I am applying for the Canada study visa but this time outside of Nigeria , do I need to pay for the biometrics again or just the application fee and visa fee.

If you've ever done biometrics before, then you don't need to pay for it again ,as it is valid for 10years; just the application fee of $150cad or equivalent would do.

You're very correct except for medical proof and statement of purpose.
A section to upload medical proof would have been generated if your answer was Yes while filling the questionnaire in relation to medicals questions.
And SOP should be uploaded in a section requesting for LOE. But let the gurus weigh in before taking further steps.

I don't see the option to upload all that. Or do you just merge all of them together and submit it under the Client Information section of the application?

Get letter of Sponsorship or affidavit of Sponsorship from all the people sponsoring you. That's how their account statements you sent will make sense. Then while forwarding this Webform, explain in details how much they plan to contribute. That same amount they plan to contribute will also be stated in their Sponsorship letters, that's how they will weigh their contribution plan to the amount they have in their account and in assets.
There is no complexity in the application, because you're not making any changes, you're just adding documents to buttress what you already sent.

CANADA HAS BEEN A BIG DREAM OF MINE. I’VE BEEN ALMOST EVERYWHERE BUT CANADA (LOL).

2million is veeeery far from it.
10,000 cad living expenses
14,000 cad at least for a year program
3,000 cad miscellaneous.
Your best bet is getting a sponsor.
Just my thought.

This doesn't sound like a good idea (factoring the fact that you already have a promising application running). I'm certain a favourable final decision is around the corner, just wait it out.

To the best of my knowledge, there's no difference between LOE and SOP, both servers the same purpose, which is a detailed and well crafted explanation of your application, since there's no in-person interview. Just my thought.
