KAMPALA — A Ugandan gay rights activist was killed after reneging on an agreement to pay for sex, the country's police chief told journalists Thursday.

Inspector General of Police Kale Kayihura said Enoch Sydney Nsubuga, 22, had confessed to killing activist David Kato, and "there is nothing concrete to suggest" the murder was "a hate crime."

"According to the suspect ,  he negotiated with the deceased to be paid money as he was being used as a sexual partner, but that the promise was never fulfilled," Kayihura said.

Nsubuga, presented briefly to the media Thursday, confessed that after realising Kato did not intend to pay as promised, "he picked a hammer from the bathroom and hit (Kato) on the head," and robbed him, Kayihura added.

Police believe the two had a prior relationship since Kato stood as surety for Nsubuga during a January bail hearing where Nsubuga was released on remand after an arrest for theft, according to Kayihura.

Following his release from prison, Nsubuga, who has a long criminal record, began working on Kato's property doing domestic labour, Kayihura said.

Kayihura added that police were "not dismissing" the hate crime theory and cautioned the public and Uganda's media against "intolerance."

Last year Kato was named and pictured by an anti-gay tabloid called Rolling Stone in a story that carried the headline "Hang Them" in reference to gay rights campaigners.

"Whoever is talking about hanging, we are going to have to take them on. It is absolutely unacceptable," Kayihura said.

Kayihura also admonished Anglican priest Thomas Musoke for anti-gay remarks made at Kato's funeral last week.

"You don't make such statements at a funeral," he said. "God accepts everybody ,  you must be sensitive."

Although engaging in homosexual sex is listed in Uganda's penal code, Kayihura said investigating such cases in not a top priority.

"At this moment in time, there are bigger crime categories that we are focusing on," he said.[/i]

You have not argued about your claim with a well structured argument- you have only made an assertion. How do you know there can be love in polygamy? At least build a hypothetical situation let us see. Yes women in cultures that were patriachial in the past went with polygamy- you are kind of just killing your argument.

Which people practice polygamy? Name them and I can confidently analyze polygamous behavior in their context.

I did not start the love assertion thing, Jenifa argued against polygamy by claiming monogamy is based on love and implied polygamy is not, I questioned it, then you tried to introduce religion into it and I simply pointed out to you that before any religion there was polygamy. What is wuruwuru here. Just say you are losing it.

By not refuting her claim, and immediately arguing that this is factually wrong and carrying it along your line of argument, I think by all measures (at least in formal logic), to say that you believe this. See when I see something wrong, I either ignore it or correct the person. And I quote:

My argument is that for whatever reason(s) the majority in many western countries found polygamy disgusting and made it illegal, and the minority who believe and practice polygamy respect it without forcing them to change their laws is the same reason the minority who believe and practice homosexuality in Africa should respect the law and not force them to change it. That is what Democracy is all about, MAJORITY wins.

Ok my biggest issue with polygamy arguments is this- where exactly are you talking about? Are you talking about Mormon polygamy or Muslim polygamy or polygamy in African nations? The reasons that motivate people to practice polygamy strongly depends on what context you are talking about. Thats when we can examine if really love plays a role. Nevertheless, I dont see love as a suitable qualifier for any argument tbh. And Yes, in most cases polygamy would usually be based on finances- obviously like Abiola, or religion in which the woman is made to believe that what is doing is the divine order of some god.
Before Mormon, Islam, Christianity or any other religion, there was polygamy. Fast-forward to 2011; non religious people are still going into polygamy.

Both Polygamy and Monogamy have challenges, and people get into both marriages for various reasons (financial security inclusive), but to say only monogamy is based on love is a big error.

OAM4J, polygamy is practiced to some extent in the UK especially for foreign marriages but the Government might probably not accept it because they ahve a very welfare driven society over there (Thats why everyone is so lazy  grin), to allow for cultures which engage in polygamy. And No, the laws against polygamy were not made as a result of "disgust" in the US. Where did you get that misinformation from?

And it's not about society being strongly disgusted. Generally, to me at least, society can select to ban activities that they know are only practiced by a minority or vulnerable in society. ex. If you doubt US/West ever accepting/legalizing polygamy what makes you think majority of Africans will ever accept homosexuality as a way of life? Trust me, many Africans find homosexuality more disgusting than the west find polygamy. And I doubt it will ever change. They might eventually review their laws towards tolerating homos (I hope not), but I doubt it will EVER be accepted as a decent way of life in Africa.

Of course there will be multiple registrations when some of those corpers handling the registration already claimed they registered some people without their bio-data.

The system should not have been programmed to allow that, and if the data is not centralized, then people can move from ward to ward voting in all the places they registered.

Too bad. In 2011 we still cannot handle a simple exercise of registering voters after spending Billions. And few years from now another INEC chairman will be asking for another billions of Naira for a new exercise. sad angry

I know this debate can go on and on and on till forever, but the fact remains that majority of Africans are not willing to accept homosexuality as a decent way of life (And I hope there will never be a time they will). Therefore whosoever wants to practice the act in Africa should do it in the privacy of his/her home or be ready to face the law and rejection from majority of African. Thankfully, many African countries practice democracy!

my idea of democracy is majority rule and minority rights. I think as nigerians that are used to govt abusing even our basic human rights, we don't understand the concept let alone understanding that minorities need to be protected with rights.

So the society need to define the limits of individual rights especially where such rights has a tendency of overstepping other people's boundary. Therefore if a right is not guarantee and define by the laws of  a society, there will be room for anarchy.

that said, am against those killings & genocides but that is why we have bodies like United Nations to protect certain ethnic minority rights. Any government/leader involve in such act will definitely be punished at the end of the day. Unfortunately gay rights is not yet protected under UN. May be those gay activists should put more efforts in having their right protected by UN, that might limit countries like Uganda passing a law that prescribe death sentence for homos.

Dont get me wrong, I dont support death sentence for homos, I think they should be tolerated everywhere, to the extent that they keep their acts to themselves and do not lay claim to those rights listed in Katsumoto post, especially in Africa.
