be maintained for the purpose of this section, a Frontier Exploration Fund which shall be 30 per cent of NNPC Limited’s profit oil and profit gas as in the production sharing, profit sharing and risk service contracts.’’

Last year in the heat of the debate that followed the alleged discrepancy in funding of host oil communities in the Niger Delta and exploration of frontier basins, mostly in the north, as enunciated by the PIA, the Group Chief Executive Officer of the NNPC, Mallam Mele Kyari, revealed that about $400 million would be spent annually to fund exploration of oil and gas in the frontier basins under the new PIA. His projection was from the previous year’s activities in the sector.

When the sum, which is from 30 per cent of the proposed NNPC Limited’s profit from oil and gas, is added to the estimated $500 million to be spent on host communities, being the 3 per cent of operating expenditure approved by the Act, both cost centres would gulp a cumulative $900 million or roughly N450 billion every year, THISDAY learnt.

At the time, Kyari admitted that some of the misconceptions concerning the new law were due to the adoption of a wrong communication strategy, insisting that the 30 per cent exploration fund was not meant to explore oil in the north alone.

He said there were potential oil wells in the southern states, including Anambra basin, the Calabar embankment, as well as the ultra-deepwater areas of the Niger Delta.

“When you say profit percentage, it will probably come down to less than $400 million per annum. And, then, the other side of it is that 30 per cent is a big number, but when you come to the host community fund, you have three per cent of operating expense,” the GCEO stated while trying to douse the tension generated by the debate.

“What’s wrong in finding oil anywhere that you find it? Because once you find oil and gas, it becomes the resource of the federation, and therefore nobody loses from this participation,” he said in defence of the provision of the new law.

However, the latest NNPC document showed that 2D seismic acquisition has already been completed in the 700 Line Kilometre (LKm) in Sokoto basin and the 600 LKm in Bida basin where crop compensation payment has been rounded off and post-acquisition has reached 70 per cent on both sites respectively.

On the Chad basin, the NNPC report indicated that acquisition activities had been suspended, but that security clearance was received from the defence headquarters on November 7, 2022, while a waiver from the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) for Environmental Impact Assessment (EIA) was being awaited.

For Oil Prospecting Licence (OPL) 813A, Keana West, and phase 14, Kinasar, the NNPC document stated that seismic acquisition for the former two had been carried out and security assessment completed.

In Nasarawa State, the NNPC said that it has also obtained 3D seismic data of 86Km2 in Keana and final deliverables have been received.

Also in Yobe state, the company explained that it is prospecting for oil in Phase 13 in Wadi, where it is appraising a 168km2 likely area.

In Adamawa state, NNPC noted that it is on phase 14 of Kinasar Prospect spanning 170km2 and phase 15 of Ziye Prospect spanning 172km2 all in the Borno basin while the contract agreements for phases 13 and 14 have been executed while that of phase 15 is yet to be executed.

In November, a visibly elated Buhari, in his speech, at the unveiling of Kolmani 2, said it was to the credit of his government that at a time that financing of fossil fuel projects was drying up due to the energy transition drive, the administration was able to attract $3 billion to the facility.

Buhari described the day as important in the economic history of the nation as it moves closer to production of oil and gas in the Upper Benue Trough, specifically, the Kolmani River oil and gas field, straddling Bauchi and Gombe States in the North-east.

At the time, THISDAY learnt that the first phase of the integrated development project, will entail an oil refinery of up to 120,000 barrels per day capacity and a gas processing plant of up to 500 million standard cubic feet per day.

The Kolmani project also comprises a power plant of up to 300-megawatt capacity and a fertiliser plant of 2,500 tons per day with over 1 billion barrels of oil reserves and 500 billion Cubic Feet of Gas cumulatively.

Buhari noted that the feat was significant considering that efforts to find commercial oil and gas outside the established Niger Delta was attempted for many years without the desired outcomes.

However, he explained that the successful discovery of the Kolmani oil and gas field by NNPC and her partners has finally broken the jinx by the confirmation of huge commercial deposits of hydrocarbons in Kolmani River field.

Among several other locations where exploration is ongoing in the north, the NNPC document revealed that it expected drilling of phase 8-X3 well in the Chad basin even as it has applied for permits from the regulatory agency.

The NNPC report further explained that a “petroleum play fairway analysis”, basin modelling activities and seismic interpretation were ongoing at the Anambra basin and had reached 65 per cent completion.
